Commons ChamberThey will indeed be able to avail themselves of the fund, provided that their annual income is less than £250,000 and provided that they are working in one of the 50 poorest countries in the world. Larger charities can apply to other sources of funding.
The Secretary of State may talk up the £4 million Small Charities Challenge Fund, but the truth is that the Government are failing international charities and the people whom they serve. Civil society funding is being squeezed, the programme partnership arrangements and flexible funding have been scrapped, and the right to speak out has been restricted under the draconian Transparency of Lobbying, Non-party Campaigning and Trade Union Administration Act 2014. What plan has the Secretary of State to reverse that?
I congratulate the hon. Lady on her appointment: we look forward greatly to working with her. We are proud of our track record on the 0.7% commitment, and my right hon. Friend the Secretary of State will announce her strategic priorities shortly.

Commons ChamberThe right hon. Gentleman, with his experience, will know about the cross-border work. I commend the work of the PSNI and the Garda Siochana in delivering security on the island of Ireland. Their very close co-operation points to a number of EU-related structures, which is why, knowing the significance and importance of deepening that relationship into the future, we want to see a new treaty established that is able to respond and address that co-operation.
We have been clear that the UK as a whole will be leaving the customs union and single market. We want our future relationship with the EU to be a deep and special partnership that works for all parts of the UK, while recognising Northern Ireland’s unique circumstances.
If, at the end of this process, Northern Ireland remains aligned with the single market and customs union while the rest of the UK is not, what impact do the Government believe that will have on the Northern Irish economy?
As the joint report highlighted last week, there are three steps: reaching a free trade agreement; then providing responses that meet the unique circumstances of Northern Ireland; and, finally, the issue of alignment. We believe that it is possible and that we will address all these issues to ensure that we have not a hard border but a frictionless border that maximises the trading relationship without creating any new barriers between Northern Ireland and Great Britain, where there is a reliance on trade, which is so important to the economy.

Commons ChamberI know the valuable document to which my hon. Friend refers. I recommend that she read the audit carefully, because she will find that it reveals the huge differences between areas that look similar demographically or in their ethnic makeup. Anyone who reads the findings carefully and sensibly will realise that some policy prescriptions may not be based on ethnicity and may need to be based on the other factors she mentioned. The sensible way for any Government to proceed—certainly the way that this Government will proceed—will be to look at the evidence and then devise the policy.
What other reports on race have been incorporated into the race audit data? Why have Sikhs, who are recognised as a separate ethnic group in legislation, been excluded from the audit? Will he put that right by ensuring that Sikhs are not further discriminated against and that the 2021 census will include a Sikh ethnic tick box?
I can only reply to the hon. Lady with what I said to the hon. Member for Manchester, Gorton (Afzal Khan). Religion is not routinely collected in many of the 130 data sets, so it would be impossible to include. It is not a question of excluding any particular group. Many of the data sets have existed for decades, and we as a society have to decide over time how much personal information we want to collect and publish on every individual in this country. It is sometimes helpful to collect such information, because it helps public policy making, but people sometimes regard it as intrusive. Our view on that may change over time, and we can always have discussions in this House about what level of personal information we want to give to Governments and then have Governments publish, so that might be a way to aid public policy making, and I am happy to discuss that with her.
