I share the right hon. Gentleman’s concern, and I will inquire of the Chancellor whether a written ministerial statement on progress would be appropriate, or if that is not the right way forward, whether a letter can be sent to the right hon. Gentleman and his hon. Friends who represent Northern Ireland constituencies to bring them up to date on progress in safeguarding the interests of the customers of those banks.

Jaguar Land Rover in Castle Bromwich has expanded its plant with a further investment of £200 million, which offers great opportunities to skilled workers in Tamworth, so can we have a debate on what further steps the Government will take to improve skills for young people and school leavers so that they can take full advantage of this opportunity?

The whole House will welcome the good news of a £200 million investment in the Castle Bromwich plant to which my hon. Friend referred. The short answer to his question is the increased expansion of apprenticeships, which is the largest expansion that the country has ever seen: 457,200 starts last year, and another 400,000 this year. I hope that that gives him the answer that he is looking for, as it demonstrates a real commitment to training people to take advantage of this investment.

The MOD will of course consider the NAO’s detailed conclusions and recommendations, and will make a full response in due course. The priority at the moment is to make sure that those in Afghanistan have the kit they need, but we are addressing these issues, which have built up over some time. In respect of the NAO report, we are pleased that the NAO recognises that these changes are already making a difference. We are changing the way in which we buy, store and dispose of equipment, and we are investing in IT systems in order to make progress in this area.

By 2013, all secondary schools and many primary schools in Tamworth will have converted to academy status, under several providers. Those schools are even now discussing with the borough council how they can develop an overarching schooling strategy for the town. So may we have a debate on education and local government to discuss how county local authorities can devolve further responsibilities and powers to schools and to district councils?

I welcome the progress being made in my hon. Friend’s constituency. The schools that he has just mentioned are joining the more than 1,600 new academies that have been created since we came into office in May 2010, driving up standards and performance. I would welcome a debate along the lines that he suggested about the relationship between schools and local authorities, in which I could hear his thoughts about how we can do more to empower teachers and parents. I cannot promise such a debate in the very near future, but there may be an opportunity for one when we have the consultation paper to which I have just referred.

All our appearances have changed since earlier days, Mr Speaker, as you and I well know.

Youth unemployment in Tamworth has fallen to a 12-month low, thanks in part to further investment in Jaguar Land Rover and in BMW in Hams Hall. May we have a debate on the steps that the Government are taking and will take to reduce business taxation and regulation further, so that businesses can expand and create more jobs?

My hon. Friend’s beard has been enormously welcomed by the Deputy Leader of the House. In a week or two, he may even be able to match the hirsute nature of the Deputy Leader of the House’s face.

My hon. Friend is right that the investment by Jaguar Land Rover and BMW has had an enormous impact. On what more the Government can do, on Monday we had Second Reading of the Enterprise and Regulatory Reform Bill, which contains a number of measures to overhaul employment tribunals and create a more enterprise-friendly society. The Government are on the case.

Unemployment in Tamworth fell by 3.3% last month and, pleasingly, youth unemployment is at a 12-month low. So may I echo my hon. Friend the Member for Great Yarmouth (Brandon Lewis) in calling for a debate on job creation, so that we can explore what further measures the Government can take to encourage small and medium-sized enterprises, such as Forensic Pathways in my constituency, to recruit still further?

I am delighted to hear that unemployment has fallen in my hon. Friend’s constituency. As I said in response to an earlier question, there may be an opportunity to discuss the issue further when we debate the Enterprise and Regulatory Reform Bill, which contains a number of measures to promote employment. He will know that we have a national loan guarantee scheme to get cheaper loans, that we have the most competitive business tax system in the developed world by cutting corporation tax and that we are cutting red tape. He will have heard in the exchange with BIS Ministers the other steps we are taking to promote employment in all parts of the country.

I am, indeed, familiar with that issue. It is a matter that concerns Members on both sides of the House. It will be possible in the new Session to bid for time through the Backbench Business Committee, in Westminster Hall or on the Adjournment. I quite agree that this subject would generate considerable interest on both sides of the House. It is an important matter that deserves further consideration.

Earlier this week, Belgrave high school in Tamworth received the welcome news that its application to become an academy has been given the go-ahead by the Department for Education, affording its students, who suffer some challenging backgrounds, a real opportunity to succeed. I echo warmly the call of my hon. Friend the Member for Croydon Central (Gavin Barwell) for a debate on the opportunities afforded by academies, focusing particularly on the benefit of vertical integration between primary and secondary academies.

My hon. Friend raises an interesting angle in the academy debate by drawing the House’s attention to the links between primary and secondary education. As I said earlier, GCSE records indicate faster improvement among schools that have become academies than in the rest of the school population. I hope that other schools in his constituency will follow the example of the one to which he has referred and go for academy status, with the benefits and freedoms that go with it.

Again, there will be an opportunity in the context of the Budget debate to talk about such issues. However, it is worth putting on the record the fact that employment is also up. Women’s employment was up by 10,000 in the past quarter, long-term unemployment was down by 12,000 and the number of vacancies was up by 15,000. It is important to put things in context, and to remind the hon. Gentleman of the measures the Government are taking to develop sustainable growth and ensure that unemployment comes down.

The Range leisure outlet, which began life in Plymouth in 1980 on a market stall, is about to open an outlet in Tamworth, creating scores of new private sector jobs. That is the sort of entrepreneurial spirit we need to see more of, so could the Leader of the House grant a debate on how the Government can help entrepreneurs to grow their businesses, create more private sector jobs and rebalance the economy?

I am delighted to hear what is happening in my hon. Friend’s constituency. I can grant such a debate—indeed, I have announced such a debate for four days of next week when we can explain that we are encouraging the enterprise to which my hon. Friend has referred, by cutting corporation tax, extending the small business rate relief holiday to small and medium-sized enterprises and making it harder to make vexatious claims for unfair dismissal. We want to encourage yet more firms to set up shop in my hon. Friend’s constituency.

I am delighted to hear that despite all the pressure on Staffordshire county council, it has been able to find the resources to make the loan available to that mutual company. It is important that loans continue to be made to promote growth and employment and I commend the priorities of my hon. Friend’s county council.

A consistent theme raised by businesses in Tamworth is their access to bank lending. May we have a debate on that and on what opportunities there are for banks to borrow money, particularly in respect of Project Merlin, which has exceeded its target this year, and which means that more money was lent to small businesses in 2011 than in 2010?

The Secretary of State for Business, Innovation and Skills made a statement about that on Monday and subsequently answered questions. He made it clear that he took seriously the view of the majority of the Select Committee, then reviewed the matter, decided that no new factors had been raised and went ahead with the appointment. It was a collective appointment, with the support of the Prime Minister. I hesitate to say this, but there may be an opportunity to debate the Committee’s report at some point if the Backbench Business Committee so decides. I hope that my hon. Friend listened to the exchange on Monday and to the responses that were given, which I found reassuring.

Job clubs such as the newly established Wilnecote job club in Tamworth provide tremendous support to young people and the long-term unemployed, helping them take advantage of the half a million new jobs that have been created in the private sector since 2010. May we have a debate on job clubs to explore and encourage their excellent work?

I am delighted to hear of the job club in my hon. Friend’s constituency. I have one in Andover, which I recently visited. They are very worthwhile organisations, giving mutual support, raising morale and providing help on applying for vacancies. As I said a few moments ago, the last quarter’s figures showed an increase in the number of vacancies. I would welcome such a debate, which might be best placed in the context of the four-day debate on the Budget.

I am grateful to my hon. Friend; that sounds an appropriate subject for a Backbench Business Committee debate. I welcome what Lord Patten said yesterday when he indicated that some of the proposed closures of local radio stations were being rethought. I am sure that we would all support that initiative and want to encourage whatever support is necessary to maintain local radio in our constituencies.

Can we have a debate on the right to buy, giving us an opportunity to discuss how we can help all those strivers out there and the Opposition the opportunity to turn up, which they did not do in the self-employment debate?

I would welcome another debate on self-employment. We hope that the new enterprise allowance will help up to 40,000 unemployed people start up businesses by 2013. We all have a role to play in bringing home to our constituents the opportunities available for self-employment, which have been promoted by some of our initiatives.

I am grateful to the hon. Lady. It is a long time since I had anything to do with university examination papers, but I will of course raise with my right hon. Friends at the Department for Business, Innovation and Skills the important copyright issue she raises to see whether there is a way through the dilemma she outlines, whereby it is apparently illegal to share past papers, which might be in the interests of students.

In Tamworth the governors of Greenacres primary school hope to integrate with the local Landau Forte academy so that both schools can work better together to identify the most disadvantaged youngsters and help them before they reach secondary school. Such vertical integration between schools is highly innovative, so I hope that the Leader of the House will grant time for a debate about it and other similar innovations in education.

I am grateful to my hon. Friend, who makes an important point about the advantage of vertical integration between primary and secondary schools. It would be an important issue for a debate, perhaps in Westminster Hall, and I understand that so far 29 “all through” sponsored academies have opened, with the latest doing so this month. There is a need to promote the seamless transition from one school to another, and the process that he outlines assists that and is greatly to be welcomed.

I am reluctant to get drawn into a by-election spat. If any criminal offence has been committed, it would be appropriate to refer it to the police. My only comment is that if a Conservative candidate is standing, I hope that everyone will support him or her.

There has been a great deal of debate recently about public sector pensions, but may we have a debate about the state pension, so that we can discuss the actions that the Government are taking to improve the lot of state pensioners and ensure that they never again suffer the indignity of the miserly 75p rise they got from Labour?

We would welcome such a debate. This year, pensioners will see the biggest cash rise they have ever seen, and under our triple lock the state pension will always be increased, year on year, in line with average earnings, prices or 2.5%, whichever is the highest. This year’s increase of more than £5 a week contrasts, as my hon. Friend has just reminded us, with the 75p that the Labour Government gave pensioners in 1999.

The Government are anxious to improve the diagnosis, detection and treatment of atrial fibrillation. Some work is going on at the moment to identify those at risk so that they can be helped at an earlier stage. We work closely with the Atrial Fibrillation Association and the Stroke Association on this issue. I will draw to the attention of the Secretary of State for Health my hon. Friend’s interest in this subject.

Despite improvements, many 11-year-olds in Tamworth go into secondary school with a reading age of eight, which severely limits their learning opportunities. May we have a debate on innovations in education, particularly on vertical integration between primary and secondary schools, which is being examined in Tamworth and can help to identify the problems and encourage the aspirations of many young people?

I am interested in what my hon. Friend says, and I assume his local education authority would be the appropriate body to approach about merging those two types of schools. I hope that my hon. Friend will take comfort from what we are doing with the academies programme, driving up standards and putting parents and teachers in power, and what we are doing with free schools, which I hope will improve the education of those children to whom he referred, who are leaving school without the qualifications they need.

We had an opportunity to cross-examine the Secretary of State only yesterday on precisely the issues that the hon. Gentleman has just raised.

Earlier this month, despite the considered statement of the Chief Secretary to the Treasury on 2 November, West Midlands ambulance service workers voted to strike next week, threatening to bring chaos to a service that deals in matters of life and death. May we have a debate on the implications of that strike, because I fear it will be very deleterious to the health of many people in the west midlands?

I hope that people in the west midlands have listened to my hon. Friend and will reflect before they go on strike, if that is what they are planning to do next Wednesday, and on the consequences for schools and, in some cases, for health. I hope that if the Labour party has any influence it might bring that to bear on the trade unions, condemn the strikes and persuade them to abandon them and accept the generous offer that is on the table.

As the Secretary of State for Transport who gave the go-ahead to the Croydon Tramlink, I particularly appreciate that reference.

I would welcome a general debate on London. My hon. Friend is right that there is a trade-off between lower fares and the investment programme. If we want to make progress with Crossrail and the upgrade of the tube lines, we need the revenue that the Mayor is currently planning to get from the fare box. If that revenue went down, there would be a knock-on effect on the capital programme.

I have recently received menacing letters from paid trade union lobbyists. May we have a debate on trade union lobbying, and particularly its influence on Labour party policy? We learned yesterday in Prime Minister’s questions and in points of order that it exerts considerable influence over Labour, and a debate would enable our constituents to learn the full extent of it.

I would welcome such a debate. My hon. Friend is right—at the moment, some 82% of the Labour party’s revenue comes from the trade unions, a figure that went up under the last Administration. I would be very happy to have such a debate. We also await with interest the report of the Committee on Standards in Public Life on the broader issue of party funding.

I am grateful to the hon. Lady for raising this issue. I think we have had debates on Farepak in the past—possibly in the last Parliament. I will raise this with appropriate Ministers to see where we have got to in the process of getting funds for those who lost money. May we have a debate on student visas? I am conscious that the Government have already barred 470 colleges from accepting new students as part of their immigration crackdown, but a debate would enable us to explore the extent of the abuse that has been going on and to understand what the Government are doing to stop it.

I understand that there is an e-petition on the slightly broader issue of immigration and if that got through the 100,000 threshold, there would indeed be a debate in which it would be relevant for my hon. Friend to raise this issue. [Interruption.] There might be a debate—indeed. In addition to the 470 colleges that my hon. Friend has touched on, 302 have had their licence revoked and a further 172 have been allowed to continue to teach current students but may not sponsor any new ones from the EU. I hope that he is assured that Ministers at the Home Office have this matter under serious consideration.

I am sure that the Prime Minister is always sensitive on issues such as youth unemployment, about which he cares deeply. The latest figures show that the number of 16 to 18-year-olds not in education, employment or training is falling. I am sure that the hon. Gentleman will welcome that. I hope that he will also welcome what we are doing with the Work programme to get people back into work.

Inspired by the question of my hon. Friend the Member for Colne Valley (Jason McCartney) to the Prime Minister yesterday, may I ask for a debate on the regional growth fund and the new jobs that will be created by the first tranche of £450 million that has been conditionally allocated?

I welcome what my hon. Friend says. I think that the Leader of the Opposition was rather dismissive of the regional growth fund yesterday. The first £450 million has been awarded on a conditional basis to 50 companies. That is expected to create 27,000 jobs directly and more than 100,000 indirectly through associated supply chains.

May I join my hon. Friend the Member for Cleethorpes (Martin Vickers) in asking for a debate on the proposed trade union strikes, so that the public have an opportunity to see where this House, including the shadow Chancellor, stands—on the side of the British public, or on the side of the trade union barons who are intent on disrupting our public services and damaging our economy?

I would welcome such a debate, but I cannot provide the time. My hon. Friend will know that the basis for the discussions between the Government and the trade unions is the report Lord Hutton produced earlier this year, which proposes a fairer balance between, on the one hand, the beneficiaries of public sector pensions and, on the other hand, taxpayers. Further discussions are due to take place next Tuesday. I hope the trade unions will respond, and in the meantime I think that it would be quite wrong to go ahead with industrial action.

Rather than a statement, I think that what we want is practical assistance for the businesses that have been affected in the hon. Gentleman’s constituency. He will know that a number of funds have been set up with the specific objective of assisting firms that are in difficulties after the riots. I will draw the attention of the Home Secretary to what he has just said and see whether we can get some practical assistance to the firms that are suffering in his patch.

I welcome my right hon. Friend’s comments about the e-petitions initiative, but can he arrange for a statement to describe how the paper-based petitions signed by more than 100,000 people that call for a debate on High Speed 2 can be qualified as an e-petition, so that the issue might be debated in this Chamber and so that the many thousands of people who perhaps do not have access to the internet do not feel disfranchised?

That is primarily a matter for the Backbench Business Committee, but my understanding is that if somebody goes along on a Tuesday morning and says that they are speaking on behalf of a petition, it will be neutral whether the 100,000 signatures are on an e-petition or an ink-and-pen petition. I am sure that the process is neutral, but it does require somebody to be present on a Tuesday morning to place the bid.

I gather that that matter was raised during Business, Innovation and Skills questions. How the SNP Executive manages tuition fees is a matter for them. What the hon. Gentleman describes is a consequence of devolution.

I am loth to ask the Leader of the House this question just before the recess, but may we have a debate on IPSA? Earlier this week I spoke to the operations team at IPSA, which tells me that it now processes and pays claims, on average, in six or seven days, but in my experience it takes twice that long, which is in breach of its service level targets and places a real difficulty on some Members in managing their cash flow. May we therefore discuss how we can help IPSA to improve those service levels, so that it can help us to do our job?

I think the hon. Gentleman is somewhat unfair. My right hon. and learned Friend the Attorney-General was intervening in a debate and speaking about his own responsibilities. He generously took questions that related to another Minister’s responsibilities and, in answering them, he sensibly took advice. As the Prime Minister has said, Ministers in this Government talk to each other.

One of the most difficult educational problems we face in Tamworth is that not enough young people aspire to go to university. May we have a debate on the pupil premium and how over time it can drive up aspiration among our most disadvantaged young people and encourage more of them to go to university?

There will be Education questions on Monday, but my hon. Friend is right, and I hope that the pupil premium will enable more pupils from low-income families to aspire to university. The figures at the moment are deeply depressing, and I hope that as the pupil premium feeds through the education system, more children who would not otherwise have considered a university education will find it accessible to them.

In taking the difficult decisions that we had to take to get the deficit under control, we have sought to protect vulnerable members of the community—people who suffer from disabilities, the elderly and the sick; we protected the NHS budget—and in our reforms to welfare, we are also seeking to protect people such as Frankie. Inevitably, some reductions in public expenditure have had to be made and it would help if the hon. Lady’s party would at some point indicate how it would have responded to the fiscal challenge that we inherited.

From today, victims of the Equitable Life scandal—in Tamworth and around the country—begin to receive justice as the compensation scheme begins to pay out. Following years of vacillation from previous Governments, may we have a statement or a debate to mark that milestone?

My hon. Friend is right. In 13 months we have done more for Equitable Life pensioners than the previous Administration did in 13 years. It is indeed the case that, as we said, the first payments would be made in the first half of this year. Those first payments are now going out, so we have honoured the commitment we made to providing a transparent and fair system of compensating those who lost money in Equitable Life.

Will the Leader of the House make time for a debate on NHS funding? Constituents of mine have highlighted to me the importance of mental health services provision, so a debate on the £3 billion of further investment that this Government are putting into the NHS this year would be timely and welcome.

May we have a debate on the role of the private sector in job creation—an issue that goes to the heart of the Government’s strategy for sustainable growth? Given that the Office for National Statistics has announced 77,000 more jobs in the private sector, it seems a timely moment to discuss the progress being made to rebalance the economy.

My hon. Friend raises an important issue. Private sector employment increased by 449,000 between December 2009-10, and public sector employment fell by 132,000, so that rebalancing is beginning to take shape. If my hon. Friend looks at the Office for Budget Responsibility report, he will see that it forecasts an increase of 900,000 jobs over the next four years, with 1.4 million in the private sector, which more than counterbalances the fall in employment in the public sector. Rebalancing is on its way.

I am very much in favour of young people standing for local government. The Deputy Leader of the House tells me that a 19-year-old in his constituency was recently successful, as was a 21-year-old in my own constituency. The more young people who stand for local authorities and, indeed, for this place, the better.

For nearly four years, I worked with the NHS and saw at close quarters the huge bureaucracy in the connecting for health programme, in the national programme for information technology, in strategic health authorities and in primary care trusts. May we have a debate on the progress that has been made to reduce Labour’s bureaucratic legacy and to increase the numbers of clinicians, which is what our constituents really want?

My hon. Friend reminds me that the number of doctors has increased by 2,478—[Interruption.] They may have been trained, but they had to be paid for by somebody. At the same time, more than 3,500 full-time equivalent managers have been cut. That is in stark contrast with what happened under Labour, when the number of managers increased six times as fast as the number of nurses.

I am not sure whether the hon. Lady was present during Culture, Media and Sport questions, but it strikes me that that would have been an appropriate question to have put during that session. I will pass her suggestions on to my right hon. Friend the Secretary of State for Culture, Olympics, Media and Sport and see whether there is any role for him, the local authority, the Arts Council or some other funding body to play.

Can we have a debate about local government finance? My local councils, including Staffordshire county council, have succeeded in freezing the council tax while protecting front-line services, yet people throughout the country are rightly concerned about those councils—and we know which party runs them—that are cutting public services while sitting on a huge cash reserve.

I agree that the purpose of reserves that local authorities hold is to see them through difficult and challenging times such as these. I have noticed that authorities such as Manchester and Liverpool have been cutting services while sitting on very substantial reserves, but I commend the performance of my hon. Friend’s local authority.

As I said in response to the shadow Leader of the House, we will keep under review the need to recall the House. We have kept the House in the picture on Libya, with regular statements and debates in Government time, and there will be another opportunity on Tuesday to address the situation there. I believe that my right hon. Friend the Secretary of State for International Development, who will open that debate, will update the House on the position, and if the hon. Gentleman is here on Tuesday, he may have an opportunity to speak in the debate and to develop the point that he has just made.

A number of small to medium-sized enterprises in my constituency, Alcon, Forensic Pathways and Aspire to name just three, have raised concerns about the excessive bureaucracy that they have faced in the past, so will my right hon. Friend arrange for a debate about the reduction of bureaucracy for SMEs, so that we can learn more about what the Government propose to do to help such businesses to do more business?

I am grateful to my hon. Friend, who will know that the issue was covered to some extent in our debate about the Budget. We want SMEs to be the drivers of growth in this country, and there was a deregulation package in the Budget. We have extended the small business rate relief holiday, increased the SME rate for research and development tax credits and created enterprise zones, so I think that the Government are doing a lot to encourage SMEs to grow and develop.

Thank you, Mr Speaker; I know my place.

Many of my constituents have raised concerns about clinical services in local hospitals, notably Good Hope hospital. May we have a debate on NHS staffing levels, so that we may learn about the progress being made in increasing the number of doctors and nurses and reducing the number of bureaucrats so beloved of the last Government?

Since we took office, the number of managers has fallen by some 3,000, I think, and the number of doctors has increased by some 2,000, so help is on the way.

Given this week’s welcome news that £1.5 million is to be made available to introduce ex-military personnel to the teaching profession, will my right hon. Friend arrange a debate on that innovative proposal so that we can discuss the ways in which it will enhance teaching and discipline in our schools?

My hon. Friend is right to draw attention to the £1.5 million that has been donated to SkillForce to encourage those who are leaving the armed forces to take up a career in education and bring the necessary skills of leadership and discipline to schools. I should welcome such a debate. I cannot arrange one in Government time, but either the Backbench Business Committee or Westminster Hall might provide an opportunity. The troops to teachers programme is designed to bring the skills of service leavers quickly to our schools, and I think that many would benefit from those skills.

I understand my hon. Friend’s concern, and I was delighted to hear about what happened. We are putting more resources into apprenticeships and the enterprise allowance scheme. We have made a change this week to the amount of time young people can spend on work experience without losing access to benefits and we are introducing the new Work programme. I hope that we can reduce the large number of young unemployed that we inherited from Labour and encourage them to become entrepreneurs.

Will my right hon. Friend ask the Chancellor to make a statement on deficit reduction, which would give the House an opportunity to hear what progress is being made? It would also give the shadow Chancellor an opportunity to clarify his Bloomberg speech and state clearly whether he remains a deficit denier.

It is very important that we establish whether the shadow Chancellor is on the same wavelength as his leader on deficit reduction. On that point, I was interested to see that the former Chancellor under the last regime said that the key to getting growth in the long term is first to get the deficit down. That is not exactly what the Leader of the Opposition said yesterday.

Will my right hon. Friend make time for a debate on the Public Accounts Committee report when it is published, particularly following the evidence given yesterday by Sir Nicholas Macpherson that under the previous Government spending across a range of Departments was out of control? That would give the House the opportunity to hear how the Government are going to fix the problem and give the Opposition an opportunity to apologise for the mess they made.

I am sure that many hon. Members share the concern expressed by my hon. Friend. Yesterday the PAC was told:

“There was a point in the last decade when the Ministry of Defence lost control of public spending…We put Defence on special measures.”

I think that that loss of control explains why we are facing such a huge financial deficit. I welcome the publication of the PAC’s report on this important matter, and I hope that it will be possible to find time to debate it.

The governance of Network Rail is an extraordinary constitution, and of course it is right that it should be exposed to full audit. I will raise with my right hon. Friend the Secretary of State for Transport whether we have any proposals to change the governance of Network Rail that may solve the problem, or if we have not, whether we have any other proposals to make sure that its accounts are looked at properly.

Will my right hon. Friend ask the Chancellor to make a statement about the number of representations that he has received calling for an increase in employers’ national insurance contributions, and incidentally, will he tell us how many have been made from people in Hull?

As my hon. Friend knows, we took the view that the last thing the country needed at this time was an increase in national insurance employer contributions, and that was the right decision to take. As to whether the shadow Chancellor is at one with the rest of the shadow Cabinet on the subject, I do not know, but I hope that he will welcome any increase in employment in his constituency as a result of the actions that we took.

Will my right hon. Friend find time for Ministers to make a detailed statement about the announcement by the CBI lobby group that 25% of manufacturers report greater than normal exports this month, which is the best survey showing since 1995? Does not that show that the Government’s economic strategy is bearing fruit? The House should know about it.

My hon. Friend is absolutely right. Manufacturing has a vital contribution to make to exports and to reducing the high unemployment that the Government inherited. The latest CBI monthly industrial trends survey suggests that manufacturers expect output growth in the sector to accelerate in the next three months, and the CBI’s output expectations index rose to plus 13 in December from plus four in November. That is encouraging, and indeed signals that the Government’s economic policies are working.

The hon. Lady raises a legitimate point about whether the loss of child benefit will have an impact on the entitlement to a state retirement pension in the wife’s own right, and that is something that we will want to consider.

Thanks to a bizarre decision by the Planning Inspectorate, next year Tamworth faces the prospect of severe traffic chaos and potentially long-term congestion thereafter. Will my right hon. Friend give an indication of when it will be the business of this House to abolish the Planning Inspectorate and devolve power to local planning decision makers? In the course of that debate, will we be able to discuss and review some of the decisions made by the inspectorate that have yet to be implemented?

My hon. Friend will have an opportunity to address those concerns when we reach the localism Bill. We have no plans to abolish the Planning Inspectorate, which allows individuals a right of appeal against refusals by local authorities, but against that background we want to push down decisions, such as those that were previously taken by regional bodies, to a local level.

That issue was covered yesterday to some extent. It was precisely to redress the imbalance between north and south that we set up a £1 billion regional development fund. I hope that the hon. Lady will encourage her constituents to apply for resources under that fund.

Does my right hon. Friend agree that although the development of high speed rail services is vital for our national economy, depending on which route is chosen, there will be a significant impact on many local communities, including Hints, Weeford and Drayton Bassett in my constituency? Does he agree that we should discuss in the House the best mechanism, depending on the method and route chosen, by which to maximise the use of existing infrastructure and brownfield sites to minimise the impact on green spaces?

As a former Secretary of State for Transport with a real commitment to the railways, I agree that where it is practical so to do we should use existing track and routes rather than new ones. Where a new route is necessary, there should be the fullest consultation before that route is finally decided on.
