Commons ChamberAs the Secretary of State made clear, we should all try to fix the systemic problems that exist on the route. Let me give one example: at the moment, when a driver calls in sick—and there are sickness rates of 14%—another driver will cover it only if they are working under rest day working. However, the unions will not agree to rest day working, so the train gets cancelled. If hon. Members are interested in fixing these issues, they should look at the parties responsible and not just at the operator.
Further to Question 4, the Minister will be aware of plans to significantly increase flights in and out of London City airport over my constituency and many others in east and south London. Can he assure the House that a decision on the matter will not be made while the Civil Aviation Authority’s survey of noise pollution is still being conducted?
I obviously cannot comment on the situation at the moment, but the hon. Gentleman’s point is well made. If he wishes to take the matter up with the aviation Minister, I am sure that she would welcome it.

The Minister has been given example after example of fire and rehire this afternoon; every hon. Member, unless they have been living on another planet, is acutely aware of all those examples from the last two or three years. At what point will the Government say, “This is wrong. It should be illegal”?
As the hon. Gentleman knows, this is not really a fire and rehire situation, but we are absolutely clear that the way that those workers have been treated is wrong. That is why I have said in no uncertain terms that we are bringing forward a package of measures and I will be able to update the House before the end of the week.

Commons ChamberIn answer to Question 3, I think the Minister of State, Department for Transport, the hon. Member for Pendle (Andrew Stephenson), said he is meeting the trade union representatives of the bus driver industry. Can he confirm that he is meeting the trade union representatives regularly? Has his Department assessed the levels of bus driver pay and the impact of the same on recruitment and retention?
In answer to Question 3, I said that the roads Minister, Baroness Vere, is regularly meeting trade representatives, not trade union representatives. As the hon. Member for Leyton and Wanstead (John Cryer) will know, the bus operators are predominantly private sector companies. It is not for the Government to dictate wages in the private sector, apart from setting the national minimum wage and the national living wage, which, I am proud to say, was introduced by this Government.

Yes it will, and I ask my hon. Friend to meet Douglas Oakervee to make those points, because every element of this is being taken into account.
Are there not many abandoned former railway lines across the country for which, for the first time in a long time, there is now extensive demand? Those could be reopened for a fraction of the cost of HS2.
With huge respect to him, I curse Beeching every day in this job and I entirely agree with the hon. Gentleman.

Commons ChamberI congratulate my hon. Friend’s constituent on her work. It sounds absolutely fascinating. All I can tell him, as far as the Commission is concerned, is that the commissioners heard evidence on this matter and it will be reflected in its report. However, it is not for me to anticipate that. In addition to the more traditional evidence sessions, the commissioners met a wide range of people in a number of towns and cities in the United Kingdom.
Is there not a fear that any introduction of electronic voting, which is partly what we are talking about, could give rise to abuses? Would it not be more sensible to stick with the system we have now on the basis that if it is not broken, don’t fix it?
I have to again point out that the House of Commons Commission is not actually responsible for this matter, so as its spokesman I cannot comment on it. However, I know that Mr Speaker, whose commission it is, has heard what has been said and I am sure that it will be taken into account.

Commons ChamberI am always reluctant to make funding commitments for the Government, but it would be a pleasure to meet my hon. Friend and his constituents. This is a vital industry for Britain and a core part of economic growth, so it would be a pleasure to listen to representation about how we might improve the skills of drivers.
13. What steps he is taking to improve passenger safety in taxis and private hire vehicles.
The Government’s principal role in relation to taxis and private hire vehicles is to ensure that the legislative framework and the guidance to licensing authorities are fit for purpose. Our best practice guidance for licensing authorities stresses the importance of adequate safety checks and enforcement to ensure that these services are safe.
But the Government are also planning to allow taxi operators to subcontract calls to other taxi operators without consent. What implications will that have for safety, especially for women?
All the taxis will have been licensed, albeit by a neighbouring authority. I cannot see the difference between getting into a minicab in York to go to Scarborough, so I am being driven around Scarborough in a York minicab, and a firm in Scarborough ordering a York cab for me because it is so busy owing to the success of our resort.

Commons ChamberThe first point that needs to be made is that, compared with the previous Government, we have doubled spending on cycling. Indeed, the eight cycling ambition cities have benefited from that funding, and Cambridge is one of them.
If we are to get more people cycling, the physical fear—real or imagined—must be removed, particularly on busy roads such as those near my constituency where a number of people have died. How can the Government address that and take away the physical fear of cycling on busy roads?
The Highways Agency is spending £40 million on cycling improvement schemes. I think that some of the media coverage, particularly in London last year, gives the impression that cycling is more dangerous than it actually is. It is safer now than it ever has been.
