I am grateful to be called in such an important debate, and I want to start by putting on record my abhorrence at the attempted murderous acts committed on the streets of Salisbury. All who reside in or visit the UK must have the confidence that they can live their life in peace without fear within our borders. We hope that, as Mr Skripal and his daughter fight for their lives, there is a real breakthrough in their recovery this evening and in that of Detective Sergeant Nick Bailey as he now recovers at home. We must praise our outstanding NHS for its work at this time and its staff for the risks they put themselves through in treating the sick and, of course, the police as they seek to bring the perpetrators to justice.

We should never see such crimes on our soil again, and we must ensure that all who are working to counter such actions, particularly GCHQ, are given the resources to enable us to remain a safe haven. However, it is right that all questions are asked at this time, not least about Russia, and we, as the official Opposition, will ask all questions; that is our role and our duty. I commend my right hon. Friend the Leader of the Opposition for his strong speech today clearly stating and calling out what needs to be done, and I was ashamed at the political interference from the Conservative Benches on such a serious matter.

We recognise and regret that we live in volatile times, and therefore we must address the real threats that face us, whether from state actors or lone actors. We must ensure that we have the right intelligence and solutions, and as the Joint Committee on the National Security Strategy continues with its Government’s national security strategy review, it must ensure that we address cyber, and nerve, chemical and biological agents as they are ranged against us.

In spite of Brexit, we must work closer than ever with our European friends and neighbours to defeat the causes of risk and protect our borders. Now is the time not to disrupt or dilute our collaboration, but to strengthen it, for when we build bridges, when we maintain dialogue and when we engage in strategic diplomacy, we have the best chance of protecting ourselves and advancing the cause of peace. The Prime Minister must ensure that our future capability is not diluted as she negotiates our way forward.

We have seen over the last few days serious mistakes being made, not least by the Foreign Secretary; hurling insults achieves nothing, but causes tensions to escalate. It is right that we are critical of all violations of human rights and call for justice to be done through the correct channels, but we cannot sustain a Foreign Secretary who is loose with his language time and again and escalates risk by his actions. With foreign policy, the question lacking on all sides is how each action taken is contributing to the de-escalation of tensions and risks. It is dangerous to create a soundbite that lasts a fleeting moment, when the long-term consequences are not considered and when the objective of peace is not the prime focus. It takes time to build a bridge, but an instant to pull it down. Political intervention must be about human rights and the longer-term objectives, and the smart politics must be about global co-operation for peace; and when one party falls short, legal mechanisms must be utilised to address that.

I ask the Government what they believe has been achieved over the last two weeks, with the closure of the British Council and the expulsion of the 23 Russian diplomatic staff and whether further action will follow in the days to come. It is vital that diplomatic channels are maintained to bring about a de-escalation of tensions, to ensure that there is dialogue about how we advance human rights and how we address other global situations with Russia, not least at this time of its involvement in the war across Syria. And of course the big question of where the money is flowing to must also be addressed, and our call for the Magnitsky amendment must be implemented.

Finally, it is vital that the UK highlights the urgent need for reforming the United Nations, to ensure that it is seen as the first port of call when abhorrent actions occur or diplomacy fails and that it is effective and responsive. I therefore further ask the Government to ensure that every action taken de-escalates tension and enables justice to be served through the correct channels, for the sake of our long-term security.

I absolutely agree with my hon. Friend about the four nations working together to make a success of Brexit, but this Government are also committed to strengthening our precious Union of England, Scotland, Wales and Northern Ireland. This is about providing continuity and certainty for people and businesses, and it is about making sure we do not create new barriers to doing business in what is, as my hon. Friend said, our most important market: the internal market of the UK.

Q7. York’s housing crisis is out of control: whole families crammed into tiny box bedrooms; hundreds of damp and mouldy council homes; and street homelessness up fifteenfold since 2010. My constituents do not want warm platitudes from the Prime Minister, they just want warm homes, so when can they have the social housing that they so desperately need and that York’s Tory-Lib Dem council has completely failed to deliver, as does the Prime Minister’s strategy?

As the hon. Lady will have heard earlier, the Government are making changes to ensure that we build more homes in this country. But I also say to the hon. Lady that one of the issues we have had to look at is making sure that local councils are producing local plans. I believe that York has not had a local plan for 50 years; I suggest the hon. Lady speaks to her council about it.

For absolute clarity, will there be no watering down of the working time regulations and the ECJ judgments that relate to those regulations?

These rights are enshrined in EU law at the moment. They will be brought forward into UK law in the EU withdrawal Bill, which we are putting through this House at the moment. This Government are committed to workers’ rights and are committed to enhancing worker’s rights. That is why I commissioned Matthew Taylor’s report.

It is a pleasure to serve under your chairmanship, Sir Roger, and also to follow such excellent speeches by Members from all parts of the House. I also thank my constituents who have written to me on this very important subject.

First past the post neither reflects voters’ wishes nor is any more likely to provide strong government than proportional representation. I will also quote the late Robin Cook, who said in 2005:

“Democracy is not just a means to an end. Democracy is a value in itself. And if we treasure that value, we need to provide a more democratic system for the centrepiece of our own political structure.”

I agree with the Electoral Reform Society that, under first past the post, people feel more like observers than participants in the democratic process. I have never been particularly wedded to first past the post, although I have been elected, first to Hounslow Council and then to the House, in more than nine elections through that system. I can beat the number of years the hon. Member for Glasgow Central (Alison Thewliss) has been involved with PR. Some 35 years ago, I was elected to the National Union of Students national executive—so I share a political history with at least four Members here—for which the PR elections to that body were felt to be representative and fair.

Since the last Labour Government created the London Assembly, I have been involved in campaigning for elections in which the geographical link is maintained, contrary to the points repeatedly made by Members here who oppose a change. Furthermore, the London Assembly reflects the voting intentions of Londoners, as do all the new elected legislative bodies created by the last Labour Government in the years after 1997.

The hon. Member for North East Derbyshire (Lee Rowley), who is no longer in the Chamber mentioned the recent New Zealand general election, of which I have personal experience. When I visited my son in New Zealand in September, I played a small part on election day. They have multi-Member PR there. Notwithstanding the unorthodox way in which the leader of New Zealand First announced his choice of partners in the Green and Labour parties, in order to form a Labour-led Government, there is no groundswell of opinion in New Zealand to move away from the multi-Member system. I spent the day reminding voters in a strongly Labour voting area in South Auckland to go out to vote. Because of the PR system, those people were more likely to come out to vote than they might have been under first past the post, which would have made it a safe seat. No doubt because of those conversations they had on their doorstep with a middle-aged English MP, they now have a Labour-led Government. In New Zealand, the voter has two votes: one for the electoral district and one for the national list, thereby representing their geographical concerns and their national political perspective.

In the UK, because of first past the post, too many people in safe seats say on the doorstep, “What’s the point of voting?” In highly marginal seats such as my own—it was highly marginal until June 2017, but seems to be a safe seat for the time being—people often vote not for their first party of choice, but for the candidate most likely to defeat the candidate they least want. One person in five votes tactically, according to the Electoral Reform Society. The lack of representation in Parliament of small parties is abysmal, but as the co-leader of the Green party, the hon. Member for Brighton, Pavilion (Caroline Lucas), said, those parties often represent millions of votes.

Going into the election in June this year, I had a majority of 465 in my seat of Brentford and Isleworth. The Green party—some of its members are here today—withdrew its candidate because it felt that I was more likely to further its priorities in Parliament than my Conservative opponent. I met many people on the doorstep who normally vote Green and said they would vote for me, but would have liked an influence on getting a Green MP elected to Parliament. I met many Liberal Democrats who were voting for me, but would have preferred the chance to vote Lib Dem. That is not democracy—it is not good democracy.

My hon. Friend is making an excellent speech. We come to Westminster because we want to advance the politics that we care passionately about. Is it not right that our constituents also have the opportunity to advance the politics they are most passionate about by voting from the choices before them to have a more representative voice in this place?

In my view, PR is a way to have a more representative voice.

While no system is perfect, all systems have elements of complexity. All can bring instability, hung Parliaments and coalitions. PR brings proportionality, as people know that their vote will help towards the weighting of the party they want to see sitting in that legislature, and reflects the complex diversity of the UK now.

We are doing a very simple thing. We are putting into place the wishes of the British people as expressed in a referendum and we are negotiating towards that future deal. I suggest that the hon. Gentleman talks to the leader of his party. The Leader of the Opposition says that we are being too slow, but the hon. Gentleman says we are being too hasty.

The Prime Minister seems to have failed to notice that the vote in the European Parliament was 557 votes to 92—a clear rejection of the Government’s chaotic strategy. It is confusing for everyone and, most of all, deeply damaging for business confidence and future investments. When will we hear exactly when the transitional arrangements will be in place? Businesses need to know now.

As I implied in my statement and have said in answers to questions, we have put forward a proposal for the implementation period. But this is a negotiation, which means that we need to negotiate the details of the implementation period with the European Union. The European Parliament gave that view, although it is not a binding vote. If the hon. Lady wants us to get on and negotiate the implementation period, she should have suggested to those 18 Labour MEPs who voted against that resolution, not in favour.

There are two excellent universities in York, but they are already challenged by the recruitment and retention of EU staff. Researchers and academics need to move seamlessly between UK and EU universities. How will they accrue their settled status under the Prime Minister’s new rules?

I suggest that the hon. Lady look at the proposals set out today, which make clear the basis on which people are able get their guaranteed settled status here in the United Kingdom. That will cover people from all walks of life. We want EU citizens who are here to stay. We are not talking about forcing anybody to leave the United Kingdom.

Cuts have consequences. According to Home Office figures, the number of home fire safety checks has fallen by 25% since 2010. Will the Prime Minister now give the service the funding it needs to carry out 100% of the checks required?

There are so many challenges facing our country at this time, yet today we heard a Queen’s Speech that is trying to save a Government in crisis but does not address the crises facing our nation, nor those of my constituents as they face them day by day.

This is a time for listening and reflecting on the challenges that we see as a nation, and of course we have been stopped in our tracks to do so. Lives have been completely shattered by the Grenfell Tower tragedy and the terrorist attacks, not least those of a lovely family in my constituency, when Angelika and Marcin Klis were taken from their children as they just went out in Manchester to enjoy an evening together. All who loved and cared for those people should not have to face such real hardship. It must make us reflect and change our ways, too.

The past few days have been particularly devastating. I think about Mr Omar al-Haj Ali, who described his brother Mohammad’s final moments—my heart broke with his. As I saw the faces of the victims and those missing, many who were just little children, there was only word in my mind that would fit: “Why?” Firefighters were confronted with dangers and scenes that no one should have to bear. Paramedics and surgeons fought for lives, as ever, and the community rose up to show every aspect of humanity, selflessly serving all those in need. It is all so numbing. As a politician, I want to have answers. I want the “because” that follows that “why?”

Three things have stood out for me. First, people knew. The concerns over fire safety had been raised by residents and by chief fire officers. They were raised at every level. After all, eight years ago, at Lakanal House in Camberwell, there was also a tragedy and lives were lost. Investigations had been made and reports were written, but then, as always seems to happen, the implementation was woeful. The plea from residents was ignored. Experts in fire safety were rebuffed and pushed away. Politicians voted against measures to create tenants’ rights. There were other priorities—a driven ideology to cut red tape, no matter the cost. There was not enough money in the right places, so corners were cut, but of course mainly for the poor. In one of the richest communities in the country, no one had the capacity and time to listen to one of the poorest. While they were clearly proved to be right, the price they have had to pay is all too costly.

While I welcome the announcement of a full public inquiry in today’s Queen’s Speech and the independent public advocate to act on behalf of the bereaved, the Government should have introduced legislation to replace the current failed system, deal with gaps in safety, and provide a capacity for redress when those in a position of trust fail in their duty. When politicians fail the public, we need an independent centre for whistleblowing where concerns can be raised. We can no longer have a system in which failed politicians and their failed legislation suppress ordinary people. Everyone needs an authoritative outlet for their concerns, whether they are residents or professionals working across services. These issues not only must have a space to be aired; they must be investigated, and action must follow. Let us have the inquiry to avoid a tragedy rather than afterwards. This, of course, affects all sectors.

Secondly, we need a robust system for assessing risk. The Health and Safety Executive has been slashed in two, the Care Quality Commission is running on a budget that is not matching growth in demand, and fire authorities across the nation have been cut deeply. In North Yorkshire, 25.4% has been cut out of the fire service. The very institutions that are meant to keep us safe have been cut while increased demands are made on them. As we have heard in recent days, policing and our national security have also been compromised, with 20,000 police officers being cut, and indeed border staff. Even our armed forces have been cut, as we have heard in today’s debate—the Army by 20%. While Her Majesty’s Speech recognises the issue of security and the risks that we have been raising for the past couple of years that I have been here, we all have to recognise that cuts have consequences. We therefore need proper governance over systems.

I witnessed this when the floods came to York on Boxing day in 2015, with 453 households and 174 businesses flooded. There was no plan to act if the River Foss flooded, and no risk assessment on the Foss barrier if it should flood. Therefore, we ended up with the local authority and the Environment Agency marking their own homework. We have to ensure that there is independent external scrutiny of all safety measures.

Thirdly, we have to ask what politicians in this Parliament are doing. In my two years here, I have had to chase, chase and chase again on the issues that impact on my constituents. I had to wait four months to get a debate on the closure of Bootham Park hospital, which closed in just three days. That closure left the mental health community in York in crisis, and it has been in crisis ever since. I have chased Ministers down corridors and fought for my constituents. I received a promise two years ago that a Minister would visit the mental health community in my constituency, but that still has not happened. The measures in the Gracious Speech must be more than just words; they must be turned into action. The Government have to listen to the real needs of our communities.

The housing crisis, which I have talked about so much, is getting worse and worse in York. There are still 1,600 people on the waiting list and people are living in tiny rooms, but the Government fail to build the houses that are needed, which we have been promised for so long.

Around 2,500 job losses have been announced over the past six months, including those of 156 Nestlé workers just before Dissolution. The Prime Minister could only point those workers to the job centre, rather than fighting for our future economy.

Yes, the system seems so broken. It is the poor, the sick and those who face the greatest challenges who are really struggling at this time. We have to stop the games and the name-calling—they must end. The questions must be answered and the Government must now respond.
