I beg to move,

That this House has considered assistance to refugees in Calais.

It is a pleasure to serve under your chairmanship this morning, Mr Chope, and to welcome the Minister to his place as he arrives. In the brief time available, I will first say a little about my involvement with the “jungle” camp in Calais and the circumstances there. I do not know whether the Minister has visited the camp—a nod would suffice.

I am grateful. I hope that the Minister will find the time to visit, because I will not be able to do justice to the situation in the time available to me. Alongside Calais, there is also the issue of Dunkirk. I have several questions for the Minister, but if he is unable to answer them today, I am sure he will write to me.

Martin McTigue, a senior manager at the London ambulance service and a constituent of mine, contacted me in December and suggested that I visit the jungle camp with him, which I then did. Mr McTigue’s involvement came through Samad Billoo, who is involved in a charity called HANDS International. The charity was set up in Pakistan in 1979 to bring relief to villages there. It is a substantial charity in Pakistan, but its first venture outside Pakistan was to set up an immunisation clinic in the jungle camp in Calais. Sam also works for the London ambulance service, and I found quite a number of paramedics and others who work for the LAS out in the jungle camp providing not only immunisations—40% of the 6,000 or 7,000 people have been immunised against flu—but basic medical procedures. I met a great number of people and will not be able to pay tribute to them all, but I want to mention Abi Evans, another paramedic from the LAS, who has also devoted a lot of time. These individuals are giving up every weekend, and substantial parts of their week through leave, to go out to minister to the refugees in the jungle camp and the camp at Dunkirk.

I mention that background, which is interesting in itself, but it is a curious state of affairs when the relief of several thousand people situated 30 miles from the British coast on the land of our nearest neighbour, a prosperous and civilised country, is reliant on the skilful and diligent attentions of British volunteers. Whether they are medics bringing food aid or helping with shelter, clothing and other matters, these people are predominantly British. They are all volunteers. Some of them have expertise and some do not.

It is a pleasure to serve under your chairmanship, Mr Chope. I apologise for my lateness, but a lot of people were leaving the previous debate and we had to wait outside.

I thank the hon. Member for Hammersmith (Andy Slaughter) for introducing the debate. No one could suggest that this is not an important subject. I have not visited Calais, but I have spoken at length about the conditions there to many of the people whom the hon. Gentleman has mentioned in his speech. For example, I have spoken to the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper), my hon. Friend the Member for Faversham and Mid Kent (Helen Whately), who is in her place, and others as diverse as the Chief Rabbi and non-governmental organisations, so I feel familiar with this subject.

In the limited amount of time that we have, I would like to say that the Government are not standing idly by and doing nothing. The gist of one of the questions the hon. Gentleman asked really was, “Is it being left to the French on their own and what are the British Government doing?” My hon. Friend’s question also related to that. Therefore, rather than giving hon. Members a lecture about the migration crisis, which they are familiar with, given the limited time I will attempt to stick to the core subject.

A lot of what the UK is doing stems from work done together by my right hon. Friend the Home Secretary and her French counterpart, Monsieur Cazeneuve. As I am sure Members are aware, that led to a joint declaration. That was not just a political declaration; it set out a programme of achievements for the two Governments. It has led to significant improvements in security for example, which answers my hon. Friend’s question.

I understand that, from a security point of view—I will mention this before we skip on to the refugee side—the situation is very different from the middle of last year, with extensive fencing installed and infrared cameras on the way, so there are many different methods to detect people trying to get into this country. It is not perfect, but there has been a dramatic improvement. I want to ring-fence that security point, because while that is not the main purpose of the debate, the question was asked. I accept the worries that my hon. Friend’s constituents have, but a lot of work has been done on that and I could spend the whole 10 minutes talking about it.

On the core subject of what the joint agreement between the two countries has achieved, other than on security and the related subjects of challenging organised crime gangs, intelligence sharing and everything like that—I do not want to detract from the importance of that—I shall use the remaining time to talk about the refugee side of the agreement. What has actually happened? On the main effort—this answers the hon. Gentleman’s question about what money the UK Government are spending on refugees—I want to put on record that the efforts of the Department for International Development are predominantly in helping refugees in the areas around Syria. As people may be aware, in particular those who have read the International Development Committee’s report, which was ably referred to by the hon. Gentleman, we are spending £1.2 billion. Apart from the United States, we are the major provider of humanitarian resources in the areas adjacent to Syria, as I saw when I visited the region as the Minister for Syrian refugees.

To get back to Calais and the French situation, the UK has supported significantly—I believe to the tune of €750,000—a French NGO that operates for the most vulnerable people around the jungle camp. That work has involved the construction of a day centre away from the camp and facilities to take the most vulnerable people away from that site. That is coming to fruition now. The steering committee behind that is made up of UK and French officials and others, and it hopes to target the most vulnerable people—children, women and those who have suffered particularly—and remove them from that spot. Therefore, while I cannot say that that is a financial priority for DFID—after all, France is a high-income country with adequate resources of its own—it is trying to target financial efforts on vulnerable people. I know that some people are sceptical about whether that will work, but the strategy is serious.

I accept that the French Government have primary responsibility—if it were on UK soil, it would be the British Government—but the French are failing on this. I ask the Minister to ensure that his Government take a proactive stance. They do so, rightly, on security measures in terms of co-operation and they should do so on humanitarian measures. By setting an example on both the conditions in the camp and the resolution for the individuals there, they may encourage the French Government to do what they should be doing.

In answer to the point about the French failing, I cannot speak in complete defence of the French Government because the conditions are as they are, but—as the hon. Gentleman may be aware—they have pledged that people will not sleep under canvas this winter: large amounts of heated container-type accommodation, similar to what I saw in Jordan, is currently being installed.

The strategy is based on reducing the number of people at the jungle camp. According to the most recent report, which I received yesterday, there are about 4,000 people currently in the camp and it is expected that significant numbers will leave as a result of beefing up the French asylum programme and moving them to other centres throughout France, away from the Calais area. My information is that significant numbers of African refugees are taking up that choice and being relocated voluntarily.

I would love to take the hon. Gentleman’s intervention, but there is a very small amount of time left. I will happily talk to him outside the Chamber if I may.

It is an important point that the hope is to halve the number in the camp. In terms of specialist accommodation for children and other people, it is significant that the number of vulnerable people is in the hundreds and expected to increase. Given the scale of the problem, one may argue that that is just a small part, but the British Government are pushing the French Government on that. The joint declaration is a programme of work that is being monitored all the time.

This is not quite as simple as it sounds. The UK is not saying, “We wash our hands of it—it is not our problem.” We accept that people are going to Calais because they believe that they want to come to the UK. We have officials there who explain to people what life in the UK is like and that, actually, a lot of the reasons why they thought they could or should come to the UK are not valid in reality.

The French Government are being pushed by us to beef up their asylum programme. To take up the final question the hon. Gentleman asked about the family reunion side for children in particular, of course if those children can, under guidance, claim asylum, they can then apply through our family reunion scheme to come to this country. I believe that such requests through the normal channels for those with family in the UK would be looked at favourably. However, they must have it explained to them how to become asylum seekers in France. The French policy is to make them become asylum seekers in France, because they then get a whole lot of benefits and things that they otherwise would not.

This is a complicated subject that must be seen in the context of what the UK is doing overall. We are not the only country: there are all the countries in Europe and others who are trying to deal with the refugee situation. However, I am proud of what the Government have done. That does not mean that we can say, “Calais is nothing to do with us,” because, as everyone knows, it is only 22 miles away from parts of Kent.

The British and French Governments are working together well. I hope that what the French Government have said about reducing the number of people under canvas will happen shortly. I also hope that the enhanced security will work and that our money, through the French NGO, will really help those most vulnerable people.

The number of local authorities that have resettled Syrian refugees changes frequently, as more Syrians arrive for resettlement in the UK. Although it is not practical to give a running commentary on the number of local authorities participating in the scheme, I can confirm that at the beginning of December about 50 local authorities had confirmed places before Christmas.

Does the Minister share my concerns about the rise of Islamophobia in the country, fuelled by the right-wing press? Will he issue guidance to local authorities and community organisations on how best to deal with it and to support refugees?

Of course I share the hon. Gentleman’s concern about Islamophobia. All I can say is that I have found nothing but a warm welcome from all parts of the UK for the refugees who have arrived in this country, and I am certain that will continue.

A lot of local authorities, including my Sefton authority in the north-west, are seemingly confused about their role. Is there anything the Minister can do to add clarity and hurry things along?

Our dealings with local authorities vary very much, depending on the particular cases. We do not have any power to insist that refugees go to certain places, but we are working with county councils, district councils and metropolitan borough areas. The system is therefore very flexible, and all I can say is that at the moment it has been working very well, because the number of places that have been offered is broadly equivalent to the number of refugees arriving.

It is an honour to serve under your chairmanship, Mr Brady. I may be competing with the Division bell shortly, but I leave such matters to your judgment. I congratulate my right hon. Friend the Member for Meriden (Mrs Spelman) on securing this debate, but I will get to the point. Many Members have raised good points, and everyone is right: the Prime Minister made a commitment in his speech to the Relationships Alliance summit. It is obvious to anyone that it is high time that the system was reformed, and reformed quickly. I do not think there is any dispute about that. The system was established the year that Queen Victoria came to power. It was also the year that Rowland Hill decided that we might be able to fold up paper and put letters inside and post them. It is now 2015 and it is absurd that the system has not changed.

The hon. Member for Darlington (Jenny Chapman) made a point about there being no private Members’ Bills, apart from Government ones, that had become law in her time. Respectfully, there are good exceptions to that. One of the main ones came from my hon. Friend the Member for Warwick and Leamington (Chris White), who is in his place behind me. His Public Services (Social Value) Act 2012 was enacted in the last Parliament. Putting that to one side, there is a good precedent in this field with the Marriage Act 1994, which started as a private Member’s Bill. It allowed homes and hotels to be used for marriages.

I am delighted to hear what the Minister is saying. It is news to me. Does he mean that we can assume that the Government will give a fair wind to any of the private Members’ Bills before the House on this topic? Will they give them Committee time and not use any of the techniques well known to the Minister to prevent the Bills from becoming Acts?

As the hon. Lady will know, I cannot speak for every private Member’s Bill. The 1994 Act was brought forward by Gyles Brandreth, then a very well known MP. I had better make progress.

There is no question but that the Government want to see the issue remedied. The question is whether the private Member’s Bill of the hon. Member for Neath (Christina Rees) can be, as many have suggested in this Chamber and elsewhere, the piece of legislation that is needed. I point out that many Members here seem to have children of marriageable age who are currently unmarried: I have two boys aged 24 and 21. I am pleased to say that the hon. Member for Walsall South (Valerie Vaz) is a good personal friend of mine, and I think we should discuss the matter outwith the Chamber.

Getting back to the important point, can the private Member’s Bill be adapted? I would very much like to say yes. The Bill requires the Secretary of State to consult and then to make regulations setting out the marriage register entry, including the mother’s and father’s name, but it does not reform the whole registration process. It would simply require the replacement of tens of thousands of books at a cost of £3 million. The Bill does not take account of different family circumstances, where there may not be a mother and father. Members have mentioned many particular cases relating to that. It also does not give flexibility for the future. After we have amended the law, the matter may not be again for another 100 or 200 years, so we have to get things right.

Will the Minister work with me to make the private Member’s Bill cover the things he mentions better? Can we work together to move it forward on 22 January?

I cannot pledge to work with the hon. Lady on the Bill, because I am not convinced that it is the right way to deal with the matter, although many of the points and sentiments in it are right. What we need—I assure her that this will be progressed quickly—is a vehicle that will transform the whole system of marriage registration for the digital age, so that all the points and everything that is changing in society can be taken into consideration. I assure her that that is not in any way meant to be disrespectful to what she is trying to do. I am not against any of the sentiments or saying that anything within the Bill is wrong, but we need a comprehensive solution. I assure her that this is not Government waffle. We have to deal with the matter once and for all, quickly and properly. I would like to be able to say that her Bill is the vehicle for that, but I do not believe that it could be. A combination of the hon. Lady, my right hon. Friend the Member for Meriden and some of our discussions could get to a vehicle that could deal with things quickly—I have every reason to believe that.

I would like to say that it makes sense to have a simple amendment of the current marriage register. Like so many of the things that we get involved in—I find this when speaking to constituents—we think that the matter is simple and that we know the solution, but this matter is much more complex than that. We do not want to have to change the system again and again. We want a comprehensive solution with a framework for the modern digital economy, where—we hope everything will be transformed in this way—people will get a certificate quickly with all the relevant details and where there will be no need for replacement certificate stock to be sent to thousands of different churches and other institutions.

Also, the solution should minimise the public protection risk of marriage registers being held in some 30,000 different religious buildings. Every year criminal gangs steal registers and certificate stock for all sorts of different purposes, and it is time that the system was modernised once and for all. It would cost up to £3 million simply to replace the materials. A simple solution of just filling in the empty box was suggested, but that would lead to all sorts of mistakes and inaccuracies. While the suggestion is perfectly well-intentioned, I do not think it is very practical.

As the shadow Minister mentioned, we have to make the necessary IT changes with the correct resources. It is not a question of trying to save money with the new system, although once it was set up, it would probably save a lot of money and be much more efficient over the decades. Costs would be incurred. It is not just about making the system more cost-effective, although it will be over the longer term.

I want to mention some of the contributions made by various Members. The hon. Member for Rotherham (Sarah Champion) made a point that, although not specific to the debate, surprised me. She asked me to look into the subject of illegitimacy on the Passport Office website. I will do that and I will respond as quickly as I can. I was astounded to hear what she said.

There have been so many good contributions, although I disagree with what the hon. Member for Hampstead and Kilburn (Tulip Siddiq) said about the Prime Minister’s feminism, because he is very much a feminist. However, the point that she made about the deceased father on the birth certificate is valid and I will write to her on that subject when I have had a chance to look into it.

My hon. Friend the Member for Banbury (Victoria Prentis) talked about a constituent and what form the marriage certificate should take, but it is not a simple matter. At the moment, our officials at the Home Office are working with key stakeholders to ensure that the needs of all different types of families are met. It is not simply a case of making a one-off change to include the mother. The matter affects different types of families, and the change needs to be done properly.

I smiled when the hon. Member for Glasgow North East (Anne McLaughlin) mentioned Seacole, the Scottish lady, and explained her background. A big chunk of the Home Office is named after Mary Seacole. I do not know whether the hon. Lady has visited, but she is welcome to come and look at the plaque. Of course, she is right. We are not talking about the contributions of women to society, because that is taken as read and is obvious. The concept of property in Victorian times would be laughable if it were not so serious, because it blighted women’s development for centuries. If we explain that to our kids, they simply cannot understand such concepts. I have shown children and visitors from my constituency the pictures in the Committee rooms of men—all men—in Parliament, but they cannot imagine such a situation. I can only say that what the hon. Lady said is absolutely right.

The serious point to make is that the Government are not simply playing with the issue in order to kick it into the long grass and say, “Well, it is one of those things.” It is very serious. It is absolutely absurd that the law has not been changed before. It is absurd, whether under a Conservative, coalition or Labour Government, that it has taken from the 1830s to today to even look at the matter. I know that people like the tradition of the marriage certificate. I have one, as have many people in this room, but we should keep the best bits of tradition and amend accordingly.

I ask for the brief patience of hon. Members. The issues are sometimes personal to us and our constituents, as highlighted in the debate, but I ask for brief patience because the Government are determined to get this right.

It is an honour and a pleasure to speak under your chairmanship, Mr Walker. I am sorry that I did not have the chance to say the same to my hon. Friend the Member for Brigg and Goole (Andrew Percy), who after a long stint in the Chair presumably had to leave to enjoy some refreshments.

I thank my hon. Friend the Member for Sutton and Cheam (Paul Scully) for serving on the Petitions Committee and for leading this debate as he did. I also thank all hon. Members who have contributed to the debate; I am delighted to say that every single person who has spoken, without exception, has rejected the petition’s wording. That did not surprise me. I hope that the person who started the petition will realise that within the House of Commons there is no one—not one person, I assume—who agrees with them; if there were, they would have come and spoken. I am pleased about that. I am glad to have the opportunity to have this debate but I personally found the wording of the petition simplistic and, I am afraid to say, quite offensive.

It is clear that controlling immigration is a topic of significant public interest and I suspect that many of the people who signed the petition did so because they believe it is an important matter rather than because they agreed with the wording of the petition; I hope I am right in saying that. Similarly, I welcome the opportunity to debate the wider topic of immigration, but it is a shame that that has been under the umbrella of this particular petition. I know that people know this, but the Government totally disagree with the sentiments of the petition. In particular, we reject the idea that anyone is trying to turn this country into a Muslim country or any other type of country that it is not. I note in particular the comments from my constituency neighbour, my hon. Friend the Member for St Albans (Mrs Main), who rejected completely the horrible implication of the wording that being Muslim or supporting Islam is something that in any way contradicts being British. I support her view.

I offer my commiserations to the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald), who cannot point to any immigrants in his family history. Perhaps that is one reason why he supports independence for Scotland; if he has any English ancestors, he would be able to say that he came from immigrants like the rest of us. In all seriousness, I thank him for his contribution and agree with most of what he said.

I can say with some pride that I have immigrants on both sides of my family. My father’s family were refugees from the Spanish Inquisition and came here, via Holland, in the time of Oliver Cromwell. My great-grandparents on my mother’s side were immigrants from Russia and Poland; in fact, my earliest political conversation was when my late grandmother told me I should always vote Liberal Democrat—actually, she said I should vote Liberal, as she was talking about a time before the Liberal Democrats—because Gladstone, when Prime Minister, brought in the legislation that allowed refugees from persecution to come to this country. I place on the record that I did not take her advice.

In all seriousness, we are proud of the fact that the UK is, without any doubt, a multiracial democracy—I do not know what else it could be called. Most sensible people will be proud of that. It is a tribute to us that more and more people from abroad want to come to the UK, because of the economy, strong family ties and our world-class education system. I commend what the hon. and learned Member for Holborn and St Pancras (Keir Starmer) said, but in response to his remarks about students I should point out that the most recent figures for the numbers of students coming here show a 4% increase, year on year. The Government’s reforms with regard to foreign students removed the large number of completely fraudulent so-called schools and colleges. The numbers of students coming to this country has increased.

Everyone would agree that we have a proud history of protecting those most in need. The Prime Minister announced to Parliament at the beginning of last month our agreement to resettle 20,000 vulnerable people from the Syrian crisis. I should make it clear that that agreement is about vulnerable people. Some are currently in camps, but they are mainly outside camps. The majority of refugees in Jordan and in Lebanon, in particular, are living in tents in fields, not in camps; that is also the case for a lot of refugees in Turkey.

We have agreed to resettle 20,000 of those people during the course of this Parliament. They are being selected on the grounds of vulnerability. Among the many good points that my hon. Friend the Member for Sutton and Cheam made in his opening remarks, he mentioned his concern about selecting people who came under false pretences as refugees. We are doing everything we can. We are using the United Nations High Commissioner for Refugees, the International Organisation for Migration, which is very experienced about migration, Home Office and other tests to make sure that those people are selected using the United Nations definition of vulnerability. There is no automatic selection.

I appreciate that this issue is not the central point of the debate, but although I have no problem with attempts to assess and process those vulnerable people—most folk would agree with that—the Government will need to take about 380 to 400 people a month to meet their own target of 20,000. Given that those vulnerable people are in the camps he has described, and winter is almost upon us, when can we expect to see some of them settled here?

I suspect that the hon. Gentleman has been watching the recording of the sitting of the Home Affairs Committee last week; the Chair of that Committee brought up the same point and asked me repeatedly to come up with an actual number. I do not think that giving a running commentary is correct but, as the Prime Minister mentioned today on the Floor of the House, we intend to have settled 1,000 people by the end of the year. It is difficult to average it out on a month-by-month basis, although the numbers per month would be what the hon. Gentleman said.

I am confident that we can do it, but am wary of the pitfalls. Some were mentioned by my hon. Friend the Member for Sutton and Cheam, such as people coming fraudulently, but we must also have the proper preparations for when people get here. Those will include having housing, the correct medical care for both mental and physical health issues, education where appropriate and English lessons, which are very important.

I commend those local authorities that have helped us with resettling the smaller numbers of people we have resettled so far. I visited Bradford; the council there—a Labour council, the hon. Member for Birmingham, Selly Oak (Steve McCabe) will be pleased to hear—and its leader, Councillor David Green, really are a model for other councils in what they have done for the refugees they have taken. I also commend the response from the Scottish Government and local authorities in Scotland. Generally, the response has been pretty good and we are confident that, at the moment, the number of places being offered is broadly commensurate with the numbers of people. Very many small local authorities have emailed to say that they would be happy to take refugees. That is a credit to this country and all parts of it, although while we very much appreciate what has been said by some of the smaller Scottish islands, in some cases the offers may not be practical. That makes no difference to the validity of those authorities’ comments, however.

The Government recognise the significant migratory pressures on the UK. Immigration puts pressure on public services. It can damage our labour market and push down wages—all points that, as my hon. Friend the Member for Lewes (Maria Caulfield) said so eloquently in her speech, worry constituents. She mentioned the Brighton main line, which I know is very typical. However, she also mentioned that in parts of her constituency there are critical shortages of labour. In the past, as my hon. Friend the Member for St Austell and Newquay (Steve Double) mentioned with regard to Cornwall, labour shortages have been met with willing, able, hard-working and decent immigrants. The issue is therefore very complex.

There have been many really decent speeches. The hon. Member for Glenrothes (Peter Grant)—I will get into trouble for my pronunciation of his constituency’s name.

I am very grateful. The hon. Gentleman asked me to make it clear on behalf of the Government that the petition’s wording is unacceptable and undesirable, and I have done that. He also made the valid point that such wording is not new, and, in that respect, I must tell hon. Members a story.

I am Jewish by birth, but I am not religious. However, I attended a Saturday morning service during the election, although that was not for electoral purposes. I had been invited to a bar mitzvah in London—that is the service that happens when a child is 13. This was about the time that Nigel Farage was making his comments about people talking other languages in train carriages. The rabbi’s sermon was very moving and very unusual. There was no Bible; instead, he read out a leader from The Times, which said, “Parts of this country have overwhelming numbers of people who speak different languages, who eat different food and who are taking our jobs at lower pay.” That article, he said, was from 1896. Of course, he was talking about Jewish people—this was a Jewish religious service—and he read the article to shock people, because Nigel Farage had commented that week on how he felt in a railway carriage where people were using different languages. The rabbi did what he did to show that things have not changed. That is very relevant to the issue before us.

This is, however, a general debate about immigration, so I should discuss what the Government are doing to bring migration down to what they and many others believe are sustainable levels. The policy is that we have obviously welcomed the brightest and the best. We have done that by slashing the student fraud I mentioned in response to the shadow Minister’s comments. We have removed about 900 bogus colleges from the sponsors register and toughened access to welfare and housing. Non-EU immigration is 10% lower than it was in September 2010.

Over time, exit checks will begin to provide significant new insights into, and give us a more complete picture of, those leaving the country. We will be able to establish an individual’s immigration status, confirming those who have departed and identifying potential overstayers.

On EU migration, we are cracking down on the abuse of EU free movement and making our welfare system fairer and less open to abuse. We have also scrapped housing benefit for EU jobseekers and limited benefit claims for EU migrants with no prospect of a job. We will negotiate with the EU, and we will bring in further reform to reduce incentives for people coming to the UK from within the EU. It is on the record that the Prime Minister is working with his European partners to achieve those things, and there will be further discussions at the December European Council.

An important aspect of the economy, which several hon. Members mentioned, and which is one reason for immigration, is the shortage of training and skills in terms of people leaving school. I should declare an interest because my previous job was as the Prime Minister’s apprenticeship adviser. The target of 3 million people doing apprenticeships is achievable. The skills arena is the future of the economy, and although the Opposition have made some points about apprentices—there has been talk about some of them not being full apprentices and about there not being a high enough standard—I think there is a consensus that improving this country’s skills is important for the future and may counter the need for immigration.

As my hon. Friend the Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald) mentioned, the Scottish Government are firmly of the view that the right kind of immigration, in what might be seen as quite large numbers, can have a very positive impact on Scotland’s economy. Was the UK-wide target figure that is now being spoken about agreed with the Scottish Government, or was it simply decided, as a reserved matter, without consultation?

I apologise for that misunderstanding. I was about to say that I met representatives of the Scottish Government straightaway to discuss Scotland’s share of the 20,000. However, I am afraid that I genuinely do not know the answer to the question he has just asked either—that has got me off the hook.

There is a lot of co-operation between the British and French Governments on the situation in Calais, which has received a lot of publicity. That situation is important, but I should make it clear that it has nothing to do with the refugees we are talking about or with our humanitarian policy of taking refugees from places adjacent to Syria.

There has been some criticism of our approach, and I would like to go on to the point the shadow Minister made about the letter from the lawyers and others published, I think, in The Guardian last week. I do not agree with what they say, because they give no credit to the Government for what they have done to try to help to deal with the refugee crisis. They talk purely about the number of people we are going to take into the country and say that it is inadequate. However, Government policy is clear: we are dealing with everything as part of an holistic, humanitarian issue. We are spending large amounts—about £1.1 billion—on helping refugees in the countries adjacent to Syria. I have been to Jordan, and I have seen the effects of what we are doing. We should be very proud of the money we are spending and of the British people, non-governmental organisations and other organisations that are working there—I could talk about the millions of food parcels and everything else. When I was there, I was told that, possibly apart from the Americans, we are the largest country doing these things. Our policy of bringing vulnerable refugees to this country is part of that, but those who signed the letter in The Guardian gave us no credit for it.

Is not the significance of that statement that those ex-judges have considerable experience, including at international level? The lawyers who signed it included QCs who were briefed on behalf of the Government. These individuals have not come from particularly campaigning backgrounds; they are lawyers and others who are experienced in the field, and who profoundly disagree with the Government’s approach. Does the Minister not agree that, whatever approach they take, the proposals they put on the table warrant serious consideration?

The shadow Minister himself is a lawyer of considerable reputation and expertise, and it would be impossible for me to criticise the legal profession in his presence. All I can say is that I disagree with those who signed the letter. When asked to give a number, the person who was interviewed on the “Today” programme could not. There is not more justification for the number of people they mentioned than there is for Prime Minister’s number of 20,000. He mentioned that number because he feels that that is the number of vulnerable people we can sustain. Those who signed the letter could have mentioned two times, three times or four times the number they did. All decent people want to help, but the Government have to balance different factors.

I am proud of the fact that the Government have promised to take 20,000 people. People have their own views as to whether it should be more. Many people believe it should be fewer, but I am certain that my responsibility is to ensure that the 20,000 people whom the Government have agreed to take are properly selected and brought here with dignity, and given the attention they need. I accept that there are other arguments about the issue, and it cannot be ring-fenced as a refugee issue; the matter is part of the general immigration issue that we have been discussing.

I am proud of this country’s tradition with refugees and that we are playing our part, particularly having seen what we are doing in Jordan, Lebanon and Turkey to make people’s lives as decent as they can be in the circumstances. The Government should be proud, and by and large there is political consensus on most of the issue, although I accept there may be differences over numbers. I have been keen and quick to commend Labour councils as well as non-Labour councils that have put themselves forward. I do not think that people are playing politics over the matter at all, which is how it should be.

I agreed with most of the long speech made by the hon. Member for Birmingham, Selly Oak, but I want to make it clear that the Mr David Harrington he mentioned is no relation to me. If he were, and there was a way for me to expel him from my family, I certainly would, with views like those. To make a serious point, I agree with the hon. Gentleman’s view that a legitimate anti-immigration view is not necessarily a racist view at all, notwithstanding the language used in such a petition as we have been considering. Many hon. Members on both sides of the House discuss immigration on the Floor of the House, and it is cheap to say that a contrary view is racist. That is not so at all, and if anything it does a disservice to the merits of the argument.

I cannot really comment on the idea that the hon. Gentleman raised of bringing people here to do apprenticeships, because that would come under the general apprenticeship programme, but I certainly hope that many of the Syrians who come here will be suited—subject to getting their English language skills up quickly, as we hope will happen—to apprenticeships. I mean that not so that the Government can hit their target, but because it will enhance their lives—what has happened to those people is so tragic.

I agree with the definition of managed immigration offered by my hon. Friend the Member for St Austell and Newquay—I thought that was very good—and with his plea for us to treat refugees with compassion. From what I saw in Bradford of the smaller number of people who have come in up to now under the vulnerable persons scheme, they are treated with compassion, including the provision of housing for them. They are given a Syrian meal, cooked by local Syrians, when they arrive, and a lot of individual mentoring. Speaking to them reveals the tragedies of their lives. One person told me that two or three years ago they were practising as a dentist in Aleppo. One had been a professor of ancient languages at a university. We cannot imagine: it happened like that—I do not know whether my clicking my finger can go into Hansard. I apologise for that. What happened was so instantaneous that their lives were transformed, tragically.

I have taken rather a lot of the House’s time, but I think this is exactly the sort of debate we should have. Members across the House have no truck with the words of the petition, and I look forward to many future debates, when I hope to be able to report positively on the resettling of Syrian refugees.

I agree with the right hon. Gentleman that it would be a mistake to believe that the only answer to these problems is the hard attack of direct intervention, which we know can create problems in itself, but I also disagree with those people who think that this has nothing to do with us and that if they want to have some sort of extreme Islamist regime in the middle of Iraq that will not affect us, because it will. The people in that regime, as well as trying to take territory, are also planning to attack us here at home in the United Kingdom, so the right answer is to be long-term, hard-headed, patient and intelligent in the interventions we make. The most important intervention of all is to ensure that those Governments are fully representative of the people who live in their countries, that they close down the ungoverned space and that they remove the support for the extremists. We must do that not only in Syria, but in Iraq, Somalia, Nigeria and Mali, because these problems will come back and hit us at home if we do not.

In it, students will receive a first-class academic education, but also real preparation for real jobs in the real world. Will the Prime Minister encourage young people in Watford to explore the opportunities that this wonderful new school will offer?

I know that we are doing all we can to help get the Watford university technical college ready to open its doors in September so that students can start to benefit. Having visited university technical colleges in Harlow and Staffordshire, I think that they represent the filling in of one of the missing links in our education system that was left after the second world war, when ironically we helped the Germans establish good technical schools but did not put them in place here in the United Kingdom. I am very proud to be leading a Government who are putting that right.

First, let me echo what the hon. Gentleman says about the Keogh report. That good report says that even those hospitals facing these challenges that have been investigated have many instances of excellent care. On resources, the Government are putting the money in—£12.7 billion extra over this Parliament—and we are going to help the hospitals that are challenged to ensure that they provide the very best that they can in our NHS.

I am sure that you, Mr Speaker, will be as delighted as I am that unemployment in Watford has fallen once again—to its lowest level since the end of 2009. Does the Prime Minister agree that that is a good example of how the Government’s policies are working for small businesses, because those businesses were the ones providing the 1,000 jobs and apprenticeships that were shown at the Watford jobs fair two weeks ago?

My hon. Friend is absolutely right that today’s unemployment figures are welcome. They show a very large fall in the claimant count—20,000 in the past month—and encouraging signs of employment growth, some of which is due to the extra resources that we put into apprenticeships. We can be proud of the fact that more than 1 million people will have started apprenticeships in this Parliament, and I hope that the fall in unemployment is welcomed across the House.

As the hon. Gentleman knows, the Health Secretary has asked the Independent Reconfiguration Panel to conduct a full review of the proposals, and it will submit its advice to him no later than mid-September. Let us be absolutely clear: whatever decision is reached, the proposals will not be due to lack of central Government funding. North-west London will receive £3.6 billion, which is £100 million more than the previous year. Of course, if we had listened to the Labour party, which said that more NHS spending was “irresponsible”, his hospitals would be receiving £100 million less.

Will the Prime Minister join me in congratulating the China-Britain Business Council, which, under its inspirational vice-chairman, Mr Peter Batey, organised a seminar on exporting to China that was attended by more than 60 businesses in Watford last Friday? I think it should be congratulated on that initiative.

I am very happy to extend my praise to the China-Britain Business Council. If we look at the evidence of the past few years, we see there is now a significant increase in British exports to China, and a big increase in Chinese direct investment into the UK. All of that is welcome and we need to see it grow even further.

As my hon. Friend will know, the Arab Partnership Fund is financed partly through the Foreign Office and partly through my Department. We address many of the humanitarian issues, as well as issues involving the capacity-building and economic growth that are essential if progress is to be made, while the Foreign Office addresses many of the political issues. I am satisfied that the APF is delivering what we seek from it, but I accept that much more needs to be done in the future. [Interruption.]

My hon. Friend was being shouted down because the Labour party does not want to hear what the International Monetary Fund said about the British economy. It said:

“Strong fiscal consolidation is underway and remains essential to achieve a more sustainable budgetary position”—

[Interruption.] Members ask me to read the rest, and I will read the rest. The IMF put the question specifically:

“This raises the question whether it is time to adjust macroeconomic policies”—

the question put by the Labour party—and it said this: “The answer is no”. The IMF could not be more clear in backing the policies that we are pursuing to get this country back on track.

We had specific discussions with Vietnam on our programme there, which does not wind down, I think, until 2016—it has the longest tail of any of the wind-down programmes. Vietnam is powering out of poverty, and ensuring that the role of the private sector is fully embraced is a big part of the work that my Department is undertaking. We have agreed the scale-down with the Government of Vietnam, and it works for us and them.

I too commend the Secretary of State and his colleagues on today’s statement and the review behind it. On a visit to Kashmir last week, the outcomes of British aid that I saw in the capital, Muzaffarabad, impressed me. Given his mention of the European development fund, is he satisfied about the hundreds of millions of euros that go via the development fund to Turkey and Croatia, which are neither contaminated with a lot of poverty nor fragile states? If he is dissatisfied, will he take measures in future to ensure that the money is redirected to other countries.

I hear what my hon. Friend says, but many people would agree that building up Turkey’s capacity to trade with us through such assistance is a sensible use of European Union funds. I will have a good look at his point in respect of Croatia.
