I just point out to the hon. Lady that the person who is coming to this country for a state visit is the Head of State of the United States of America. There is no free pass for policies on which we disagree with the Trump Administration—climate change is one, and the Iran nuclear deal is another. We discuss all of them the whole time, but that does not mean that we should not respect the office or the country.

My right hon. Friend is precisely right, and I congratulate my hon. Friend the Member for South West Wiltshire (Dr Murrison) on his new ministerial post, which he will fulfil very well. May I perhaps gently remind those who do not accept this that America remains, and is likely to remain, our most important ally in the world? We may not agree with everything that it does or everything that it says, but this invitation is from our Head of State to its Head of State. We should accept that—we should not be condescending—and these barbed comments, driven by anti-Americanism, are extremely embarrassing.

I agree with my right hon. Friend. It is very important to recognise that even today, even under this Administration—we are very open; we do not agree with them on everything—about a third of the cost of defending Europe is met by American taxpayers. We should recognise that contribution, and recognise that the security blanket that the United States has provided for the world over the past 70 years or so has been absolutely fundamental to our prosperity.

I agree. That is the fundamental challenge. When we are trying to answer the important question of how we prevent this kind of thing from happening, the most important first step is to properly understand the motives of the people who try to perpetrate these attacks. We do not know that at this stage, but it seems clear that one was a religious motive to try and set faith against faith, and one was a cultural motive to try and target western tourists who are visiting Sri Lanka. We have to be alive to both of those, but the shadow Foreign Secretary was absolutely right in saying that one of the things that we can do to support Sri Lanka is—obviously subject to travel advice, which is very carefully kept under review—to continue to visit a country that depends on tourism to show our support and to show that we are not going to be put off by this kind of terrorism.

Whoever perpetrated these hideous crimes and whatever their warped ideology, they are murderers, and cowardly murderers at that. Will my right hon. Friend therefore convey to the high commissioner James Dauris, his staff and to the Government of President Sirisena and Prime Minister Wickremesinghe that we want to show our solidarity and sympathy with our Commonwealth cousins at this extraordinarily difficult time? Will he confirm—it may be premature to do so—that many of those arrested to date appear to have connections of one sort or another with Syria? And if that is the case, will he look very carefully at extending whatever assistance he is giving to the Government of Sri Lanka to include offering similar assistance to the Government of the neighbouring Maldives, where there is also a problem with returning foreign fighters from Syria and where we have many British tourists on holiday at any given time of the year?

As I would expect, my right hon. Friend, being a former Minister for Asia, makes an important point. He is right that there are early indications of Islamist extremism that we need to investigate properly, and the Maldives is a very young democracy to which we want to give every support, so I will take his point away.

It is an issue that I have a great deal of interest in because of my previous role. I can assure the hon. Lady that, having the third largest development budget in the world, we continue to champion this issue at every opportunity.

The stability of Lebanon is vital to the wider security situation in the middle east. It has taken Prime Minister Hariri nine months to put together a Government that reflects all the different complex denominations and sects in Lebanon, including several Ministers from Hezbollah. What discussions have the British Government had with Prime Minister Hariri or the Lebanese Government about the proscription of the political wing of that organisation?

I completely share the concerns that the hon. Lady has raised. This is one of a number of human rights issues that we raise regularly with the Chinese Foreign Minister, and I will continue to do so.

When my right hon. Friend speaks to the President of Sri Lanka later on in the week, will he point out that his recent actions are in direct contravention of the 19th amendment to Sri Lanka’s constitution, that the international community continues to recognise Prime Minister Ranil Wickremesinghe as the legitimate Prime Minister, that this can only be changed by a vote in Parliament, and that Parliament must be recalled as a matter of urgency in order that such a vote can take place?

I congratulate the Foreign Secretary on striking a measured tone in an extraordinarily difficult situation. I think that things will now unravel quite quickly in the Royal Kingdom, and the United Kingdom has the opportunity to play a unique role with so many in the Trump Administration compromised by their personal relations with some of the senior Saudis. If things are to change in the region and there is to be a rebalancing, will my right hon. Friend commit to playing a leading role and indulging in some shuttlecock diplomacy to get around the UAE in particular, Oman, Egypt, Kuwait and other like-minded countries to make sure that we can be part of the refashioning of a more open Saudi Arabia, which is what we had hoped was beginning to happen?

I am happy to make that commitment. I totally agree with my right hon. Friend about the importance of the Gulf Co-operation Council states. I agree also that we still have a lot of influence and many friends across the region and that our voice is still listened to. We have an obligation to use that influence as wisely as we can.

That is a reasonable question, and I assure the hon. Lady that we are sending these letters out as quickly as we possibly can, but we felt that, even though we are not able to send them all out this afternoon—for example, because we have to reconcile with the clinical databases in Scotland, Wales and Northern Ireland for women who have moved to those areas and that is going to take place later this month—it was important to come to the House as soon as possible, without delay, to inform Members that this was happening. There will be a period of a few weeks during which people will have to wait to see if they get one of the letters, and we fully appreciate that that will cause a lot of worry to the women involved.

This is a good time to pay tribute to all the excellent cancer support charities, counselling services, Maggie’s centres and so forth up and down the country. I am reassured that the Secretary of State has said he will be working with them, but will he commit this afternoon to contacting all these charities proactively and providing them with the resources they need to meet what will obviously be an increased demand over the coming weeks and months?

That is a good point, and we will get in touch with all the cancer charities that we think are going to be affected by what has happened and make sure they have the support they need.
