Lords ChamberIf the noble Lord does not mind, I shall focus on the first part of his question, because it is very important. If a person phones the self-assessment helpline, what happens is that one gets asked what one’s query is. Of course, if the computer recognises this, and if it is a simple query—of which two-thirds are, not related to tax returns currently in process—one is directed to the digital services. One also might receive an SMS with a link to the specific service that one might need. At that point, the customer can also use the digital assistant or web-chat service. The noble Lord mentions vulnerable and digitally excluded people, and they are exactly the people that this intervention is hoping to include. It will allow the HMRC to focus on 120,000 more people, which will include the vulnerable and digitally excluded. Of course, through that process of triage, they will be able to stay on the system and speak to a person.
Will my noble friend tell us how many HMRC staff are working from home and how many are attending the workplace?
HMRC is an office-based organisation. However, officials can work from home for two days a week, if they can be fully effective in their roles. On average, advisers answer the same number of calls per day and work the same number of hours, whether they are in the office or at home.

Lords ChamberI do not know whether referring to over £50 billion of tax take as “peanuts” reflects the broader Labour Party’s attitude towards public finances, but the Government consider that the measures we have put in place are working well. We need to balance the rightful approach of taxing the unexpected profits of these companies while ensuring that we have investment incentives in place that protect UK jobs and UK energy security.
Does my noble friend have any figures for the amount of money when profits are made that goes into pension funds and therefore to people who are earning pensions?

Coming from Birmingham, what I treasure above all is jobs. We have had the slowest jobs recovery since the financial crisis of any city region, and HS2 will bring lots and lots of jobs, not at some distant point in the future but over the next five years. It will bring something like 33,000 jobs around Curzon Street and 77,000 jobs around Birmingham Interchange, in addition to the 30,000 jobs that will be created on the line at peak. This is the most important fiscal stimulus outside London and the south-east. Indeed, if we were to cancel HS2, I would bet my bottom dollar that we would put the midlands back into recession within a year.
Will the right hon. Gentleman, with his local knowledge, describe what is happening around Curzon Street now, and what has happened around Curzon Street for the last 20 years?
The former Secretary of State is right to make that point, because a number of significant businesses are now relocating to what is the worst unemployment hotspot in the country; the worst unemployment and youth unemployment in the country is in and around east Birmingham. We have a chance ahead of us to wipe out that youth unemployment, but only if we grasp the nettle and drive through HS2.
With that in mind, Mr Hosie, I endorse wholeheartedly everything said by the first three speakers, and particularly my right hon. Friend the Member for South Northamptonshire (Andrea Leadsom), who truly eviscerated the business case for HS2. I politely disagree with the right hon. Member for Birmingham, Hodge Hill (Liam Byrne). I do not feel that £100 billion is worth some jobs in Birmingham; there may be ways to assist with employment in Birmingham other than by spending £100 billion of taxpayers’ money. [Interruption.] I do not have time to go through all his arguments in detail, but I look forward to talking to him firmly about it later.
I will make two brief points. The first is romantic, which I make no apology for. We love our area. It is fair to say that some objections to HS2 are a form of—
The business case has not moved from speed to capacity. People hooked on to the speed aspect in the early days, because it was seen as a shiny new train, but capacity, job creation, skilling up and smashing the north-south divide were always important aspects. If hon. Members fixated on one point and now realise there are many more, that is for them to come to terms with.
The Minister is right. Those people who say that the case has changed from speed to capacity should read the original document put out by the Labour Secretary of State for Transport at the time, which spoke more about capacity than speed.
My right hon. Friend is a huge source of knowledge on this issue, as he is a former Secretary of State for Transport. He is right that all of those arguments have always been there. Unfortunately, people fixated on one or two points and now they are rather surprised that a large infrastructure project, which moves people from A to B, has many other positive impacts.

Commons ChamberWe are simply making sure that the tax that was always due is paid, and that is right and proper. As I have set out, we are taking a front-footed approach to clamping down on promoters, and that has included six recent arrests for potential criminal activities.
Will the Chancellor of the Exchequer acknowledge the important role that the national lottery has played in this country? When he looks at the national lottery, will he ensure that any future lottery that is run on a national basis is taxed at the same rate?

Commons ChamberIn the Budget settlement at the end of the last year we made sure that there was extra money going into the police, increasing funding and increasing spending power in real terms. We have also allocated extra funding to deal with the scourge of knife crime.
The Government claim that spending on education is higher than it has ever been. Does that take into account the extra costs the Government have put on schools?
We have provided schools with additional funding to cope with the rise in pension contributions. We will be looking at school funding as part of the spending review and I will take my right hon. Friend’s representations into account.

The reality is that fewer students from disadvantaged backgrounds as a proportion are going to university in Scotland. The SNP Government have not only failed with the higher education system; they are also getting worse results for literacy and numeracy in primary schools. I suggest that the hon. Lady goes back to her colleagues in Scotland and starts looking at some of the reforms that have taken place across the rest of the UK, to see what could be learned.
Instead of listening to the braying of Labour Members, will my right hon. Friend remind them who first put this money off the books and into this category of spending? This is no different from what happened with Network Rail, when money was spirited into a different account so that it did not appear in the public finances. Will she take this opportunity to say that it is high time we renamed this money and turned to a graduate tax?
My right hon. Friend is correct; that was done under a previous Labour Government. In fact, that Government also introduced tuition fees, which I supported at the time and continue to support. I probably have more in common with some of the last Labour Government than many Members on the Labour Front Bench today. In those days, the Treasury marked its own homework. We have moved on. We now have the independent OBR, which makes decisions about forecasts, and that is the right approach. We are listening to this accounting advice and will take it on board. It will not affect decisions about how we conduct the Augar review or about student finance.

Commons ChamberWe have had this one before. The Institute for Public Policy Research consistently publishes these figures and they are consistently wrong. I would urge the hon. Lady to look at the Infrastructure and Projects Authority’s figure. The problem with the IPPR is that it needs also to look at central Government funding to the regions. When we look at central Government funding to the regions, we will see a very different picture.
One of the most important things for long-term infrastructure spending is knowing what the long-term programmes are going to be. These are not projects that can be put together in a year or two years. What reassurance can the Chancellor give us that he is making sufficient capital available so that the big infrastructure companies involved in our roads, railways and power operations have the knowledge that those funds are going to be available?
We are doing two things. First, we are investing more public capital than ever before under the previous Labour Government, but we have also put in place the National Infrastructure Commission to develop a transparent pipeline of projects both publicly and privately funded so that investors in infrastructure projects can have that visibility of future projects available.

Commons ChamberThe public have already had a say, and in the east midlands, which we are discussing, the public were very clear that they want to leave the European Union. Infrastructure investment will be substantially higher over the course of this Parliament than it was under the last Labour Government—25% higher in the east midlands and 40% higher in Yorkshire and the Humber. The primary reason for that is this Government’s responsible management of the public finances.
Will my hon. Friend take the time to point out where some of this infrastructure spend is going? At the moment, Derby station is being remodelled—£200 million —and the M1 is being upgraded to a smart motorway. This is massive investment for the long-term future of the east midlands.
My right hon. Friend is absolutely right. Of course he was the Secretary of State for Transport who led many of these important investments. In the east midlands, we are investing in the smart motorway, in the upgrade to the east coast main line, in Derby bus station and in new green buses in Nottingham. The list continues, and only because of this Government’s management of the public finances, which is keeping the economy growing.

Commons ChamberIn the autumn statement, the Chancellor announced the extension of the railcard from age 26 to 30. When will my constituents be able to take advantage of that?
A pilot railcard for that age group was launched as a trial, and was fully subscribed very quickly. The Department for Transport will be announcing in due course when the continuation of the scheme will take place.

Commons ChamberI am sure that when I go home and reflect on it, the deep meaning of that question will become clear to me. What I will say to the hon. Lady is that if we look at how goods and services flow freely between different parts of our own economy, and indeed between different parts of the United Kingdom, we see at once the huge benefit that it brings to have frictionless borders as we move our goods and services.
I am very much in favour of gift aid, but some large charities say that they receive no direct support from Government but do receive gift aid and the Exchequer will not publish those figures. Will the Chancellor reconsider this?
The Revenue does not disclose the sums that individual charities receive from gift aid due to its obligations to respect taxpayer confidentiality under the 2005 legislation. Of course, some large charities do so voluntarily. Cancer Research is one example, and receives £31 million in this way. I am sympathetic to my right hon. Friend’s argument and will take the matter forward.
