Commons ChamberI am grateful to the hon. Gentleman for his attempted point of order. I recognise, as many other Members will, that he speaks with very considerable personal knowledge and authority on this subject. If memory serves me correctly, the Chief Secretary to the Treasury said that cancer survival rates were improving. I think that is what he said. The hon. Gentleman has made the point that in respect of the seven most common cancers, the UK is at, or close to, the bottom of a league table. I say with no pleasure that those two statements are not mutually exclusive. However, I recognise that in the context of what is a point of debate, he was very concerned to put his thoughts on the record. He has done so, and that record is there to be studied by people within the House and outside it. I thank him for what he has said.
On a point of order, Mr Speaker. We are aware that the Government’s major attention at the moment appears to be a couple of hundred miles to the north of where we are, but I do think that if Parliament is sitting and we are going to have urgent questions on matters as crucial as today’s, it is beholden on the Government to ensure that if the Secretary of State is unable to attend, the Minister is given the relevant information to be able to ensure that the exchanges can be performed in a way that actually provides information to people watching these proceedings and, crucially, to Members of Parliament. I do not blame the Minister himself, but on the key factor about what the UK has done either with the Iranians or with the Saudi Arabians, he has not been in a position to respond, and I do think that that diminishes these proceedings. I wonder if you are able to get a message to the Government to ensure that people who come to the Dispatch Box are in a position to be able to respond on the key factors that they are going to be asked about.

Member for Kettering (Mr Hollobone) will go about his business with an additional glint in his eye and spring in his step, buoyed by knowledge of the approbation he has received from the Minister on the Treasury Bench describing him as “wise”; I have a feeling it will be framed and appear in an important and public part of the hon. Gentleman’s home.
There will be concern in Chesterfield that the East Midlands rail service currently provided by Stagecoach will no longer be in place. In terms of what the Minister is able to tell us about the process, how many fully compliant bids were there? In terms of the process going forward, what benefits will constituents in Chesterfield see when we move to Abellio trains?

Commons ChamberThat is a very sensible point. Planning will be under way lest that scenario should arise, and not least out of consideration for the staff who serve us so loyally and so well, it is essential that that is so. They have already in recent times been very gravely inconvenienced as a result of our deliberations. That is the way it is, and they very graciously accept it, but we should not take their loyalty for granted. They must be treated with respect.
On a point of order, Mr Speaker. Anyone who heard the urgent question from the right hon. Member for Rayleigh and Wickford (Mr Francois) and all those who responded to it will know how there are many Members who absolutely love and indulge themselves in long discussions about arcane matters of European legislation and its different articles and who spend far less time worrying about the disastrous potential consequences of their actions. Are you aware of whether there are any plans for grief counselling for those Members? In the event that we leave the European Union, those Members would no longer spend many long hours talking about these things and they would have to spend some time concentrating on the poverty in their constituencies.
I am not aware of any plans for grief counselling, but my expectation is that the right hon. Member for Rayleigh and Wickford (Mr Francois) would focus his beady eye on a vast range of other important topics.

Commons ChamberMy advice is simple: persist, persist, persist.
Let me say to the right hon. Gentleman, who is held in the highest esteem in, I think, all parts of the House, that if he, on behalf—and clearly with the agreement—of the Committee, seeks the presence of the Secretary of State prior to an important debate and attendant vote, the Secretary of State should appear before the Committee. That cannot be compelled, certainly not by the Chair, but it is manifest and, I think, incontrovertible that it is desirable in terms of the scrutiny and accountability process; from which something else follows.
Simply offering individual meetings with members of the Committee does not remotely pass muster. The fact is that the Select Committee is an established body in the House, established to scrutinise the Government’s Brexit policy, and it has a corporate character. Indeed, its members are operating not merely as individual Members of Parliament, but as part of a body politic—in this case, as part of that Committee. So my advice to the right hon. Gentleman is that he should persist, making it absolutely clear that it is the view of the Committee that the presence of the Secretary of State is desired. It is frankly, if I may say so, a point so blindingly obvious—[Interruption.] Be quiet, young man. In ethical terms, it is so manifestly fair, that that is what should happen.
On a point of order, Mr Speaker. This Friday I will attend the funeral of Charles Smith MBE. When he died at the age of 98 he had been a member of the Labour party for 84 years, which I believe made him the most long-standing member of the party. In paying tribute to him, may I ask for your guidance, Mr Speaker, on how I might use this opportunity to encourage everyone in Parliament to celebrate all those people who have given long service to our political parties, to recognise that the vast majority of them do so in order to support their communities and the country, and to recognise that our political parties are broadly a force for good and we should welcome their membership?
I do not dissent from that. The hon. Gentleman has made his point very well. It does not require anything further to be said by the Chair, but I congratulate him on taking his opportunity.

Commons ChamberOn a point of order, Mr Speaker. I wonder whether you could provide advice. I understand that it is a matter of record whether the Government intend to vote for something. I have asked the Secretary of State specifically whether the Government will vote against the motion. Is it reasonable to ask that question?
It is perfectly reasonable for somebody to ask, and the Secretary of State can answer if she wishes or not if she does not, but there is no breach of order in there not being a declaration of intent on that matter at this stage in the debate. At what point it becomes clear that there will or will not be a Division remains to be seen, but nothing disorderly has occurred. We were about to hear an intervention from Vicky Ford.

Thank you, Mr Speaker. I wanted to clarify and correct the record in relation to something I said yesterday. The House will have heard me ask the Education Secretary about Brookfield Community School in Chesterfield, an outstanding local authority school that was forced into being an academy. I said yesterday that it now required improvement and that the governing body was being replaced. I have subsequently been told that I misinformed the House: the school has actually been rated as inadequate, with serious failings. So I wanted to make the House aware, at the earliest possible opportunity, that things are even worse under the Tories’ education policy.
That is notably candid of the hon. Gentleman. It is certainly not, it has to be admitted, an expression of frustration. He has put his point on the record and I thank him for doing so.

Commons ChamberOn a point of order, Mr Speaker. There is a great deal of concern across Parliament about the mysterious disappearance of the right hon. Member for Twickenham (Sir Vince Cable). He has been missing since last night. This morning, he was texting about being the only person really fighting Brexit. I just wonder if you and the parliamentary authorities could ascertain his whereabouts and whether he is indeed safe, and report back to me and all those people who are so concerned.
I would not want to take upon my shoulders such a major responsibility. I must advise the hon. Gentleman that I wish all the best to the right hon. Member for Twickenham (Sir Vince Cable). I have no reason to be perturbed on his account. I am not aware that he is indisposed, and I very much hope that he is not. The right hon. Member for Carshalton and Wallington (Tom Brake) is beaming in a mildly eccentric manner from a sedentary position.

Commons ChamberThat is a somewhat tendentious attempt at a point of order, which is rather revealed by the hon. Lady’s grinning visage. The convention in this place is that votes should follow voice. Votes should not be in opposition to voice, but as to how the hon. Gentleman voted I do not know. If the hon. Lady is suggesting that he spoke on the matter in one direction and then did not vote, that is entirely up to the hon. Member. The hon. Member has not behaved improperly. The hon. Member may have irked the hon. Lady, but that is another matter. If it was in relation to an amendment on which there was no vote, there is nothing to be said—that is no matter for the Chair.
On a point of order, Mr Speaker. I made the hon. and learned Member for Torridge and West Devon (Mr Cox) aware, as is the convention, that I intended to raise a point of order about the fact that he spoke very passionately in favour of the Cayman Islands when he has clearly, according to his own entry in the Register of Members’ Financial Interests, done a lot of work on their behalf. That seems to have given him the opportunity to respond in advance to my point of order. Can you advise me, Mr Speaker, whether, on drawing the attention of the House to a particular entry, it makes any difference if a contribution is an intervention or at the start of a grandiose speech?
I would not refer to a speech as grandiose—that is the hon. Gentleman’s choice of language—but the short answer is no. If a Member is intervening in a debate, whether by intervention or in the form of a full- blooded speech, the responsibility to declare an interest is unchanged. I feel that the hon. and learned Member for Torridge and West Devon (Mr Cox) has clarified the position, which I think is appreciated, and I would like to leave it there. I thank him for what he has said.

Commons ChamberAs the Clerk has just advised me, my judgment on the SO No. 24 debate—I know this because we discussed it earlier—could have been impacted by a Government decision to table a motion for a substantive debate tomorrow. I am sorry but I cannot overstate the importance of accuracy and correctness in these matters.
My decision about an SO No. 24 application is independent of, and can be separable and distinguishable from, a Government decision to table a substantive motion. It is entirely open to the Government to do that if they so wish. I was pleased to see the Father of the House nodding from a sedentary position when I was making that point. I do have the advantage, procedurally, of being correct.
Given what the Prime Minister just said about the urgency of taking action on Saturday and the fact that she did want to listen and respond to the House, the business statement that we have just heard is utterly extraordinary and flies in the face of everything we heard during the Prime Minister’s statement. My constituents expect me to tell them how I would have responded to this matter, and it is a matter of record that may last for many years in the future.
I support entirely the SO24 application of my hon. Friend the Member for Wirral South (Alison McGovern), but it is not the same as an amendable motion, in Government time, where we as Members of Parliament are asked to justify to our constituents our view on this matter. The response of the Leader of the House is utterly unsatisfactory and demeans Parliament. She should go away and come back with a much better response.

Commons ChamberI start by echoing the disappointment of many of my colleagues that there was not a parliamentary vote on this issue. The Government do not have an overall majority. Given that there were going to be legal questions, that the President of the United States was tweeting about this on Wednesday and that the Prime Minister had clearly come to the conclusion that we were going to act on Thursday, there was time for Parliament to be recalled on Friday. The points made by my right hon. Friend the Member for Leeds Central (Hilary Benn) and the right hon. and learned Member for Rushcliffe (Mr Clarke) were powerful, and it is very regrettable that the vote did not happen.
Notwithstanding that, there is no question but that Assad is a murderous tyrant. He is undoubtedly breaking international law and guilty of war crimes. It is important to make the point that stopping someone else committing war crimes does not, in itself, mean that you have acted within the law. The measure that the Government are citing in relation to the alleviation of humanitarian suffering would count equally for the hundreds of thousands of people murdered by Assad using conventional weapons. The Government need to be clear on the legality of what they are saying. However, I entirely share their revulsion at the use of chemical weapons, and I entirely recognise why that is seen as a red line.
During the earlier statement, the hon. Member for Central Ayrshire (Dr Whitford) said that all the evidence pointed to the attack being chlorine-based, and that the Government seem to be attacking sites at which sarin was produced. That was an important point. The fact that the President of the United States has made a glib response suggesting that this is “mission accomplished” and that it has all been dealt with is a real cause for concern. We will watch with great care to see what happens now, but the idea that we have taken a substantial step and will never see a repeat of this kind of attack is deeply questionable.
The important point has been made tonight that inaction has just as many consequences as action does. However, I do not share the shame of some of my colleagues over the vote in 2013. As the right hon. Member for New Forest East (Dr Lewis) said, if we had taken a decisive step against Assad back in 2013, we would have paved the way for ISIS. It was right for us to have concerns about that vote.
I want to finish by focusing on the United Nations Security Council. I entirely recognise the Prime Minister’s concerns about Russia’s role in that. Russia is clearly acting as a block on the Security Council. We have not heard, however, whether the Government will make serious efforts to stop Russia being on the Security Council. If we are saying that the United Nations route is broken, what are we actually doing to get the international community to recognise Russia as the pariah state that it is and to stop it being a permanent member of the Security Council, where it is currently able to block any steps that we take? I look forward to hearing what the Prime Minister has to say on that. I am very concerned about the steps, but I also recognise that—

Further to the questions that have been asked, the Minister might hide behind operational independence, but what does it say about this country when we are the only one that does not believe the threshold of evidence has been met? What leadership is the Minister providing, so that the UK takes this seriously, as all these other countries are doing?

Commons ChamberOn a point of order, Mr Speaker. In the Foreign Secretary’s response to an urgent question a few minutes ago, he said: “Thinking ahead to the World cup this summer, it is very difficult to imagine how UK representation at that event could go ahead in the normal way”. If the Foreign Secretary is saying that England should pull out of the World cup, the consequences would be absolutely massive for the travel industry and other businesses, as well as the media and the tens of thousands of supporters who intend to travel. Have you heard, Mr Speaker, whether there will be a statement to that effect? If not, we should ask the Foreign Secretary to come back very quickly to explain such an important claim.
I am very grateful to the hon. Gentleman for his attempted point of order—a description I use advisedly. I understand the very strong concern he feels about this matter, not least in view of his passion for sport which, as he knows, he shares with me and with a great many right hon. and hon. Members across the House. To be fair to the Foreign Secretary, whom the hon. Gentleman briefly quoted, he used the conditional tense. I think it would be correct to say that he was ruminating on the possibilities in the event of no improvement in the situation. I do not think it would be right to say that he made a statement of policy. It is, however, a matter of concern and one which, knowing the insistence of the hon. Gentleman in the pursuit of his quarry, I think he will be minded again to raise in the days ahead.
Order. I am not sure that there is a “further”, as I gave a pretty comprehensive response to the hon. Gentleman, but I am in such good spirit that I am inclined to indulge him, as he seems curiously and fetishistically attached to his device.
Further to that point of order, Mr Speaker. To be fair, the Foreign Secretary qualified his comments by saying: “If things turn out to be as many Members…suspect they will”. He did not say, “If there is no improvement in relations,” so he was very specific. He is saying that if things are as we suspect they are, he will call into question whether we should appear at the World cup. That is a fairly substantial policy declaration, so I wonder whether we should ask him to make a statement to the House to that effect.
The whole point about this situation is that there is an urgency and a topicality associated with it. The reason why I granted the urgent question to the Foreign Secretary was precisely that I thought the matter warranted the urgent attention of the House today. There had been no offer of a Government statement, but I decided that a Minister should come to respond to the Chair of the Foreign Affairs Committee, the hon. Member for Tonbridge and Malling (Tom Tugendhat). There is a police investigation into a particular set of circumstances, which will cause grave disquiet to colleagues —the incident, rather than the police investigation—and the matter is ongoing. If, in the days ahead, the hon. Gentleman wishes to assume his place in the Chamber, there will be an opportunity for him to put questions. If the situation were to prove as bad as some fear, I have no doubt that a Minister would volunteer a statement. If, however, such a statement is not volunteered when it is warranted, the use of the urgent question is now very commonplace. On my recollection, since I took the Chair of this House, we have had 441 urgent questions over the past eight and a half years. The hon. Gentleman should not despair. He need not fear that his legitimate concerns will not have a chance to be aired in this Chamber, for they will have such a chance. I hope that that will satisfy the hon. Gentleman, at least for now.

Commons ChamberThe electoral roll would be a good place to start a strategy like that. The Government are perfectly good at finding us when they want our tax, yet an estimated 6 million people—predominantly younger urban voters, particularly those in ethnic minorities—are missing from the electoral roll. Everyone who is on Government registers through the benefit system, the tax system and the health system should be on the electoral roll. The boundary changes based on this flawed register are an undemocratic sham, so why are the Government working to make it more difficult to vote, rather than addressing this national scandal?

Commons ChamberI thank all the voters of the Chesterfield constituency who, for the third time, have done me the honour of sending me back to this place. As the final speaker in today’s debate on the Queen’s Speech, it comes as little surprise to me that today we have learned that the Prime Minister’s head of policy is the latest adviser to leave the sinking ship. Not only did today’s Queen’s Speech tell us that this is a Government in search of a programme, but it was the first ever Queen’s Speech that was more noted for what was not in it than for what was.
Never before have we seen a more charmless and negative prescription from any party than the one that we saw in the most recent election, and today we see what is left: a Prime Minister who is in office but not in power, and a Government without a majority or much of a plan for what they want to do with the power they cling to. They are neither strong nor stable, nor particularly able, and they are not certain of whether they even have a partner with which to complete their programme.
I was intending to spend a little time talking about some of the measures that all those votes for Labour MPs have prevented, but the passion and lucidity with which the Conservative programme was savaged by the hon. Member for Ribble Valley (Mr Evans), who stood on it, suggested to me that if we cannot take apart the Tories’ manifesto as passionately as they can, perhaps we should just leave that part of the equation where it is. It is true to say that a strong and stable Tory Government implementing the manifesto that they stood on would have taken money from pensioners, would have taken school meals from infants, would have taken homes from bereaved families and would have further weakened our public services, so today we celebrate the Labour victories, because although they left us short of the victory that we wanted, they have made a real difference to the programme that is in front of us.
Although the Queen’s Speech lacks ambition and detail, it is a Queen’s Speech that has the shadow of Brexit looming large over it. There will be considerable debate about the shape of Britain’s post-Brexit future. It is right that this should be an opportunity for the Government to stop and think about how they can deliver a Brexit that works for the 48% as well as for the 52%.
I know that colleagues on both sides of the House—many of them Labour Members—are keen to try to maintain Britain’s place in the single market as the key priority, but I have to say that it would be premature for us to go down that route. We may well find in a year’s time that the Norway option is the best solution, but we have not yet started the negotiations in any meaningful way. If all we can say to those who voted leave is that they have to accept that we will continue to have freedom of movement throughout the EU, they will absolutely believe that they have been misled about what they voted for in the referendum.
We need to proceed with tremendous caution. Let us see whether the Foreign Secretary can deliver the kind of Brexit that he promised in advance of the referendum. If he cannot, he will have to come back and explain why that cannot be achieved, and we will then have to ask whether the single market is indeed the best option for us to pursue.
There is no doubt in my mind that if there had been no prospect of our immigration rules being changed, there would have been no victory for Brexit in the referendum. It is important that the Government confess to and admit that. Yes, there were people in Chesterfield who recognised the massive benefits that immigrants have brought to our country. I was disappointed that the right hon. and learned Member for Rushcliffe (Mr Clarke) said that any talk about immigration made somebody anti-immigrant. I am not remotely anti-immigrant. Many of the people in my constituency who voted leave want the German anaesthetist here, the Kenyan heart surgeon here and the Singaporean nurse here, but they also want us to have some controls on that immigration. If, as has happened all the way through, anyone who raises the question of immigration is automatically said to be against the immigrants who have made such a great contribution to our society, we should not be surprised when the voters think we are not listening to them. I was therefore disappointed when the right hon. and learned Gentleman said that in his speech today.
I recognise the extent to which a better educated, more highly skilled, more diverse and more outward-looking country has been the result of the immigration we have had, and so would many people in my constituency. I regret that all of us in this place have not done more to discuss the economic benefits that immigration has brought to our country. I speak to pensioners who say, “I’ve worked all my life. I’ve paid into my pension.” I respond, “No, you’ve worked all your life and you’ve paid your mum and dad’s pension. Now someone has to pay yours.” Immigrants come at working age, when they are young and healthy, and make an important contribution.
I hope that the immigration Bill that the Government bring forward will enable us to conduct a full and detailed analysis of the economic and social implications of future immigration policy. If, as a result of cutting immigration—the Government have spoken about that over a long period of time, but have not achieved it—we will be poorer, it is incredibly important that we make people aware that that is what we are saying. The truth is that the immigration policy for those outside the EU has failed to achieve the immigration target that the Government have set, so we need to be candid about what faces us. I will welcome the new immigration Bill, but only if it allows our country to have the discussion we should have had long, long ago. The vast majority of my constituents welcome skilled labour in the workplace, recognise that hard-working, young, fit and skilled employees offer a financial benefit to our country, and want Britain to send out the message that we still want to attract such people so that we have a chance of competing in the 21st-century race.
Voters in Chesterfield who voted to leave expect us to continue trading, to control who comes into the country, and to stop contributing to an institution that we are no longer a part of. That was the promise they were made by the Foreign Secretary and others during the campaign. If that promise can be delivered, the mandate for Britain to leave the EU is clear. However, if it cannot be delivered—if the Government are going to make it more difficult for British businesses to compete in the global marketplace, if they are not going to have the controls on immigration that they promised and if the post-Brexit Britain they promised was a cruel illusion—there will be no mandate for the Government to carry on with a programme that fails to keep the promises they made.
The Government will shamble on, with or without a DUP deal, until the end comes. If the Government were a horse, they would be on their way to the glue factory. There is important work ahead for all of us. I urge the Government to adopt a cross-party approach to Brexit. Most of all, I say to the Government that if they run out of ideas, they should get out of the way and hand over to a party that has not.
I am extremely grateful to the hon. Gentleman, the last contributor to our debate, for saying so explicitly to the House what he really thinks.
