Commons ChamberJust before I answer the hon. Lady, let me say that I am happy to agree with you, Mr Speaker, that your conference showed great leadership, which we were happy to follow. I think that it is wise to acknowledge that from the Dispatch Box—[Laughter.] The Secretary of State says keep going. The hon. Lady makes a serious point about sanctioning. We have to make sure in the Department and Jobcentre Plus that if someone on employment and support allowance does not engage with the help they are given, we understand why they do not engage with it and then deliver proper support. Last week, when I was looking at the pilots, I was trying to see how we better engage with that mental health support to ensure that we give people the support both to stay in work, and to get back to work, if they have a mental health problem.
I was delighted to welcome the Minister to the Olive Tree café which provides opportunities for more than 30 people to rebuild their confidence and skills. That has been achieved through a successful social enterprise. How can we share that best practice?
My hon. Friend invited me to visit the Olive Tree café in his constituency on a day that I also spoke at a mindful employer event, which again focused on mental health, at the constituency of my hon. and learned Friend the Member for South Swindon (Mr Buckland). We can use our Disability Confident campaign to get those messages out there. My hon. Friend, by using the benefits of this House, has ensured that the message will be heard far and wide.

Commons ChamberPost Office Ltd is coming up with a range of accounts, some of which have monthly charges and other different features. The basic bank accounts of the largest nine clearing banks, among others, are all Post Office-accessible. The key thing is that Post Office Ltd is a business that can develop accounts of different sorts, as it is now doing—perhaps it has taken a bit longer than we might have wished—and customers can choose between them. For us, the crucial thing is that people will, if they wish, be able to get their cash at the post office, whether from a POCA, a basic bank account or a Post Office account.
This announcement is vital for customers in our local post office network. The previous Labour Government presided over more than 6,000 post office closures. Labour MP after Labour MP queued up to have their photograph taken before coming down to Parliament to vote to close those post offices. To what extent will this announcement protect our existing network?
My hon. Friend is absolutely right. There has been a sea change. Of course, nobody notices something that does not happen. For the past four years, we have not seen these mass organised closures. It was not just attrition, but at least two rounds of organised post office closures. This Government, despite difficult financial situations, have made it a priority to address that. Not only have we have invested in upgrading the network, but the post office local model means that people will be able access their cash on a Sunday morning if the shop is open, and that will be good for business. This is a seven-year contract, so it covers a very long period. The intention is to give the post office network breathing space to develop new products for the longer term.

Commons ChamberIt is a real pleasure to participate in this debate, which is covering some important areas. Like my hon. Friend the Member for Ipswich (Ben Gummer), I think that there are all too many missed opportunities in the Opposition motion on this important subject.
The reality is that we are 1.6 million private sector jobs up since the general election. Let us contrast that with the scandalous situation in which the number of workless households more than trebled under the previous Government. It became the norm for future generations just to accept that they would never have the opportunity to work. I have talked in previous debates about how the fact that the school I went to was at the bottom of the league tables and that I had seen generations of people robbed of an opportunity is what got me involved in politics and in supporting the Conservative party.
In my constituency, unemployment has fallen by 34% and youth unemployment by 30%. Let us remember that no Labour Government have ever left office with lower unemployment, which is their real legacy.
I will not, because time is limited and other speakers would have their time cut.
The number of apprentices has now doubled to 1.5 million, which is really worth while. Partly driving that improvement has been our support for businesses through new employee incentives, such as the extension of business rate relief, the cut in corporation tax, start-up business loans and the enterprise allowance—all measures that I have supported and that the Opposition have voted against.
The national minimum wage is incredibly important. I spoke about it in the Opposition day debate a few weeks ago. I am a big supporter of the national minimum wage. I support the fact that fines will be increased and that they will quite rightly be targeted on a per worker basis. I want more to be done and for us to be proactive in focusing not just on businesses, but actual decision makers within them, because members of staff are being exploited. In some cases, it is borderline slavery. That is rife in many parts of our economy—the restaurant trade, the night-time economy—and much more could be done. The figures show that people have got away with it all too often, not only recently but in the long term.
I know that the shadow Secretary of State did not want to discuss his personal situation, but when I ran a business, employed people and got them to contribute positively to society, I always made sure that I paid a fair wage. I incentivised my staff and they shared in the business as it did well, because they were more productive—a win-win situation.
The Government have done much to help keep money in the pockets of hard-working people. The income tax threshold has been raised, and 2.4 million of the lowest earners now pay no income tax at all, while 25 million people have had a tax cut. I have gently encouraged the Chancellor of the Exchequer to state any changes, positive or negative, on payslips so that people realise when and why they get more or less money. That would help to create further security.
The Government have reversed Labour’s trend of continuing to put up fuel duty. There were 12 disgraceful rises in just 13 years, but we cancelled the next six proposed increases. We even cut fuel duty, and since then we have continued to freeze it. That is important because fuel is the single most important tangible cost—the one thing which the public can say exactly how much it costs—so keeping its cost down will help to improve confidence. We have also cut the beer duty, which has been much welcomed, and the triple lock for pensions has meant the biggest ever cash rise for pensioners on fixed incomes.
Council tax has now been frozen in most councils, predominantly Conservative ones, for four years in a row. I pay tribute to my local authority, which in the next couple of weeks will set its fourth council tax freeze, in stark contrast to when Labour ran the council and put it up by a disgraceful 42% in just three years. Fear not: they were booted out of office on the back of that. It is right that the Government have encouraged and incentivised councils to freeze council tax.
Finally, in respect of youth unemployment, we need to encourage young people to consider becoming young entrepreneurs. I welcome the fact that 400,000 new businesses have been created since the general election. However, more young people need to understand that they do not just have to go to university or do an apprenticeship, because they might have the ability to set up their own business. Young people have the enthusiasm, energy and risk-taking ability to do so. I did a business degree at university. Of the 350 students on the course, I was the only one who went on to run my own business because entrepreneurial flair and risk-taking were taught out of us. Obviously, I was not paying enough attention. I therefore welcome organisations, such as Outset in Swindon, that provide mentoring for young people so that they can use their enthusiasm, having been inspired by TV programmes such as “Dragons’ Den” and “The Apprentice”, to become the next generation of wealth creators and provide further employment opportunities.

The UK’s cultural and sporting assets are of enormous value in cultural diplomacy. They enhance the UK’s influence, reputation and soft power around the world.
The 2012 Olympic and Paralympic games and the enduring success of the premier league ably demonstrate how British sport can put us on the world map. Does the Secretary of State agree that more can be done to exploit our sporting reputation through the British Council as a means of extending British influence overseas?
My hon. Friend is right to recognise the valuable role that London 2012 played in taking Britain’s image around the world. It is an enduring legacy. He is also right that we can do more, and the British Council, together with UK Sport and national governing bodies, can certainly do a great deal to enhance and strengthen our influence. The sports Minister, my hon. Friend the Member for Maidstone and The Weald (Mrs Grant), recently met the chief executive officer of the British Council to discuss precisely that.

The good thing about the pathfinder is that it has allowed us to test the RTI system. The hon. Lady will find, if she wants to visit any of the sites, that we are getting a phenomenally good feed from the RTI about the payroll. In some areas, they have already discovered that some people claiming jobseeker’s allowance are earning a salary at the same time. They have been able to deal with that, hugely due to the fact that the RTI system is working. I recall that many Opposition Members said that the RTI software would not work, but they were wrong.
Why was this urgent question called when the Public Accounts Committee, of which I am a member, is investigating this clearly outdated, historic report next Wednesday?
Order. I am afraid that that is not a question for the Secretary of State. I decide whether an urgent question should be granted or not. I am fully conscious of what other parts of the House are doing and the judgment I have to make is whether the matter should be aired on the Floor of the House today. The answer is yes. That, to be honest, is the end of the matter.

Commons ChamberI am not sure whether the hon. Gentleman has misunderstood the situation, but perhaps when the vote takes place, he will be much better informed.
The Bill turns my stomach. The impact assessment states:
“A retrospective transfer of public money to this group of claimants would represent poor value to the taxpayer”.
What a disgrace to say such a thing in Government documents with reference to the people I have mentioned 10, 15 or 20 times previously. That will not give them self-esteem. They are doing their very best.
Jobless households trebled under Labour and increasingly became the norm for the next generation. Surely we owe it to those children to assist their parents to get their first foot in the door of a job. Specifically, I recently spoke to one parent who said that her children were full of pride when she got an opportunity. Why deny that to others?
Members of Parliament discuss with constituents, and often people away from the constituency, the merits and otherwise of policies. I often meet people with a very different view from the people the hon. Gentleman has met. That is not to say that that has not been said, but the people I meet want decent jobs. They want the opportunity to get up in the morning and go to work for a decent wage. They would accept the minimum wage even though, at this point in time, it is not high enough. Where I live, 25 people are after every single job in the jobcentre. That means that 24 are not getting employment for every single opportunity. People want to work for the best intentions and the right reasons. They want self-esteem and finances. People where I live want to work—I am sure that extends throughout the country.
Saying that paying claimants the money that the Court says they should be paid—the result of the ruling means that the £130 million can be paid—does not represent good value for the taxpayer is an absolute disgrace. It is not the type of language we would expect from any Government. It is not right to talk about people as, “This group of claimants.” They are ordinary people with feelings, and many of them want to get on in life.

Commons ChamberWhen I listen to the Government, I wonder what world they live in. It certainly is not the world of the 2,400 tenants of Bolton at Home or the 4,500 tenants of Wigan and Leigh Housing who are facing unaffordable bills because the Government have decided that the poor should pay the price for the wrongs of the rich.
The Government have a fundamental ignorance about social housing and a thoroughly disgraceful attitude towards people who, through choice or circumstance, are living in council or housing association properties. They seem to think that it is a negative choice and that everyone, whatever their circumstances, should aspire to own a home. It is as if they have learned nothing from the sub-prime catastrophe.
I will not because other Members want to speak.
Social houses are homes: homes that are usually occupied by people who cannot afford to buy a house because they do not earn enough or because they cannot work; homes that people live in for many years; homes that tenants lavish care and attention on; homes that they hope to live in until they choose to downsize to a flat or until they die; homes that their children may move back into when they finish university or when relationships break down; homes that families come to visit and where grandchildren come to stay; homes that are part of a community that benefits from stability and from established residents who make a contribution.
The Government do not seem to think about homes and communities, but merely about spare bedrooms. When they talk about overcrowding, they do not look at where the so-called spare bedrooms are and where the overcrowding is. Unfortunately, the two do not match. They also do not consider who will lose out. What they are doing is like shuffling the deck chairs on the Titanic. They are simply moving the problem, not solving it.
Bolton and Wigan do not have spare one and two-bedroom properties, so tenants will have to starve or freeze to pay the additional rent, move to the private rented sector or be evicted for arrears. The Minister suggests that people should work more hours. If only it were that simple in Tory-Lib Dem Britain to get a job. Even if people can get a job, the Minister ignores the fact that every time people earn more money, they lose benefits. How will that help to cover the gap?
The Minister also says that the measures will drive down housing benefit costs. Wigan and Leigh Housing has done its own modelling. If about a quarter of its tenants moved into the private rented sector, there would be an additional cost to the Department for Work and Pensions of more than half a million pounds. It also estimates that the cost to Wigan and Leigh Housing would be more than £10 million, which would come from a different public purse. That includes £1.4 million for the adaptation of new homes for the disabled and £300,000 for rent collection. This measure will, of course, affect other tenants as well as the ability of housing associations to repair and maintain housing stock, and it will prevent them building new homes. One housing provider has said that it will lose one new build a week because of the cumulative affect of welfare reform.
Government Members like to throw out the accusation that the previous Labour Government introduced the same policy for the private rented sector with the local housing allowance, but they should stop listening to their own spin. The LHA was tested for four years before it was introduced and did not apply to existing tenants but just to new claimants or people moving house. It did not specify how many bedrooms people should have, but allocated a sum of money based on the median rent for properties of the relevant size. Therefore, if a family found a house with more space for a lower rent, they could move in. The size of the housing benefit bill is due to the cost of private rents, not social housing. However, the Government will not do anything about fair rent and instead just reduce the chances of ordinary people to find houses. I also wonder when Government Members last visited a council house and looked at the size of the so-called third bedroom. Often, it is a room that barely fits a bed and would be unbearable for two teenagers with no space to do homework or hang up clothes. It is certainly not the sort of space that a lodger would want to rent.
My hon. Friends have mentioned the difficulties of expecting children with vastly different ages to share a bedroom, and the difficulties experienced by families with a disabled member. Let me lay out the nature of the Government’s policy. A family with two children under 10 in a three-bedroom house will now need to move to a two-bedroom house. When a child turns 10, they will need to go to a three-bedroom house but if one child moves out, they will have to go to a two-bedroom house. If both children move out, they will have to move to a one-bedroom home, but what about if one child wants to come home? What about the cost of this measure? Will children have to move school? What happens to the community? This policy is nonsense.
Others have spoken in detail about the situation of separated couples, but I have one question: will mothers allow their children to stop with their father overnight if the father is in a bedsit and the child has to share a bed with dad or sleep on the couch? The Government just have not thought this through.
I have already spoken in this House about Isabel and her son Carl who has Down’s syndrome, so I will finish by talking briefly about two people who came to see me last week as a result of my asking the Prime Minister whether he had ever met anyone who was losing their home because of the bedroom tax. The Prime Minister replied that he often met service people in his constituency, although he did not tell us whether they were losing their homes. Stephen and Bill came to see me because they are ex-servicemen.
Stephen and his wife told me that for them this policy feels like persecution. Stephen served for 17 years in the Air Force and then continued to work. He became ill and lost his house; he has had two back operations and has irritable bowel syndrome. His wife is suffering from depression. Stephen has been in his council house for 22 years and told me that he feels that he has made a huge contribution to this country and cannot understand why in his hour of need the country is turning its back on him.
I cannot talk about all of the situation of the other person, Bill, who came to see me, but he lives in an adapted house with a carport, ramp, walk-in shower and stair-lift. Bill is disabled, has anxiety and depression, and IBS. He lives close to his family and gets support from them—and he gives them support; his son is serving in Afghanistan. He is anxious about the bedroom tax and is trying to be proactive, but because of his needs, accommodation is limited. Bill says that the only thing he has to live for in his life is his fishing and he is worried to death that he will not have room for his fishing gear in any other accommodation. He is considering suicide.
This is not scaremongering; it is the reality of people’s lives.

Surely, doing the work experience would both display a can-do attitude and place the lady in the shop window for the organisation, which could ultimately lead to a permanent role.
I am not convinced, from the young woman’s description of her experience, that she was in the shop window of anything. I should like to quote the chief executive of the Centre for Economic and Social Inclusion. His view is not that there should be no work experience, but that there should be
“a good ‘match’ between the nature of the work experience and the young person”.
He gives an example. He says that
“for someone with a law degree doing work experience at a legal firm would be a much better match than, say, the night shift at a pound shop. We have learned time and again that the better the match,”
the better the prospect of someone getting employment.

Commons ChamberMy hon. Friend makes a very good point, and I shall give another example. The UK average of gross weekly earnings is about £500 per week or £26,100 a year. In Great Yarmouth, the figures are £420 and £21,900 respectively; in fact, 10% of our full-time workers have earnings of £250 a week or £13,000 a year. That is partly because we have seasonal employment, and nobody did enough to move the situation forward until this Government. What the Government have done in improving things for business is to open up better opportunities for people to earn, look after their families and raise their living standards.
In Great Yarmouth, in conjunction with Waveney constituency and Lowestoft, we now have an enterprise zone. The importance of an enterprise zone cannot be overestimated; it has been set out and led by business people in our area who know what they need to grow businesses and attract them into the area to create jobs. The jobs that we need are not seasonal, but those based on an industry in energy and engineering that has a long-term future. The renewable energy industry believes that there are contracts worth about £80 billion across our coastline, with oil and gas decommissioning and renewable energy. That business will bring jobs to our area.
The enterprise zone, focused on areas designed and requested by local business and business leaders, is already attracting companies. The first company to go into an enterprise zone is likely to be in Great Yarmouth. ScottishPower and Vattenfall have already announced a memorandum of understanding that alone could create hundreds of jobs in one spot in my constituency. That is the kind of thing that will increase living standards. We need a more joined-up, holistic approach.
Education also needs to be part of the issue, to ensure that the skills are right. One of the complaints that I get from businesses, not just in my constituency but across industry, is that there is a shortage of people with the skills required by engineering companies and the energy industry. We need to make sure that we match that skill set to the job requirements of businesses.
Only a few weeks ago I met prime providers for the Work programme. One of them said to me that they were surprised that in certain parts of the country where they expected to have an issue in finding jobs, the problem is not finding jobs, but finding people who will apply for those jobs. In Great Yarmouth, we have third-generation, and in some cases fourth-generation, unemployment. Over the next few years, we need to change that culture—to change the programme so that people want to aspire to that first job. They should understand that that first step on the ladder is not the end of the story. They should not just stay on benefits.
A school pupil actually said to me that their ambition was to go on benefits, because their parents were doing nicely, thank you very much. That does not represent the majority of people, but we need to change that culture so that people look at that first opportunity and want to take the step on the ladder. That first job may not be the perfect one with the perfect salary, but it is the first step on the way to getting where people want to be and can be for themselves and their families. That is good for the entire community.
Does my hon. Friend agree that the welcome expansion of apprenticeship schemes is giving young people the opportunity not only to take that first step, but to learn applied, real-life skills that businesses in constituencies across the country are crying out for?
My hon. Friend is right, and directs me perfectly to the point I was about to make, which is that apprenticeships are a hugely important part of raising living standards. In my constituency alone, the number of people taking up apprenticeships has increased by about 60%. Apprenticeships give opportunities for people to get real-time work experience and for companies to train people so that they have the skill set that readies them to take on work. One of the things the Government have done well and that we can do more of is highlight the value of apprenticeships, so that young people do not regard university as their only or primary option, but see apprenticeships and going straight into the workplace as a genuine, viable and valuable way to contribute to their own family as much as to society.

Commons ChamberThank you, Madam Deputy Speaker, for giving me this opportunity to make my maiden speech. Although we are not quite neighbouring MPs, we share an excellent motorway, the M4, which connects our two constituencies.
I congratulate all those who have made some first-class maiden speeches today, two of which I shall highlight. My hon. Friend the Member for Chatham and Aylesford (Tracey Crouch) spoke passionately about her love of football—a love that I share but, the House will be delighted to know, not of the same team, Tottenham Hotspur. My hon. Friend the Member for Burton (Andrew Griffiths) championed the sampling of the fine traditions of Burton’s brewing industry. I am sure that all of us suffering greatly from nerves as we headed towards making our maiden speech would have formed an orderly queue to take up his suggestion.
Following tradition, I pay tribute to my predecessor, Michael Wills, who served the North Swindon constituency for 13 years. He had a reputation for meticulous attention to detail and worked extremely hard for my fellow local residents. On my first meeting with Michael, he assured me that one day we would both be in Parliament together. How right he was. I am sure that the whole House joins me in congratulating him on his elevation to the House of Lords, where he can continue to represent the people of Swindon in a different role.
I am a local resident of North Swindon and was a councillor for 10 years, up to the day of the general election. I am grateful that the local residents did not give me a huge amount of free time in allowing me to change roles. Earlier this week, on Monday, my hon. Friend the Member for South Swindon (Mr Buckland) made an enlightening speech in which he set out the proud history of our town, covering its beginning as a small Saxon market town and its development through our proud railway heritage. Now, Swindon is one of the fastest growing towns in the country. In the spirit of teamwork that we show in having joint staff and joint offices, I shall not repeat the summary of history that he gave; instead, I shall focus on some of the more quirky and light-hearted facts that make our wonderful and unique town of Swindon so proud.
All maiden speakers champion the towns they represent, but I am delighted to say that I have some evidence that Swindon is as good as we all claim. In 2008, The Times said that it was the best place to buy a house—I welcome any Member who wishes to visit one of our local estate agents. We had the first example of a lending library, and I am pleased to say that two years ago we built a new £10 million central library on time and to budget—an aspiration for many Government Departments. I must say, however, that despite the fact that ours was the first lending library, it took us 40 years to replace a temporary set of portakabins, much to the annoyance of local residents. In addition, the much loved mechanics’ institute was the first example of the basis of the NHS.
When I say that I am from Swindon, many people mention roundabouts, and we are indeed famous for “the magic roundabout”. I assure those who have never embarked on the magic roundabout—a series of five roundabouts—that doing so is as daunting as making one’s maiden speech. Those who know the music industry will know that, allegedly, the famous band Oasis named themselves after our very popular local Oasis leisure centre. I am proud that Swindon is twinned with cities such as Salzgitter, Ocatal, Torun, and Murcia. In addition, thanks to the endeavours and creative skills of local resident Rebecca Warren, we now have a formal twinning arrangement with Disneyland, so the magic of Disney is now being sprinkled across Swindon and our local paper finally has some colourful coverage.
In my role as a councillor, one of my main focuses was on leisure. I played a small part in addressing the subject of this debate—poverty—because I see how sport and leisure can play a big role in raising aspirations and providing opportunities for people. As a result of the excellent work of the sports forum that we set up, we now have more than 60 voluntary sporting groups that come together to share best practice, network and work together to create greater opportunities, as well as to leverage extra funding from external organisations and the council for that work.
Swindon is a thriving sports town. When researching all the different sports other than my main passion, football, I was surprised to find the following names that have all been adopted by local sports teams—I shall be testing hon. Members later. We have Swindon Wildcats, Flames, Sonics, St George, Supermarine, Robins and, of course, Swindon Town football club, which two weeks ago I was delighted to have the opportunity to cheer on at Wembley. I am afraid, however, that we did not quite overcome the final hurdle and make it into the championship, as we lost the play-off final, but I am sure that we have good foundations for next season. As a diehard blue Conservative, it is the only time people will catch me shouting, “Come on you reds!”
Turning from Swindon to the poverty debate with a rather tenuous link, I am concerned about the long-term quality-of-life issues arising from new build development. In the 10 years in which I was a councillor, I represented a predominantly new build area. When I was first elected in 2000, we had just 3,000 houses—I was very grateful when it took me just a few hours to deliver leaflets to all of them—but when I stood down, there were nearly 10,000 houses, and it took many weeks to deliver leaflets. I saw lots of examples of good development—I live in the area myself—but there were examples, too, of things that were not good, and we are storing up problems for the future, predominantly arising from the increasingly high density of new developments.
The first area of concern stems from the lack of open spaces and parks. That was partly down to the changing classification. Green space was taken into account, but it included hedges and heritage spaces—basically, places where people could not put down jumpers for goal posts. I have a great fear that future generations will miss out on the inspiration of sport. When I was young and Wimbledon was on for a fortnight, we would play tennis. When the Tour de France was on, out came the bikes. When the World and FA cups were on, out came the football. When the Ashes cricket was on, out came the cricket bats, and I was proud to emulate the failings often of some or our national sporting icons.
Without those open spaces, it is no surprise that child obesity has increased. Too often, we look at improving leisure centres, which is a commendable thing, but the lion’s share of sporting activity takes place in open spaces. I am concerned that the lack of such space will fuel antisocial behaviour, as young people’s endless, enthusiastic energy will not be burnt off.
Parking provision is another problem. It is understandable that the then Government should try to encourage residents to transfer to public transport—I support that principle—but local residents are far more creative than that and would find parking spaces on pavements and roundabouts, causing all sorts of problems, particularly for parents with pushchairs trying to get to local schools, as they had to go on to the road. All too often, emergency vehicles could not get access to roads, which was a serious concern.
The size of household gardens has shrunk by a third since 1960. In fact, 3.3 million people do not have access to their own private garden, so it is no wonder that the amount of time that children spend in their back garden under parental supervision has halved since the 1960s, fuelling child obesity. I enjoyed the outdoors, but too often children nowadays miss out on that.
I am concerned about unbalanced development. In theory, all developments are supposed to have a mix of family homes, private homes, affordable homes and retirement homes, but in my ward I kept seeing developers targeting family homes. We had a high concentration of young children, but despite the fact that every single primary school had expanded to the maximum capacity that the land would allow—and often beyond that—we still could not provide sufficient places in the most popular schools. We need a better mix of development so we can spread the burden on local infrastructure and services.
I sometimes question developer conduct—I certainly never received a Christmas card from developers in the ward that I represented, and I was quite proud of that—for two reasons. The first is their inability to adopt roads—I notice there is an Adjournment debate on the issue later—and the fact that they take far too long to do so. In particular, the moment the last house is sold, all too often maintenance falls away, much to the frustration of residents who are still paying council tax. Secondly, I am concerned about developers who create storage sites, which become an eyesore for local residents.
Sometimes in politics there is an element of luck. As I prepared my speech over breakfast the other day, I turned on the news only to see that the Government had announced that they were going to scrap minimum density targets and increase the power to protect back gardens. I was delighted to hear that and, as the Member for North Swindon, I will be a strong supporter of those proposals, and I will do all that I can to make sure that in future we have better developments that enhance the quality of life of people living on them.
