Airdrops, promises of harbours and promises of money to come are not even touching the sides of the problem, given its scale. People are starving to death. At the beginning of March, my Committee published a report calling on the UK Government to press for more than 500 trucks of humanitarian aid a day to be allowed into Gaza; for all the crossings to open; for the Israeli military to co-operate better with aid agencies; and for deconfliction, so that humanitarian workers can live, and also safely carry out their vital work. Despite the Foreign Secretary’s optimism about greater humanitarian flows, the average is just over 1,100 trucks a week. Why are this Government not doing more to persuade Israel to meet its responsibilities under international law and facilitate aid to the people of Gaza? How many more people have to die?

I feel very uncomfortable about the Minister’s comments about taking credit for the UN Security Council resolution when the UK abstained twice in the process. There is not an immediate ceasefire and, after six months, I dread to think how many Gazans have been killed or will die of starvation. Given the rapidly deteriorating situation in Gaza, does he agree that it is vital that the Cabinet Minister responsible for overseas aid makes himself available to this House for scrutiny? Surely it is not right that Members are updated on the Foreign Secretary’s views via the media, rather than from his answering questions in this place. When will the Government do us the courtesy of responding to the Procedure Committee’s report?

My Committee and I were at the Gaza border last week trying to get first-hand testimony of the 2 million stories of suffering that now represent Gaza. What can I say to the House? What we are hearing is just a tiny fraction of the horror that is going on out there. Will the Minister clarify one thing with the Israelis? We spoke to a senior UN security person who said that drones flying overhead are gathering data that artificial intelligence algorithms then translate into targets. We know that civilians, humanitarians and medics are being killed, so will the Minister urge Israeli defence to ensure that the algorithms protect the people that they are supposed to under international humanitarian law?

I have been inundated with emails from constituents terrified for the future of the internally displaced Palestinians in Gaza. Since 7 October, nearly 600,000 internally displaced persons have been sheltering in 150 United Nations Relief and Works Agency facilities, 35 UNRWA staff have been killed, and 40 UNRWA installations have been damaged. When the ground invasion inevitably starts, where are these people meant to go? Who is expected to host them? Who will administer them, and where will the support come from? Finally and fundamentally, what does the Foreign Secretary believe is the Israeli politicians’ long-term objective?

I am really grateful to the right hon. Member for Chelmsford (Vicky Ford) for shining a spotlight on this, because for too long the international community has not directed its attention to it. Civil society groups reported to my Committee a month ago, and said that they are going unheard when they have been trying for years to raise concerns. Despite rising conflict and reports of atrocities across the region, the Government have continued to make cuts in UK aid in east and central Africa. FCDO bilateral aid to Sudan dropped sharply, from £220 million in 2021-22 to just £25 million the following financial year. Against a backdrop of ongoing conflict and severe humanitarian suffering, what assessment has the Minister made of reversing these cuts, especially in relation to preventing conflict, stopping the atrocities and building peace?

No one can fail to be horrified by the rapid roll-back of rights and opportunities for women and girls. For myself, personally, and for this Chamber, the murder of Mursal Nabizada and her security staff at the weekend brought into sharp focus what is happening. May I ask two very specific questions? First, is the Government’s position that NGOs should continue with male-only staff? Secondly, for those NGOs that have paused their programmes because they do not want to have male-only staff, is their funding secure for this year?

The recent floods in Pakistan are devastating millions and having a severe impact on their food security, especially for women and girls. My Committee’s recent report found that, internationally, 50 million people in 45 countries are on the edge of famine. Climate change, fertiliser costs and conflict all pose a serious threat to food production and distribution globally. I welcome the Government’s reallocation of the £15 million of existing aid to Pakistan, but how will that contribute to the long-term food insecurity it faces, and what programmes were cut as a consequence?

I welcome the Government’s commitment to the Murad code for survivors, but the Foreign Secretary knows that my commitment is to prevention. Women and girls in conflict zones are subjected to particular sexual violence. Rape continues, without apparent consequence, in Ukraine, Ethiopia, Afghanistan and Myanmar—I could go on. What plans does the Foreign Secretary have to make tackling sexual violence a part of a broader cross-Government atrocity prevention programme?

On a point of order, Mr Speaker. Following the Foreign Secretary’s answer to me about the FCDO’s equalities impact assessment conducted in March 2021, I seek your advice on any other way to encourage her to fulfil her duty to the House, as is stated in the ministerial code, to be

“held to account, for…policies, decisions and actions”,

to be

“as open as possible with Parliament”

and to refuse to provide information

“only when disclosure would not be in the public interest”.

The Foreign Secretary said that the Government’s practice is not to formally publish equalities assessments and has added her view that that would have a “chilling effect” on the advice prepared by officials. However, that is confusing as a range of equalities impact assessments have been published in the past, such as for the Coronavirus Bill, and no one will be surprised that the former Department for International Development commissioned independent reviews of its assessment work and that the Independent Commission for Aid Impact also examined such issues. It is fundamentally deplorable that the Foreign Secretary has used the assessment to celebrate her Department but will not put the information into the public domain.

It is very important that scrutiny Committees have access to relevant papers and records to do the job that the House has delegated to them. The International Development Committee is best placed to assess what information is needed for its inquiries, and I trust that Members on the Government Front Bench have heard the hon. Member’s concerns and will respond to the Committee’s request in a timely manner and provide the papers.

As the world becomes more dangerous and more uncertain, we need to tackle the root causes of security threats to the UK, namely poverty and instability overseas. I therefore find it very concerning that spending allocations for the conflict, stability and security fund show huge reductions to aid programmes around the world for this financial year: a 63% drop in funding in the middle east and north Africa, for example, and a 53% reduction in the western Balkans. Does the Minister agree that the Government’s cuts throughout overseas development are compromising UK security and global stability? What will the Government do to address that?

I welcome this statement, but, like the Secretary of State, I am terrified of the pandemic hitting the global south, not least because of the existing weaknesses in its healthcare. What is she doing to support UK NGO organisations to deliver their core work as well as covid-19 work, and is this the time for DFID to develop a global health strategy?

Thank you, Mr Speaker. Bond’s recent covid-19 survey reveals that 86% of UK NGO members are cutting back or considering cutting back in-country work, so how is DFID making sure that 30 years of work in alleviating poverty does not unravel as health systems come under more strain in lower-income countries?
