I understand my hon. Friend’s concern. There is concern about the impact on some people of high energy drinks. The UK Food Standards Agency considers that the effects of caffeine are transitory and without permanent health effects. It has published advice that children and other people who are sensitive to caffeine should consume such drinks only in moderation. If my hon. Friend has further evidence, the FSA and the Department of Health would very much like to have a look at it to see whether that advice needs revision in the light of the evidence.

This week, the Welsh First Minister said on the Floor of the Senedd that he was actively canvassing for the relocation of Trident to Milford Haven. The reaction of the people of Wales to this news is one of horror. Will the Leader of the House ask the Secretary of State for Defence to make a statement on what progress there has been in the intergovernmental negotiations on this issue?

We had Defence questions a few days ago, on Monday last week, and I do not think that the opportunity to ask Defence questions arises again until September.

I have signed the commencement order following the unanimous decision of the House on Monday to transfer responsibility for pensions to IPSA. IPSA now has responsibility for pensions, allowances and pay, and I think that that is the right place for all those things to be.

The Public Bodies Bill has significant implications for Wales, and not least for the future of S4C. Does the Leader of the House acknowledge that the Government are riding roughshod over the concerns that remain by leaving only 24 hours to table amendments? They have made these changes in the full knowledge that most Welsh Members are at the Welsh Grand Committee in Wrexham and are unable to protest here today?

With respect to the hon. Gentleman, he has had two weeks in which to table amendments since the Bill came out of Committee. Only one amendment has been tabled. There is still adequate time for him to table amendments so that they can be considered on Tuesday.

There are no forces of darkness in my life. I will reflect on my hon. Friend’s point. It is not the case that the Backbench Business Committee has been offered only Thursdays. I think that the last day it was offered was a Tuesday. The Government have to balance the demands on time for Government Bills with the demands of the Backbench Business Committee. This will all be resolved in three years when we have a House business committee that can take a co-ordinated view. I commend my hon. Friend for his role in never letting us forget that we have a Backbench Business Committee.

Diolch yn fawr, Mr Speaker. During the recess, The Observer reported a seemingly rolling commitment by the British military mission in Saudi Arabia. May we have an urgent statement from the Government on the exact nature of the role of the BMM in training the Saudi national guard? It would seem slightly duplicitous to support pro-democracy movements in the middle east, while training the jack-boot forces that are quashing protests in the region.

I understand the hon. Gentleman’s concern. There will be an opportunity next Tuesday at Foreign Office questions either to table a substantive question such as the one he has asked, or to ask a topical question. I will alert Foreign Office Ministers that such a question might be on the way.

It will certainly be constitutional legislation and it will certainly be taken on the Floor of the House, so I can give my hon. Friend that assurance. He has not been in the House quite as long as I have, but he will know that at times debate can be protracted and that on certain occasions it is necessary to curtail debate in order to make progress with the rest of a Bill, so I cannot guarantee that at no stage in the process of scrutiny of constitutional legislation will the House be invited to come to a decision. I rest on what I said in response to my hon. Friend the Member for Shipley (Philip Davies). We are determined that the House should have adequate time to consider serious legislation and believe that we are already performing far better than our predecessors in that respect.

Following two damning reports from the Welsh Affairs Committee and the Culture, Media and Sport Committee, may we have an urgent debate in Government time on the unsatisfactory situation facing S4C, the Welsh language TV broadcaster?

The hon. Gentleman may have an opportunity to develop the argument further when considering the Public Bodies Bill. Debates on Select Committee reports are now the province of the hon. Member for North East Derbyshire (Natascha Engel), who chairs the Backbench Business Committee, so he may like to present himself at 1 o’clock on a Tuesday afternoon at her salon.

The Health and Social Care Bill will shortly return to the Floor of the House after its Committee stage. My hon. Friend is right: the Department of Health announced last month that 3,747 critical care beds were available in January this year—the highest number ever recorded. I am sure that the whole House will rejoice in those figures.

There is some disquiet about the UK Government’s proposed Calman-like process for Wales, which has implications for the way in which the Welsh Government are funded. Will the right hon. Gentleman ask the Secretary of State for Wales to make an oral statement on the Floor of the House so that we can debate this issue?

My hon. Friend raises an important issue. Our success in tackling the deficit means that the interest rate regime will be lower than it otherwise would be. If we listened to Opposition Members’ policies, there would be a real risk of interest rates increasing, and home ownership, investment—and, therefore, jobs—becoming more difficult. I would welcome such a debate.

The Leader of the House will be aware of some disquiet among Welsh farming unions and the Welsh Government about the UK Government’s position on CAP reform. Will he ask the Secretary of State for Environment, Food and Rural Affairs to make a statement on progress on developing a negotiating position that takes account of the devolved Governments’ views?

My hon. Friend is quite right to say that we inherited a number of obligations from the outgoing Government, and that the resources were not there to honour them. The Ministry of Defence provides a very good example. We had an opportunity to debate that when we discussed the strategic defence review, but I am sure that there will be other opportunities for my hon. Friend and others to remind the House and the country of the irresponsible action of the outgoing Government and the unsustainable expenditure that they left us to sort out.

The Leader of the House will be aware of the lead story in the Western Mail last week, in which it was disclosed that powers have been transferred on numerous occasions to the Welsh Assembly Government without the corresponding financial resources. Will he ask the Chancellor to make a statement on how these liabilities will be addressed?

I understand that the Welsh Assembly has had a relatively generous settlement compared with that of other public bodies. Against that background, I am not sure how much substance there is in that suggestion.

I am grateful to the hon. Gentleman for raising the issue again. As he will know, this country, the UN, the US and EU heads of mission have issued a public statement urging the political parties of the Maldives to engage in a constructive and open dialogue, to address the challenges to which the hon. Gentleman refers. We have stressed to the Government of the Maldives the importance of upholding the rule of law and we remain a strong supporter of the democratic reform process in the Maldives.

The Leader of the House will be aware of the body of scientific evidence indicating that military low-flying activity can have serious implications for the health of the subjected population. Will he allow Government time to debate the continued need for low-flying military tactical training areas—in particular the Welsh MTTA, which covers the north of my constituency? The practice has been banned in other states such as Germany.

There are also low-flying aircraft in my constituency. I am sure that the hon. Gentleman will understand that our pilots need at times to fly low as part of their training. However, I will raise his concerns with colleagues at the Ministry of Defence to see whether there is any way in which we can address the problems that he has described.

The answer is yes, because we will be introducing legislation to amend the civil service compensation scheme. In doing so, we will be taking forward policies of the outgoing Government that were unable to proceed because, on the application of the Public and Commercial Services Union, the High Court quashed the details of the scheme that was going forward. We need legislation to get around that. Our objectives are not wholly different from those of the outgoing Administration, namely to bring those in the civil service scheme into line with those in the private sector.

The Leader of the House will be aware that this week’s second and final report of the Independent Commission on Funding and Finance for Wales called for an immediate Barnett floor to protect Wales from further convergence, the implementation of transition mechanisms towards a needs-based formula for my country and a place at the table for the Welsh Government in discussions on fiscal autonomy for Scotland. Will he ask for a debate in Government time on those proposals?

There will be questions on Wales on 28 July, I think. In the mean time, I shall bring the hon. Gentleman’s views to the attention of my right hon. Friends the Secretaries of State for Wales and for Scotland. I am aware of the importance of issues concerning the Barnett formula.
