Commons ChamberI am very happy to commend the Hampshire force for the work that it does in introducing specialist specials. It is extremely good. Hampshire has always been one of the forces at the forefront of the use of technology and at looking at these issues around cyber-crime. We want to be the safest place in the world to be online and the best place in the world to set up a digital business, so the proportionate approach set out in the online harms Bill is absolutely right.
I want to say just a word about the Environment Bill, because it will have an enormous impact on people’s quality of life. I was pleased that, when we launched the 25-year environment plan last year, we set out the aim to be the first generation to leave the environment in a better state than when we came into government. That is so important. The debate is often crystallised around climate change, but it is about so much more than that. If we are to deal with these issues, it is about the very small ways that, individually, each one of us can make a contribution. Within the Bill, I am particularly pleased about the work that is going to be done on biodiversity, on protecting natural habitats and, indeed, on waste crime, which afflicts too many of our constituencies.
There are many excellent Bills that will improve people’s quality of life, building on four years of good Conservative Government and nine years of Conservatives in government. None the less, I wish to press the Government on three areas. The first is on mental health. The work done by Sir Simon Wessely and his team in reviewing the Mental Health Act 1983 was incredibly important. Some of the findings of that work were truly shocking, particularly in relation to the way some people in mental health crisis were being treated. It is important that this Government not only consider the Government response to that review of the Mental Health Act as soon as possible, but commit to introducing new legislation—a new mental health Act—to deal with these issues. I sat and listened to the testimony of some service users, and it was truly shocking to hear how they had been treated as second-class citizens, or worse, in their treatment. We do need to address that.
My right hon. Friend is being very generous in taking interventions. I pay tribute to the work that she did on mental health, particularly on school age mental health, but does she agree that, as well as changing legislation, the biggest impact that we can have on the mental health of children is in the initial 1,000 days of that child’s life? Forming a strong attachment between a child and their parents is the best way of making sure that that child arrives at school in a balanced state, able to take advantage of good education and able to go on to be a contributing member of society. We must do much more, much earlier.

Commons ChamberThe right hon. Gentleman refers to the rehousing of the Grenfell survivors. All 201 households have been offered temporary or permanent accommodation —[Interruption.] I think that 194 of those households have accepted that, and 184 have been able to move into their accommodation.
The right hon. Gentleman talks about what the Government have been doing in response to the Grenfell Tower fire. We set up immediately a public inquiry. We set up immediately the Dame Judith Hackitt review, which looked at the issues around building regulations and fire safety. The Government are acting on the results of that, and I expect a future Government to act on the results of the public inquiry.
I have met on a number of occasions, including yesterday, people who survived the Grenfell Tower fire—people who lost their homes, people who lost members of their family and young people who lost their best friends. Their pain is indeed great; it will never go away. It is important for us to ensure that we provide support for those survivors into the future. It is not just about buildings and cladding; it is about support for the local community; and it is about mental health services and support for those who have been affected. This Government are committed to ensuring that we provide that support and that we do everything we can to make sure that a tragedy like Grenfell Tower can never happen again.
First, I think we should all recognise Thank a Teacher Day. I am sure everybody across this House remembers a particular teacher who had an impact on them, and indeed helped them to do what was necessary to become a Member of Parliament and to represent a local community in this House.
My hon. Friend makes a point about coastal communities. He will know that school funding is at a record level, and our reforms have been improving education standards. I want to ensure that schools have the resources they need and that reform continues to improve those standards; that we are able to give schools the budgets on a timetable to work for them; and—he mentioned the issue of fairer funding—that we continue to make progress on the fairer national funding formula. I think what my hon. Friend has done in referencing a coastal schools fund is actually a bid into the spending review that will be coming later in the year.

Commons ChamberThe hon. Lady is absolutely right that politicians at all levels need to think very carefully about the terms in which we address others and in which we put our arguments. There are many Members across this House who have suffered significant verbal abuse and online abuse of various sorts. This is a matter that we should all be taking seriously, and I will be ensuring that, across this House, we work to ensure that people are not subject to the sort of abuse that, sadly, some Members have been subjected to from outside this House.
I thank my hon. Friend for working with the Government on this legislation. We are working to bring it in as quickly as possible, to ensure that these measures are available as soon as possible.

Commons ChamberI say very gently to the hon. Lady that I believe she stood in the general election on a manifesto that committed to deliver Brexit, and that is what we are doing.
I warmly welcome the Prime Minister’s announcement about the waiving of visa fees, but will she assure us that the Home Office will not seek to recoup the cost by jacking up visa and asylum costs elsewhere? In response to some of the points made by Opposition Members, does she agree that it is just not compatible for any Member or party that undertook to respect the referendum result in their 2017 manifesto now to claim that they support a second vote that includes the option completely to disrespect the first one by overturning it?

They said they would put down a vote of no confidence, then they said they would not, then they said they would, and then they did it but it was not effective. I know it is the Christmas season and the pantomime season, but what do we see from the Labour Front Bench and the Leader of the Opposition? He is going to put a confidence vote. Oh yes he is! [Hon. Members: “Oh no he isn’t!”] I have some news for him. I have some advice for the right hon. Gentleman: look behind you. They are not impressed, and neither is the country.
I thank my hon. Friend for his good wishes. In fact, I will not be at Chequers at Christmas, but I will take his good wishes to apply wherever I am at Christmas. As he will know, we are obviously putting more money into social care and the various issues he is concerned about. I do agree that if there is any vote of no confidence in this House it should be in the Leader of the Opposition.

Commons ChamberThe hon. Gentleman will be aware that that is predominantly a commercial matter for the companies affected—the producers and suppliers. I am aware of the reports of shortages across Europe, and I know that industry is working on the solution. Although it is an issue for industry, the Government are in regular contact with the UK producer, distribution and consumer companies and trade associations, including those in the food and drink sector. He has made his point well, and I am sure that all those involved are working hard to ensure that his aim can be achieved.
This morning the Supreme Court ruled that the Government had created inequality in not extending civil partnerships to everyone when they passed the equal marriage legislation back in 2013, and that discrimination needs to be addressed urgently. Will the Prime Minister now support an amendment to my Civil Partnerships, Marriages and Deaths (Registration Etc.) Bill when it goes into Committee next month, as the quickest way to resolve this illegal inequality and extend civil partnerships to everyone?
We are very well aware of our legal obligations, and we will obviously need to consider the judgment of the Supreme Court with great care. We also recognise the sensitive and personal issues that are involved in this case, and we acknowledge the genuine convictions of the couple involved. My hon. Friend refers to his private Member’s Bill. As he will know, we have committed to undertake a full review of the operation of civil partnerships. I know that there has been a lot of discussion with him about his Bill. We are supporting his private Member’s Bill, which would enshrine that commitment in law.

Commons ChamberBriefings have been offered to all Members of the House, not just Privy Counsellors, subsequent to action. Before action, briefing was only offered to Opposition leaders.
We spent half an hour listening to the Leader of the Opposition talking about process. Children who have been gassed in Syria are not interested in process—they are interested in action. Since the Leader of the Opposition refused to take an intervention from me, may I ask the Prime Minister this? Does she recall any time in his 35 years in this House when he has supported any move to countenance military action or legislation to counter terrorism that sends out the clear message that illegal aggression, the likes of which we saw last week, will not be tolerated and has consequences?
My recollection is that the Leader of the Opposition has consistently opposed military action and also consistently opposed us ensuring that our security services and our law enforcement agencies have the powers they need to be able to deal with terrorism.

Commons ChamberFirst, this Government are absolutely committed to the Belfast agreement. Indeed, we made sure that that commitment was included in the joint report that we agreed with the European Union last December, so that commitment to the Belfast agreement stands. We are committed to the Belfast agreement and to the institutions under that agreement.
The right hon. Gentleman refers to devolved powers that are coming back from the European Union. We have also given an absolute commitment to amending clause 11, and that commitment remains unchanged. My right hon. Friend the Chancellor of the Duchy of Lancaster has recently met representatives of the devolved Administrations. He put forward a further proposal for them, which would ensure that more powers are directly devolved to the Scottish and Welsh Governments and, in due course, to the Northern Ireland Executive. It was acknowledged that that was a significant step forward.
The right hon. Gentleman talks about the continuity Bills. The proposals being put forward are unnecessary, and it would be rather more helpful if he concentrated on reaching an agreement in relation to the withdrawal agreement. We want to ensure that more powers are devolved to the devolved Administrations, and that is what we are going to deliver.
Yes, my hon. Friend is right that rail operators are compensated. They are compensated when there is disruption on the tracks run by Network Rail, so the compensation is for something that has happened not as a result of what the rail operators are doing, but as a result of something that Network Rail is doing. We do ensure that there is also compensation available to the passengers who suffer from the disruption. I am pleased to say that automatic payments are available from many rail operators, but not everybody can be automatically refunded. We are operating a delay repay scheme, which means that everyone, regardless of their ticket type, can have access to the compensation that they deserve. We want to ensure that passengers get the compensation that they deserve when their journeys are disrupted.

Commons ChamberWe spend £50 billion every year on debt interest payments to people we have borrowed from. That is more than the NHS pay bill, it is more than our core schools budget and it is more than we spend on defence. That is the result of the economy we were left by the Labour party in government. And what does the Leader of the Opposition want to do? He wants to borrow £500 billion more, which would make the situation worse and would mean even less money for schools and hospitals.
My hon. Friend raises a very important issue, and I fully understand the concerns of the families. He talks about the timetable for decisions, and the Department for Transport has accepted the air accidents investigation branch’s recommendation to commission an independent review. The Department is working with the air accidents investigation branch to determine the exact scope of the review. The Civil Aviation Authority has accepted all the recommendations. Considerable work is going on to learn the lessons from this disaster, and obviously we are also committed to ensuring that, where there is a public disaster, people are able to have proper representation. I will ask the Lord Chancellor to look at the questions raised by my hon. Friend.

Commons ChamberWe have been very clear that we want decisions to be taken at a local level with clinical advice, and that is exactly what the Department of Health is doing.
Q12. As Home Secretary, the Prime Minister was one of the first to appreciate the alarming extent of child sexual exploitation. She responded to calls from many of us to set up the historic abuse inquiry. Does she agree that those who expose and work to root out the criminal perpetrators for the horrific crimes they commit—especially in the face of so-called cultural sensitivities and people hiding behind the cloak of political correctness—should be encouraged and promoted, not castigated and gagged?
My hon. Friend has raised a sensitive and important issue. As he said, it is one that I took a particular interest in when I was Home Secretary. Anyone who abuses a child must be stopped, regardless of their race, age or gender. Child sexual exploitation is not exclusive to any single culture, community, race or religion. It happens in all areas of the country and can take many different forms, but I am clear and the Government are clear that political or cultural sensitivities must not get in the way of preventing and uncovering child abuse. The freedom to speak out must apply to those in positions of responsibility, including Ministers and shadow Ministers on both sides of the House. If we turn a blind eye to this abuse, as has happened too much in the past, more crimes will be committed and more children will be suffering in silence.

Commons ChamberI can assure the hon. Gentleman that a particular set of discussions related to the activities of Russia and the EU’s response; the UK has been one of the countries leading on the requirements in relation to that. We remain clear that the sanctions must stay until the Minsk agreement is fully implemented in relation to the activity Russia has undertaken in Ukraine. We also discussed other security and defence issues, and I was able to reassure the other Heads of State and Government that the UK will retain its role in helping to ensure the security and safety of the European Union. We want to continue to have a defence and security partnership with our European allies.
May I return to the Prime Minister’s welcome comments about the discussions on social media companies hosting hate material? We have led the way in this country on requiring employers proactively to make checks on the legality of prospective employees, landlords to check on prospective tenants and banks to check for money laundering. No such requirements or fines are in place for social media companies, so will she now urgently set down a timeline, minimum requirements and the real prospect of significant and meaningful fines for social media companies that continue to act irresponsibly?
My hon. Friend makes a very important point. It is precisely because we want to see those companies acting with greater responsibility in this area that we have been discussing with them this industry-led forum for the automatic take-down of material from the internet and that we have galvanised support, not just in the G7, as I did earlier this month, but in the EU Council last Friday. This was international support to ensure that we can put collective pressure on the companies to ensure that they are not carrying this material and that we see the importance and significance of taking this action. We have also discussed the fact that although the first step will be discussions with the companies about what they can do themselves, there is the prospect of legislation if that fails.

Member for Aberdeen South (Callum McCaig) wants to talk about figures in relation to the UK economy, it is the world’s sixth largest economy, and this Government have reduced the deficit by two thirds. If he would care to look at today’s employment figures she will see that employment is at a record high and unemployment has not been lower since 1975.
We have, as my hon. Friend knows, a strong tradition in this country of freedom of expression. It is the right of all women to choose how they dress and we do not intend to legislate on this issue. He raised the broader issue of symbols, but this case came up particularly in relation to the wearing of the veil. There will be times when it is right to ask for a veil to be removed, such as at border security or, perhaps, in court. Individual institutions can make their own policies, but it is not for Government to tell women what they can and cannot wear. We want to continue that strong tradition of freedom of expression.

Commons ChamberThe issue of social care has been ducked by Governments for too long. That is why this Government will provide a long-term sustainable system for social care that gives people reassurance. The right hon. Gentleman talks about Governments ducking social care, so let us look at the 13 years of Labour government. In 1997, they said in their manifesto that they would sort it. They had a royal commission in 1999, a Green Paper in 2005 and the Wanless report in 2006. They said they would sort it in the 2007 comprehensive spending review. In 2009, they had another Green Paper: 13 years and no action whatsoever.
My hon. Friend is absolutely right to raise this issue. This is an appalling strike and he is right to raise the discrepancy in the attitude of ASLEF; we have seen driver-only operated trains on rail networks in the UK for decades and they are on Thameslink. I hope that the talks at ACAS are going to lead to an end to this strike, but I have a suggestion for the Leader of the Opposition, as he could do something to help members of the public. The Labour party is funded by ASLEF. Why does he not get on the phone and tell it to call the strike off immediately?

Commons ChamberI suspect that the right hon. Gentleman may very well be the longest-serving Chairman of the Home Affairs Committee. I apologise for not having looked in the record books yet, but perhaps that fact can enter them now.
In comparing the number of Italian vessels with the number of Border Force vessels, the right hon. Gentleman is not comparing like with like. In Border Force, we have given consideration to the suitability of vessels and what vessels are required, which is why there will be some changes. In the strategic defence and security review that was published last November it was announced that we would seek to ensure that all maritime assets could be deployed most effectively in dealing with risks and threats of this kind.
Will the Home Secretary publish the internal review by the National Crime Agency which highlighted the weaknesses in patrols at our small ports and marinas? My constituency contains the closest channel port to London. Will the Home Secretary now, as a matter of urgency, tell the House what she will do to reconfigure the way in which Border Force patrols beaches and inlets, particularly those in the south-east of England, which are now very vulnerable to people traffickers coming here directly from the continent?
It is important to bear in mind that dealing with the potential threat of people trying to enter the United Kingdom clandestinely through smaller ports is not just about physical policing of the coastline, but about understanding intelligence, and, in particular, about the work that is being done to counter organised criminal gangs. The National Crime Agency has set up an organised immigration crime taskforce, which is working not just here in the United Kingdom but with its French counterparts and elsewhere on the continent to ensure that we can stop those movements before they reach our shores.

I am aware of this case, as my hon. Friend came to see me to raise it. Given the circumstances that he has set out, I can fully understand why he chose to do so, and why he has raised the case again today. He referred to criminal records exchange. The tools are there, but operational decisions will be made by those involved at any point in time. As I have indicated, the police have significantly increased the number of criminal record checks that they make, but whether and at what point they make those checks are decisions for them.
Perhaps uniquely, I shall ask a question that does not involve Europe. Notwithstanding the progress that the Home Secretary has alluded to, does she acknowledge that the report shows that it still takes, on average, 149 days to deport a foreign national offender? Will she also acknowledge that the delay is exacerbated by the appalling record of the contracted transportation company Tascor, which regularly fails to show up to transport prisoners from immigration detention centres to the aeroplane, resulting in further detention and the cost of tickets for missed flights? What will she do about that?
I assure my hon. Friend that we look constantly at our contracts with those who provide services to the Government. There can be a complex range of reasons why in some cases it is difficult to deport people, or some last-minute problem with deportation, but if someone who expects to be deported is not deported, we make every effort to do so at the earliest opportunity.

The hon. and learned Lady mixes up border security and checks with immigration. They are two different issues. She commented on the appearance of a senior civil servant before the Home Affairs Committee. When asked whether the director general of Border Force had been told what his budget was for this year, the individual replied:
“We know what funds the Border Force needs in order to deliver the plan for this year and Charles has them.”
On a related immigration issue, the hon. and learned Lady referred to the question she has raised previously, as have other Members, about the speed at which children in Calais who have family members here in the UK are being processed. We recognised that there was an issue, which is why we seconded somebody to the Ministry of the Interior in Paris to work on this and why we are now seeing people being processed in weeks, rather than months, and in some cases in days .
There is nothing worse in this House than manufactured rage at a problem such as this, and I note that the shadow Home Secretary made not a single mention of praise for the excellent job our Border Force staff are doing, which members of the Home Affairs Committee saw in our visit to Calais and Coquelles—it is not through a lack of thoroughness that any drugs or people are getting through. Will she also acknowledge the need to be more flexible, given the increasing number of cases of independent vessels coming across the channel to the Sussex and Kent coasts, in particular? We need to be mindful of that, too.

Commons ChamberThe hon. Gentleman is right that we are seeing significant movements of people in various parts of the world. We focus on those moving across the Mediterranean, but there are significant movements in the far east—we have seen lives lost when people move on boats there. It is important for us to look at what is causing the movements of those people. As I have said, that is why we will be looking at how we use our aid budget, and at how the European Union uses its budget, in those source countries. As regards the people we are relocating from Syria, we are working with the United Nations—we are working with the United Nations High Commissioner for Refugees—to ensure that we provide support to the most vulnerable.
I welcome the Home Secretary’s comments about myth-busting in respect of the prospects for migrants coming to this country. Clearly, the Home Secretary has been doing an awful lot with Border Force at no little expense to the British taxpayer, but Calais remains a magnet, so will she robustly respond to the deputy mayor of Calais, who seems to think that the UK should do more to let those people in? If we were not so effective with Border Force, many thousands more would be attracted to Calais to try to get into the UK illegally.
I assure my hon. Friend that we make those points clearly. He is absolutely right. That is why the juxtaposed controls are important to us. If a significant number of illegal migrants come through into the United Kingdom, an ever-increasing number of people would try to come through—it would act as a pull factor.

The Government are addressing the issue of refugees in a number of ways. First of all, in relation to those displaced from Syria—refugees as a result of what is happening there—the UK Government are the second-largest bilateral donor to the region in terms of the money we have made available for refugee camps. Many people are being given medical treatment, water, food, clothing and shelter as a result of the money we have given—it is getting close to £900 million. We should be proud that we have done that. Given the number of refugees, they will not be accommodated by allowing everybody to move to Europe. Many of them want to be able to return to their home country in due course. Giving that provision in that area is important.
In relation to Scotland and asylum seekers, it is open to the hon. and learned Lady to encourage local authorities in Scotland to take larger numbers of the asylum seekers that we disperse around the United Kingdom.
I, too, commend the work of Border Force, which has deterred tens of thousands of illegal migrants from coming to this country. Without its effectiveness, the French would have rather a lot more to complain about. If our border became known as a weak link, many thousands more would pour into Calais.
What is the Home Secretary doing to bust the myth that the Home Affairs Committee has identified? Those people who are trafficked to Calais believe that we are some sort of El Dorado, where they will get jobs, benefits and support services. The truth is that they absolutely will not and that they will be illegal. What are we doing to bust that myth to deter people from going to Calais in the first place in the hope of coming here illegally?
My hon. Friend makes an important point. It is important that people understand what that journey means, what they will be coming to and the dangers of the journey. We have been working with the French authorities on the messages given to people who reach Calais about the fact that they should claim asylum in France. By the end of this year, the French authorities will have more than trebled the number of people processed in Calais compared with 2013.

Commons ChamberI thank the shadow Secretary of State for her commitment to the inquiry. One of the issues raised with me by survivors is that they want to be certain there is cross-party support for the inquiry so they can be confident that it will continue. From what she has said, I think we can give a very clear message that the whole House is of one accord in saying that the inquiry should be able to do what we all want—to get to the truth.
The right hon. Lady asked about the panel hearings. She said that I had set up the listening events. Of course, I did not set them up; they were set up by the independent inquiry panel. The panel decided to stop them in the middle of January, partly in expectation that a decision would be made about how the inquiry was being taken forward. I have been very clear that I have asked the panel to report on the work it has done so far. That will ensure that nothing undertaken by the original inquiry is lost in the process, and that its work can be taken forward, as appropriate, to the new panel inquiry.
I assure the right hon. Lady that greater due diligence has taken place in the Home Office and the Cabinet Office, including lengthy interviews with the individual concerned. On the role and ongoing voice of survivors, I have been very clear that it is important for the panel inquiry to be informed by survivors. They have the experience, understanding and expertise, and their voice will therefore be an important part of the panel inquiry.
The right hon. Lady asked about advisers to the panel. The Inquiries Act 2005 provides the possibility of individuals being advisers—or assessors, as they are called—to a panel. I will explore with Justice Goddard how we can get the greatest breadth of input from survivors to ensure that their voice is truly heard in the inquiry’s work.
The inquiry will be an inquiry panel, with Justice Goddard as its chairman. Appointments of staff to the inquiry will be undertaken in consultation with Justice Goddard. The staff—the secretariat—are and will be independent of the Home Office.
The right hon. Lady referred to the issues around the cover-up in Whitehall and Westminster. I have been clear about the files, and we will renew our efforts to ensure that proper searches are undertaken across Government. When I last made a statement to the House, I was very clear that I could not stand at the Dispatch Box and say that there has been no cover-up. One of the things that the inquiry will look at, and which I expect it to be able to unearth, is whether there was a cover-up in the past. That is important for us all, but particularly for survivors and those involved in the acts that might have been subject to such a cover-up.
Another of the issues relates to investigative capacity. The formal process is that I will discuss the make-up of the panel with Justice Goddard. We have already had some discussions about the investigative experience of panel members to make sure that they can do what is necessary in their work. As I said in my statement, we have clearly told the Security Service and the police that information they have relevant to the inquiry should be brought forward to it.
At one stage the right hon. Lady said that the police do not have the policies to investigate. I have to say to her that the police do have the policies and powers to investigate. One of the issues in the recent Rotherham case, sadly, was that the police had the ability to investigate, but—I am afraid because of what I have already described as dereliction of duty—they did not investigate. We must deal with that attitude as much as anything else. That is why we are working with the national policing lead to put in extra support for investigations across the country to make sure that such investigations can go where they need to go and can identify the perpetrators and bring them to justice.
May I commend the Home Secretary on her announcement? There can be doubt of the integrity and thoroughness of the approach she has announced. I am sure that, even now, people are searching for unsuitable links to Justice Goddard. Does she agree that, realistically, this is the last chance saloon for this essential inquiry? It is essential for everyone to row in behind the inquiry, which will need robust support. Justice Goddard will need robust support from the Home Secretary, the Government and the Opposition, and everyone who wants to get to the bottom of the truth in this sordid matter.
I absolutely agree with my hon. Friend. I commend him and a number of other MPs, including my hon. Friends the Members for Wells (Tessa Munt) and for Richmond Park (Zac Goldsmith), who is not in the Chamber—[Interruption.] He is in a different place from normal. The hon. Member for Brighton, Pavilion (Caroline Lucas), my hon. Friend the Member for Birmingham, Yardley (John Hemming), and the hon. Members for Rochdale (Simon Danczuk) and for West Bromwich East (Mr Watson) have all been particularly active in dealing with this issue, and I commend them for their work.
My hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) is absolutely right. My intention, hope and expectation is that the inquiry will now be able to get up and running, and to undertake the work it needs to do to bring truth and justice to the people who, sadly, have suffered from these terrible crimes. As I said in my statement, what I am announcing today will not be supported 100% by everybody. I hope, however, that everybody accepts that we need to get the inquiry under way, and that we need to support those involved—Justice Goddard and the panel members, when they are selected—to ensure that they can do the job we all want them to do.

Commons ChamberI thank the right hon. Lady for the tone and approach she has taken to this matter. As I said in my statement, across the House we all feel that we have an opportunity to do something that can deal with the terrible abuses and crimes that have taken place in the past and to learn the lessons that are necessary for the future. As we have seen with the recent reports into Rotherham and the report about Greater Manchester from the hon. Member for Stockport, these issues have not gone away. We continue to see abuse taking place and we continue to see failures, sadly, in our institutions—some of them the very institutions that children should expect to be able to trust to protect them from these sorts of crimes.
The right hon. Lady asked a number of questions. On engagement with survivors, as I indicated, I will be meeting with survivors groups. The secretariat to the panel inquiry has also started some separate meetings with survivors groups already. As I indicated, there will be further opportunities for such meetings and for some open forums in different parts of the country, where it will be possible for people to come forward. I recognise the importance of that process; it is an important part of the work that the panel inquiry will be undertaking.
I believe it will be possible to find an individual who is able to chair the inquiry. Of course, it is necessary that that individual has the confidence of the survivors and the skill set required to lead a team, which is what the panel inquiry is all about. This is not about one person as chairman making decisions; it is about a team of people with different expertise and experience—some on the panel are survivors of child abuse themselves, as I have said—coming together to ensure we can get to the truth.
The right hon. Lady asked a question about the drafting process for the letters and whether I was aware of it. I was not. I have checked with my special advisers; they were aware only that a letter was being written. They had no knowledge of its different iterations and had no part in drafting or redrafting the letter.
The right hon. Lady made reference to the need for transparency in a number of areas and in relation to the National Crime Agency as well. The work that the National Crime Agency has been doing—particularly the now over 700 arrests we have seen in Operation Notarise—is an important sign of the seriousness with which it takes these issues. As she will be aware, the director general of the National Crime Agency, Keith Bristow, has made a number of comments about the significance and the size of the potential problem we face in this country. It is shocking. I am sure every Member of this House is appalled by the scale and nature of these crimes. I believe the National Crime Agency is being open about the work it is undertaking on that.
We owe it to the survivors of historic child abuse, as well as to those who might be subject to child abuse today, to ensure not only that the panel inquiry is doing its work, but that those involved in criminal investigations today are bringing perpetrators to justice.
I commend the Home Secretary for the very measured way in which she has approached this issue, and I remind the House that it is only because of her that this inquiry is now taking place in response to Back Benchers’ requests. I remind my right hon. Friend that this is an overarching inquiry, encompassing everything from Savile to Rotherham, and not about individual children or individual people who may or may not have been implicated. This is not a one-woman show; it is a panel of experts open to scrutiny. Will she reiterate to me that to put survivors at the heart of this inquiry, it will be necessary to consult them about the possibilities for a future chairman and to have a sounding-board of survivors and victims, who have not been listened to for so many decades, so that they can continue to shape the inquiry as it goes forward and gain their confidence every step of the way? That is vital and I know she supports it.
My hon. Friend makes very important points, and I am grateful to him for the conversations we have had. As I indicated, I have spoken to a number of Members who have been campaigning on this issue over the years. He is absolutely right that the terms of reference mean that the panel inquiry will look at a period of 44 years—from 1970 to today—and that it is open to the panel to decide whether it wishes to go beyond that period. It is indeed overarching, looking at cases of historical abuse and more recent cases to find out what were the institutional failures when it came to protecting children, and what further lessons need to be learned. My hon. Friend is absolutely right that we must remember the survivors in this work; it is for them that we are trying to find the answers to what happened in the past and trying to ensure that in future people will not have to go through the terrible experiences that some did. I will set up a liaison group, whose aim will be exactly as my hon. Friend suggested—to ensure that the survivors are kept in touch and able to contribute as the inquiry goes along.

Yes. I commend the hon. Lady for the careful and thoughtful way in which she has responded to this appalling report and these appalling revelations. We will certainly work with her. As I have said, I have already spoken to the chief constable of South Yorkshire police about the ongoing investigations there. Sadly, we must recognise that similar investigations are also taking place in other parts of the country. We are beginning to unveil the extent of the problem across the country, and in so doing we can now start to get to grips with it.
The scale of the revelations in Rotherham was truly shocking but, alas, came as little surprise to those of us who have been railing against institutionalised political correctness, as the Home Secretary put it, for so long. More Rotherhams will come to light, which is why the Government put in place the child sexual exploitation action plan in November 2011 to co-ordinate activities to intervene and prevent. Will she update the House on the progress of that co-ordinated action plan? In particular, will she tell us whether anyone is monitoring the plan to ensure that every local safeguarding children board in the country—well beyond Rotherham—has a fit-for-purpose action plan to intervene, prevent and prosecute in every part of the country?
The Secretary of State for Education has been looking into the local safeguarding board plans across the country, and it is true to say that they are of variable quality. One of the pieces of work that we will be discussing in the ministerial team—I know that my right hon. Friend is already considering it—is how we can raise the quality of those plans. This is not just about the quality of the plans, however; we need to ensure that something happens behind them. It is all very well putting words on a piece of paper, but it is essential that work is then done to put them into practice.

First, may I say that the right hon. Lady is absolutely right to commend the work of police forces, the National Crime Agency and CEOP command? This work is not easy for police officers to undertake. It is very difficult for those who have to look at the evidence of child abuse images. We should recognise the valuable and important work they do, and the work that goes on around them to ensure that perpetrators and others involved in this horrendous crime are brought to justice.
I have made it clear that the work of NCA investigations is ongoing. I am therefore not in a position to indicate anything in relation to how many suspects they might be looking at or the action I might take against those suspects. Those are operational matters and decisions for the NCA to take in consideration with the various police forces involved, but I can assure Members that this is an ongoing investigation.
The right hon. Lady referred to a number of matters, for example the increase in the number of sex offences being reported. That is indeed the case, but what I think we are seeing in the figures is a number of people coming forward with historic cases of sex offences. While that does have an impact on the figures, I think we would all welcome the fact that there are more people now who feel comfortable in being able to come forward with allegations of these sorts of offences. For too long, people have felt that they would not be believed, and have been hiding their own experiences and keeping them to themselves, rather than surfacing them. It is important that they are coming forward. In some of the historic cases that have gone to trial, some perpetrators have been brought to justice. They have been charged and prosecuted as a result of people coming forward.
We are, of course, making sure that resources are available. In my response to the right hon. Lady’s question, I indicated that CEOP resources, which are specialist and expertise resources, are being made available to other police forces. The child abuse inquiry is being set up to ensure that we can learn the lessons from the various reviews that have taken place into historic cases. As part of that, I expect it will want to look at what is happening today: whether the lessons from the past are already being dealt with, or whether there are still gaps in what we need to do. Obviously, one of the areas that has increased in recent times is online abuse.
At the Prime Minister’s summit in November last year, we made it absolutely clear that we are determined to stamp out online child sexual abuse. That is why we have worked with industry to ensure that search engines block images, videos and pathways to child abuse from blacklist search terms used by paedophiles. We are developing a child abuse image database, which will help officers to work more effectively together to close the net on paedophiles and ensure that internet companies can better identify, block and remove illegal images. We have also established the UK-US taskforce to counter online child exploitation. Through that, we are drawing on the brightest and best minds in the industry, law enforcement and academia to stop the internet being used to abuse children. We saw from the National Crime Agency’s operations yesterday the value of setting it up as a strong crime-fighting organisation that has already shown its ability to root out perpetrators of this sort of crime, to deal with them and ultimately to bring them to justice.
May I add my congratulations to the NCA for yesterday’s successful operation? It is worth noting that of the 660 arrested, very few were people already on the sex offenders register. This is very difficult work and a reminder that we are talking about current abuse going on, in addition to the historic child abuse that we must now investigate. May I suggest to my right hon. Friend that rather than coming forward with a new action plan, as has been suggested, she gives this House a progress report on the child sexual exploitation action plan, which I launched in November 2011, which was multi-agency and multi-departmental? It has been exceedingly successful and no doubt played a major part in bringing a lot of people to justice in yesterday’s operation.
May I commend my hon. Friend for the work he has done in this area over the years? He and I joined this House at the same time, and I know that he has consistently led on child protection issues and has put a lot of work into this area, both when he was children’s Minister and outside that time, and he continues to do so. I will certainly be happy to ask the Minister for Crime Prevention to report to the House on the child exploitation action plan that my hon. Friend developed as the children’s Minister and also on how the group that was set up subsequently is taking that work forward, looking at how it can build on it in a number of other ways, so that we are always looking to ensure that we have the best possible response.

Commons ChamberThere is, in a sense, a paradox here, in that a Member of Parliament can go into a school without a CRB check, but the inquiry panel will be considering how we can protect children, whether there are gaps anywhere, and whether we need to fill those gaps. I expect its report to identify areas in which the panel considers it necessary, potentially, to legislate further in order to protect children.
I commend my right hon. Friend for—uniquely, it would seem—understanding the gravity of these never-ending revelations and the need for transparency and urgency in the investigation of them, and gently regretting the rather partisan approach taken by the shadow Home Secretary, which contrasts with the all-party spirit of the 141 Members who called for the inquiry.
Will the panel have the power to summon evidence and subpoena witnesses, will it be able to go where it needs to go, and, crucially, will it be able to trigger criminal investigations of anyone who is found to be responsible for covering up such acts, rather than just the perpetrators?
I thank my hon. Friend for his comments. I also commend him for the work that he has done for many years, and not just as Minister for Children: I remember how assiduous he was during our time in opposition in trying to ensure that children were properly protected, and that issues such as the abuse and exploitation of children. and their lack of safety, were taken into account and dealt with properly.
If the panel found allegations that it believed would be dealt with more appropriately by the police through a criminal investigation, I would expect the allegations to be passed to the police for that purpose. The panel will be able to call witnesses. Its initial structure will not enable it to require witnesses to come before it, and it will have to consider whether calling a witness would in any way jeopardise or prejudice a criminal investigation that was taking place if that individual was involved in the investigation. However, as I have said, if the chairman decides to recommend that the inquiry panel be turned into a full statutory inquiry under the Inquiries Act 2005—which would, of course, have the right to require witnesses to come forward—we will make it absolutely clear that we will go down that route.

Commons ChamberI am grateful to the right hon. Lady for the approach that she has taken to these serious issues. It is right that we should work together across the House to find the best solution, not only to get to the bottom of anything that we have failed to uncover so far, but to support the victims—which, as she and I have said, is so important.
In looking at these issues, it is right that we should first look into the police investigations to see whether any avenues that should have been followed were not pursued, and whether any issues have been uncovered as a result of the allegations that are now coming forward that should be dealt with. We must also pursue any criminality that comes forward, so that the victims can see that justice is being done.
That is why I have put an emphasis on the police investigation, and on the NCA working with the North Wales police to look into the historic allegations and ensure that everything necessary was done. If there are any avenues to be pursued in any criminal investigations, I am absolutely clear that the police should take them wherever they go. It is important that the NCA’s director general should bring in various assets, including, crucially, the Serious Organised Crime Agency and CEOP. CEOP is renowned for dealing with these issues, and it is right that it should be the single point of contact for any fresh allegations that come forward.
If, at the end of the processes that we have set in train, it appears necessary to move forward to a wider investigation, of course we will look at that. At this stage, we need to get the police investigations into any criminality under way, and to ensure that the Waterhouse inquiry did as it was intended to do, and did it properly. As I have said, however, if there is a case to be made for a wider inquiry at some stage in the future, we will of course look at the issue.
I shall return to the point on which the right hon. Lady and I ended our statements today. She was right to say that other police investigations had taken place in which there were issues over whether the victims were believed. We need to be able to reassure victims that, when they come forward, they will be listened to and taken seriously. It is incumbent on all of us in the House, in the positions of authority and responsibility that we hold, to ensure that that is the case.
The Prime Minister is to be congratulated on the urgency with which he has responded to this matter, and the Home Secretary is to be congratulated on the speed with which she has come to the House today. Many weeks ago, when the Savile affair first reared its ugly head, I said that it was just the tip of the iceberg. We should not be surprised that child abuse has now raised its head in the political spectrum as well.
As the shadow Home Secretary has said, we now have a multiplicity of inquiries, and the Home Secretary has just announced an inquiry about an inquiry. Rather than waking up to find a new institution involved in this mire every week, is it not now time to have an overarching and robust public inquiry into all the failings in child protection in various institutions—the BBC, the health service, the police, the Church and so on—during the latter part of the 20th century? All institutions involved with children and young people should be made to have a robust child protection policy that is fit for purpose in the 21st century. All perpetrators should be exposed and brought to book, and all victims should be given credence and closure at last.
I commend my hon. Friend, who has championed the interests of children and child protection throughout his time in this House. He has a worthy record of bringing these issues before the House and the public.
My hon. Friend talked about bringing perpetrators to book, but as I said in my response to the shadow Home Secretary, what matters at this stage is that we are able to let the police do the job of identifying the allegations brought forward, pursuing the investigations and bringing perpetrators to book where possible. He has rightly said that this is not just an issue that has hit the care homes in north Wales, as the allegations of child abuse and actions of child abuse go wider in respect of the number of institutions involved in various ways over the years. As I said to the shadow Home Secretary, let us see the criminal investigation routes pursued, and if there is a case to go wider, of course the Government will look at that.

Commons ChamberWe have been absolutely clear about the 10-year cost in terms of the £1.8 billion figure. Yes, cost recovery will be available to the service providers, but that will be done on the basis set out during discussions about the usage made of this provision. The average annual investment that will take place over 10 years equates to about 1.3% of the annual cost of policing. Let me say to right hon. and hon. Members on the Opposition Benches that this Bill is important because without it we will see criminals and others potentially going free because of their use of internet communications. It is right that we have the Bill because it will help us to catch criminals, terrorists and others.
