Commons ChamberWe estimate that the net carbon footprint for our church buildings is 12.5% lower than in 2006. We have developed an energy footprint tool, which has been shortlisted for an award at this year’s Energy Awards, and 38% of our parishes have engaged with the footprint tool. I suggest to my hon. Friend that she encourages parishes in her constituency to do so as well.
I am sure that my hon. Friend would agree that small rural churches, of which there are many in my North Devon constituency, have an important role to play in hitting net zero. I know many congregants who are keen to do more with their local church to help. Will he explain what the Government are doing to promote the role that individuals and small rural churches can play together in this national issue?
I am delighted to be able to tell my hon. Friend that the diocese of Exeter has just received a £1 million grant from the Church for its Growing the Rural Church project. She could encourage local churches to join the Eco Church scheme and suggest that they move to a renewable electricity supplier. For those fit enough to cycle to church, she might ask them about where bikes could be left securely during services.

That this House has considered World Oceans Day 2021.
It is a pleasure to serve under your chairmanship, Mr Hosie. The Earth is a blue marble. Over 70% of its surface is covered by water, and the algae that live on the surface account for more than 50% of the oxygen we breathe. So far, the ocean has absorbed one third of all human-created emissions, and regulates our climate. Our oceans are too big and too important just to be the domain of MPs such as me, who are blessed with a constituency with a sea shore. The oceans are home to over a quarter of a million known species and another 2 million as yet unknown, and they are the main source of protein for more than 1 billion people.
United Nations World Oceans Day is a celebration of the potential of our sea, and this year’s theme is life and livelihood. Globally, fishing supported some 39 million jobs in 2018, and the UK’s fishing industry alone is worth almost £1 billion to our economy. In my North Devon constituency, many local businesses and families rely on the maritime economy, and we need to revert to sustainable fishing practices to ensure that we use those precious resources in the best way possible. Additional jobs, fish and associated economic benefit could be derived if our fish stocks were restored to their maximum sustainable yield.
Conservative Governments have led the way for the UK to become a global ocean champion, with our extensive network of marine protected areas. However, we could make use of our post-Brexit freedoms to ban bottom trawling. Research suggests that emissions from bottom trawling alone could be as high as those from all UK agriculture.
Why does that matter? Our seabeds are significant carbon stores, or sinks. When they are disturbed by bottom trawling or dredging, or even by anchors being thrown overboard, the stored carbon becomes resuspended in the water, and potentially escapes back to the atmosphere as CO2. Over 200 million tonnes of this blue carbon are stored on the UK’s ocean floor—a third more than is held in our stock of standing forests.
The role of coastal and marine habitats in drawing down carbon dioxide from the atmosphere and storing it in seabed, sediment, seaweeds, salt marshes and seagrass beds has been somewhat neglected. Increasing blue carbon habitats could result in a reduction of carbon in our atmosphere, while reducing the disturbance of the seabed ensures that it remains stored. As a Marine Conservation Society blue carbon champion, I believe that if we are to meet net zero by 2050, we must consider blue carbon part of the solution, not to mention integrating it in our carbon accounts. Along with other hon. Members, I recently wrote to Lord Deben, the chair of the Climate Change Committee, to ask him to look into the feasibility of making that happen.
My North Devon constituency is home to the first UNESCO biosphere, and today is the 50th anniversary of the Man and the Biosphere programme. Our world-leading biosphere conducts a wide range of ongoing projects, including those investing in seaweeds, seagrass and salt marshes. I am truly fortunate that I spend my weekends in and on the sea, surfing and gig rowing. I live and breathe the ocean. Sir David Attenborough’s legendary “Blue Planet” brought the ocean to all our living rooms, and we now need to link that passion to action to ensure that it is there for future generations.
No wonder 85% of people in England and Wales consider marine protection important to them. Take whales, for example: not only are they delightful to watch when we are lucky enough to see them, but they are brilliant tacklers of climate change. Each great whale sequesters around 33 tonnes of carbon dioxide on average in their lifetime, which is equivalent to the carbon sequestration of almost 1,400 trees.
We need to ensure that we are all aware of the value of our oceans and what lives within them, and be aware that, while the benefits of rain forests are so widely taught, our oceans and blue carbon are absent from far too many curriculums.
I am proud that the UK, through leading the Global Ocean Alliance and co-chairing the High Ambition Coalition for Nature and People, is pushing to protect at least 30% of the global ocean in marine protected areas and through other effective area-based conservation measures by 2030—the 30by30 target.
It is great news that this morning the Government have announced plans to pilot highly protected marine areas in English waters, creating sites where all activities that could have a damaging effect on wildlife or marine habitats would be banned. The independent Benyon review concluded that such HPMAs would have an important role to play in helping the marine ecosystem to recover. The Government have my full support in taking those steps.
Biodiversity is also crucial. With 90% of big fish populations depleted, and 50% of coral reefs destroyed, we are taking more from the ocean than can be replenished. As the UN states when referencing World Oceans Day:
“To protect and preserve the ocean and all it sustains, we must create a new balance, rooted in true understanding of the ocean and how humanity relates to it. We must build a connection to the ocean that is inclusive, innovative, and informed by lessons from the past”.
Connect to the ocean we must. I frequently collect litter on our beaches and am horrified by the volume of plastics, microplastics and nurdles on North Devon’s beautiful beaches. The tragic situation with the container ship in Sri Lanka last week—it caught fire and spilled its cargo into the ocean—has brought nurdles something of an unwanted fame, but it highlights the fact that we are indeed shipping those pellets around the world in containers that end up in our seas. Is that what we want? If not, what are we going to do to change it?
Plastic pollution is visible and tangible, and we feel we can do something about it by picking it up, but so much of what is going on in our oceans is not visible. Sewage pollution is another challenge along my constituency coastline. I was one of the MPs to support the Sewage (Inland Waters) Bill tabled by my right hon. Friend the Member for Ludlow (Philip Dunne), and I am delighted to see so much of it incorporated in our landmark Environment Bill, which yesterday received its Second Reading in the House of Lords.
I also hope that introducing the debate will reduce the pressure on my inbox, as I receive an abundance of emails from constituents linked to the Surfers Against Sewage campaign each time the water quality is reduced in North Devon. I very much hope further steps will rapidly be taken to reduce the discharge into our rivers, which ultimately reaches our oceans.
Blue carbon is part of the solution, not part of the problem, when it comes to achieving net zero. I hope that today’s debate offers a chance to focus not just on what we have achieved, but on how much more there is still to do to restore our oceans and to optimise their link to our lives and livelihoods.
Before I call Kerry McCarthy, I should say that colleagues will be aware that there are around 10 Back Benchers who want to speak. If Members take five minutes each, we will all get on great.
I am glad to see that there is such wide support for protecting and restoring our oceans on this World Oceans Day, in what I hope will be a marine super-year. Colleagues are right that we can do more to reach 30by30, to recognise the contribution that blue carbon can make to achieving net zero, and to highlight the importance of our oceans to lives and livelihoods.

It is a great pleasure to serve under your chairmanship, Ms Ghani. I am grateful to have secured this important debate at a time when there appears to be a growing disjoint between media coverage of farming and the reality of those of us who live among it. I hope as a baseline we can all agree that in order to survive we need to eat. In this country, we are fortunate that generally we can choose what we eat and where we buy it, albeit with factors such as price, availability and, especially, concern for the environment influencing our decisions.
Historically, there was far less choice in the food we consumed and our reliance on home-grown produce was significantly greater than it is today. If the pandemic has taught us one thing it is that it is good to be able to produce at home what we need, and we all need to eat. As a former fitness instructor, I know well how a healthy and nutritious diet is vital to ensuring that the body has the nutrients it needs not just to survive but to thrive. Those needs change at different points in our lives and according to our activity levels. If we are going to tackle climate change in a meaningful way, healthy bodies with healthy minds are best equipped to do that.
I am fortunate to represent North Devon, home to 475 NFU members, including 95 dairy farmers and 323 livestock farmers. I do not need to go far to find delicious, nutritious British food that comes from environmentally responsible sources. British meat and dairy are produced to some of the highest environmental and welfare standards in the world. Buying local can reduce the environmental footprint of our supply chains and incentivise sustainable farming. To take one example, according to the Government’s Climate Change Committee, greenhouse gas emissions from UK beef are about half the global average.
Since covid started, many of us have begun shopping more locally, and our local farmers have adapted and innovated to help their communities through the pandemic. In Croyde, in my constituency, the Heywood family have adapted their North Hole organic milk farm to sell through a vending machine to their local community. The milk is delicious and the vending-machine experience is a great way to link locals to their farm. Watching the fully robotic milking parlour is also an incredible experience. Those organic cows have a great life and their milk is highly nutritious. Dairy products contain high-quality protein, calcium, B vitamins, iodine and potassium. Dairy foods, such as milk, cheese and yogurt, are vital to bone health. Importantly, the greenhouse gas footprint of UK milk production is just 40% of the global average. There are 278 million dairy cows worldwide. If they were all as efficient as UK dairy cows, we would need only 76 million of them to produce the same amount of milk.
This week is Great British Beef Week, which this year is focused on recognising and highlighting British beef farmers and the work they do to support sustainable practices on their farms. Red meat is one of the richest sources of essential nutrients, such as iron, zinc and B vitamins, and a great protein source. It is also much lower in fat than it was 20 years ago. My local NFU chair, Daniel Balment, is the third generation on his beef and sheep farm near Brayford. Daniel maximises the grass that the farm grows well to convert to protein, as 65% of farmland in the UK is best suited to growing grass, rather than other crops. The UK climate is ideal for growing grass. Other crops could not be grown for food on many farms. That has to be factored in to maximising the output of our land.
Farmers have always been custodians of the countryside, and the Agriculture Act 2020 is potentially the biggest victory for nature and farming in a generation. Under the framework of public money for public goods, farmers will be paid according to the benefits they provide to the public—mostly environmental improvements—rather than on how much land they farm. Our British farmers are already committed to reducing their emissions and reaching net zero ahead of the Government’s 2050 deadline. This policy will go a long way towards supporting them.
Livestock provides us with healthy, fertile soil, beautiful landscapes—as my North Devon constituency is testament to—efficient water use, carbon sequestration, and unique, biodiverse wildlife habitats. The suggestion that reducing meat and dairy consumption is a solution to climate change is an oversimplification. As I said earlier, we all have to eat, and in general we choose what we eat. Much of the food on our supermarket shelves has travelled thousands of miles to get there and is not produced to as high a standard as it would be here in Great Britain. Many non-dairy or meat-free alternatives are shipped across the world to reach us, are less nutritious with less protein, are higher in saturated fat and are nowhere near as good for the environment as British meat and dairy. For example, products such as almond milk require 20 times more blue water—water from the normal water supply—than British dairy milk, which is much more reliant on green water from natural rainfall.
When choosing what to put in our shopping baskets—[Interruption.]

As I was saying, many non-dairy or meat-free alternatives are shipped across the world to reach us, and are nowhere near as good for the environment as British meat and dairy. Products such as almond milk require 20 times more blue water—from normal water supply—than British dairy milk, which is more reliant on green water, from natural rainfall. When choosing what to put in our shopping basket, we should look for the Red Tractor—the symbol of British farming. Buying locally and seasonally not only might give people a much better diet but will do significantly more to reduce emissions compared with the alternatives. We can all do our bit to work towards net zero, by buying local British produce to support our great British farmers.
I thank the Minister for her response, and hon. and right hon. Members for their contributions. It is good to see widespread support for British meat and dairy farmers, as well as the Government’s environmental goals. The debate has recognised the importance of our global, as well as local markets for our fantastic British produce. I am sure today’s debate has whetted our appetites, and we cannot wait to dash out and buy something British for our evening meal.

Commons ChamberAs I said in my opening remarks, we realise that this situation is devastating for many sections of the mollusc industry. We recognise that a large proportion of bivalve molluscs—in some cases up to 80%—are exported, which is why we are working so hard to get the Commission to revisit its decision. We have indeed had conversations about the fisheries disruption fund. It is a UK-wide scheme and will be open to anybody, including those from Wales, who attempted to export and ran into difficulties.
I thank my right hon. Friend for his letter to the EU Commission that addressed these issues, but what is being done to ensure that generations of fishermen, such as those in Ilfracombe in my North Devon constituency, can return their fleets to the waters and do not moor up forever? Will my right hon. Friend assure desperate fishermen who have had no income all year that they can rapidly access the announced £23 million and the £100 million fund, to give them hope for the future?
We will shortly announce further details on and open the fisheries disruption fund for those exporters who encountered difficulties in January. I assure my hon. Friend that we recognise the impact of the European Union’s change of heart on the bivalve-mollusc industry, which is why we are working to unblock the problem. This particular step by the European Union does not affect the wider shellfish industry, including not only most scallop producers in the catching sector but those doing crabs and lobsters, but we recognise that some of those producers nevertheless encountered difficulties in January, and the fisheries disruption fund is there to support them.

Commons ChamberThe salmon industry in Scotland benefits from tariff-free access to the EU market. While there have been, as I said, some problems, particularly around groupage and mixed consignments, the salmon trade has continued. We estimate that there are about 20 to 30 lorries a day crossing the short straits predominantly carrying Scottish salmon.
I thank my right hon. Friend for all the work he is doing to resolve the issues around paperwork for our fishermen. My Ilfracombe fishermen have now brought the fleet in as they cannot transport their fish. Given that these issues are causing losses on both sides of the channel, is there an option for free customs clearance on perishable goods?
The solution is for us to work closely with authorities in France to get an agreement on what is required. To be fair to the French authorities, while they have, as I said, encountered some quite trivial paperwork errors, they have generally shown some forbearance and allowed those goods to travel through. There were problems with IT systems in Calais and Boulogne early in the new year that exacerbated the situation. Those have been fixed now. We continue to work with the French authorities to try to make sure that the process can be made as smooth as possible, so that goods continue to travel on time.

Commons ChamberIt is a pleasure to speak on the Bill tonight. As we return to being an independent coastal state, I hope that the Bill will encourage more fishermen to take to the beautiful waters off the North Devon coast. Our small fishing fleet know our North Devon waters like no one else. For generations, the fishing families of Ilfracombe, Combe Martin and Lynmouth have acted as the stewards of our seas. It is vital that we manage our waters. The coast of my constituency is different from other parts of the UK. The Bill hands back the control we need, which can help all our fishermen.
The Bill gives the UK back control of our waters and enshrines our manifesto commitment to sustainable fishing. North Devon is home to the first UNESCO Biosphere Reserve and the commitment to sustainability is paramount to its future, as well as protecting the marine environment. I, and the fishing community of North Devon, want to keep our seas healthy and teeming with life. The Bill, without its amendments, provides us with the legal framework to keep it that way.
As I support the Bill tonight, I would like to take the opportunity to thank our fishermen, who risk their lives to keep fish on our plates. As the Bill progresses and EU negotiations proceed, I hope all involved will hear us when we “cry to Thee for those in peril on the sea.”

Commons ChamberThank you, Madam Deputy Speaker, for calling me to speak in the debate on this key Bill for North Devon where, I am assured, we have a higher density of sheep per square acre than south Wales.
It is easy to be the one-woman tourist board for North Devon: it boasts stunning surf beaches at Woolacombe, Croyde and Saunton; the Tarka trail connects our sand dunes from Braunton to Instow; and Members should not miss a stop at Fremington quay for afternoon tea—cream on first, for anyone not sure how to tackle their scones. We have the Lynton to Lynmouth funicular railway; miles of idyllic rural walks, by day or night, with Exmoor being the first international dark sky reserve in Europe; and our vibrant market and coastal towns of Ilfracombe, Barnstaple and South Molton. We are proud to boast 139 pubs that will warmly welcome last week’s announcement on reducing their business rates. I visited a mere 40 of them in the campaign, so there are still plenty to go in my support of the village pub, which is vital to North Devon’s rural communities.
Getting to North Devon is about to get somewhat easier, with the improvements to the North Devon link road starting this year, championed by my predecessor Peter Heaton-Jones. Peter stepped down as MP so late that many colleagues in the House were more than a little surprised to see me. I pay tribute to his hard work in putting North Devon on the map. In his maiden speech he referred to the need for more infrastructure, and in particular faster broadband. It is with some disappointment that, despite his best efforts and some hard-won improvements, broadband remains top of my wish list for infrastructure developments in North Devon.
I am what is known as a “blow in” back home in Devon. Drawn there a few years ago by its heady mix of sand, sea and rolling hills, I am far too old to ever become a local, but it is the best place to have blown in to. When I leave here and switch my work suit back to my wetsuit, I wake to the sound of the Atlantic crashing over the bar and into the double estuary of the Taw and Torridge, tucked behind a sand dune on Instow beach, which George—my rather plump Labrador—and I love to walk, with stunning sunsets and the idyllic view out to Lundy.
Over three quarters of Devon’s landscape is farmed, yet managed by less than 1% of the residents. I am therefore delighted to be speaking up for them in the debate on this Bill, which will both boost food production and champion our environment, which is another key concern in North Devon. The Bill will ensure that farmers are finally rewarded for being the stewards of the environment that they always have been, and that that is related to how the land is used, managed, protected and preserved, rather than solely to how much land is owned. The National Farmers Union is aiming for English and Welsh agriculture to be carbon net zero by 2040, and the Bill will ensure that that endeavour is rewarded. As the environment is so important to those of us who have the privilege of living in stunning North Devon—so much of which is highly designated to ensure that we are able to safeguard it for future generations—I will champion working towards net zero in the House.
Levelling up will mean a lot to all of us in North Devon. We have the eighth highest percentage of people in work, but our productivity per head is £5,800 below the UK average. That is possibly no wonder given that our average broadband speed is only 60% of the UK average. That has to change. Connectivity is so poor that one village resident explained to me at a farmers market that they were struggling even to get “The Archers”. Having run a dotcom myself for 15 years, I know how important broadband is to small and medium-sized local businesses.
It is an absolute privilege to represent the community in which I love to live, and a particular honour to be its first ever female MP. I wish to take this opportunity to thank Baroness Anne Jenkin and the Women2Win team for their ongoing support. I suspect I am like many ladies on this side of the House in attributing our presence here in large part to Women2Win. I very much hope that I may go some way to inspiring young women and girls in North Devon to fulfil their dreams and reach beyond what they thought might be possible.
My personal journey to this point has been varied, as life’s paths so often are, and I hope that that rich experience will serve me and my constituents well. Members may have noticed that I like my statistics: my short time teaching maths opened my eyes to our education sector and the need to raise our young people’s aspirations. I never knew that my decades as a fitness instructor would be so much needed, given the miles I walk daily getting lost in the corridors of the House.
I stand here to champion the people of North Devon, however they voted last December. On countless doorsteps I said that I would get things done, and I will. I am delighted to speak in the debate on this vital Agriculture Bill in this, our first week as an independent coastal state, which I hope will lead to good news for my local fishermen. I hope that by the time there is another MP for North Devon—in many years to come, of course—they will not be asking for better broadband in their maiden speech.
