My Lords, the noble Lord speaks from deep insight as a former shadow Secretary of State for Defence. I assure the noble Lord that we are working very closely with our European allies and indeed the United States. As the noble Lord accurately said, recently President Biden and President Putin have had discussions, but over the last couple of days there were also meetings between our Prime Minister and other leaders, including our European allies, where our Prime Minister updated others on his conversation with President Putin. Equally, at the OSCE recently, my right honourable friend the Foreign Secretary, among others, met the Foreign Ministers of both Russia and Ukraine and reiterated the points that I have made. Today, as the noble Lord may know, we are engaging in a strategic dialogue with Ukraine in London.
My Lords, the United Kingdom has been a key contributor to the enhanced forward presence in Estonia and Poland, underlining NATO’s Article 5 principle that an attack on one is an attack on all. Of course, Ukraine is only an aspirant member of NATO, so Article 5 does not apply, but has there been any discussion within NATO about potentially delivering a parallel programme to send a very clear message to the Russians that we support our Ukrainian allies?

Again, I can assure my noble friend. He is right to raise the issue of NATO. We remain very strong supporters, based on the 2008 Bucharest summit declaration, of Ukraine’s membership of NATO. I assure my noble friend that we are talking to NATO allies on this very point; indeed, it was a subject of conversation in my right honourable friend the Foreign Secretary’s recent meeting with NATO.

Lords ChamberTo ask Her Majesty’s Government what plans they have to donate COVID-19 vaccines to other countries bilaterally.
My Lords, I beg leave to ask the Question standing in my name on the Order Paper and declare my interest as deputy colonel commandant of the Brigade of Gurkhas.
My Lords, the UK will continue to donate Covid-19 vaccines to bilateral partners in line with the Prime Minister’s commitment at the G7 summit in June 2021. The primary objective is to promote the economic development and welfare of recipient countries, although we will also seek to strengthen key relationships in line with the integrated review as a secondary benefit. Decisions are taken on a case-by-case basis when vaccines are available to be donated.
May I seek my noble friend’s reassurance on two points: first, that we will donate, not destroy, surplus vaccines; secondly, that he will look again at the request from the Government of Nepal for a bilateral donation, not least so that we can fulfil our commitment and our duty of care to vaccinate some 30,000 British Army Gurkha veterans who live there?
My Lords, the UK donated 130,000 Covid vaccines to Nepal in August, recognising the historic link between our two countries. Since the beginning of the pandemic, our embassy in Kathmandu has reprioritised more than £40 million of development aid to help address the medical and socioeconomic consequences of the pandemic. In response to Nepal’s second wave of infections, the UK has delivered an additional package of support, including donating 260 ventilator machines, thousands of pieces of personal protective equipment and constructing an oxygen plant in Kathmandu.

Lords ChamberMy Lords, as we have just heard, the crisis has taken on an international character, with Eritrea effectively involved in fighting in Ethiopia against the TPLF, which fired rockets on the Eritrean capital, Asmara. Thankfully, recent clashes between Ethiopia and Sudan along their border have been limited. However, we believe that 80,000 refugees have fled northern Ethiopia into eastern Sudan. The stakes are obviously high as the risk of regional spillover escalates. As noble Lords would expect, we urge all parties to the conflict to recognise the dangers of a drawn-out, protracted conflict for the region.
My Lords, under Article 4 of the African Union’s constitution, the AU’s Peace and Security Council has the power to intervene on member states should acts of genocide or other war crimes be committed. To date, the AU has not intervened, other than to send envoys. Does my noble friend the Minister think that perhaps the time has come when it should do so?
My Lords, the African Union chairperson appointed a high representative specifically tasked to engage all parties to the conflict on options for peace. The Peace and Security Council has recognised and supported the important of former President Obasanjo, who is now in Ethiopia, visiting regularly and having productive discussions with both sides of the conflict. Our priority is to support the diplomatic efforts, particularly his efforts, as the form of intervention most likely to bring about a ceasefire and allow humanitarian relief to reach those in urgent need.

Lords ChamberMy Lords, the department is currently—not in nine months—reviewing funding decisions in relation to demining. As I said, none of my ministerial colleagues and no one in the foreign office disputes the importance of this work. Every penny that we put into this programme is a penny that will contribute to saving lives and we are very aware of that.
My Lords, as a qualified bomb disposal officer, this is an area in which I have some experience. I confirm that it is difficult, dangerous and challenging work, and often poorly paid. The HALO Trust is an exemplar, offering a five-week training package. I witnessed its people finishing clearing the Falkland Islands back in 2019. What assurances has the department put in place to ensure that all charities offer appropriate training packages for their workers and—crucially, should the worst happen—appropriate insurance and compensation packages for their workers as well?
I thank the noble Lord for his question and for his work in this area. All FCDO contracts and NGOs are held to the highest standards. GMAP 2 partner organisations have robust training and monitoring processes in place to ensure the safety of their staff and of the beneficiaries. The FCDO conducts due-diligence assurance checks on all areas of their work, including staff training and safeguarding before any funding is released.

My Lords, I thank the noble Baroness and many across your Lordships’ House and in the other place. The last three weeks have been an extremely testing time for all of us. The stories of courage that we have heard from individuals stuck in Afghanistan to whom we owe a responsibility are very clear. In this regard, I thank all noble Lords and those in the other place who have worked tirelessly across party lines to ensure that we do the right thing and get people out. That remains a central objective. The noble Baroness is right about the ARAP scheme. First and foremost, an assurance has been given that those who have been called forward, if they go to a third country, will be processed and brought back to the United Kingdom. The important issue is of safe passage. On the humanitarian side, today Qatar landed the first aircraft, which has provided humanitarian assistance, but the issues of security and stability in Afghanistan must remain primary in our minds. Anyone whom we seek to assist will have that particular context in relation to the advice that we give them. On ARAP specifically, anyone who is called forward through a third country—I assure the noble Baroness that we are working on that—can hold us to the obligation that we have given.
My Lords, as distressing as it is to see a Taliban Government in Kabul and particularly galling for those of us who have served there, if we want to achieve our objectives of delivering humanitarian aid to the Afghan people and preventing Afghanistan becoming a hotbed of terror, governance in the country is needed, even if it is not good governance. I ask my noble friend: what are the Government going to do when it comes to managing this dilemma and engaging with the Taliban? What are our red lines?

My Lords, my noble friend is absolutely right. I assure him that we are doing just that. At an operational level, we are already, through our diplomatic efforts, engaging with those on the ground to ensure that we can provide access and security and hold the Taliban true to their assurances of security within the country. Engagements with the near neighbours are equally important. In that regard, my right honourable friend the Foreign Secretary and I have just returned from various visits to the region, where we are also seeking to ensure safe passage of British nationals and others who seek to come to the UK eventually, but also seek a safe haven away from Taliban-controlled Afghanistan.

Lords ChamberMy Lords, I was deeply privileged to be on board HMS “Trenchant” as she broke up through the ice in the Arctic in 2019, an event that marked the return of the Royal Navy to underwater operations under the ice after an absence of some 10 years. Given that only last week the Russian Navy launched its latest submarine, increasing its inventory in the area, can my noble friend simply reassure me that we will now maintain this under-the-ice capability?

My Lords, my noble friend speaks with great insight and experience of this matter, and I can give him that assurance. We are of course very proud of the Royal Navy’s sub-surface capabilities, which is why the defence Command Paper emphasises our commitment and ambition in this area. My noble friend will know better than me from his previous experience that the sensitivities of submarine operations mean that I cannot go further. However, I hope my reassurance satisfies him with regard to our commitment in this important area.

My Lords, the short answer to the noble Lord’s second question is yes. It is an excellent idea; it is something I am pursuing, and I will seek to mention it in meetings with the UN. I can assure him that, internally, notwithstanding the challenging circumstances, we have strengthened our engagement. They have not been easy conversations—I accept that premise—but it is important that we communicate because civil society is an important partner in development support across the world.
My Lords, I find it depressing that we seem to be judging the UK Government’s contribution to peacebuilding and peace- keeping solely by financial input. What about over 40 years of peacekeeping in Cyprus? What about long-range recce in Mali or supporting the UN peace- keeping mission in Somalia? What about the delivery of an engineer battalion and a role 2 hospital in South Sudan over the last five years? What about the doubling of our contribution to UN peacekeeping missions over the last five years? All were at no charge to the United Nations, unlike the contributions of other nations. Should we not be celebrating that as well?

Lords ChamberMy Lords, on areas of mutual interest, there is no question that the UK should and will continue to work with all its allies, including, of course, the European Union. As I mentioned earlier, we transferred into UK law 95 designations from the EU. So, we start from the same place.
My Lords, a central tenet of the integrated review was the commitment of the United Kingdom to the international rules-based order. Yesterday was a crucial test of that. But surely—perhaps in contrast to other comments—yesterday was also the first test of security co-operation post Brexit. Does my noble friend not agree that the decisive nature of the UK’s action in complete lockstep with the European Union demonstrates that we passed that test?

My Lords, my right honourable friend the Prime Minister has made clear that equitable access is an integral part of the UK’s approach to vaccine distribution. The United Kingdom has provided £548 million to COVAX, which has already delivered over 59 million doses across three continents. This includes 348,000 doses to Nepal. In total, COVAX has allocated almost 2 million doses to Nepal, which will be delivered free of charge. We will share the majority of any future domestic vaccine surplus with COVAX.
My Lords, there can be no greater champion in the Government for Nepal than my noble friend the Minister, in part because he understands, as your Lordships’ House understands, the great bond that exists between our two countries. For over 200 years, through every conflict and crisis that our nation has faced, the brave men of Nepal have fought and died for the Crown. Now, as Covid spreads across the north Indian plain, Nepal faces a crisis of its own. Can my noble friend reassure us, as the air corridor opens this evening, that the enduring comradeship that has stretched across the centuries will result in us doing everything that we possibly can to support our ally?

My Lords, I return the compliment by paying tribute to my noble friend for his work and his advocacy for Nepal. I can also further assure him that this morning I met with the Minister for the Armed Forces, and the MoD is standing up a military, medical and advisory team on the ground to assess. They will be leaving early next week to assess the requirements on the ground. I am directly engaging with the Government of Nepal. Indeed, I had a very constructive meeting with the Foreign Minister yesterday, establishing exactly what the key requirements are, and later this afternoon I will be meeting the Nepalese ambassador to the Court of St James to further discuss issues of logistics. We have already extended support, including funding an oxygen generation plant at the Nepal Police Hospital, and we are working on the ground through our embassy, and with officials within the FCDO and the MoD, to see what further support can be extended at the earliest opportunity.

Grand CommitteeMy Lords, I welcome the opportunity to contribute to this timely and important debate and to follow the thoughtful contribution of the noble Lord, Lord Khan. I am committed to delivering the 0.7% spending target but recognise that not only are these unique times but there is an imperative to maintain public consent for our aid spending. It is because of this latter point and with the firm proviso that the cut is temporary that, on balance, I support the Government’s current approach.
Having worked at DfID during my time in the Commons, I was privileged to see the impact that the world-class delivery of UK aid had around the globe. In the context of this debate and the importance of the integrated review, I can only reinforce comments from other noble Lords in saying that bilateral aid is at its most effective for both nations when an integrated departmental approach is taken.
One such example that I experienced first-hand during my military service in Afghanistan was the so-called “comprehensive approach” delivered by the provincial reconstruction teams in Helmand and other provinces. Here, security, diplomacy and development were delivered together, and, rather like three strands of a rope, the sum was far stronger and delivered far more than the component parts. I am sorry that the noble Lord, Lord Hastings, considers my service in Afghanistan, and that of other members of the Armed Forces, to be wasted.
Another such example of a successful “one-HMG approach” in action is Nepal, and I declare my interest as colonel commandant of the Brigade of Gurkhas. For over 40 years, the Gurkha Welfare Trust has, on behalf of the UK Government, delivered a rural water and sanitation project in some of the most remote parts of the country. It has been a key contributor to the continued strength of a bilateral relationship that has spanned over 200 years, since the first Gurkhas were recruited to serve the Crown in 1815.
While interest in joining the Brigade of Gurkhas remains as strong as ever, with over 12,000 applicants for just 300 places, this vital and long-standing programme is just one way that the benefits of Gurkha service are felt by all members of the wider community. I simply seek reassurance from my noble friend that this valuable project will continue to be supported, albeit likely at a reduced rate.
