Commons ChamberIn the mean time, I will ask my right hon. Friend the Secretary of State for Defence to write to the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) to bring him up to date with the discussion to which he has just referred.
My right hon. Friend may be surprised to hear that a city with the cultural history of Chester does not have its own permanent theatre. However, the local council has inspirational plans to build a new 800-seat theatre in the city centre. May we have a debate on funding for art facilities so that I could highlight and champion this exciting project?
I am delighted to hear that the City of Chester is contemplating having a theatre and that it has the strong support of my hon. Friend. He will know that decisions on capital funding for projects like this are made by the Arts Council at arm’s length from central Government. If he has not already done so I encourage him and his local authority to contact the Arts Council to make sure that this is on its radar and that there is a constructive dialogue about how we might make progress. I am sure that my hon. Friend will be invited to the opening if and when it is built.

Commons ChamberMy right hon. Friend and all Ministers are obliged to publish regularly details of meetings that they have had with commercial organisations. I am sure that this Government, like the previous one, will continue to observe the relevant parts of the ministerial code.
In March a constituent of mine, Rebecca Coriam, disappeared while working for a British employment agency on a Bahamian-registered, American-based Disney cruise ship in international waters off the coast of Mexico. Despite an investigation by the Bahamas Maritime Authority, her family are still awaiting news of their daughter. May we have a debate on the safety and regulation of cruise ships that would enable me to highlight the difficulties faced by those trying to identify the facts and the responsibility behind events at sea?
I understand my hon. Friend’s concern. I believe that the Minister with responsibility for shipping is aware of that case and understands my hon. Friend’s concerns, and is happy to meet him and the family to discuss how we might take the matter forward.

Earlier this month Cheshire fire and rescue service was crowned fire service of the year at the inaugural emergency services awards. Cheshire has seen a 73% drop in fire-related injuries, a 64% drop in business fires and more than 300,000 home safety assessments completed over the past five years. Can we have a statement on fire service performance from the Minister responsible, allowing me to highlight the hard work and commitment of Cheshire fire and rescue service staff and to congratulate them?
I join my hon. Friend—I am sure all Members in his county will—in commending the work of Cheshire fire and rescue service in bringing down fire-related injuries. I am sure that because of the fantastic work of that particular service there are people who are alive today who might not otherwise have been.

Commons ChamberI congratulate the hon. Lady on the good results in her constituency. I will raise with my right hon. Friend the Secretary of State for Education the question of whether these documents can be made available without charge.
Over the past three years, failures in the cross-border commissioning protocol between the Department of Health and the Welsh Assembly Government have caused NHS Western Cheshire to lose about £19 million. Despite having been involved in a formal dispute since 2007, they seem to be no nearer to ending it. Will the Leader of the House find time for a debate on the operation of the protocol?
I am afraid that I shall not be able to find time for a debate. I understand that the shortfall to which my hon. Friend refers is not due to a failure of the protocol. A transfer was made from the Department of Health to the Welsh Assembly under the terms of the protocol, but discussions are now under way to review the protocol before it expires in March 2011. They will include discussion of the funding arrangement, and I will ensure that they are informed by what my hon. Friend has said.
