Youth unemployment in my constituency is down 15% since the last election. May we have a debate on the success of the Government’s economic policies and on what more can be done to ensure that all young people have the dignity of work?

Youth unemployment is down by 43,000 this quarter and 60,000 since last year, and I am pleased to hear what my hon. Friend says about additional youth employment in Croydon, which is important. I cannot promise a debate immediately, but the Opposition could always take up the issue in the Opposition day debate next Wednesday.

My hon. Friend makes an important point and mentions the tragic case of his constituent. He will be aware of the Prime Minister’s speech recently on crime and justice, when he said that the Government would be looking at toughening up knife sentences and at the use of cautions. The Home Office and the Ministry of Justice are working together to review the punishments available for carrying a knife. We strengthened sentences in relation to this under the Legal Aid, Sentencing and Punishment of Offenders Act 2012, and the Home Office has committed £18 million to support police agencies and the voluntary sector in tackling knife, gun and gang-related violence and in preventing youth crime.

Yesterday, the Mayor of London published his draft police and crime plan, which offered Croydon an extra 117 police officers by 2015. May we have a debate on what others could learn from the Mayor of London about reducing running costs, concentrating resources on the front line and showing that, in a time of austerity, it is possible to protect front-line services?

That is an important example for others to follow. In Cambridgeshire, I might say, we are also seeing resources being focused on the front line and an increase in police numbers. It is important to achieve that. There are good examples, and I hope that we can find opportunities when they can be set out for others to follow.

I remind the hon. Lady that we will—not immediately, but at a future date—have an opportunity to discuss the appointments of further lay members to IPSA, which might enable her to raise such issues. On the specific point about the temporary chief executive, I should point out that it was very much a temporary appointment, with a contract for a short period of time, and those are precisely the circumstances in which, as is the case in business life, one would tend to have a special contracting procedure.

With help from the Government and the Mayor of London, Croydon council is today announcing a package of nearly £9 million to regenerate west Croydon and the London road area, which was so badly affected by last year’s riots. However, many businesses are still waiting for compensation through the Riot (Damages) Act 1886 or from their insurance companies. May we have a debate about how government—local and national—and the insurance industry have helped the areas affected by those riots?

I am sure that the House will welcome what my hon. Friends says about the support being given by Croydon council to west Croydon as a consequence of the riots. I will ask my colleagues at the Home Office to write to him about what is being done in relation to the Riot (Damages) Act.

With the economy growing, inflation lower than expected, public borrowing lower than expected and more people in work than at any time in our history, I am sure the Opposition will use the next Opposition day to talk about the economy, but if for some inconceivable reason they do not, will the Leader of the House ensure that Government time is made available?

Yes; I reiterate my hon. Friend’s extremely good point and commend it to the shadow Leader of the House when she considers the business on—I believe— 7 November, when the Opposition will no doubt take the opportunity to debate the latest positive figures on growth, employment and the reduction of inflation, and the simple fact that since the Government came to office, we have cut the deficit we inherited by a quarter.

I think we all accept that there are people in the other place we would perhaps not choose, but they continue to do a good job. The Lords have served this country well for 300 or 400 years. We adopt this Bill at our peril, which is why I will be voting against it.

As a member of the Joint Committee that examined the draft Bill, may I welcome the dates for the Second Reading of the House of Lords Reform Bill and the fact that the Government listened to the Committee’s recommendations to protect the primacy of this place? Can the Leader of the House tell us when he will publish the programme motion? Does he share my view that it is, sadly, all too typical of Opposition Front Benchers to say they will oppose something they have not seen and which is necessary to enact the reform they claim to want?

The programme motion will be tabled in good time for the debate. My hon. Friend is absolutely right that it is absurd for Labour Members to say that they are going to oppose the programme motion before they have even seen it.

Will the Leader of the House find time for a debate on the private rail companies? One of my constituents bought a ticket with his young person’s railcard, but when he was inspected on the train he was found not to have the railcard with him. He was charged not only the mark-up to the adult fee, but the full adult fee plus a £60 administration charge by East Midlands Trains. May we have a debate on the practices of some of these companies?

I am sorry to hear of the misfortune that happened to my hon. Friend’s constituent. I am sure that as his Member of Parliament my hon. Friend will take the matter up with the train operating company to see whether it might consider its actions. There will be Transport questions a week today, when there will be an opportunity to raise the matter with my right hon. Friend the Secretary of State for Transport.

There will be an opportunity to put question to the Secretary of State for Work and Pensions on Monday week. We all know from our advice bureau that the CSA is raised with us as a regular issue. If there is a particular instance that concerns the hon. Gentleman, I suggest that he writes to the Secretary of State to see whether he can usefully intervene and put matters right.

Some small and medium-sized businesses in my constituency still report difficulties in accessing finance. Although I welcome the Government’s national loan guarantee scheme and the business finance partnership, may we have a debate on what else can be done to ensure that companies can access the working capital that they need to drive growth and create jobs?

The Government have introduced a range of initiatives, including the StartUp Loans scheme and the GrowthAccelerator programme. The £82.5 million StartUp Loans scheme is aimed at younger people who want to set up their own businesses. The £200 million GrowthAccelerator programme is for 26,000 of England’s most ambitious small businesses, some of which I am sure are located in Croydon.

A person who thought that the former Defence Secretary should have been referred to the independent adviser was Sir Philip Mawer, the independent adviser himself. He resigned because of that.

The hon. Gentleman was a Minister in, I believe, the Foreign Office, and he will know that in order to represent this country’s best interests, Ministers occasionally have to go abroad. The Business Secretary is fighting for British industry in Germany and helping to win jobs for this country. It is perfectly appropriate for Ministers to represent this country abroad occasionally, even if it means being absent from the House. I am sure that the hon. Gentleman went abroad occasionally when he was a Foreign Office Minister.

Last night I learned that the plaque marking my father’s grave has been stolen, along with a huge number of other plaques in Beckenham cemetery. I am sure that all Members share my utter contempt for people who would steal, and trade in, such memorials. The Government have taken some action in relation to the scrap metal industry, but may we have a debate on what other measures might be needed, and in particular the proposal raised by my hon. Friend the Member for Warrington South (David Mowat) at yesterday’s Prime Minister’s question on whether this should be an aggravating factor in sentencing?

I am very sorry to hear of what happened to my hon. Friend’s father’s tombstone; I understand how distressing that must be. He will know what the Prime Minister said at yesterday’s PMQs. We have already taken some steps in the Legal Aid, Sentencing and Punishment of Offenders Act 2012, but we recognise that other measures may well be needed. The Government are actively considering what further steps we might take, such as increasing the penalties and having a better regulatory regime for scrap metal, in order to avoid distressing incidents such as that which my hon. Friend described.
