I am sure that all Members of the House will have heard with sadness of the death of my hon. Friend’s predecessor as Member for Stratford, John Maples, who died over the weekend. We send our condolences to Jane and his children. I hope that the contribution that he made to politics encouraged my party to encourage a broader range of candidates to come forward for selection. I am sure that that helped enormously at the last election.

My hon. Friend may have seen some figures that came out this morning indicating a very substantial increase in car manufacturing output, which is one of our success stories. I was delighted to hear of the investment and jobs in the area that he represents. Car manufacturing in the UK grew by 5.8% in 2011. We are clearly very competitive in world markets.

As the Leader of the House knows, the Home Secretary published her draft Communications Bill today. May we have a statement on the way in which Government Departments, and particularly the Home Office, communicate with Committees of this House? I have been waiting for five weeks for a response from the Home Secretary on a number of very important questions. Will the right hon. Gentleman have a word with her, or may we have a statement on the matter of providing timely replies?

My right hon. Friend the Home Secretary and her team do their best to respond promptly to questions from the right hon. Gentleman’s Select Committee. I understand that there is a high volume of correspondence between the Home Department and his Committee, and that, on occasions, responses are sought within very short deadlines. None the less, we will try to raise our game and give the right hon. Gentleman and his Select Committee the quality of service to which they are entitled.

My hon. Friend reminds the House that 24 enterprise zones will be providing real opportunities for inward investment and fresh jobs in those particular areas. The Budget debate will provide an opportunity to develop this further. He also reminds the House that the figures that came out yesterday show that the increase in private sector employment more than outweighed the decrease in public sector employment, and we all hope that trend will continue.

May we have an urgent debate or statement about the shortage of branded prescription drugs in pharmacies? Early-day motion 2801 states:

[That this House is deeply concerned that prescription drugs intended for UK patients are being sold abroad; notes that a recent survey of pharmacists found that 85% were very concerned that patients were being adversely affected by shortages of such drugs; further notes with alarm research that found 40% of pharmacists had seen patients hospitalised because of the problem; and calls on the Government to hold urgent discussions on what can be done to combat this immoral activity with devastating consequences.]

Given that figure of 40%, could we please have an urgent debate on the subject?

There will be an opportunity to discuss that on Tuesday week, when my right hon. Friend the Secretary of State for Health will be at the Dispatch Box answering questions. In the meantime, I will draw his attention to the shortage of certain branded prescription drugs and the very unfortunate consequences to which the right hon. Gentleman has referred, to see whether there is any action that the Government can take to ensure that supplies are available where they are needed.

I cannot offer an opportunity for an immediate debate, but there has been an opportunity, as the relevant orders have passed through the House, for hon. Members to participate if not in the Chamber, then elsewhere. I am a keen supporter of elected mayors. I hope that where referendums take place people will support them, and I am heartened by the support of my hon. Friend for this innovation.

Given that William Hill is now offering odds of 5:4 on the first child of the Duke and Duchess of Cambridge being born in 2012, what progress has been made in respect of a royal succession Bill? As the Leader of the House knows, I offered my ten-minute rule Bill as the vehicle for the change agreed by the Prime Minister at the Commonwealth Heads of Government conference. When will such legislation come before the House?

I understand my hon. Friend’s concern about the future of Peacocks, but I would be cautious about the Government intervening and trying to micro-manage lending decisions, which are best taken by the banks. There will be an opportunity to raise the issue of bank bonuses on Monday, but I shall draw his concerns about the future of Peacocks to the attention of the Business Secretary to see whether there is any action we can take to minimise the pain.

May I declare my interest and remind the Leader of the House that 80% of amputations due to diabetes could be prevented and that 24,000 people with diabetes died last year because they could not manage their condition properly? May we have an urgent statement from the Government about what their diabetes strategy will be in the new health reforms?

I thank the right hon. Gentleman for bringing this important issue to the House’s attention. We do have a strategy for trying to reduce the harm that is done by diabetes. I think it would be an appropriate subject for a debate in Westminster Hall, where we could set out our strategy in more detail, but he is right—there is a growing incidence of diabetes and there is an imperative to take action to try to minimise the harm it does.

I would welcome such a debate, and on Tuesday it may be in order to discuss that. We have announced that we will invest an additional £300 million in child care support under universal credit, on top of the £2 billion in the current system. At the moment, that provision is available only if someone works more than 16 hours, but we are going to remove the minimum hours rule. I very much hope that my hon. Friend welcomes that announcement.

May we have a debate next week about the harmful effects of violent video games? Last week, the university of Indiana published research that showed that regularly playing those games resulted in physical changes in the brain. At a time when parents are thinking of purchasing video games for Christmas, does the right hon. Gentleman not think that it is important to hold a debate on this matter? This is not about censorship—it is about protecting our children.

I am grateful to the right hon. Gentleman, and I know that this is an issue that he has pursued with vigour for some time. I cannot promise a debate next week. Home Office questions, I think, will be held on 12 December, but in the meantime I will draw his concern to the attention of the Home Secretary.

When we have a Bill there will, of course, be a debate. I am grateful to my hon. Friend for raising the issue. In his statement, the Prime Minister said that we are intending to legislate

“to end the system of male preference primogeniture and the provision that anyone who marries a Roman Catholic would be ineligible to succeed to the Crown.”—[Official Report, 31 October 2011; Vol. 534, c. 31WS.]

Any legislation that we bring before the House has to work for 16 countries, and to that end a group of senior officials from across those countries is working urgently to agree the necessary legislation. When that has been done, it will be brought before the House.

Further to that answer, may I say that the Prime Minister needs to be praised for making his announcement in Perth, which was of course supported by the Leader of the Opposition and the Deputy Prime Minister? Further to what the hon. Member for Mid Derbyshire (Pauline Latham) has said, I have a Bill before the House, which is to have its Second Reading on 25 November, that deals with this very point. I am happy to give that Bill to the Leader of the House so that, instead of drafting new legislation, he can use it and introduce the measures as soon as possible, because when it happens here first, it will then happen in the other 16 countries.

That is an enormously generous offer from the right hon. Gentleman, but he will have heard what I said a moment ago about a working group that is preparing the necessary legislation. He may well have anticipated the output of this hard-working team of people and perfectly drafted his piece of legislation to anticipate what they will recommend, but I am afraid that the Government do not have that total confidence and it might be best to await the output of the working group before we look again at his Bill.

When may we have a debate or statement on the situation in Yemen? As the Leader of the House knows, the Foreign Secretary has taken a resolution to the UN Security Council, and we are very grateful for that, but 94 children have now died, 300,000 people have been displaced and 30 schools in Sana’a are now occupied by the military. This is a political and humanitarian crisis. Please may we have a debate about it?

I understand the right hon. Gentleman’s concern that, following the President’s return on 23 September, there would be renewed outbreaks of violence, and indeed there have been some very worrying incidents, with 110 people killed in clashes. We urge all parties to reach a consensus urgently on implementing a political settlement, leading to the formation of a national unity Government, the restoration of security and early elections. The right hon. Gentleman might like to ask the Backbench Business Committee whether it can hold a debate on that important issue.

I am not sure whether he was here last Thursday, but there was a protracted exchange involving the Minister for Policing and Criminal Justice on precisely the issues that the hon. Gentleman and his colleagues continue to raise.

Two promises were made last Thursday. The first was on the request from the police that they should have the best legal advice from the best legal brains. I am sure that refers to the Solicitor-General. The second promise was that the Bill would be discussed with the Select Committee on Home Affairs and with the shadow Home Secretary before the final draft appeared. As the Home Secretary will be appearing before us tomorrow morning, could she please bring her latest version to the meeting?

May we have an urgent statement next week about the call by France and Italy to reform the operation of the Schengen treaty? Although Britain is not part of Schengen, successive Governments have asked for greater border checks before people reach the UK border. May we have a statement on that very important matter?

Yesterday, the Minister for Immigration chose to go to the stock exchange, rather than the House, to announce changes to the immigration rules. At midnight last night, the Select Committee on Home Affairs published its report on student visas. I appreciate that the Leader of the House will not have had a chance to read it since its publication. However, is it not important to debate immigration changes in the House in Government time, rather than announcements being made in places such as the stock exchange or in written statements?

It is certainly the case that all important announcements of Government policy should be made in the first instance to the House when it is sitting. That does not mean that Ministers are not free to make speeches outside the House, as appropriate. I have not read the report to which the right hon. Gentleman refers, but I have heard details of it in the media. The Government will respond in due course to the report, which has just been published. We believe that the system is in need of reform and we want to reduce net inward migration from outside the EU from the hundreds of thousands to the tens of thousands. The Select Committee will receive a considered response in due course.

I understand my hon. Friend’s concern about the proposed closure of those homes. The responsibility, of course, rests with Kent county council. I will pass on his concerns to my right hon. Friend at the appropriate Department, but I wonder whether my hon. Friend might seek an Adjournment debate so that the issue may be given more attention.

May we have a statement on the Government’s final position on control orders? I understand that that went to Cabinet on Tuesday. It was then reported by the BBC and newspapers. Indeed, they have got the name of the order that will replace the control order; it will be called the surveillance order. The Home Affairs Committee is currently investigating those important issues, and it would be helpful if the Home Secretary came to the House and gave a statement. There is business next week on the Home Office side. Perhaps she could make the statement next week.

These are important and controversial issues, and I welcome the work that the right hon. Gentleman’s Select Committee has been doing on them. The review of security powers is ongoing; it has not been completed. The Home Secretary will make a statement to the House once it is completed, and I expect that statement to be made in the week commencing 24 January.

Having spent some time in Hamley’s shopping for things for children, I understand the pressure on those who go through that ordeal. I will raise with the appropriate Minister the issue of animal welfare that the hon. Lady touched on to see whether there has been a breach of regulations.

May we have an urgent statement on the meeting that took place this week between the Defence Minister and President Rajapaksa of Sri Lanka? We understand that it was supposed to be a private meeting, but throughout the meeting, of course, the Defence Minister remained the Defence Minister. Bearing in mind that we are pressing for an inquiry into war crimes in Sri Lanka, may we have a statement on that meeting?

My hon. Friend is right that there are still a substantial number of political prisoners in Burma. I hope that the release of Aung San Suu Kyi will enable her to have a dialogue with the military regime to see whether a way forward can be found that introduces some sensible human rights measures in that regime which are absent at the moment.

In recent evidence to the Home Affairs Select Committee, the Gun Trade Association, the Countryside Alliance and others expressed concern about the violent content of video games and their effect on some people who buy firearms. At this time of year especially, it is important for parents to have an understanding of the content of some of these games. When can we have a statement or a debate on the Government’s response to the Byron inquiry?

I am grateful to the right hon. Gentleman for the inquiry that his Select Committee is conducting into firearms. We have made a commitment to having a debate when his report is published. That would be a good context in which to explore further the impact on young people of videos and games that involve firearms. We could then establish whether any further legislation was necessary.

When may we have a debate in Government time on the proposal to establish a review of the UK’s extradition arrangements, including the precise terms of reference, and the name of the former Law Lord who will chair the review? Will the Leader of the House also ask the Home Secretary when we can have a decision on the case of Gary McKinnon?

I am grateful to my hon. Friend, who raises an important issue. He will know that when leaseholders have reason to doubt the reasonableness of an insurance premium, they have a right to go to the leasehold valuation tribunal, which can resolve the matter. In the meantime, he might like to refer his constituents to Lease, which is an independent, Government-funded organisation that gives advice to leaseholders who face the sorts of problems facing his constituents

After the tragic events in Cumbria and Northumberland, may we have a debate on firearms? As the Leader of the House might know, this week the BBC obtained statistics showing that 1,000 under-18s have shotgun licences, and that people as young as 10 can obtain one. When can we have a debate on that important issue?

After my right hon. Friend the Home Secretary made her statement on Cumbria, she indicated that it would be appropriate to have a debate on firearms legislation. I think it would make sense to await the outcome of the police report on the Cumbrian incident, but I hope a debate on firearms will be possible when we have all the relevant information.
