Commons ChamberThe hon. Gentleman is absolutely right: the Scottish Parliament was very clear when it came to consider that issue. As I understand it, there was a majority in favour of section 30, but I was very clear that now is not the time for a second independence referendum, or to be talking about that. Now is the time for the United Kingdom to come together and to focus on the historic decision that we have taken and the negotiations that we now have to ensure the right deal for the whole of the United Kingdom, including the people of Scotland.
The Prime Minister said in July, at the same time as promising a UK-wide agreement, that she wanted to make this country work for everyone. This week we see cuts to disability support in the form of personal independence payments and employment and support allowance. Will she explain how Brexit Britain will be any different in delivering the socially just society that she keeps on promising?
In my plan for Britain, I have set out our plans for a fairer society. I have also looked ahead to the various things that we will put in place to ensure that we have a society in this country where people are able to succeed on merit and not on privilege, where we have a stronger economy, and where people play by the same rules. The hon. Gentleman mentioned issues relating to welfare, but powers relating to welfare have been given to the Scottish Government in certain areas, and I understand that they are yet to use them.

Commons ChamberThe UK Government are doing everything they can to support our economy and boost jobs and growth. Where the Scottish Government now make choices that have a different impact, they will need to explain them to the people of Scotland.
Again we have heard erroneous claims that Scotland is somehow the highest-taxed part of the United Kingdom. In actual fact, the average cost of a band D council tax property in Scotland is lower than in England. Will the Minister now welcome the Scottish Government’s approach to council tax policy in Scotland?

Commons ChamberI will, and I thank my hon. Friend for his comments. It is of course important that we take people with us on this, but at its core we must remember that the state is there to serve people, not the other way round. That is why this Administration are putting themselves at the service of the British people, and I intend to ensure that public services reflect that fact.
This Government are proud of the fact that the cost of the House of Lords has been reduced by 14% since 2010.

Commons ChamberI absolutely agree. These are significant powers, which the Scottish Government and the Scottish National party in this House asked for. People around Scotland will want to see how they are being deployed and what process is being used. The message from the people of Scotland generally to the Scottish Government is “Get on with the day job.”
We have made it absolutely clear that we will respect that desire for the programmes to proceed on a voluntary basis. What I think the people of Scotland will want to know is what the Scottish Government intend to do in relation to people who do not volunteer to be part of the programmes.

Commons ChamberTonight I will vote against the renewal of the Trident nuclear weapons system and will join my SNP colleagues—the vast majority of Scottish MPs—in doing so. My opposition is based on three clear principles: the ridiculously high cost, its outdated ineffectiveness, and the morality of renewing a nuclear weapons system that we want to see the back of.
The new Trident system will cost in the region of £200 billion over the project’s lifetime. At a time when we are telling disabled people that we cannot afford to continue paying their £30 a week employment support payments, when we are telling the WASPI women that we cannot afford proper transitional payments on their pensions and when this Government accept that food banks, on which 1.1 million people rely, are just part of the social security system, we have to question extraordinarily large items of spending, so we must certainly question the affordability of Trident. In the wake of the damning Chilcot report into the Iraq war, in which we read about how ill equipped our soldiers were for that theatre, perhaps some of the £205 billion would be better spent on our under-equipped but actually used conventional forces, on restoring recently cut areas of defence or even perhaps on some jets to go on the aircraft carrier that we just built without having any planes to use on it.
We have to consider the effectiveness and practicality of the system. Even the new Chancellor, the right hon. Member for Runnymede and Weybridge (Mr Hammond), recently said that holding nuclear weapons makes a state a target. Nuclear weapons are ineffective and useless as a deterrent against the modern threats we face. We cannot threaten cyber-criminals or the terror groups that we fight with a nuclear bomb. Climate change is not tempered by nuclear weapons. None of those era-defining threats to our way of life and to our safety and security are protected by the mutual assured destruction of nuclear weapons. Some of the support for Trident reminds me of the arms race that led to the first world war. Each power was trying to outgun the others in order to avoid war when all they were really doing was making war inevitable. It is claimed that Trident is the ultimate deterrent, but if it is a deterrent at all, it is a deterrent against the wars and threats of the past.
Finally, on morality, each of the nuclear missiles carried by the submarines has about eight times the power of the bomb dropped on Hiroshima, which caused absolute destruction. Imagine the destruction caused by just one of those warheads and then remember that each submarine carries forty. We must remember that nuclear weapons cannot be targeted; they are all about complete obliteration. They obliterate innocent men, women and children, which should be abhorred. While such weapons remain in our possession, there is a risk of them being used, which we cannot comprehend or countenance.
Trident is a cold war weapons system. It is outdated, immoral and extortionately expensive. Taking humanity, defence and our economy into account, we simply cannot afford to renew Trident tonight.

Gentleman asks a very interesting question, because before now I always felt that one of the reasons for going to war was to try to uphold the authority of the United Nations, given that Saddam was in breach of so many of its resolutions. But Sir John Chilcot says very clearly that he thinks it undermined the United Nations, so I want to read that part of the report very carefully.
I declare an interest, as my eldest brother served in both Iraq wars, and another still serves in our armed forces today. Above all else, we should today pay tribute to all those who served, whether they came home or sadly did not, and to their families.
I draw the Prime Minister’s attention to pages 121 and 122 of the executive summary, which relate to the delay in military preparation, a politically expedient decision by the then Prime Minister, and the subsequent deployment of forces earlier than anticipated and the resulting lack of equipment. Does he agree that those decisions unnecessarily cost the lives of some of my brother’s colleagues, as there was insufficient time to overcome the shortfall in necessary war-fighting equipment?
First, I thank the hon. Gentleman’s family, through him, for their service in the past and currently. I cannot give him an answer now. I have read pages 121 and 122, but I want to study the report more carefully to see whether it really does say that the delay had the effect that he describes. Perhaps I can write to him about that.

Commons ChamberThe ceramics industry is a classic example of one that needs to make its voice heard. I will make sure that happens and that we get a good negotiation, because if, at the end of two years, Britain were to come out of the European Union without an adequate deal, we could be facing quite large tariffs on, for example, ceramic products. That is a very good argument for why we need to think this through carefully, then trigger article 50 and make sure, during that process, that we protect the access of those industries to this vital market.
Earlier in his statement the Prime Minister described the financial and economic reaction to Brexit as an “adjustment”. I presume that was a euphemism. Does he believe that trillions of pounds being wiped off the share value of global companies, the pound at a 31-year low, and the threat of tens of thousands of jobs moving to the continent is just an “adjustment”?
The reason I used the word “adjustment” is this: there are clearly short-term financial and volatility effects, as we have seen, but my worry is that there will be longer-term uncertainty effects. People and businesses will be concerned about the UK’s access to crucial markets, and so there might therefore be a more fundamental adjustment. Now that the decision has been taken to leave, we need to make sure that we get the best possible access to the market so that the adjustment is as small as possible.

Commons ChamberMy hon. Friend is absolutely right. It is no good just talking about opportunity in terms of giving people the chance to get on; we have to unblock those who are stuck in poverty, in troubled families or in care, or who are stuck because they cannot get adopted or have mental health problems. That is the modern agenda of this Conservative Government. Yes, there are the economic opportunities we have always talked about, but let us unblock the opportunities that have been blocked for too many in our country.
I want to make some progress, but I will give way to the Scottish National party now that its Members have woken up.
Further to the intervention by the hon. Member for Oldham East and Saddleworth (Debbie Abrahams), I must point out that during his last appearance at the Dispatch Box, the right hon. Member for Chingford and Woodford Green (Mr Duncan Smith) gave me a commitment that the White Paper on health and work would be published “well before the summer”. What has changed?
What has changed is that we are getting more disabled people into work. We want to make more progress with that, and we have a new Secretary of State for Work and Pensions who is absolutely committed to continuing that development. That is exactly what the hon. Gentleman will see in the months to come.
After a strong family, the greatest driver of opportunity is a good school. Under the last Labour Government, the number of pupils studying core academic subjects at GCSE halved and, according to the OECD, the generation educated under that Government is among the least literate and numerate in the developed world. This Government are determined to turn around that shameful legacy.
Already we have 1.4 million more pupils being taught in good or outstanding schools. The number studying the core academic subjects at GCSE has gone up. There are more teachers with degrees and more pupils studying maths and science. In this Queen’s Speech we will help to make that educational excellence available to all in our country. A national funding formula will ensure that schools get the money they need. Local authorities that are not delivering will be intervened on at once. Failing and coasting schools will be turned into academies without delay. We should be clear about the choice that we are making—rigour in standards, discipline in the classroom, excellence in teaching, autonomy in our schools and no tolerance of failure. Again, this is the policy of a progressive one nation Conservative Government.

Commons ChamberMy hon. Friend is absolutely right. We have seen an industrial renaissance in the west midlands, with more people in work and with growth, particularly in the automotive sector. Such sectors are a part of complex supply chains right across Europe and it would be a huge dislocation if we were to leave.
Access to labour and the protection of workers’ rights and of human rights are just some of the benefits of our membership of the EU; they are beneficial for our workers, businesses and citizens. It must perturb the Prime Minister, therefore, that his Justice Secretary, Work and Pensions Secretary and Minister for Employment are poster boys and girls for the out campaign. How will he ensure that those positive reasons for remaining are at the forefront of this campaign?
We are dealing with an issue that has caused divisions and differences within parties right across this House. Twenty-three of the people who sit around the Cabinet table are very much convinced that we should be better off in the EU, and six take a different view. I do not think we should be concerned about that. This is a referendum—it is the people’s choice, not the politicians’ choice.

I have regular discussions with the Deputy First Minister, John Swinney, and our officials are in close contact on provisions in the Scotland Bill. I have now tabled changes to strengthen the Bill in delivering the Smith commission agreement in full.
Monday’s written statement set out that the fiscal framework agreement is likely to come after the comprehensive spending review and once the draft Scottish Budget has been completed.
This is the fourth opportunity for the Secretary of State to disassociate himself from the comments about people in Scotland being subsidy junkies—will he do so? Will he also confirm that negotiations on the fiscal framework are taking place between the Treasury and the Scottish Government, and that he is relying on a Scottish Lord to advise those negotiations?
It is clear that Scottish National party Members do not listen to answers, and if they read Hansard they will see the response that I gave to my hon. Friend. The fiscal framework is an agreement. Who is negotiating on behalf of the Scottish Government? It is John Swinney, the Deputy First Minister. The comments of SNP Members suggest that they do not have much confidence in his ability to reach a fair deal for Scotland.
