I certainly agree with the hon. Lady’s characterisation of the problem for many young people in our black and minority ethnic communities. It is one of the reasons why I have commissioned some work to look at the strong anecdotal evidence that it seems to be harder for young black and minority ethnic entrepreneurs to secure loans from banks on the same reasonable rates as others. That is just one issue among many that we need to address. However, I draw the hon. Lady’s attention to the fact that the targeted interventions that we are delivering—£8 billion on pre-school support for two, three and four-year-olds, a new free pre-school support package for all disadvantaged two-year-olds as of April next year, the pupil premium and so on —disproportionately benefit those who are disadvantaged in the communities to which she refers.

T11. Last week we had some fantastic news: 700 new jobs at Ellesmere Port Vauxhall factory, making the new generation of Astras. Does the Deputy Prime Minister agree that that is a fantastic example of how flexible working can help rebalance the economy in the United Kingdom?

I strongly agree. That was a very important moment, as it underlines something that has been quietly building for some time: a real return to form for British manufacturing. The fact that as a country we are now exporting more cars than we are importing for the first time since the 1970s shows that, notwithstanding all the anxieties and concerns about the economic situation generally, this is an area of emerging strength for Britain.

The entire House will welcome the Government’s prompt action on humanitarian aid, but will my right hon. Friend the Prime Minister make sure that those perpetrating the atrocities in Syria will be held to account by the international community?

That is essential. Syria is not a signatory to the International Criminal Court, but that does not mean that we should not collect the evidence and hold these people to account for their crimes, and Britain and others are doing that work right now.

T11. Will the Deputy Prime Minister join me in welcoming the agreement between the Government and the trade unions on public sector pensions? It shows that the Government have been prepared to listen and negotiate successfully with trade unions to get a deal that is fair for everyone?

My right hon. Friend the Chief Secretary to the Treasury will be giving a statement on this matter immediately after Question Time. I am very pleased that a heads of agreement has been reached between the Government and trade unions under all four schemes, not only because it ensures the Government’s objective of putting public sector pensions on to a financially sustainable footing, but, much more importantly, because it means that millions of people working in the public services, whether in our schools, in our hospitals or in local government, will now be assured, at a time of great uncertainty, that they will have among the very best pensions in this country for years and years to come.

First, may I welcome the hon. Gentleman to his new position? We had a number of conversations on these constitutional matters during the progress of the two previous pieces of legislation, and I look forward to more such conversations. As he rightly says, this is a complicated matter—I sometimes have to stress that to colleagues in this House who think it is simple—which is exactly why we have said that the commission will consist of experts who understand how this place works and can balance those complexities while making sure that we end up with a solution that is fairer to England as well as to the other parts of the United Kingdom.

There has been a lot of misleading coverage recently about the effects of individual electoral registration, so may I take a minute to explain this? This Government will do everything they can to maintain the completeness of the electoral register. That includes phasing in the move to individual registration over two years, so that people on the register who do not apply under the new system do not lose their vote at the next general election. Every eligible elector will be asked in 2014 to register under the new system. That will include: personal invites to people on the register; inquiries to households where no one is registered or people have moved; reminder letters; and face-to-face doorstep canvassing. We are also testing data matching, to identify people missing from the register, and looking at how we can increase the choices that people have about how to register. I am looking forward to the conclusions of the pre-legislative scrutiny and of the consultation, which closes this Friday, but I do, however, have sympathy with the concerns expressed by the Electoral Commission and others about the opt-out proposal, and I am minded to change these provisions when we bring forward the final legislation.

I thank the Deputy Prime Minister for that reply. It is important that we make sure that people who do not exist or who are not eligible to vote do not get on to the electoral register. Equally, it is important that those who are eligible to vote are registered. Will he please assure the House that this will happen?

That is precisely the purpose of individual electoral registration: it seeks to bear down on fraud in the system. Of course, the previous Government were committed to doing this in any event in a few years’ time but, as on so many matters now, they seem to shun any responsibility for their failure to act while they were in government. We are finally here to do the job that they failed to do.

This is how the system works. ACPO has established the police national information co-ordination centre, or PNICC, through which forces work together to make sure that officers get to the places where they are needed, and we should allow those arrangements to work.

Does the Prime Minister agree that those who are convicted, those who have tried to destroy our society, should not receive the benefits of our society?

I think my hon. Friend refers to the petition that is gathering signatures, and, as I have said, we should look at additional powers to ensure not only that we confiscate things from people who have committed crimes, but that the punishments that they receive, whether prison or not, are robust.

We have made no specific assessment of postal voting on demand, but we of course keep postal voting under review as we consider electoral administration in general.

There have been widespread reports of shocking abuses of postal votes, especially in areas with high levels of multiple occupancy housing. Will my hon. Friend tell the House what steps the Government are taking to stamp out postal vote fraud and ensure honesty in our elections?

I am grateful to my hon. Friend for that question. He will know that we are introducing individual voter registration before the next general election, which will mean that everyone who wants to cast an absent vote, a postal vote in this case, will have to register individually and provide their identifiers to their registration officer in order to make the register more secure.

I thank the hon. Gentleman for his congratulations to my right hon. Friend. He is not quite right about the request—[Interruption.] No, he is not right to say “months”. The Minister of Justice has negotiated within the Executive and got a significant increase from his fellow Ministers, which we welcome. Having resolved where he stood with the Executive, he then wrote to me with a request calling on the reserve. That letter came to me in January.

The threat level in Northern Ireland remains at severe. So far this year there have been 15 arrests and three persons charged with terrorist-related offences. This follows 210 arrests and 80 persons charged in 2010. The severity of the threat was highlighted by the recent Antrim road incident, for which there have been three arrests in the past 48 hours. This attack not only endangered lives but also caused major disruption to local communities and businesses.

I thank my right hon. Friend for that answer. Does he agree that cross-border co-operation between the north and the south is essential to address the level of threat posed by terrorist groups?

In a word, yes. My hon. Friend will have heard my right hon. Friend the Secretary of State say that he has now met the new chief of the Garda Siochana, Martin Callinan. We continue to work very closely with the Garda, which has had some very lucky finds and some finds as a result of its hard work and co-operation with the PSNI. We applaud the work—

That was a very good effort from the right hon. Gentleman, but we believe that the coalition’s programme to increase the number of academies is very valuable. It is part of the process of giving much more power to parents, and of giving the schools that are available for local people the ability to reflect what they want rather than what central planners dictate.

The coalition Government are committed to introducing a national citizen service to give young people an opportunity to develop the skills needed to be active and responsible citizens, mix with people from different backgrounds and get involved in their communities in order to promote engagement, cohesion and responsibility. Details of this programme will be announced by the Cabinet Office later this year, with a launch expected in 2011.

The national citizen service will provide a vital outlet, especially for disadvantaged young people in my constituency of Weaver Vale. How can we ensure that this group of young people get involved?

First, I welcome the hon. Lady following her election; I think that I am right in saying that she is the youngest Member of the House of Commons. She is quite right to talk about the millennium development goals and aid spending. It is good that it is common cause across the House of Commons that, despite the difficult decisions that we will have to take, we should meet the target of 0.7% of gross national income. We are committed to doing that, which means that we can continue to support the poorest people in the poorest countries. We will be addressing such issues this weekend at the G8 in Canada.

Q6. Yesterday, there was support on both sides of the House for raising the income tax threshold by £1,000. Does the Prime Minister agree that a Government who do that have to explain where the money is coming from?

My hon. Friend makes a good point. I noticed yesterday that everyone in the House supported the idea of raising the income tax threshold so that we take 880,000 people out of tax altogether. If people are going to support such a pledge, which could cost as much as £4 billion, they have to say where the money is coming from, but so far we have not heard about one penny piece of one saving from any Labour Front Bencher. In terms of Labour’s election for leader, it does not matter who that is, because they are not giving any figures to show where they would find cuts. Until they do that, they simply will not be taken seriously.
