As I said a moment ago, my right hon. Friend the Secretary of State for Health was at the Dispatch Box yesterday dealing with NHS matters, although I appreciate that that might have been before the decision was announced. I cannot promise an early statement from my right hon. Friend, but I will leave him in no doubt about the depth of feeling on the issue on both sides of the House when we next meet.

A High Court judge recently ruled that a young Welsh anorexia sufferer should be force-fed, a case that can be interpreted as allowing force-feeding to become a standard treatment for all anorexia sufferers. Can the Leader of the House arrange for a written statement to clarify the Government’s position on this most sensitive area?

The Government take very seriously the problem of eating disorders, which particularly affect those between the ages of 15 and 24. Speaking from memory, I think that more than 1 million people in the UK suffer from eating disorders and anorexia. Speaking from memory again, I think that there is a pathway of treatment that has been prescribed, and those dealing with people suffering from anorexia should follow those guidelines. I will see whether there is any lack of clarity, particularly with regard to force-feeding, and ask my right hon. Friend the Secretary of State for Health to write to my hon. Friend.

My hon. Friend’s beard has been enormously welcomed by the Deputy Leader of the House. In a week or two, he may even be able to match the hirsute nature of the Deputy Leader of the House’s face.

My hon. Friend is right that the investment by Jaguar Land Rover and BMW has had an enormous impact. On what more the Government can do, on Monday we had Second Reading of the Enterprise and Regulatory Reform Bill, which contains a number of measures to overhaul employment tribunals and create a more enterprise-friendly society. The Government are on the case.

Last week, Trax JH Ltd, a motor components manufacturer in my constituency, announced a £4 million order from Renault, which safeguarded 50 jobs in the constituency. That was a hugely important announcement. Will the Leader of the House provide an early opportunity for us to discuss the importance of the close, pragmatic working relationship between the United Kingdom Government, the devolved Governments and the providers of finance, which underpinned the announcement?

I very much hope that the firm in my hon. Friend’s constituency has the resources that it needs to deliver the order that it has just won. We have close dialogue with Welsh Assembly Ministers to promote the best output for UK Ltd.

I mentioned a moment ago that the recent figures from the motor industry were encouraging. The number of cars built in the UK last month showed an increase of more than 40% on the same time last year, and I am sure Members of all parties will welcome that figure.

It might be in order for the hon. Lady to raise that issue on the amendment that her party has tabled to today’s debate. The Government are consulting on the matter, and I welcome the contribution to that process to which she referred. I think that the consultation ends later this year, at which point it might be sensible to have a debate to indicate where the Government are going, having initiated the consultation process, and to see whether there is a case for differential rates of pay in the public sector to reflect regional cost variances.

There is an encouraging increase in the number of organs being made available for transplant, particularly organs such as kidneys, from live donors. Today, an 83-year-old man made a successful kidney donation. Will the Leader of the House ensure an early opportunity for us to discuss this matter and build on the willingness of these wonderful people to donate during their lifetimes?

It so happens that Nicholas Crace, the man to whom my hon. Friend refers, is a constituent of mine living in Overton, and I applaud what he has done. I hope that all hon. Members carry a donor card so that if any accident did befall them, they might be of some help to others. I cannot promise an early debate on this important issue, but again it might be a subject for a Backbench Business Committee or Adjournment debate.

That sounds to me like political correctness taken to excess. I am sure that it is in children’s interests for any spelling mistakes to be put right at an early stage, when they are at school, rather than possibly counting against them at a later stage. I hope that many of the steps that we have taken to promote the authority of head teachers to make schools more responsive to the needs of parents will encourage the adoption of the approach suggested by my hon. Friend, and that teachers will put mistakes right at an early stage rather than, out of misguided kindness, allowing them to fester and, perhaps, prove more damaging subsequently.

Yesterday’s Queen’s Speech included a commitment to a draft Bill on adult social care, which is a hugely complex and important subject. Does the Leader of the House agree that we should have debates on it during the new Session to ensure that the momentum of this important policy is not lost?

I agree with my hon. Friend. As I said in response to the shadow Leader of the House, this was one of the issues that the last Government did not address. My hon. Friend may have heard Lord Warner, on this morning’s “Today” programme, basically saying that the Labour party had fought the last election on a false prospectus, holding out the prospect of a national social service but being totally unable to fund it.

We commissioned the Dilnot report, and a White Paper will be published this spring containing proposals on adult care. As my hon. Friend mentioned, there will then be a draft Bill to take the agenda forward. In the meantime, resources have been put into the national health service and adult services to give more support to social services departments, which I recognise are under pressure.

I am delighted to hear of the revival of that industry in my hon. Friend’s constituency. It will be possible to raise that during the Budget debate. The Government have launched a number of programmes to assist manufacturing, including a £75 million programme to help small and medium-sized enterprises to take on apprenticeships. We have also set up the launch of a series of high-value manufacturing technology centres and a programme of manufacturing fellowships, and, of course, we have the regional growth fund and other initiatives. The Government recognise the challenge to which my hon. Friend refers, and a number of funding sources are available to promote progress.

We all depend on the regional media to spread public understanding of serious politics and activities in the House, and we must all be concerned when a reduction in regional media coverage is threatened. In Wales, we are particularly dependent on BBC Wales. Will the Leader of the House arrange an early debate on the plans of our regional media in the nations and regions of the UK to ensure that we have proper, serious coverage of politics?

I agree entirely with what my hon. Friend says on the importance of regional media. We have just had Department for Culture, Media and Sport questions, when there might have been an opportunity to raise that. We have put the BBC’s funding on a more stable basis for the foreseeable future, and I will ensure that the BBC hears what my hon. Friend says and see whether appropriate resources are being allocated to the regional media that cover his constituency.

Matters of taxation are matters for the Chancellor, who will shortly be making his Budget statement. I applaud the work that my hon. Friend has done through his e-petition at the end of last year. No doubt because of his eloquence, the increase that was scheduled to be introduced in January has been postponed and the one for August has been cancelled. I am sure that motorists up and down the country are grateful to him for his campaigning zeal, and that the Chancellor of the Exchequer will have heard the representations that he has just made.

There is growing concern in my constituency about the impact of high energy prices on the fuel poor and on business competitiveness. Will the Leader of the House arrange for an early debate on the impact of onshore wind subsidies for developers on the poorest people in our society and on the competitiveness of British industry?

We have just had questions to Department of Energy and Climate Change Ministers, where I understand these issues may have been raised. My hon. Friend will know that the subsidy to the wind farms is being reduced. I will pass on to my right hon. Friend the Chancellor of the Exchequer the points that he has raised, which may be relevant to his Budget statement.

Of course, I understand the hon. Gentleman’s concern. My understanding is that the Home Secretary has the power in certain circumstances to ban demonstrations and marches. I will draw his remarks to her attention, in view of the serious issue that he has raised.

All Members who represent Welsh constituencies will have been delighted to hear that we are to have a debate on Welsh affairs on St David’s day, after much uncertainty about whether such a debate would take place. Will the Leader of the House consider how this debate can become an accepted part of House business to remove that uncertainty in future?

My hon. Friend raises perhaps the most important issue confronting the NHS, which has confronted it for many years, namely the iron curtain that has historically existed between the NHS and social care. I welcome the work to which he refers, which is breaking down the barriers, and I am in favour of joint commissioning and joint budgeting. I hope that the White Paper that we have promised in the spring will take that agenda forward, and I commend the work that is going on in his constituency.

As we all live longer and enjoy more and more birthdays, Mr Speaker, not only social care for the elderly but palliative care is becoming the greatest challenge for the Government and Parliament. Will the Leader of the House ensure that there are early opportunities to debate those issues in the Chamber?

I assume that that is a matter for my right hon. Friend the Secretary of State for Business, Innovation and Skills. If that is the case, I will draw the matter to his attention and see whether there is a role to play in making sure that any funds that could be used for investment in the west midlands are unlocked.

Two of the greatest challenges facing us are energy costs, both to households and to business, and the need to reduce the impact of climate change. May we have an early debate about the progress being made towards the introduction of the green deal?

I cannot promise an early debate on the introduction of the green deal. I believe that just before Christmas my right hon. Friend the Secretary of State for Energy and Climate Change made a statement to give us an update on the progress that we were making towards our targets. I imagine that such statements will be repeated at 12 month intervals. My hon. Friend might wish to approach the Backbench Business Committee to see whether it can find time for such a debate, so that we can outline the progress we are making on tackling climate change.

That sounds a little like unfinished business from the question and answer session that we have just had. I caught the end of DCMS questions and I thought that my right hon. and hon. Friends were answering questions with their usual competence and accuracy. I will, however, draw the hon. Gentleman’s comments to the attention of my right hon. Friend the Secretary of State to see whether there is anything he wishes to add to what he said a few moments ago.

A very important matter for many Members is the law criminalising assisted suicide. Bearing in mind the expectation of a campaign to try to change this law, will my right hon. Friend ensure that Members have an opportunity to express their views on this issue early in the new year?

I understand my hon. Friend’s concern. I think that this issue was debated during proceedings on a private Member’s Bill during the last Parliament, although I am not sure whether we have had a debate on it in this Parliament. It sounds to me an admirable subject for a debate on which strong views are held on both sides. I suggest that my hon. Friend presents himself to the Backbench Business Committee to put in a bid. I think he will find support on both sides of the House in seeking consideration of that important matter.

I do not know whether the hon. Gentleman has had time to read the recommendations of the Wright committee, but we have done exactly what it recommended—namely, to provide in Government time a debate after the autumn statement. I drew to the attention of the shadow Leader of the House the fact that that was not a practice that had been adopted by a previous Government when we had a debate on the pre-Budget report only in response to a Standing Order request from my right hon. Friend the Member for Tatton (Mr Osborne), now the Chancellor of the Exchequer.

Yesterday an important report on atrial fibrillation was published. AF is a condition that, through lack of awareness, leads to a huge number of deaths and disability as a result of the much increased risk of strokes. Will the Leader of the House ensure that we have an opportunity to raise awareness of atrial fibrillation by having a debate on the Floor of the House?

The Government are anxious to improve the diagnosis, detection and treatment of atrial fibrillation. Some work is going on at the moment to identify those at risk so that they can be helped at an earlier stage. We work closely with the Atrial Fibrillation Association and the Stroke Association on this issue. I will draw to the attention of the Secretary of State for Health my hon. Friend’s interest in this subject.

I hope that the hon. Lady is able to intervene in the debate on Tuesday. I think I am right in saying that, right at the end of questions to the Secretary of State for Energy and Climate Change, the specific case of Carillion was raised and my right hon. Friend dealt with it. On the overall issue of unemployment, the OBR forecast shows that employment will be higher and unemployment lower if we compare the end of this Parliament with the start.

In Tuesday’s autumn statement, we heard good news on regional infrastructure development, and I was encouraged in particular to see the Chancellor refer to engagement

“with the Welsh Government on improvements to the M4.”

Will my right hon. Friend the Leader of the House ensure that there are opportunities for hon. Members to discuss investment in cross-border issues and projects that impact on Montgomeryshire and other cross-border constituencies?

Those are important issues, and my hon. Friend reminds the House that there is indeed a commitment to

“engage with the Welsh Government on improvements to the M4 in south east Wales.”

The Welsh Government will also benefit from the Barnett formula, receiving enhanced funding in line with that which has been allocated to England, and there is also an urban broadband fund, which will create 10 super-connected cities, including Cardiff. There was a lot in Tuesday’s announcement to help my hon. Friend’s constituency and others in Wales.

I hope that the hon. Gentleman will welcome the statement made by my right hon. Friend the Minister for Housing and Local Government on Monday, which addressed the parlous state of the housing and construction industry we inherited, the action we are taking to bring public land back into use, the incentives we are giving to local authorities to develop and the help we are getting through building societies and banks for first-time buyers. We are taking effective action to kick-start the sluggish housing economy that we inherited.

The economy of my constituency is almost entirely made up of small and medium-sized enterprises, public support for which comes from both sides of the England and Wales border. Will my right hon. Friend programme a debate to discuss the future of SMEs and support for them, with particular reference to cross-border issues?

There will be an opportunity to debate that issue in the debate on the economy that I announced at the beginning of this question session. We are determined to make more resources available to SMEs and, as part of Project Merlin, the Chancellor announced that the banks intend to lend £190 billion of new credit to businesses, which is a significant increase on the £179 billion in the previous year. We are taking other action, such as reducing the corporation tax rate for small businesses. I would welcome my hon. Friend’s contribution to that debate and the response from Ministers will set out all the action we are taking to help SMEs.

I think we all know from our advice bureaux that the current child maintenance system is not working properly. We have in mind a major child-centred reform promoting, where possible, agreement between the parents on the financial regime. I very much hope that once this new maintenance system is up and running, my hon. Friend will have fewer problems such as the one he has just described.

One of our great concerns is the low number of organ donations in the United Kingdom compared with other European countries, which has led to discussion about possibly introducing presumed consent, which I personally oppose. May we programme a debate in the Chamber to consider how we might increase that number, taking as an example what has happened in other European countries?

I am grateful to my hon. Friend, and I have here my own donor card—which I hope will not be activated in the very near future. We have taken a number of initiatives. For example, when people renew their driving licence they are encouraged to take out a donor card. The issue of presumed consent raises a whole lot of ethical questions, and I am sure they should be debated, but at present the Government’s energy is devoted to encouraging the take-up of donor cards.
