Everyone deserves to feel safe playing the sport that they love. In the context of, sadly, too many former professional players suffering from dementia, what steps is the Department taking to ensure that sports governing bodies have the guidance they need to ensure the safety of professional players?

I welcome the Minister back to her place. The Government are one of the biggest advertisers in the UK yet, when it comes to placing adverts and campaigns, local papers such as the Barnsley Chronicle can be overlooked in favour of buying ad space online. Many people in this country do not have digital access or still rely on print media as their primary source of news and information, and our local papers are struggling. What steps is the Minister taking to ensure that the Government’s policy on placing adverts supports the interests of both our press and the public?

Football clubs are more than businesses; they are at the heart of communities up and down the country, but too many clubs are being pushed to the brink, leaving fans from Scunthorpe to Reading worried that their club might be damaged beyond repair by the time a regulator is brought in. Will the Secretary of State update us on what immediate action and interim measures the Department is taking to ensure that an independent regulator for football is ready to go as soon as new legislation is passed?

It is one of the BBC’s public purposes to reflect, represent and serve diverse communities of all of the UK’s nations and regions, yet when deciding to change local radio programmes so that they are regional after 2 pm—further to the question asked by the hon. Member for South West Bedfordshire (Andrew Selous)—the BBC did not offer the communities affected any form of public consultation. Does the Minister agree that losing local radio as we know it would inevitably weaken the BBC’s ability to fulfil its purposes, and that it is not too late for the BBC to think again?

Broadband access is essential to UK competitiveness, yet Ofcom has revealed that just 220,000 of the 8 million households struggling to pay their internet bill have signed up to a discounted broadband package. When will the Government match Labour’s commitment to ensure that there is an industry-wide, mandatory and well-advertised social tariff for low-income families?

The BBC’s cuts to local radio services will be a great loss to communities. I know the immense benefit that Radio Sheffield brings to my area. The BBC’s plans to redirect this resource into online local news may place the BBC in direct competition with existing local news sites. Can I press the Minister again on what she is doing to discuss the impact of these cuts with the BBC? What steps are being taken to support local journalism outlets and their employees?

The hon. Lady raises an important point about the impact of the BBC, and the care that it needs to take in relation to the impact that it can have on commercial services. We do not want the support that the BBC gets from the licence fee to be seen as something that crowds out market competition. We will consider that in the mid-term review. It is now over six weeks since it was revealed that the chairman of the BBC helped the former Prime Minister to secure an £800,000 loan before he was selected for the job. Today he remains in post. What immediate steps has the Secretary of State taken to restore trust in the independence of the BBC, in the appointment system and in the Government?

Thank you, Mr Speaker. I wish to begin by echoing your words about Holocaust Memorial Day.

From April, families across the country will face a 14% rise to their broadband bills, but, even before that increase, there were already more than 1 million households struggling to pay for the internet. Expanding gigabit coverage is vital, but it is pointless if families cannot afford a broadband package. How will the Department work with Ofcom to examine the impact of mid-contract price increases and wholesale prices rising by inflation?

I thank the hon. Lady for her question. She is right to highlight the cost of living challenges that are affecting so many households. We have worked hard on this. It is important that we have a stable regulatory framework that allows companies to invest, but we have hitherto had some of the most competitive telecoms prices in Europe and consumers have benefited from that. In relation to those who are really struggling with their bills, we have done a lot of work with telecoms providers on social tariffs. Unfortunately, the uptake of those tariffs is not where it should be, so I ask every Member of this House to help us raise awareness, because their constituents can get deals from as little as £10 a month. Trying to get them that connectivity is so important to people’s job chances, life chances and so on.

I thank my hon. Friend the Member for Kingston upon Hull West and Hessle (Emma Hardy) for securing this important urgent question, and you for granting it, Mr Speaker.

The BBC is a great British institution and local radio is the cornerstone of it. It is what the BBC does best: whether it be local traffic updates, school closures, weather or other news events, BBC local radio keeps over 6 million people across the country connected to their communities. I know that my local BBC station, Radio Sheffield, keeps the people of Barnsley informed. During the pandemic, it served as a lifeline, providing tailored local updates on the latest case numbers and guidance. More recently, local radio has shown that it has the power to keep national politicians accountable to the people we represent. Of course the BBC needs to change with the times and adapt to a world where people consume their media online, but those adaptations need not be in competition with the services that make the BBC the excellent institution it is.

Under this Government, however, the BBC has been continually undermined. In an already challenging economic environment, the Government’s looming threat of scrapping the licence fee while providing no alternative model has done nothing but further destabilise the position of the BBC. The consequences of that instability are now showing. The journalists on the ground, doing their job, have had to find out through the media that their jobs are at risk of redundancy.

The Minister must take some responsibility and answer the following questions. She said that there was no discussion between the Government and the BBC prior to the decision. What steps will she now take? May I press her again to say when we will finally see the long-awaited media Bill? How will Ministers ensure that people are still able to get high-quality local news and media that keep them connected, especially as local radio stations are often the last local newsroom standing in many areas? Does the Minister acknowledge that threatening the future of the BBC as a whole is already causing it great harm?

Privatising Channel 4 could result in over 1,000 jobs being lost from the supply chain in our nations and regions. Ministers cannot claim to support levelling up while letting this loss go ahead. When will they finally confirm that they know privatising Channel 4 is the wrong decision for our economy, regions and culture?

One veteran who served as a Royal Engineer for 38 years told me that he has been fighting for almost nine years to receive the compensation that he is entitled to. Currently, nearly 3,000 people are stuck in the Veterans UK appeals system facing similar experiences. We all know that there are issues with veterans’ compensation. When will the Minister stop denying that and act?

The veterans strategy commits the Government to ending veteran rough sleeping by the end of 2024. Can the Minister tell the House how many veterans are currently sleeping rough and, if he cannot, how does he intend to meet that target with no plan, no resources and no data?

Improving diversity and inclusion in the armed forces must also mean supporting disabled veterans. The veterans mobility fund closed last year, passing the financial burden to charities such as Help for Heroes to fund essential mobility equipment that is not available on the NHS. As forces charities face funding pressures, does the Minister feel that that decision is fair?

A survey by the Soldiers, Sailors, Airmen and Families Association has suggested that almost half of recruiters would worry about hiring a service leaver because of concerns around negative mental health. While the Government’s proposed national insurance relief for businesses that hire veterans is welcome, it does not tackle the root cause of the problem. What are the Government doing to address the misconceptions employers may have about veterans?

Sadly, the reason we are facing greater restrictions is that the Government have failed to establish an effective testing system. My constituent was not able to access a test for her son, who was sent home from school and asked to travel 300 miles for a test. Despite the fact that I raised her case in the Chamber last week and received assurances from the Secretary of State for Health and Social Care, she still cannot get a test and has still had no contact. When will the Prime Minister fix the testing system?

Two years ago, my constituent Jackie Wileman was killed by four known criminals who stole a heavy goods vehicle. Those men had 100 convictions between them. The Lord Chancellor met me and Johnny Wood, Jackie’s brother, and I would like to take this opportunity to thank him and to welcome the decision to increase the maximum sentence for death by dangerous driving from 14 years to life imprisonment. May I also take this opportunity to press him on what progress his Department has made on the reintegration of the probation system?

May I ask the Secretary of State what screening plans are in place for those arriving in the UK from China, and has a contingency fund been established to tackle the potential effects of the coronavirus?
