Commons ChamberIt is a huge pleasure to see you, Madam Deputy Speaker, in the Chair this evening, not just because you are my constituency neighbour as the Member for Epping Forest, but because you have worked so hard alongside me to get a vital new hospital health campus in Harlow at the Princess Alexandra Hospital. I am hugely grateful to you for being here today. I am grateful to the Speaker for granting this debate, my fifth, on capital funding for the Health Department, particularly for new hospital projects. I strongly welcome the extra £34 billion that is going into the NHS over the next few years. The Government are rightly making the NHS a priority in their spending plan. In doing so, they are helping to create certainty for our hospitals, future-proofing them for the challenges ahead. However, this day-to-day funding does not account for bigger-scale capital funding projects, such as new hospitals. The Health Service Journal suggests that in the past two years NHS providers have requested about £8.7 billion of capital funding in more than 360 formal bids.
The Prime Minister’s announcement of an £850 million cash boost for 20 new hospital upgrades is a step in the right direction, but we risk a healthcare crisis in this country if we do not act quickly. Many of our hospitals in England were built in the 1960s and 1970s and, while our model of care has modernised, the infrastructure has fallen behind. Many of our NHS hospitals are no longer fit for the 21st century, sadly none more so than the Princess Alexandra Hospital NHS Trust in Harlow.
You will no doubt understand the frustration of our constituents, Madam Deputy Speaker, and those of our neighbours, particularly those who work at the Princess Alexandra, that our Harlow hospital was not included in the hospital upgrade programme announced by the Prime Minister. As well as the numerous letters and conversations with colleagues, I have raised on no fewer than 30 occasions during questions in the Chamber the need for a new hospital health campus to serve west Essex. I mentioned that this is my fifth debate. I have also tabled 11 Commons motions. I am pleased to see a number of right hon. and hon. Members here who have also championed the case for increased hospital funding. Six local MPs, including you, Madam Deputy Speaker, helped significantly in writing to the Health Secretary in May last year, pledging their support for a new hospital and acknowledging its importance to
“the vitality of community and also to the economy of the entire region.”
Our passion and determination for a new health campus is founded in the desperate situation that we find ourselves in.
Of course. It is impossible not to give way to the hon. Gentleman—my hon. Friend, I should say.
I did seek the right hon. Gentleman’s permission earlier today, before the Adjournment debate, to make an intervention. Does he not agree that it is tremendous to see the Government today, through the Chancellor’s statement, listening to need and allocating additional funding for other things, such as policing, Northern Ireland and education, as well as some £1 billion, I understand, for health and social care? However, we do need a standard increase in the block budget under the Barnett formula for Northern Ireland. I suggest that that needs to be ring-fenced to provide frontline services that are also underfunded and on which there has to be a focus. I fully support his request to the Government, because across the whole of the United Kingdom of Great Britain and Northern Ireland there are pressures on health and social care. It is important that everybody in the United Kingdom of Great Britain and Northern Ireland sees the benefits.
I thank my hon. Friend. He has attended every debate I have secured on the Princess Alexandra Hospital in Harlow. That shows that there is not just support across Essex and Hertfordshire, but from as far afield as his constituency of Strangford and across Northern Ireland. His question, in essence, is about important funding for devolution and fair funding across the board. I completely agree with him and I thank him again for coming, on this fifth occasion, to support my campaign for a new hospital in Harlow.
We need a new hospital for four substantive reasons. First, and there are no two ways about it, the hospital estate is falling down. It is crumbling around staff, patients and visitors, so much so that it is inhibiting the work of our hardworking NHS staff who brought the hospital out of special measures in 2018. The Health Secretary himself, having visited the hospital at the start of this year, stated in this Chamber that:
“the basement of Harlow hospital is in a worse state of disrepair than the basement of this building.”—[Official Report, 1 July 2019; Vol. 662, c. 941.]
That is saying something, Madam Deputy Speaker.
Given that the Palace of Westminster has been promised a £3 billion restoration, I ask the Minister: when will the Treasury prioritise the crumbling basement of our NHS hospital in Harlow? Whenever I visit Princess Alexandra Hospital—as a patient, visitor, or in my capacity as an MP—I am genuinely astounded by the quality of care and exceptional service that is delivered, as was the Health Secretary on his visit. Following a comprehensive tour, he said:
“I’m incredibly impressed with how much the staff are managing to do in the current facilities.”
My inbox, however, is filled with the anxieties of constituents about the pressure on A&E and the condition of the estate. The doctors, nurses and specialists are working in extremely tight spaces, in an immensely pressurised environment. Staff simply cannot be expected to make service improvements, nor to meet NHS waiting time guidelines. I ask the Minister: how can we expect our NHS staff to deliver the high standards that we demand when they do not have the physical space, bed capacity or modern equipment to carry out their jobs?
In no other working environment would we expect as much in the 21st century. The remarkable hospital staff —everyone from the cleaners, porters, ancillary staff, nurses, doctors and consultants to the management team, led by a very special chief executive, Lance McCarthy —have progressed in leaps and bounds. I am particularly grateful to the chief executive for his decision to keep domestic services in-house, protecting the jobs and livelihoods of many Harlow residents.
In July, I was delighted to welcome Kathy Gibbs into Westminster for the NHS parliamentary awards. She was a finalist for the lifetime achievement award after dedicating her entire career to Princess Alexandra Hospital in Harlow. The neonatal unit has received a number of accolades for its dedicated care and has recently been shortlisted as a finalist to receive the Bliss neonatal excellence team award. Should the Minister wish to see at first hand the brilliant work that is done in the busy maternity ward, I encourage him to catch up with the latest series of W Channel’s documentary following TV personality Emma Willis as she joined our Harlow hospital team to train as a maternity care assistant.
All across the hospital, there is a collective effort to raise standards. The entire catering team at the hospital’s restaurant were celebrating recently, having again been awarded a five-star food hygiene rating from environmental health officers. Despite the challenges that they face, Princess Alexandra NHS staff are making progress beyond expectations. In the light of their hard work and proven capabilities, does the Minister agree that our NHS staff are some of the most deserving of a new hospital and place of work that is fit for purpose? They have shown us what they can do in an outdated, difficult working environment—just imagine what they could achieve if they were given the tools to succeed.
Our population is growing at an extraordinary rate, placing enormous strain on local healthcare resources. Our hospital, and town, was built in the 1950s to serve a population of approximately 90,000. Since then, Harlow has seen considerable change, going from strength to strength. We have a thriving enterprise hub—Kao Park—which is home to a state-of-the-art data centre and international businesses such as Pearson and Raytheon, offering unparalleled employment opportunities to thousands of residents. Thousands of new housing developments are under construction to accommodate our fast-growing population and help first-time buyers to get on the ladder of opportunity.
Yet, with this extraordinary population growth, there is unbearable pressure on staff at the Princess Alexandra. Our hospital is struggling to cope with healthcare demands from around 350,000 people, exacerbated by the closure of nearby A&E units at Chase Farm Hospital and the Queen Elizabeth II Hospital. We have one of the busiest A&E units in the country and this trajectory of growth is only set to continue. Soon, Harlow will become home to Public Health England, and we have the chance to become the public health science capital of the world, offering employment to hundreds of people and bringing in many new residents. The near completion of junction 7A on the M11 will improve accessibility to our town, encouraging investment and prospects for business expansion. Given this faster-than-average population growth, does my hon. Friend the Minister agree that we cannot expect our NHS staff to bear the brunt of such demand without giving them the proper resource—a new health campus—to do so?
It is not only about numbers. The third challenge that Harlow faces has been caused by out-of-area placements into large-scale, commercial-to-residential conversions. Permitted development rights legislation has been a disaster for our town. Many of the families placed in temporary accommodation in Harlow by London councils have additional healthcare needs and come to our hospital for medical support, yet neither our local council nor the Princess Alexandra Hospital are given any extra funding to provide this. We face unique pressures on our health and social care resources in Harlow. Does the Minister not agree that a healthcare campus would help to alleviate these pressures as well as offering space for further expansion?
Fourthly, as a champion of skills and the ladder of opportunity, which I know the Minister in his previous role cared deeply about, we need this health campus to create a hub for learning, skills, training, research and development in Essex. Already, the Princess Alexandra Hospital is winning awards for its high-quality training, mentoring and career progression. Fair Train, a national organisation championing work-based learning, awarded our Harlow hospital the gold rating—the top rating—for its workplace opportunities.
That said, the hospital faces immense challenges with recruiting and maintaining qualified professionals, in part due to the appeal of London hospitals and private practices just 40 minutes away. The new health campus would bring with it exciting opportunities for scientific research collaborations with Public Health England and local enterprises. Apprenticeships and unrivalled training courses with Harlow College would help to upskill our workforce and give Essex residents new opportunities to further their life chances.
The new healthcare campus in Harlow could lead the way in health science education and training. Does the Minister recognise the wider benefits that the new healthcare campus would have in upskilling people of all ages in Essex and Hertfordshire, creating employment and research opportunities and boosting our economic prospects? Will he help to make Harlow the health science capital of the world by granting the capital funding to make that a reality?
As the steady stream of investment into our Harlow hospital shows, the Government are aware of the unique pressures that the Princess Alexandra Hospital faces. At the start of this year, I was privileged to open the Charnley ward, a desperately needed £3.3 million development constructed in just four months. Last December, we received £9.5 million to provide additional bed capacity, and in the autumn there was a £2 million investment to make preparations for the busy winter period ahead. Does the Minister not agree, however, that it is the Conservative way to consider what is best value for money for the taxpayer and that, while short-term cash investment provides much-needed relief, it does not go to the heart of the problem?

I thank my hon. Friend for coming today. He will find out that we are trying to do exactly what he said. My constituent is in the Public Gallery—not because she can change what has happened to her, but because we can try to change things for the future.
I congratulate the right hon. Gentleman on everything he does in the House, and particularly on this case. I commend him for what he is doing on behalf of his constituents. There have been 820 accusations of rape in Northern Ireland, but only 15 convictions. Does he believe that the CPS, in co-ordination with the police forces, can enable more cases to be tried successfully by offering greater support to the victims and their families—in other words, by working together on behalf of the victim?
As so often, the hon. Gentleman gets it in one. From what I am about to say, he will see that I agree with him. I am sure the Minister is listening to what he and my hon. Friend the Member for Henley (John Howell) are saying.
First, I want to raise the issues of sentencing for attempted rape and the lack of transparency in published statistics. Secondly, I want to turn to the treatment of victims who report their assault, and call for Government action to make this process easier. We must strive to ensure that justice is served and that there is always compassion and support for the victim.
Section 1(4) of the Sexual Offences Act 2003 sets out that the maximum penalty for rape is life imprisonment. Under the Criminal Attempts Act 1981, a person who attempts to commit the full offence of rape shall also be liable for a maximum sentence of life imprisonment. In the case of my Harlow constituent, her attacker had the intention, or mens rea, to commit the full offence. Had it not been for the fact that she had the sheer physical strength to fight him off until a security guard heard her screaming for help and intervened, his attempt might have been undeterred.
In their legislative form, the offences of attempted rape and rape are considered punishable by equal measure. However, by taking into account the circumstances of the case under the Sentencing Council’s guidelines, the court often imposes a lesser sentence on perpetrators of attempted rape because they have not committed the actus reus of rape. For my Harlow constituent, she feels let down by the justice system—robbed of the possibility of a longer sentence for the perpetrator because she fought so hard to fend him off. Will the Minister clarify the Sentencing Council’s guidelines for attempted rape and the basis on which their effectiveness as a means of securing justice is tested?
Another key problem on the subject of sentencing for sexual offences is the lack of clarity in the statistics. I welcome the Justice Secretary’s response to my letter on sentencing for attempted rape, but I was shocked by his acknowledgement that
“The Ministry of Justice does not disaggregate attempted rape from rape offences by sentence length in published figures.”
Can the Minister tell us whether the Attorney General’s Office and the Ministry of Justice will commit to transparency in sentencing figures for rape and attempted rape, so that we have a much clearer basis on which to assess the suitability of existing law? Will she ensure that this is clearly published, rather than buried in spreadsheets and data tools?
Only 15% of sexual violence cases are reported to the police, and only 7.5% of rape charges result in conviction. These statistics are devastating and demand urgent Government attention. A whole host of factors might well be to blame for these figures: a high threshold for sufficient evidence; the CPS’s continuous demand for more intrusive personal data, including from mobile phones; and the myths surrounding what constitutes rape, to name but a few. However, some responsibility must be borne by the treatment of victims before, during and after trial. We are discouraging people from reporting their assault or forcing them to drop charges, because they cannot bear to continue.
After making the courageous decision to give her statement to the police, the process of my Harlow constituent’s fight for justice has been arduous and often extremely uncomfortable. It is important that I go through some of her experiences in detail—sadly, my constituent’s account is not unique. In the immediate aftermath of the incident, she waited eight hours in discomfort, exhaustion and emotional trauma to have forensic evidence collected at the sexual assault referral centre, or SARC. She was not permitted to wash and was asked to strip down before being swabbed from head to toe and photographed. She was then interviewed and asked intrusive personal questions. At the time, she was constantly waiting for nurses, police and support staff to attend to her.
As they are often the first port of call after an assault, SARCs play a crucial role in the victim’s ability to secure justice. It is possibly the most critical part of the process in obtaining forensic evidence that can be used by the prosecution at trial. However, we make victims wait in distress and discomfort, because otherwise they risk evidence being lost due to a lack of qualified staff. The rape support fund has been a cornerstone for support services, and I wholeheartedly welcome the Government’s commitment under the victims strategy to increase spending from £31 million in 2016-17 to £39 million in 2020-21. The solution is not necessarily throwing more money at the problem, although more money will always be welcome; it is essential that money is being used wisely and efficiently to maximise reach.
NHS England says that SARCs delivered services to 20,000 people in 2017-18. In the same year, Rape Crisis supported 78,000 individuals on £10 million less funding. What measure will the Minister take to ensure that the £39 million is used to staff SARCs properly? While they are not staffed properly, we are not only adding to the distress and anguish of victims, but potentially risking the successful prosecution of people who commit such horrific acts. Additionally, the all-party parliamentary group on sexual violence, together with Rape Crisis, has identified concerns about increased competition for this extra money and whether there will be any significant changes to individual centres.
The consequences, of course, are felt by the end user—the victim. As my constituent’s experience shows, the Government’s commitment to strengthen victim support, although wholly admirable, does not always trickle down to the people using the services. For example, sexual assault victims do not get the psychological support that they need. Waiting times for counselling are as long as one year, and the counselling sessions that individuals are offered may be just for a few weeks.
My constituent realised that she needed much more counselling. She actively pressed for more, and was given it. On top of her emotional trauma, she felt guilty that she may have been depriving someone else of vital support. People who have already been through an emotional and horrific ordeal should not be concerned about that. Will the Minister ensure that the additional funding outlined in the Government’s victims strategy will be channelled to staff support services properly, minimise waiting times and allow survivors to start getting on with their lives?
In the months leading up to the trial, my constituent was contacted regularly by the police, who asked more questions and wanted more statements, interviews and photographs of the bruising. The trial took more than a week and a half. She had to express her discomfort at the idea that her attacker would be in the same room as her before a screen was put up. She described the trial and cross-examination as:
“A torturous experience of being asked the most vulgar questions...based on the attacker’s recall of the event, which made me feel so uncomfortable and emotional, whilst being forced under pressure by the lawyer”.
Even after a guilty verdict has been reached, victims are still not free to get on with their lives. My constituent had to wait months before her attacker was sentenced to six years.
Survivors of assault put themselves through that not because they want to, but because it is their only hope of building a case, and yet we jeopardise it by making the process so difficult. Minister, what can be done to speed up the process from reporting to the police to sentencing, so we do not prolong the suffering for longer than is wholly necessary?
Since the perpetrator’s imprisonment, my constituent has been asked by her attacker’s parole board to fill in reams of paperwork to put in place measures not only for her, but for him. Although he got six years—now reduced to just three—my constituent feels like she has been served with a life sentence. She is reeling from the anguish and suffering she experienced. Why on earth should she—the innocent party and victim—face a never ending struggle to keep the perpetrator in prison and feel some sense of safety?
I recognise that resources are limited, and that this is a particularly sensitive area of the law, but we cannot sit by and ignore the problems. The statistics relating to this area of justice are dire, as has been highlighted, and they are not getting any better. In 2017-18, the number of rape referrals from the police to the CPS fell by 9%, the number of suspects charged for rape fell by 8% and the number of rape prosecutions fell by 13%. The volume of sexual offence prosecutions excluding rape also fell by 11%.
My constituent suffered because of the lenient justice system. She suffered in the reporting of the attempted rape and suffered again in the aftermath. That is just wrong. She, like every rape and sexual assault survivor, has suffered enough. The Government must review all these areas and ensure that no one feels let down by the justice system again.

Commons ChamberIt is a pleasure to see you in the Chair, Madam Deputy Speaker. Thank you for your continued support, as my constituency neighbour, in our campaign for a new healthcare campus in Harlow. You could not have done more to support me, and I am very glad to see you here this evening.
Today, I would like to update the House on the desperate need for a new hospital in Harlow that is fit for the demands of the 21st century. This is now my third debate on the need for a long-term solution to the healthcare crisis in west Essex, and I cannot stress enough the urgency of the situation. The present site, the Princess Alexandra Hospital, serves over 350,000 people and is no longer able to cope under the pressure of an influx of patients. The new healthcare campus, as proposed by the Princess Alexandra Hospital NHS Trust, would encompass accident and emergency services, general practitioner provision, social care, physiotherapy and a new ambulance hub in state-of-the-art, purpose-built facilities.
I thank those Members, some of whom are in the Chamber this evening, who have been so instrumental in the progress of this campaign. In May, they joined me in signing a letter to the former Health Secretary to urge the Government to support the capital funding bid in place for a new hospital. They included my hon. Friends the Members for Broxbourne (Mr Walker) and for Hertford and Stortford (Mr Prisk), my right hon. Friend the Member for Epping Forest (Dame Eleanor Laing), my hon. Friends the Members for Braintree (James Cleverly) and for Saffron Walden (Mrs Badenoch), my right hon. Friend the Member for Witham (Priti Patel), my hon. Friend the Member for Brentwood and Ongar (Alex Burghart) and my hon. Friend the Member for Chelmsford (Vicky Ford), who is present and a big supporter of our new hospital proposal for Harlow.
From this, I have gone on to secure a visit to the Princess Alexandra Hospital from the new Health Secretary, who has heard the case loud and clear, and I look forward to welcoming him to Harlow to discuss the future of our healthcare provision in Essex.
As my hon. Friend the Member for Telford (Lucy Allan)—Telford is also a new town—so accurately put it in my first debate on the subject in October 2017, hospitals

The unwavering support that I have received for a new health campus, both in Parliament and locally, is a testament to its importance, not just to Harlow, but to the wider population of Essex and Hertfordshire.
In March, we received the wonderful news from the Care Quality Commission that the Princess Alexandra Hospital NHS Trust had been brought out of special measures—news on which the former Health Secretary, echoing the sentiments of the Prime Minister, congratulated the hospital in a special video message on Twitter. The chief inspector at the CQC noted that the driving force behind the 18-month turnaround was “the dedicated staff” and “outstanding leadership” team, headed by chief executive Lance McCarthy. I do not believe that enough credit can be given to the staff at the hospital.
I recently visited the Williams day unit, a specialist cancer treatment centre at Princess Alexandra Hospital, for a Macmillan coffee morning. I was struck by the staff’s compassion for their patients and their determination to ensure that, at possibly the most difficult time in a person’s life, the hospital is a happy, welcoming place to come to, to get better and to leave feeling more positive than when they came in.
From my numerous visits to the hospital, in my capacity as an MP and as a patient and visitor, I defy anyone to find better staff than at Princess Alexandra Hospital. In spite of a working environment that is literally falling down around them, thanks to the efforts of every single staff member, from the porters, cleaners and kitchen staff to the nurses, midwives and consultants, 64% of the services are on their way to a “good” or “outstanding” rating.
Special credit must be paid to the maternity unit, which the CQC deemed “outstanding” overall. The team delivers more than 4,200 babies a year, yet their rate of stillbirths is 10% lower than the national average. For those reasons, the maternity department was recently selected to feature in an ongoing documentary with TV personality and presenter of “The Voice”, Emma Willis. I encourage hon. Members to watch that programme on Monday evenings to see for themselves just how dedicated and caring the staff are.
I have always supported the right hon. Gentleman’s contributions in the Chamber since we both came to the House together in 2010. He has clearly outlined the case for healthcare in his constituency. The Government have set aside an ambitious £28.5 billion for healthcare. Does he hope to have some of that money for his constituency? Does he also feel that there needs to be a reduction in red tape so that professionals can use their medical expertise to their full ability? This is about the money, but it is also about reducing the red tape.
I hope that my hon. Friend the Health Minister knows that a new hospital in Harlow is supported not just in Essex and Hertfordshire, but in Northern Ireland. This is the second debate on the subject that the hon. Member for Strangford (Jim Shannon) has attended, and of course I agree with him.
The maternity department serves as the perfect example of how investment can transform patient care under the successful staffing that is already in place, as the labour ward benefits from nine refurbished delivery rooms and a second maternity theatre. However, it also sheds light on the fact that refurbishment is not a fix-all solution. Therefore, does the Minister agree that, were the Princess Alexandra Hospital NHS Trust to receive the capital funding that it so desperately needs to build a state-of-the-art health campus, that would allow every department to flourish, as the maternity ward has already done?
As I have touched upon before, the dilapidation of the estate is hindering any further progress. A 2013 survey rated 56% of the hospital’s estate as unacceptable or below for its quality and physical condition. That was five years ago now and the situation is only deteriorating. With long-term under-investment, we are continuing to put the capability of the hospital to care for those in need at serious risk—just read the reports of raw sewage and rainwater flowing into the operating theatres. Given that time is of the essence, does the Minister recognise the importance of the release of capital funding to the Princess Alexandra Hospital NHS Trust this autumn?

Commons ChamberI am hugely grateful for the support of my new neighbour, who is a brilliant representative of her area. She is exactly right. We cannot just carry on with Elastoplast solutions, however welcome, because that cannot sustain the hospital in the long term. She also makes the crucial point that we are going to have thousands more houses in Harlow and the surrounding areas, and we need a hospital that is fit for purpose—fit for the 21st century. I think that the Minister will hear the views of my neighbours and realise that this is not just a Harlow issue but something that is very important to Essex and Hertfordshire.
Obviously, I am not one of the right hon. Gentleman’s neighbours, but I am always here to support him on the issues that he brings forward. One of the things that comes to my attention back home, but I am sure that he will have the same issue, is that healthcare needs to be accessible to all people. We can jump in a car and go to the hospital, but other people may have to depend on a bus or a train, or on someone giving them a lift. Does he agree that local trusts need to have accessibility as a precursor to providing care? If someone has accessibility, they can get there; if they do not, it does not matter where the hospital is.
The hon. Gentleman says we are not neighbours, but we are kind of neighbours in the make-up of the current Parliament. He is absolutely right, and he makes the wider point about the support needed for the NHS.
The hospital also experiences issues in recruiting and retaining staff. Harlow’s hospital now has 27 more doctors and 35 more nurses than in 2010, and the leadership has made great efforts to improve staff retention and staff stability at the PAH. It is now among the best in the sustainability and transformation partnership. However, the trust still runs an 11% vacancy rate, with a key deficit in nursing recruitment and retention. The vacancy rate and recruitment are a perpetual worry, and the reasons for that appear to be twofold. The first is proximity to London, which makes pay weighting a serious factor. The second is perhaps more significant. The hospital leadership has told me that opportunities for career development, or the lack thereof, are off-putting for potential recruits. The hospital must compete with Barts and UCL in specialist training and career development. Last year, the retention support programme established career clinics and clear career pathways, but there is only so much the hospital can do to compete with the huge investment and top-class facilities at London hospitals.
There is unbearable and increasing pressure on A&E services at the Princess Alexandra due to the downgrading of other local healthcare facilities, including Chase Farm Hospital and the Queen Elizabeth II. The population of Harlow and the surrounding area is growing, and the additional influx of patients has led to occupancy levels at the hospital consistently running higher than 98%. The A&E department sees 200 to 300 patients per day—that is 10% higher than the national average. This is a small hospital in a medium-sized town. The Care Quality Commission agreed in its most recent report that that makes it difficult for staff to tend to patients in a timely manner.
While the hospital is working incredibly hard to make improvements and has successfully upped the four-hour emergency care standard record, the chief executive and management have told me that the estate and infrastructure are simply undermining the staff’s ability to carry out their roles well and negatively impacting on the hospital’s overall performance. It is clear from the occupancy level statistics that the Princess Alexandra is fundamental to the health and wellbeing of the population of Harlow and the wider area, including parts of Hertfordshire and Essex, as my colleagues and I have stated today.
In the light of that, I wrote to the Secretary of State for Health last week along with seven colleagues representing neighbouring constituencies: my hon. Friends the Members for Broxbourne, for Hertford and Stortford, for Saffron Walden, for Brentwood and Ongar (Alex Burghart) and for Braintree (James Cleverly), and my right hon. Friends the Members for Epping Forest (Mrs Laing) and for Witham (Priti Patel). We wanted to make it clear that the development of a new hospital health campus is fundamental to the vitality of the community and the economy of the entire region. We asked the Health Secretary for his support for the hospital’s capital funding bid, and I hope to receive his positive response soon.
It is clear that there are a number of complex and interlinked issues at the Princess Alexandra. Those problems make it very difficult for the hard-working staff to provide sufficient healthcare to Harlow residents and those living in my colleagues’ constituencies. The development of a new purpose-built hospital health campus would answer each and every one of those problems. First, it would allow high-quality and state-of-the-art facilities to be developed in a carefully planned manner. The staff would no longer be working in temporary structures, and patients and visitors would be able to find their way around the site easily.
Secondly, the investment in new facilities would draw nurses, healthcare assistants and auxiliary staff to the hospital and provide a welcoming working environment in which they could see out a long career in the NHS. Thirdly, the new hospital health campus would redevelop the emergency care services at the PAH. That would create a working environment in which staff truly had the capacity to meet the needs of the many patients seeking help, without the fear of a bed not being available.
While regeneration of the current site has been considered, it is widely accepted that building a new hospital health campus on a different greenfield site would be most affordable and provide the greatest benefit to the patients served by the PAH. The hospital’s current location in the town centre may partly explain the very high A&E use, and it makes further expansion of the hospital incredibly difficult. A new greenfield site on the outskirts of the town would mitigate these problems and allow the town-centre land to be redeveloped into much-needed housing for Harlow’s growing population. Additionally, developing a new hospital on the current disjointed site would require the existing set-up to be demolished before starting work on the new health campus. This would lead to huge disruption for patients seeking help and for staff who would need to carry on working for a number of years.
As I have previously mentioned, the hospital is vital for the economy of the entire region. Developing a new hospital health campus could act as a centre for degree apprenticeships. I know that the Minister, like me, is passionate about improving skills and apprenticeships in the health service. The hospital health campus could build on the existing hospital’s strong links with Harlow College and the new Anglia Ruskin MedTech innovation centre. It would bring specialist training to the eastern region, and it would send the message that Harlow is a place to start and develop an amazing and long-term career in the national health service. The hospital health campus would allow so many hundreds of my constituents, and those of my hon. Friends, to climb the ladder of opportunity. The degree apprenticeships and training opportunities would help people across the east of England to get the education, skills and training they deserve and to achieve the jobs, security and prosperity that they and our country need.
Finally, I want to explain that this debate is only part of an ongoing and wide-reaching campaign for a new hospital health campus in Harlow. As I have mentioned, I had a debate on this subject last year, and I have tabled 10 early-day motions, asked 40 written questions and kept in regular contact with Health Ministers. As I have said, I am hugely grateful to my hon. Friend the Minister for his regular dialogue with me. In fact, may I ask him now whether he will definitely meet me and the hospital’s chief executive, Lance McCarthy, to discuss the hospital health campus proposals further, and will he actually join us at the hospital in Harlow so that he can see the current site at first hand?
I am here today because of the desperate need for a new hospital campus in Harlow. This is probably the most pressing issue that our town will face for a generation. The new hospital proposal is backed by ten local councils—including Harlow Council, Epping Forest District Council, Essex County Council and the Greater London Authority—and by the West Essex clinical commissioning group and the Hertfordshire and West Essex sustainability and transformation partnership, which brings together 13 local bodies and hospital trusts. It is also backed by the seven neighbouring MPs I have mentioned, some of whom are in the Chamber.
The people I represent, and those represented by my colleagues and constituency neighbours, deserve better. Patients deserve to be treated in a safe environment, without the threat of their operation being cancelled due to sewage—I repeat, sewage—flowing through the operating theatres. Visitors should be able to find their poorly relatives easily, without snaking their way through a muddled and confusing hospital estate, wasting valuable time that they could have spent with their loved ones. The hard-working staff should have top-class and purpose-built facilities so they can tap into their instincts and provide the very best care they can. They should be able to progress their careers at the hospital and to build a community around their working lives—building an even better Harlow and protecting our NHS as they do so. Training opportunities should be provided so that our young people or those who wish to retrain can gain skills and climb the ladder of opportunity, flexibly and close to home. I am here this evening to show the Government that the Princess Alexandra bid for capital funding is not just about the materials from which the hospital is built; it is more important than that. It is time that healthcare in Harlow was brought into the 21st century.

My hon. Friend is a champion of skills and apprenticeships, and the Culham laboratory is exactly what we need to build up our skills base and address our skills deficit. I pay tribute to my hon. Friend and to the organisation he mentions.
Shortages of skilled manual labour in manufacturing remain at their highest level since records began. That concern is echoed by the CBI, whose education and skills survey last year showed that the number of businesses that are not confident about being able to hire enough skilled labour is twice that of those that are confident. Reducing the skills shortages must be a key aim of our skills strategy and a barometer of its success.
I congratulate the right hon. Gentleman on bringing the issue to Westminster Hall. Northern Ireland has a very strong education and IT skills system, which has been key in creating jobs and attracting new business. Does he feel that the Government should be encouraged to look to Northern Ireland as an example of how a skills strategy can be brought together? There are good examples there. Let us use what is good in the rest of the United Kingdom of Great Britain and Northern Ireland to benefit us all.
The hon. Gentleman is a great champion of skills. We can learn a lot from Northern Ireland’s incredibly high education standards. I am sure we have a lot to learn from the skills and the IT that he has just mentioned.
I recognise that my right hon. Friend the Minister for Apprenticeships and Skills has her work cut out because, as the skills strategy is implemented, the economy is changing rapidly. Driverless vehicles will automate road haulage and taxi operations. Artificial intelligence will power medical diagnosis, and 3D printing will be used to construct bridges and houses. Our skills strategy needs to not only address the skills shortages in our economy, but create our most resilient and adaptable generation of young people. They will need to be able to turn their hands to new careers and demonstrate the human skills such as creativity that robots cannot master.
CBI research shows that the biggest drivers of success for young people are attitudes and attributes such as resilience, enthusiasm and creativity. Although 86% of businesses rated attitude, and 68% aptitude, as a top attribute, only 34% said the same of formal qualifications. The Department for Education’s own employer perspectives survey showed that more than half of employers said that academic qualifications were of little or no value when recruiting, while two thirds said that work experience was significant or critical. Yet in the same survey just 58% of businesses said that 18-year-old school leavers in England were prepared for work. That is a key blocker to social justice and a gap that must be addressed through the skills strategy.
Before they are delivered into the care of the Minister for Apprenticeships and Skills, young people have already received more than a decade of education in school. As I said in the House only a couple of weeks ago, I am convinced that the quality of education, particularly in English and maths, has improved greatly in recent years. Yet despite record overall levels of public money going into schools, the skills shortages in our economy have been growing. Clearly, something has become disconnected in the wiring between our schools and our skills systems.
Four key steps would build on the strength of the knowledge-rich curriculum to ensure that it fosters young people who are also skills-rich and behaviours-rich—the areas that employers say they value most. First, we must remember that since 2015 all young people have been required to participate in some form of education and training up to 18. Yet GCSEs remain just as much the high-stakes tests they were when many young people finished their education at that age. We must fundamentally reimagine this phase of education as a time for our younger people to prepare themselves for their future life and work. At a time when we can extend the ladder of social justice to young people from all backgrounds, broadening their horizons, building their skills and helping them develop the social capital that will take them far, we have an opportunity for that phase of education to end in a much more holistic and comprehensive assessment—a true baccalaureate. Just as the international baccalaureate does in more than 149 countries, this would act as a genuine and trusted signal to employers and universities of a young person’s rounded skills and abilities.
Secondly, we must match the broader phase of education with a broader and more balanced curriculum. I support the need for every young person to be able to access through their schooling a working knowledge of our cultural capital, our history and our literature. However, it is also essential that we develop the next generation of engineers, entrepreneurs and designers. A narrow focus on academic GCSEs is driving out the very subjects that most help us to do that. Entrants in design and technology have fallen by more than two fifths since 2010, alongside reductions in creative subjects such as music and the performing arts—the very skills that will give young people an edge over the robots. There is a real danger that no matter how hard the Minister for Apprenticeships and Skills works to make skills a success post 16, young people who have never experienced anything but an academic diet up to that age will be unable to compete for an apprenticeship or even progress to a T-level.
Thirdly, I often speak about the importance of careers advice, and it is vital, but we must go further and create deep connections between the world of education and the world of work that inspire and motivate young people. I am talking about employers providing externships so that teachers can experience local businesses and provide first-hand advice to their pupils, collaborating on projects that bring the curriculum to life and sharing real-world challenges to help students to develop their problem-solving skills. That kind of profound employer engagement strikes right at the heart of the social justice debate: it gives young people from all backgrounds the kinds of experiences, contacts and networks that have traditionally been the preserve of those attending elite institutions. We should merge the duplicate careers organisations into a national skills service that goes into schools and ensures that students have the opportunity to do skills-based careers.
Fourthly, we must acknowledge that what we measure affects what is delivered in the education system. Therefore, we should start to measure explicitly what really matters—the destinations of young people who attend our schools and colleges. At present, destination measures are seen as no more than a footnote in performance tables. We need to move destination measures front and centre, giving school leaders and teachers the freedom to deliver the outcomes that we want for our young people.
I had the pleasure last month of meeting senior education leaders from Nashville, Tennessee. Ten years ago, Nashville’s high schools had very poor rates of graduation, and businesses were clear that they were not receiving the skilled labour that they needed. They set about working intensively with the school board to revolutionise the system. In the first year of their high school experience, young people have the opportunity to take part in intensive careers exploration: through careers fairs, mentoring, visits and job research, they broaden their horizons and understand the full range of opportunities available. For the remainder of their time at high school, they join a career academy, which uses a particular sector of the local economy as a lens to make their schoolwork more relevant and engaging. Young people in the law academy learn debating skills by running mock trials, while those in the creative academy are mentored by lighting designers, who help them to understand the relevance of angles, fractions and programming in the real world.
The results are extraordinary. High school graduation has risen by more than 23% in 10 years, adding more than $100 million to the local economy. Attainment in maths and English has improved by as much as 15% to 20% as young people see the relevance of their work. Leading schools in the UK are already starting to show that similar approaches work just as well here. They range from School 21 in Stratford, where employer engagement is its ninth GCSE, to XP School in Doncaster, whose innovative expeditionary learning Ofsted has judged as outstanding across the board.
The planned programme of skills reforms can be a success only if it goes hand in hand with a schools system that is equally focused on preparing young people for work and adult life. I would encourage the Ministers responsible for skills and for schools to work closely together on that shared aim. I have no doubt that T-levels can provide great opportunities for young people to prepare for a successful career, and I am impatient to see them on the ground, having a tangible impact on young people’s lives. I would encourage the skills Minister to learn from some of our most prestigious apprenticeship employers and attach a rocket booster to the programme, but sometimes I wonder whether there is really a need at age 16 for young people to choose between a wholly academic route and a wholly technical route. Might many young people benefit from a more blended opportunity?
An excellent model exists north of the border in Scotland’s foundation apprenticeships, which are the same size as a single Scottish higher and can be taken alongside academic qualifications to maximise a young person’s options. They carry real currency with universities and support progression to higher education. They also allow a head start of up to nine months on a full modern apprenticeship. That is truly a no-wrong-door approach that helps people to keep their options open.
I want apprenticeships to go from strength to strength. Most people think of apprenticeships as helping young people to achieve full competency in their future career, but the figures show that in the 2016-17 academic year, 260,000 of the 491,000 apprenticeships started were at level 2, and 229,000 were started by individuals aged 25 and above. It is essential that apprenticeships continue to focus first and foremost on preparing young people for skilled jobs, otherwise we will weaken one of the rungs on the ladder of opportunity.
Continuing the expansion of degree apprenticeships—my two favourite words in the English language—will play a pivotal role in that. They hold the unique power to fundamentally address the issue of parity of esteem between academic and vocational education, which has plagued this country for far too long. They give young people the opportunity to learn and earn at the same time, gaining a full bachelor’s or master’s degree while putting that learning into practice in a real paid job. Leading employers are already making a dramatic shift from graduate to degree apprenticeship recruitment, which allows them to shape their future workforce. More must follow suit.
I recently came across an example of a remarkable university from Germany, DHBW Stuttgart, which is entirely made up of degree apprentices. I issue a challenge to our higher education institutions, including Oxford University, which will not even open the door to degree apprenticeships, to be the first to declare their intention to work towards becoming the first dedicated provider of degree apprenticeships.
We are at an exciting crossroads for the skills system. Employers are clear that there are significant and growing skills shortages, but they have given us a clear recipe to address them. The foundation for that must be laid in school by a broad and balanced curriculum, intensive employer engagement, and destination measures as a key driver of success. That will create the basis for a holistic system that prepares young people for high-quality T-levels and apprenticeships as part of a blended route that breaks down the artificial divide between academic and technical education to create a real ladder of opportunity for our young people.
