Lords ChamberThe effect on children living in different parts of the country and the world, and the number of schools they have attended, is well known. It is for the MoD to carry out this activity in its resettlement programme. I will ask my friends in the Ministry of Defence to write to the noble Baroness with more detail.
My Lords, it was an enormous honour to serve as the Minister for Veterans, probably the most rewarding job in government. While that is the only ministerial job to have the word “veterans” in its title, it is important to remember that all Ministers have responsibility for veterans. One of the challenges they face is access to information, which is why we created the Veterans’ Gateway. Can my noble friend simply reassure me that her department engages with that portal?
I am happy to confirm to my noble friend that the department engages with the portal. We put veterans and their families in touch with the organisations best placed to help them, and the portal, through the national provision tool, is an absolutely vital part of the service.

I thank my hon. Friend for that very good question and I can confirm to him absolutely that the budget is being protected. I also urge him to look at Liz Sayce’s report, which suggests that perhaps 35,000 additional disabled people could be supported into work from the same budget. That is something we would like to consult on and look at some more.
I am sure that the Minister will join me in commending the work of the Spinal Injuries Association in Milton Keynes. Indeed, she might like to visit it the next time she is passing by, as a visit there would show that many of its employees are disabled. It gives a clear example of how tailored work programmes are the best way of getting disabled people back into work. Is that an approach that the Government will pursue?
I thank my hon. Friend for drawing my attention to such good work in his constituency. I shall certainly consider trying to visit if I am able to. He is absolutely right that we should focus on the individual rather than on the institution—that is a common theme coming out of the Sayce review.

Commons ChamberI believe not that Ros Altmann is materially wrong, but that the jobs market will improve. That improvement will create greater incentives for people. People have a tendency to think that it is a simple fact that older people entering the work force somehow take jobs away from younger people, but there is no evidence internationally that that happens. The reality, in fact, is that older people staying in the work force increases work flexibility and improves the number of jobs that are available, and helps younger people. The Government have done a lot for pensioners, and we will do more, but ending the default retirement age is about giving older people the right to work for longer, and the responsibility to employers to deal with them as human beings and not just figures on a piece of paper.
As part of a back-to-work programme provided by A4e, one of my constituents, who was a senior building site manager, was asked to add £1 to £4.75, which he did not feel was particularly constructive in helping him to get back to work. When will we move away from that one-size-fits-all back-to-work programme?
My right hon. Friend the Minister of State is doing that just now. The Work programme will be tailored to people’s needs and not implemented flatly. If people have a problem, the programme will deal with them. Jobcentres will be given more flexibility to ensure that they match employment to the person as necessary. My hon. Friend should therefore welcome the changes that we are making.

Commons ChamberThe OBR figures show two things: significant growth during the course of this Parliament and significant growth in private sector employment. Our changes in housing benefit will get rid of a disincentive to taking those jobs, which a significant number of people failed to take under the previous Government, who failed to do anything about it.
T2. My constituent Rachel Clark, who has learning difficulties, enjoys working as a volunteer at a coffee shop run by the charity MacIntyre. Until recently, she received a therapeutic allowance but unfortunately that practice has had to stop for fears that it is in breach of national minimum wage legislation. Given that all parties were happy with the arrangement and that Rachel is happy to carry on as an unpaid volunteer, can we look into this grey area of the law?
I thank my hon. Friend for his question. We can be clear that individuals such as his constituent are able to undertake volunteering opportunities. Indeed, that is something we have been encouraging as part of the Olympics and Paralympics, and it does not cause any problems if they are in receipt of state benefits.

Commons ChamberThis universal credit comes in over a period of four or five years. In the time over which it is implemented, even under the hon. Lady’s most pessimistic forecasts, the British economy will grow and create more jobs. The Office for Budget Responsibility, which is independent, forecasts growth of some 2.5%, which will lead to much higher numbers of private sector jobs. The reality is that we must prepare the ground. The important thing is that people are better off as they go to work and take those jobs. The point of the proposals is to break the cycle of people saying, “It’s not worth me going to work and it is worth me staying on benefits, because work does not pay.” The proposal is about work paying.
What specific measures will the Government introduce to help disabled people to get into work?
As my hon. Friend knows, there is a slightly complex group of benefits and supplements with respect to disability. DLA is non-work related, but there are disability supplements for jobseeker’s allowance. Many of the disability organisations that we consulted said that the one thing they hoped for from the reforms is that the Government value disabled people, which we believe we do, and give them a chance to go back to work. Apart from the fact that we are creating work choice, the key thing is that the taper rate comes with a disregard. If we give disabled people on the universal credit a larger disregard on their income, we give them more money, which allows them a beneficial position as they go back to work.

Commons ChamberThe hon. Gentleman has, not for the first time, raised a very important issue. There is no magic wand to solve this, and crucially, as he knows from when he was in government, these are not stand-alone issues. Sometimes it is very easy simply to stigmatise a group of young women and say, “It’s all your fault,” when in fact they may well themselves come from broken families where they have only witnessed their own mothers going through the same circumstances and where men have not been involved. There is a much wider set of circumstances, therefore. Of course, making work pay for such women is important, as is recognising that, as the hon. Member for Nottingham North (Mr Allen) mentioned, we need to intervene very early. Most of all we need to make sure that people are ready, trained and able to take up work and that that work pays. That will help enormously in giving them an idea that there is a life beyond just having a child on their own and that sometimes they need support.
T2. Last week I met a constituent who had been on incapacity benefit for many years. Apart from the initial medical examination, he had not received an examination in nine years. Does the Secretary of State share my concern about a system that seems to let people down so badly?
My hon. Friend is absolutely right. There are 2.2 million people on incapacity benefit and an additional 400,000 on employment and support allowance, and under the previous Government a very large number of them heard absolutely nothing from the state; they were simply left to rot on benefits. I think that is wrong. Many of those people could benefit enormously if we helped them back into the workplace. That will be a central goal of the Work programme. My one regret is that the Labour party did not do that years ago.
