Commons ChamberI thank my hon. Friend. He has been a champion not only for Cleethorpes’ direct rail service, but for the east coast main line timetable change that was announced in the Budget. We are now going through the stages with those who use the lines to ensure we do not have any timetabling issues like those that arose in May 2018. I hope we will come to a position on this in some weeks and that I can give him more detail, but I very much hope to see those direct services to Cleethorpes. This timetable change was designed to bring in great improvements such as the one he has championed.

Commons ChamberBeing straight, transparent and open, I will write to the hon. Member and give him that detail, rather than attempt to make it up at Christmas time.
Until fairly recently, Northern Trains provided a Saturdays-only service between Sheffield and Cleethorpes via Brigg. That has now changed to one train a day, five days a week, allowing people only an hour and a half to enjoy the shopping in Grimsby or the excellent resort of Cleethorpes. Could my hon. Friend look into this matter and contact me after speaking with Northern Trains?
Yes, I will do so. We have discussed that service before and are looking at a timetable alteration for the future. I will ensure that is looked at with my hon. Friend’s point very much in mind.

I will, if I may, deal with the matter of HS2 head-on. The shadow rail Minister made that same point, saying that this was somehow linked to HS2, and it has now been made from the Dispatch Box today. The Secretary of State responded to the shadow rail Minister, so I shall put this on the record. With regard to HS2, he said:
“I can assure you this is not the case. Alstom is part of a contract with Hitachi to design, build and maintain HS2 trains for Phase One only. Phase One of HS2 between Birmingham and London will continue”.
That position has been reiterated by Alstom’s chief executive. I gently point out to the hon. Member for Wakefield (Simon Lightwood) that this has nothing to do with HS2; that has been established, and it is erroneous to claim otherwise.
The hon. Member also has to bear in mind that we now have four train manufacturers. We cannot just award a contract to one manufacturer; there has to be a fair tender process for all the jobs across all four plants. The Department for Transport has won a case brought by one of the other train manufacturers, demonstrating that our tendering process is fair.
My hon. Friend referred in his opening statement to a new order from TransPennine. He will be aware that there is severe overcrowding on the Cleethorpes-Manchester-Liverpool service, because the trains have been reduced from six carriages to three in recent months. Can he enlighten me as to when the new stock will be coming forward, as it will greatly please my constituents?
I hope my hon. Friend’s constituents will be comforted by the order, because it is not just an order for new TransPennine express trains but a complete upgrade of the TransPennine route. The UK Government are spending more money on the TransPennine upgrade than was spent on the Elizabeth line, and that will mean delivering a better service. I was with the managing director of TransPennine trains on Monday up in Yorkshire and we were discussing just that. We need to improve the service and the rolling stock.

Commons ChamberMy hon. Friend has made some good points today, including about the design process. I encourage hon. Members to continue to come up with the examples of where things need to work better. Ninety-nine per cent of all tickets are available from ticket machines or online, but that means that 1% are not. I am working at pace to increase that number. My hon. Friend is right about the whereabouts and location of staff; they need to be there so that passengers can buy the ticket and then access the barriers. We will follow that through, and I encourage him also to continue to come up with examples.
Some operators are proposing changes to staffed hours at stations, such as TransPennine’s proposal for Scunthorpe station, as mentioned by my hon. Friends the Members for Scunthorpe and for Hyndburn (Sara Britcliffe). TransPennine has told me that it is clear in its consultation that all currently staffed stations will remain staffed, but I take the point about the hours. I reiterate to my hon. Friend the Member for Scunthorpe the point about the consultation process and the appeals process, should an appeal need to be made.

If we take at face value what the train companies are saying—that this is an effort to save money—and they are moving staff out of the ticket office on to the platform, is the Minister reassured by them that there will be a saving?
There will of course be some members of staff who will not wish to make that journey, as their job changes to being multi-skilled and multifaceted within the station as opposed to solely working behind the ticket office. In such cases, where there are a number of ticket office staff available, perhaps one may come out and do that multifaceted role, but the other two may not wish to go on that journey. That may be an issue for them and the station. I recognise, though, that Members have highlighted the challenge of situations in which only one staff member is present and perhaps the hours are not exactly the same. I refer again to the live consultation: that should be fed back. People will be aware of the appeals process because I have just detailed it, and we will of course see what occurs at the end of the process.
I hope I am not repeating myself when I say that passengers will remain able to secure staff assistance and will continue to have access to station facilities such as waiting rooms and toilets as currently provided.

Commons ChamberI do not agree at all. The Secretary of State was quite clear in his Bradshaw talk that Great British Railways would be put forward. It is being put forward, and that Bradshaw address was endorsed by the Treasury and all parts of Government. We are absolutely committed. Later today I will have a discussion with all the team involved in rail reform, as I do on a weekly basis, as we look to transition this project from the Department to Great British Railways. Legislation delivers certain parts of it, but it does not deliver the project. We are delivering the project, and we will look to deliver the legislation when time allows it.
I am sure the Chancellor of the Exchequer would be delighted if rail companies, some of which take a rather lax approach to ticket inspection, ensured that passengers had a valid ticket. I can give an example. I, along with seven other members of the High Speed Rail (Crewe – Manchester) Bill Select Committee, went to Manchester on Tuesday. We paid an extortionate amount for our tickets. On the outward journey, no one inspected the tickets, nor did we pass through any barriers. If the Chancellor had more money, he could use it to improve rail services.
