Commons ChamberThe hon. Gentleman is premature in seeking to ask the Government to exercise any such judgment. As I said earlier in this statement, now is not the time to make these decisions. We need to wait for the pre-trial chamber to consider the evidence and then reach a judgment.
Any loss of innocent life is truly horrific and is to be avoided if at all possible. The latest UN reports indicate that Hamas—who are murdering terrorists, as we all know—have inflated the statistics for deaths in their areas; they have been proven to be massively overstated. What steps can be taken to ensure that we are all working with independently verified information, not propaganda, given the fact that Israel has taken greater steps than any other democracy in history to give warnings and circumvent the loss of life as far as possible in this war?
We do think that Israel must do more on deconfliction, but the hon. Gentleman is right that the use of Israeli lawyers in targeting and in the planning of military activity—not dissimilar from what we do in the United Kingdom—is very important. I am grateful to him for the balance that he has expressed, as he always does.

Commons ChamberYes, and I am extremely grateful to my hon. Friend’s constituents for the work that he described. Again, if he bears with me, I will be able to come directly to the point that he has made.
It is important to restate what is at stake. No one here in Britain, or indeed in the wider world, should be in any doubt: this is vital not just for Ukraine, whose determination to fight for its freedom is undimmed, but for us in Britain and beyond. This is the defining struggle of our generation. At stake in Ukraine are vital principles. These are not just words found in the United Nations charter—a charter signed by Russia but which she now flagrantly breaks and dishonours; they are essential foundations for the security and prosperity of the entire world. Sovereignty. Territorial integrity. Right, not might.
The war has brought with it the greatest atrocities on our continent in a generation: the death, rape, torture and deportation of civilians on a massive scale. We see the war’s impact spread across Europe, even to our own shores, with espionage, cyber-attacks, disinformation, suspected sabotage activity, airspace violations and GPS jamming, which impacts civil aviation. If Russia were to win in Ukraine, we would be back in a world where the most fundamental international rule—that countries must not seize land from others or resolve disputes by force—was in shreds. Success would only embolden Putin and authoritarian leaders around the world with designs on their neighbours’ territory.
The costs of supporting Ukraine now are far less than the costs we will face if it does not repel the invaders. That is why the Government have identified Russia as the most acute threat to British security, and why there has been enduring cross-party and public support in Britain for Ukraine since those little green men first appeared in 2014. It is why we have seen NATO only grow stronger since the Russian invasion, with Sweden and Finland joining an alliance dedicated solely to defending territory, not taking territory. It is why we saw the American Congress decide last month to approve $60 billion in further US support for Ukraine, and why the EU announced €50 billion in multi-year support. It is why, despite the different pressures some partners face, none but the most isolated and fanatically anti-western states seek to defend Putin’s blatant violation of the UN charter. This isolation is Moscow’s greatest weakness. Diplomatically, economically and militarily, the balance of advantage lies not with Russia but with Ukraine and her supporters, and we have to make that advantage count.
I thank the Minister for his positive attitude; we are very much encouraged by what he has said. It is important that Ukraine gets the military aid that it needs, but it is also important that the troops are rotated. I understand that that is one of the issues, because the troops who are on the frontline and under pressure all the time need a bit of respite. What discussions has the Minister been able to have with the Ukrainian army to ensure that there is help for it militarily and in respect of respite and relaxation?
My hon. Friend makes an important point, and he may rest assured that British military advice in that respect, and on much else, is not lacking.
I was saying that, in regard to Moscow’s greatest weakness, we have to make the advantage count diplomatically, economically and militarily. We and our allies and partners need to out-compete, out-co-operate and out-innovate. Ukraine can and will win, provided that we support it enough, fast enough and for long enough. The key priorities are clear. Kyiv needs immediate military aid, particularly ammunition and air defence, to defend the frontline and protect its vital infrastructure. One month ago today, the Prime Minister announced our largest ever single package of equipment to help push the Russians back on land, sea and air. Much of this vital kit is already in Ukraine, including 1 million new rounds of ammunition. In April we sent vital spare parts to keep Ukrainian equipment in the fight, with more to follow in the coming weeks, including more than 20 mine clearance systems to defeat Russian minefields.
This year alone, Britain has given more than 1,600 strike and air defence missiles, as well as more Storm Shadow long-range precision guided missiles. We have given £245 million for artillery ammunition, a £325 million programme for drone production and procurement and £20 million of emergency funding to repair energy infra- structure. Since June 2022 we have trained 40,000 Ukrainians under Operation Interflex, and we are encouraging partners to join us in ensuring that Ukraine can counter the immediate threat.

Commons ChamberThe hon. Gentleman makes the point that everyone wants to see a pause in the fighting, a sustainable ceasefire, aid getting in in very significant volumes and the hostages getting out. That is the policy of the British Government. We are doing everything we can, together with our allies, to achieve those aims and we will continue to do so.
Israel has a right to defend its people, a right to have the 135 hostages released, and a right to destroy the four Hamas battalions still operating, whose goal is to murder everyone who is of Israeli or Jewish origin. Following the devastating breakdown of ceasefire talks, will the Minister outline how the Government can continue to work with Israel to see the hostages released and the end to hostilities, bearing in mind that families on both sides of the Gaza conflict are grieving and want an end to bloodshed, and want a future for all their children?

Will he confirm what discussions have taken place and what actions have been agreed to ascertain whether there is any assistance we can provide to ensure that Israel is in a position to safely end the conflict, having achieved security for their nation and their people?
I thank the hon. Gentleman for his comments. He will know that it is a central aim of Government policy to ensure that both Israel and Palestine can live safely and securely side by side behind secure borders—the implementation of the two-state solution. Everything the Government do is designed to try to advance that objective, which I know he strongly supports.

Commons ChamberMy hon. Friend knows a great deal about these matters and speaks with great wisdom on them. He is right to speculate that these discussions are taking place across government. They take place through formal mechanisms most of the time. But I suspect that he is concerned about the possible misuse of Interpol, which is an issue that has been raised, and which we take extremely seriously in the requirement to protect individual rights and uphold article 3 of Interpol’s constitution. He may rest assured that we continue to watch over these matters with all possible concern and rigour.
I thank the Minister, as always, for his answers. As has been stated today, the action is in clear breach of the Sino-British joint declaration and of human rights laws, in which I and others in this House take a particular interest. I have heard clearly what the Minister has said, but a number of concerned Asian constituents in my area have contacted me about the message that this sends to those who have left the Chinese regime. They raise concerns about the protection of those who live and work here. If we cannot hold the Chinese to their word, we have to ask whether anyone is safe. What message does the Minister have for my constituents?
At the end of his interesting contribution, the hon. Gentleman asked a philosophical question, and I think he seeks a rhetorical answer. By the very way in which he expressed his question he made clear precisely what the dangers are. We have seen throughout the trial of Jimmy Lai that this is a political prosecution. Once again, we call for his immediate release. Finally, the hon. Gentleman talked about this being a breach of the Sino-British joint declaration, a point that was made earlier. As the Hong Kong Government are legislating for themselves, it may or may not be a breach technically, but we have been perfectly clear since 2021 that China is in ongoing breach of the declaration.

Commons ChamberThe hon. Gentleman is right in his final point about the logistical difficulties. We are working with all the resources we can to make sure that the aid can be delivered and is not siphoned off, pilfered or attacked by people who are very short of food and desperate to get it. He sets out the importance of a humanitarian pause, hostages being released, and a new political vision of the future for Palestine. Those three things are very much at the heart of what the British Government are seeking to achieve.
I thank the Minister for his answers to the questions, and his focus on finding a lasting ceasefire and peace, because that is what everyone in this House wants. Will he outline what aid and assistance have been provided to those in the Gaza area who can use arable land to attempt to grow food for community use? Can we in this place do anything more to provide self-sustaining aid?
I thank the hon. Gentleman for his question. The issue of arable land use inevitably takes a bit of a back seat at the moment because of the difficulty growing crops in Gaza, but in a future settlement, and in building towards a two-state solution, that would definitely be part of reconstruction. I very much accept the wisdom of what the hon. Gentleman says on these matters, and I am sure that the issue will be addressed when we reach that stage. I point out to him, as I have mentioned to the House before, that the progress made at Oslo was on the back of appalling events in the second intifada, and we must hope that, in spite of the desperate current events, we are able to lift people’s eyes to the political possibilities of a two-state solution in which both Palestine and Israel live in peace behind secure borders. Ensuring that that happens, when the moment comes, is the central aim of the British Government, and a great deal of work and planning is going into what such an initiative would look like.

Commons ChamberThe hon. Gentleman is rewriting history. Last week saw the Leader of the House, a member of the Government, defending the rights of minority parties, in particular the hon. Gentleman’s party, from this Dispatch Box.
I thank the Minister for his statement and for his answers, which have been helpful to everyone in the House. What progress has been made to attempt to reunite the Israeli hostages with their families? What progress has been made to ensure that refugees who have to leave their homes can stay in family groups and will have access to food, water and a semblance of education?
On the hon. Gentleman’s final point, we will continue to do everything we can in that respect, and I am grateful for his comments about my answers being helpful to the whole of the House. He asked about the hostages, and he will have seen newspaper reports over the weekend about the hostage negotiations. Although I cannot comment in any detail on those negotiations, all of us are hoping that they will continue to make progress, ultimately to success.

The IDF claims that as many as 8,000 Hamas terrorists have been killed, while at the same time there are reports that Hamas are training children to take their place. The position of the more than 100 hostages still being held by Hamas looks incredibly precarious. Will the Minister outline what progress can be made and how the UK can ensure that those people can be released and Israel can be in a position to begin to seek peace? Does the Minister believe that the United Kingdom of Great Britain and Northern Ireland has a role to play in that peacemaking?
The answer to my hon. Friend’s final point is yes, and he sets out with great eloquence the issues and problems faced by the hostages in this appalling situation. He will have heard what I said to other hon. Members in that respect.

Commons ChamberThe hon. Member is right to point to the fact that this dispute has continued down the years. He will also have noticed that it was after the crisis of the Yom Kippur war that progress was made politically, and then again after the first intifada. We must all hope that after this dreadful situation moves into a sustainable ceasefire, the political track is once again able to grip these issues and ensure that a brighter future awaits. It is an issue that has poisoned the well of international opinion in the middle east and deserves resolution so that the children of those involved today can enjoy a better life than their parents.
I thank the Minister for his response, and for and his and the Government’s stance on Hamas, which are clearly a terrorist group. They are the baby killers, rapists and killers of innocent people—not just Israelis but innocent Palestinians. That is who Hamas are, and they must be destroyed. Can the Minister confirm, on day 74 of Israel’s response to the Hamas terrorist murders, whether he believes that we have been able to exert any meaningful influence to bring positive steps forward for the release of the hostages?
We are doing everything we possibly can to get the hostages out. The hon. Gentleman will understand that I cannot give the House a running commentary on that. In respect of his earlier comments, I thank him for his humanity and his wisdom. I wish a happy Christmas to him, you, Mr Speaker, and the whole House.

Commons ChamberThe UN Secretary-General and the British Government work extremely closely together; it is an extraordinarily important and close relationship for both parties. But I have set out very clearly why it has not been possible for Britain to support a ceasefire, and above all it is because of the impracticality of calling for it.
I thank the Minister for his clear answers and clear understanding of the conflict. The destruction and dismantling of the Hamas terrorist group must be achieved and concluded before any permanent peace can be found. Stories in the press today told of those who came so close to being released; the return of hostages is an urgent matter for the families, who have waited over a month imagining the horrors being faced by their loved ones. What progress is being made to see at least the women and children returned, and can our Government and our Minister say whether anything further can be done to help to see this war ending and people returning to a semblance of normal life?
My hon. Friend speaks for many in the House with his compassion and determination to improve what is a dreadful position, as has been so clearly set out throughout this urgent question, and the whole House will join him in hoping we can make progress in the coming days and weeks.

I agree fulsomely with my right hon. Friend. She has undoubtedly read the international development White Paper, in which all these strands of thinking are drawn out. The Government made a very strong commitment in it to enable those brilliant organisations to continue their excellent work.
All hon. Members who spoke underlined the importance of shaping a world where human rights are safeguarded, democracy is at the fore and the rule of law is respected. I hope our forefathers would be pleased if they heard what the House has been saying today. We must use our voice on the international stage to highlight human rights violations, galvanise action and hold those responsible for abuses to account. All the while, we must work with partners across the globe to be a force for good, stand up for the vulnerable and champion equal rights for all. At a time when internationalism is so badly needed, we see an international system that is weak and divided, but let us never forget that in parts of the world where events and actions are very dark indeed, the UK has often been a beacon of light.
I am very pleased to have the opportunity to reflect on some of the key aspects of that work, which have been identified in the debate. First, on accountability, the recent events in Israel/Gaza are a tragedy, as many have set out. Together with the United States, last month we targeted the Hamas leadership with a new tranche of sanctions, restricting the group’s ability to operate. We have been clear that we support Israel’s right to defend itself proportionately in response to the terrorist acts by Hamas. We are appalled by the reports of rape and sexual violence committed during those brutal attacks on 7 October. The use of sexual violence as a weapon of war at any time, in any place, is abhorrent and a grotesque violation of international humanitarian law, and must be condemned without reservation. It is important that all action is in accordance with international humanitarian law, including the protection of civilians. Britain recently announced an additional £30 million of British aid for vital supplies into Gaza.
In Ukraine, nearly two years on from its illegal invasion, Russia continues to demonstrate a total disregard for human rights and human life. We led efforts to refer the situation in Ukraine to the International Criminal Court, and created the Atrocity Crimes
Advisory Group alongside our allies from the European Union and the United States. Inside Russia, repression has increased, with a systematic crackdown on civil society. Alongside partners, we have reiterated calls for the immediate release of those detained in Russia on political grounds.
Meanwhile, in October we delivered a statement on behalf of 50 countries at the UN, drawing attention to the serious violations being suffered by members of the Uyghur and other predominantly Muslim minorities in Xinjiang, China. In the Human Rights Council and UN Security Council, we led on resolutions establishing or renewing UN accountability mechanisms for Syria, South Sudan, Sudan and Iraq.
Reports of an increase in ethnicity-based violence in Darfur and elsewhere in Sudan are profoundly troubling. The international community must act to prevent history repeating itself.
On the subject of Sudan, which was raised by the hon. Members for West Ham and for Strangford, I wish to say a little more about what we are doing. Since the outbreak of conflict in April, over 6.3 million people have been displaced. In a BBC interview on 1 October I condemned the violence in western Sudan and made it clear that it
“bears all the hallmarks of ethnic cleansing.”
On 17 November Britain, alongside Troika partners—the United States and Norway—published a joint statement condemning the reported mass killings in west, central and south Darfur. The British Government are funding the Centre for Information Resilience, a research body that is gathering open-source evidence about the ongoing fighting in Sudan. This financial year we have provided £600,000 to CIR’s Sudan witness project.
I will, if the hon. Gentleman just gives me a moment. Britain also continues to fund and provide support to the Office of the UN High Commissioner for Human Rights in Sudan, a UN body that provides a crucial role in monitoring and reporting on human rights violations.
In October Britain led efforts at the Human Rights Council to establish an international and independent fact-finding mission to gather and preserve evidence of credible human rights violations and abuses, including atrocities committed in Darfur.
Since the outbreak of conflict on 15 April we have also taken steps specifically on atrocity prevention. We have enhanced our atrocity risk monitoring, including monitoring of conflict-related sexual violence, and put dedicated capacity on human rights and atrocity prevention into the Foreign Office’s new Sudan unit. I am happy to receive the information that the hon. Member for Strangford kindly said he would send me. I have gone into Sudan in some detail because there is great interest in what is happening in Sudan, particularly in Darfur, and I wanted to share it with the House.
I thank the Minister for his comprehensive response to our concerns over Sudan. I mentioned in my contribution that I understand the United Kingdom holds the key for Sudan when it comes to any vote at the United Nations. If that is correct, is it the intention of our Government and our Minister, or whoever will be responsible, to use that key that they hold to make sure that the very clear issue of genocide that is taking place in Sudan can be brought to the attention of the United Nations at the highest place, and then we can act on it as well?
The hon. Member for Strangford is quite right to identify the importance of Britain’s role as the penholder on Sudan. He will have seen the extensive work that we are carrying out in that role not only in the United Nations, but as one of the Troika and one of the countries that works closely with the African Union, the Intergovernmental Authority on Development and many other bodies to try to bring peace and stability back to that country that is suffering so much. On the words that I used about what is going on in Sudan, if the hon. Member looks at Hansard tomorrow, he will see that I have been very clear in what I have said and what I have condemned.
On atrocity prevention, we joined Gambia in its petition to the International Court of Justice for measures against the Myanmar junta in its actions against the Rohingya people, which many have spoken of eloquently in the House.
On the issue of realising rights, human rights are essential to achieving sustainable development—a point that was made by the hon. Lady who leads for the Opposition, the hon. Member for West Ham. Our new international development White Paper, which has already been mentioned, sets out commitments towards promoting peace, justice and strong institutions. UK funding is supporting action to protect human rights across the globe, leveraging diplomatic engagement—I thank her for her words about the diplomatic service—and targeted programming alongside our international partners. The high commission in Kuala Lumpur is funding a project to support gender equality, networking opportunities and resources for women.
In Mongolia, Britain’s contribution to the UN trust fund to end violence against women has helped support women’s rights organisations to provide disability-inclusive services to survivors of intimate partner violence. In Ukraine, Britain’s funding so far has enabled 153 judges and 36 prosecutors to receive training in forming war crimes judgments to ensure that robust, evidenced war crimes cases can be brought to trial. In a connected world, the internet and independent media have a powerful role in supporting democracy and human rights. As such, Britain will continue to be at the forefront of efforts to support media freedom, to counter politically motivated internet shutdowns and to tackle disinformation.
Turning to promoting equality, our international women and girls strategy underscores the three E’s: educating girls, empowering women and girls by championing their health and rights—in particular, their ability to decide for themselves whether and when they have children—and ending gender-based violence. Work to make that a reality is needed at all levels. At the UN Human Rights Council, we partnered with the United Arab Emirates to secure a resolution on girls’ education and climate change. In the past year, Britain has sanctioned 15 individuals and entities that have committed human rights violations against women and girls, including crimes of sexual violence in conflict. On the ground, Britain’s programming supports women’s rights organisations to provide services to survivors of intimate partner violence. We also support up to 1.6 million marginalised girls across 17 countries to gain an education.
We must remain ever vigilant against attempts to roll back fundamental rights and equality for all. Too often we see attempts to reverse or undermine the rights of women, girls and LGBT+ people at the local and national level, as well as online. That has a huge impact on the lives and safety of individuals and on national prosperity, democracy and security. We will continue to use every tool at our disposal, with the full weight of UK expertise and clout, to shift the dial and stay true to the universal declaration’s promise of equal rights for all.
I raise the issue of the relevance of new technology. Of course, the world does not stand still, which is why I want to think about the future. Developments such as artificial intelligence present not only huge opportunities but risks for human rights. The Bletchley declaration of the AI safety summit recognised that the protection of those rights needs to be addressed for AI, alongside principles such as transparency, fairness, safety and privacy. The UK is committed to the design, development, deployment and use of such technologies in a way that is consistent with the rule of law.
The hon. Member for Glasgow North (Patrick Grady) raised Somalia and the new resolution before the United Nations. He will be aware that the President of Somalia was a guest of the Government here in London just a week or so ago, and was the principal speaker, along with our Prime Minister, at the global food security summit. Britain is a very close partner of Somalia, involved in all aspects of that country’s work and life. I first visited Mogadishu 11 years ago. I went back there just under a year ago and saw the extraordinary changes being wrought in a country that has suffered so deeply from violence and underdevelopment. The auspices for beating back the terrorists are good—they are better than they have been—and we will continue to firmly support Somalia in every way we can. As the penholder on Somalia, we work closely with all parties to drive forward that ambition, and the declaration to which the hon. Gentleman referred makes that clear.
To conclude, 75 years after the declaration and convention, when the world stood firm to avow “never again”, freedoms continue alas to be under serious threat. Millions of people around the world continue to suffer persecution. There is a blessing recited on Holocaust Memorial Day that includes the words,
“our hearts grow cold as we think of the splendour that might have been.”
Every life lost is a loss for the world. Our past commitments must be used to build the future that every human being deserves, and I hope the words used across this debate will give encouragement to people in many places who are caught up in desperate jeopardy.

Commons ChamberThe hon. and learned Member will have seen the huge commitment that Britain has made through the Green Climate Fund internationally. I think that we can be very proud of the leadership that we are giving through the green climate fund, of which we are now the co-chair. On UK achievement of the SDGs, she may recall that in 2019 there was an audit of how Britain was doing. Britain came out very well from that audit, and we will of course have a further audit in due course.
I very much welcome the Minister’s commitment to ensuring that women and girls have the same opportunities within the labour market as men. That could potentially add trillions of pounds more to global GDP in 2025. What steps will and can the Minister take to ensure that women and girls internationally have the means necessary to improve the societies they live in and to accelerate their development, which we all wish to see?
The former Foreign Secretary unveiled Britain’s new women and girls strategy in Sierra Leone this year. It is a very good read—if I may add it to the hon. Member’s reading on international development. I was not an unalloyed fan of the merger, as he knows, but when I got back into the Government I saw that the Foreign Office had completely internalised the importance of putting girls and women right at the centre of everything we do in this area, and it is to be commended for that.

Can he provide an update on what progress has been made on discussions with Jordan, Egypt and surrounding nations to secure the free passage of medical aid? Will that be considered as a priority?

Commons ChamberWe all hope that, eventually, the position in Gaza will be radically different from what it is today, and that the two-state solution will be implemented. The two-state solution means that Israel is able to live behind secure borders and the state of Palestine emerges, so the answer to the hon. Lady’s question is a fairly qualified yes.
I thank the Minister for his statement and for his clear commitment to looking out for the innocent in Israel and Gaza and to finding solutions—it is clear that that is what he wants to do. It is understood that the Egyptian Government have opened the Rafah crossing for dual nationals to vacate the Gaza strip, and many have already taken advantage of that. What steps will the Government take to ensure that British dual nationals are guaranteed safe passage via the crossing to get back to the UK for a much-loved reunion with their families?
I thank the hon. Gentleman for his comments—he always speaks for the House on humanitarian matters. More than 150 British nationals have now come out, and all our country-based staff and dependents were out by last night. There are 32 British nationals who are waiting for clearance, and 48 British nationals who have been cleared and who were waiting to come across when this statement started. That is the current position, and I hope that the hon. Gentleman will use the MPs’ hotline to the crisis centre for any of his constituents who are caught up in this, so that we can give him the most accurate information available.

The hon. Gentleman makes an extremely good point, to which I shall come back, if I may. It is a most unusual White Paper that depends on wide agreement across the political parties.
Let me turn to some of the comments made in the debate. My right hon. Friend the Member for Chelmsford made an important point about the role of the private sector. In particular, she mentioned BII, formerly known as the Commonwealth Development Corporation, which invests risk capital in Africa. It is important to recognise the extraordinary contribution that BII makes. Last year, it invested approximately 67% of its investments in Africa—more than £700 million. We should bear in mind that Africa attracts about 3% of world investment, so for an organisation such as BII that is a tremendous commitment. It employs directly and indirectly something like a million people through those investments—that is food on a million tables—and over a three-year period it paid tax into the exchequers of the countries in which it invests of about £10 billion. Not all that money will necessarily be spent to the best effect, but it is absolutely the foundation of building up the ability of a country to meet the aspirations and needs of its citizens.
My right hon. Friend the Member for Chelmsford mentioned Education Cannot Wait, to which Britain is a huge contributor. I have seen on the ground in Africa the way that Education Cannot Wait makes a tremendous difference to children caught up in emergencies and disasters who are having to move and who are displaced, and how it has real effect.
My right hon. Friend asked me for an update on the White Paper. It will address the two key issues of how to get the SDGs back on track—I talked earlier about how far off-track they are—and how we have a quantum leap in the amount of funding required. The White Paper runs to 2030; were it to be just for this Parliament, it would not have attracted the interest and engagement of not only the brilliant and bright civil servants across Whitehall but the 50 countries that have already contributed to it. Because it runs to 2030, it will need to be a through-train through the result of the election. Of course, I am confident that my party will win the next election, but it is possible that that will not be the case. That is a matter for the electorate to decide. For that reason, it has all-party characteristics, and we are engaged in talking to all the other parties.
On the question from the hon. Member for Glasgow North, I happen to know that this morning a meeting was being fixed with his party’s development spokesman, to show them what we are thinking of doing and take account of their views and advice. I assure the hon. Gentleman that when the Prime Minister comes to launch the White Paper, we hope that it will be a British contribution to driving forward the two objectives that I set out and will not be seen in any way as a party political contribution. We are at our best in driving forward the goals that we all share when we do it on a British basis.
My right hon. Friend the Member for Chelmsford referred to the Bridgetown agenda and to Marrakesh and the World Bank. Under the new president of the World Bank, Ajay Banga, the Marrakesh meeting was a tremendous success. It also avoided the fears expressed by many that it would be divisive between the north and south. It lived up to President Ruto’s call in Kenya, at the time of the African climate summit, that we should not allow ourselves to be divided into east, west, north and south, and that we should focus on investment and the private sector as the key ingredients for building our way through the climate crisis.
My right hon. Friend mentioned Sudan and Darfur, on which she and I are in agreement. There are signs of ethnic cleansing taking place in Darfur, and the world must react to that. I hope tomorrow to speak to Mr Hamdok, who has played such a leading role in civil society in Sudan. We very much hope that the forthcoming meeting in Addis Ababa will be helpful in moving this issue on. My right hon. Friend is right to say, as others have, that the situation in Sudan is desperate. This is not a fight about ideology: this is a fight between two generals seeking power, and it is a fight being conducted at the expense of that great country and the people who live in it.
The hon. Member for Ealing, Southall (Mr Sharma) made a very good point about TB and, in particular, about malaria. That point was also made later in the debate, so I will come back to it in just a minute. My hon. Friend the Member for Congleton (Fiona Bruce) also asked about the White Paper. I hope I have answered most of her questions, but she will want to know that the White Paper will underline the importance of defending freedom of religion and belief for all—and it is not just because she occupies an office next to me in the Foreign Office that I can give her that reassurance.
The hon. Member for Strangford (Jim Shannon)—who is really my hon. Friend—spoke as the conscience of the House of Commons, as he so often does. I will come to the points that he made in a moment, because they were also made by others.
My hon. Friend the Member for Hendon (Dr Offord) was absolutely right to speak about SDG6 and the need for access to water. Britain has always previously been in the lead on WASH and ensured that we prioritised that, but I think our efforts have slipped a bit in recent years. Ten years ago, we were securing clean water for the same number of people as live in the United Kingdom —more than 60 million people. It is a vital part of international development, and I am most grateful to my hon. Friend for making that point. Our right hon. Friend the Member for North Somerset (Dr Fox) is just about to publish a book on water and its implications around the world. On the basis that we authors must stick together, I hope that book will tackle and set out some of the difficulties to which my hon. Friend referred.
My hon. Friend the Member for Hendon also spoke about de-mining. I speak as a former ambassador for HALO in recognising the work that the Mines Advisory Group and HALO—two brilliant British organisations—are doing in conflict zones around the world. I can tell my hon. Friend that de-mining will feature in the White Paper, and that he is absolutely right to put his finger on it. It is not just about lifting ordinance out of the ground; it is also about extending the reassurance for people who are farming, and building up stronger communities in areas that have suffered greatly from conflict.
The hon. Member for Glasgow North, quite apart from speaking about the importance of the White Paper taking a wide account of the views of the House, also mentioned Malawi. I pay tribute to the Scottish Government for the work that they have done in focusing on Malawi. In the Foreign Office, we are very conscious of the importance of that country, which faces so many challenges, and the very good work that is done by many different parts within the United Kingdom.
The hon. Gentleman made the point that the SDGs should apply to all countries, and I agree with him. He will know that Britain conducted its own audit in 2019 and we came out of it extremely well, as he and I would both expect. We will do another audit in due course, but we are loth to engage officials in doing it too soon because that would be likely to replicate what was said back in 2019.
The hon. Gentleman also spoke about conflict prevention, which is at the heart of international development. Preventing conflict from starting, stopping it if it starts, and reconciling people subsequently, is the first of the key hallmarks of international development. The second is building prosperity, which is inextricably linked with the first as well.
Finally, I turn to the hon. Member for West Ham, who also asked about the White Paper. I repeat my comments about the fact that I had an extremely constructive meeting with my opposite number in the Opposition team, the hon. Member for Wigan (Lisa Nandy), earlier this week.
The hon. Member for West Ham talked about the critical nature of the climate change disaster that we face, and she is right that it is the existential crisis of our time. The world is burning up. We have seen these extraordinary extremes of weather. The oceans are dying, with the chemical changes that have taken place because of the rise in temperature. The hon. Lady will know better than me, as a London Member, that, last year, there were brush fires in London for the first time. There is no doubt that this is the existential crisis of our age, which is why we are putting so much effort into ensuring that the British contribution is as good as it can possibly be.
The hon. Lady talked about food and starvation: she is right that it is obscene that some should starve in the world today when there is plenty of food for everyone. I am pleased to say that next year, because we now have the budget under better control, we are able to allocate ahead of time £1 billion for humanitarian relief. The White Paper will have more to say about how we can build greater resilience and adaptation into that process. She will know that the global food security summit takes place on 19 and 20 November. That will be not so much a pledging conference, but will look more at the way in which technology, science and artificial intelligence can drive forward our objectives.
The hon. Member for West Ham also raised the issue of Sudan, and rightly asked about sanctions. We have sanctioned people; we do not normally talk about it on the Floor of the House because, as she will know, it is a process. We are conscious, however, that it is a powerful tool in the armoury for making change. The hon. Lady also raised the important issue of debt. She is right that the principal instrument is the G20 common framework, but we need to do far more than that. We have learned lessons from the negotiations that Zambia and Ghana—two close friends and allies of the United Kingdom—have been through.
I briefly mentioned climate resilient debt clauses. It is important to understand this British invention, which is a real benefit for countries under stress. It means, for example, that a country such as Ghana, faced with a pandemic or an extreme event, does not have to use its liquidity to pay off capital and interest on debt. There is a two-year holiday so that the money can be used to help their own citizens. It is an important contribution by Britain. UK Export Finance, our export credit guarantees agency, is using it, and we hope that before long everyone will be.
Finally, both the hon. Members for West Ham and for Ealing, Southall raised the issue of malaria and TB. In the case of malaria, the new vaccination that was announced a fortnight ago, which is the second vaccination —again, British technology—is a very welcome moment. I was in Mozambique recently with the head of the Global Fund, and together we saw how climate change is leading to an uptick in the number of people affected by malaria. In Mozambique, the amount of malaria had been driven down below 50% among children, but is now rising again for the first time in many years because of climate change and the amount of flooding.
Let me be clear that the first announcement that we were able to make once the Prime Minister came into Government last October was about a replenishment for the Global Fund of £1 billion. It is a very significant commitment by Britain, because we know the Global Fund is so effective when it comes to HIV, TB and malaria. I hope that the hon. Members for West Ham and for Ealing, Southall will accept that this is a powerful British ambition in all three of those areas, and that our support for the Global Fund is a reflection of that.
I end by saying that despite the setbacks we have faced, there is hope that the world can deliver the SDGs, and the UK is determined to play its part. The world needs the goals because they are an approach that recognises the interlinked nature of the global challenges that we face, and sets out our shared vision for overcoming them. That matters now more than ever. Together, we must mobilise the finance required to deliver them, including building a bigger, better and fairer international financial system that addresses both poverty and climate change. We must ensure that money is spent with maximum impact, working closely with country partners to boost economies, create jobs and build a greener and healthier future. I hope that we can all unite to champion and deliver the SDGs over the next seven years for the sake of people and planet.
We all asked individual questions. I asked a question—the hon. Member for Congleton (Fiona Bruce) referred to this as well—about NGOs and churches that are involved in missionary work, and work on the ground through charities and so on. I am keen to see how we can work better together.

Commons Chamber(Urgent Question): To ask the Minister of State, Foreign, Commonwealth and Development Office to make a statement about the attack on the Lhubiriha Secondary School in Uganda on 16 June.
At the outset, I thank my friend the hon. Member for Strangford (Jim Shannon) for raising this important matter and for his courtesy in taking the trouble to inform my office.
On Thursday 16 June, there was an horrific and cowardly attack on Lhubiriha secondary school in Mpondwe in western Uganda, which borders the Democratic Republic of Congo. The Government of Uganda have confirmed that 42 people were killed, of whom 37 were students from the school. Six people were injured. There are also reports that a further five to seven people, which may include children from the school, were abducted. The Ugandan authorities believe that the perpetrators are from the Islamic State-affiliated armed group the Allied Democratic Forces, or ADF, which operates in the DRC. The Ugandan military is pursuing the attackers. Those responsible for the attack must be brought to justice.
I issued a tweet on 17 June expressing my horror at the attack, which took the lives of so many innocent schoolchildren. My condolences go out to all the victims and to their families. The British Government strongly condemn this attack. We have confirmed that no British nationals were caught up in the attack. In response to the attack, the Foreign Office updated its travel advice for Uganda on 17 June with a factual update. The British high commissioner in Kampala issued a tweet sending her condolences to all those affected and the British high commission in Kampala remains in close touch with the Ugandan authorities.
First of all, I thank the Minister very much for his response. He encapsulates our horror and our concerns. I also thank him for his obvious interest, which we know he has anyway, but which he has proven today. I am sure the whole House will join me in expressing our deepest sorrow and sympathies for the victims of Friday’s abhorrent attack.
I want to put on record the full magnitude of what occurred. On Friday 42 people, including 37 students, were killed when militants from the ADF, affiliated with IS Central Africa Province, attacked the Lhubiriha secondary school. Some victims were murdered with machetes, while others were killed in their dormitories when terrorists threw bombs and set the building alight after students had barricaded the doors to try to protect themselves. Six additional students were kidnapped to carry loot stolen from the school and it is estimated that some of those may be some young girls and ladies.
The effect of this act of terror is clear: many of the town’s residents have fled since the attack, and yesterday schools across the region were empty, as teachers and students feared turning up. While IS Central Africa Province has yet to claim the attack, that is not unusual, and the attack carries all the hallmarks of ISCAP. Moreover, it is part of a trend of escalating attacks by the group, targeting Christian villages in the DRC since March, resulting in some 400 deaths. This attack in Uganda spells an alarming development.
The attack is part of a wider trend of violence against Christian and religious minority communities stretching across central Africa, including attacks from Daesh, Boko Haram and Fulani militants in Nigeria and intentional targeting of places of worship by al-Shabaab in Somalia, Kenya and Ethiopia.
I want to ask the Minister four questions. First, what steps can the Foreign, Commonwealth and Development Office take to help recover those who were kidnapped? Secondly, what scope is there in the current UK aid budget to provide emergency relief to displaced communities and help to create a safe environment for schools to reopen? Thirdly, when was the latest joint analysis of conflict and stability assessment carried out for the region by the FCDO, and does it reflect the current threat from IS Central Africa Province to Christians and minority communities? Fourthly, what can we do to prevent future attacks?
The hon. Gentleman sets out the position extremely well. He asks me a number of questions. First, in respect of the aid budget, Britain has a significant partnership with Uganda, which last year was in the order of £30 million. That is spent principally on humanitarian and reproductive health-related issues, but we always keep the humanitarian situation under review and we will continue to do so in this specific case. He asks me about the latest JACS report; it is not recent, but I can tell him that before these horrific events we were looking at commissioning another one and we will pursue that. In respect of what more Britain can do, we are in very close touch with the Ugandan authorities and will do everything we can to help them.

The embassy, on behalf of the Foreign Office and the Government, runs a range of programmes that engage specifically with civil society. We will look at whether we can do more to energise the excellent work that the embassy is already doing.
I thank the Minister for his response. Thirty peacekeepers and 52 Serbs were injured while protesting the installation of the mayor. NATO has sent additional troops, on top of the 700 already there. Everyone recognises that NATO has a key peace role to play; will the Minister indicate what the position will be for those peacekeepers? Will they be respected by both sides? We should be ever mindful that the innocents suffer the most—the women, the children and the elderly. What discussions have Government had with officials in Kosovo to reduce any possibility of an escalation of violence and to protect civilians?
I thank the hon. Gentleman for his perceptive comments, as usual, about what is going on, particularly his focus on the abhorrent violence committed against the peacekeepers in the way that he described. He may rest assured that Britain, through a whole series of different international and local entities, is doing everything it can to protect peacekeepers from vile attacks. We will continue to do exactly that.

Commons ChamberI understand the hon. Gentleman’s frustration. It is a frustration that we all share. We use our very considerable diplomatic presence in the region and our diplomatic work from London to try to advance a position that I think the House is agreed upon, as I have said, and I do believe that that voice is heard. Let me make absolutely clear what the position is and remains. It is that a negotiated settlement leading to a safe and secure Israel living side-by-side with a viable and sovereign Palestinian state, based on 1967 borders with agreed land swaps, should take place, and that Jerusalem as the shared capital of both states and a just, fair, agreed and realistic settlement for refugees should be at the centre of what we do.
I thank the Minister very much for his statement and for the understanding he has of the issues. On behalf of my party, I join others in condemning the horrific murders of Lucy, Maia and Rina Dee by terrorists earlier this month, and we send our sincerest condolences to their immediate family and friends. In Northern Ireland, Sinn Féin aligns itself alongside Hamas, a terrorist organisation proscribed by our own UK Government, and has called for sanctions, including a boycott of Israeli products. Does the Minister agree with me that Hamas are terrorists and that the boycotting of Israeli goods is utterly abhorrent?

The answer to the hon. Gentleman’s question is that we are a leading member of the United Nations, we look very carefully at the work in which the Human Rights Council is engaged all the time, and when there is anything to say we will of course report it. The hon. Gentleman may rest assured that through that avenue we are exerting every pressure that we can.
I thank the Minister for his answers. I think it vital for the message of a united voice from Members in all parts of the Chamber to be sent today. Perhaps we cannot always change things in the way we would like to, but I think it important for the House to voice its opinion democratically, and I am pleased that the Minister has done so this afternoon.
The sentence handed to Vladimir Kara-Murza is a sign that the Russian authorities are determined to silence critics of Putin’s regime and eliminate any threats to their system. We must, I believe, do all that we can to come together, and, more important, protect those who expose the criminality of the Russian Government. What steps will the Minister take to work with counterparts in western states to ensure that we safeguard those who are being faced with the brutality of the Russian state?
As usual, the hon. Gentleman speaks with both wisdom and concern. Of course we will seek every way possible to protect whistleblowers. As for his question about our working with others, he may rest assured that we will take every possible step to prosecute the important issues about which he and I care so much.

Commons ChamberThe hon. Lady will know that in such situations there are clear rules that kick in about the treatment of asylum seekers and refugees. She may rest assured that Britain will shoulder its responsibilities in that respect absolutely.
I thank the Minister for his statement and for his answers to all our questions. Freedom of religious belief is a matter that interests me greatly in this House. As chair of the all-party parliamentary group for international freedom of religion or belief, I share the concerns to which the hon. Member for Congleton (Fiona Bruce) referred. In 2023, Sudan rose to ninth place on the Open Doors world watch list: it is one of the top 10 lists that no one would ever want to be on, but Sudan is on it. The freedoms that religious minorities began to experience after al-Bashir’s regime were cruelly stripped away after the 2021 coup. I know that the Minister shares our concerns. What assessment has been made of the outlook for the human rights of religious minorities if the violence continues to escalate?
I thank the hon. Gentleman—not for the first time today—for his wisdom and good sense. I acknowledge his authority and hard work, and that of my hon. Friend the Member for Congleton (Fiona Bruce), in standing up for religious freedom. On his point about the dangers to those who seek to exercise their right to freedom for their faith, the prospects tonight in Sudan are extremely gloomy.

Commons ChamberSince the Syria crisis began, as my hon. Friend knows, Britain has contributed something like £3.8 billion, which is more than the whole European Union has provided added together. We will certainly focus on that. For now, the British taxpayer has found £43 million and the Disasters Emergency Committee has raised £100 million. All across the country, people are responding magnificently to this crisis. In my constituency, the Sutton Coldfield chamber choir will be playing at a concert at St Columba’s church on Saturday night to raise money for Turkish victims.
More than 850,000 children remain displaced after the earthquake that hit in early February, with many of these children now in temporary shelters. What discussions have Ministers had with Turkish officials to ensure that all is done to return children to a place of safety, to locate their families and to educate them?
The hon. Gentleman is right on all counts. Immediately after the crisis, Education Cannot Wait allocated $7 million to try to ensure that children, particularly those out of school, could get back into education. We will continue with our efforts to ensure people who suffered so much from the earthquake are remedied in every way we can.

Commons ChamberI pay tribute to the women doctors who carried out that brave task in June 2022. I am appalled to hear what the hon. Lady said about the unequal treatment of men and women. We will continue to make sure that we do everything we can to ensure that aid is targeted, as best it can be, at those who need it most throughout Afghanistan.
I thank the Minister for his answers, which are greatly appreciated by all hon. Members present. On unspoken support such as hygiene and family planning products, what is available for women and what more can we do to ensure that there is access to basic women’s healthcare? As that support is unspoken and basic, perhaps there might be an avenue through Pakistan or other countries to get it to women in Afghanistan, who need it very much.
I thank the hon. Gentleman for his comments. Family planning and hygiene are supported. Specifically, we try to ensure that clean water, sanitation and food get through to those who need them. As we heard, 28 million people are in acute need in Afghanistan at this time.

I recognise that the Minister would probably need an hour and a half just to explain where we are, but I have a quick question. Surely those people who were British contractors and applied through the scheme already have clearance. They must have had that clearance whenever they were working as British contractors in Afghanistan, or they would never have got the job. Is that not right?
People arrive by different streams, so that is true of some of them but not all of them.
The Government have also put in place support for eligible Afghans once they have arrived in the UK. As the House is aware, the Government have engaged extensively with local authorities and other partners to source suitable accommodation as soon as possible. We are committed to supporting people to settle, find jobs and rebuild their lives in the UK. Anyone resettled through the ACRS will receive indefinite leave to remain under existing rules. They will be able to apply for British citizenship after five years in the UK.

I thank the hon. Gentleman for his kind remarks. He is a distinguished soldier and brings that knowledge to the House. He has rightly championed Britain’s responsibilities in this matter. The Government are trying both to advance through our strong partnership with Rwanda and to meet the other objectives he has set out. I commend to him the Government’s approach in both respects.
The Minister is well known for his compassion and understanding of these issues in this House. I say that in all honesty; he knows it and everyone else knows it. How many people have begun the ACRS scheme, have been given their reference number and are on stand-by, and yet have heard nothing over the last year that the scheme has been operating? How can he change the message sent to those we asked to help us, because we made promises and then appeared to abandon them when our aims were met? It is very sad.
The hon. Gentleman is quite right to point out Britain’s responsibility in this matter. We are, I think, meeting that responsibility. As I mentioned to him, if we look at those processed by the Foreign, Commonwealth and Development Office and their dependents, who are equally eligible to come under this pathway, we get up to something like 750 who have been initially processed. That now moves to the Home Office. He will understand that that is nearly half of those who would be expected to arrive under this pathway. We must do better and we are doing everything we can to make sure that we do.

I can tell the right hon. Gentleman that I am not confident about that, but we are pressing in every way we possibly can, and we must move forward optimistically. I will come to his specific point in a moment, when I address some of the comments that have been made during the debate.
In my contribution, I mentioned the issue of religious attacks. I know the Minister will come back to that, but I also want to press him on the issue of access to humanitarian aid for the Christian groups in Tigray, which are not getting the access to aid that they should.
If I may, I will come back to the hon. Gentleman’s comments later.
The presence and conduct of Eritrean forces in Tigray has fuelled the conflict and made its resolution more challenging. The Eritrean Government were not party to the peace agreement, but will inevitably be crucial to its success. We have consistently called on Eritrea to withdraw its troops from Tigray—I repeat that call today, and urge the Eritrean Government to support the peace agreement. We recognise that a durable peace in the horn of Africa depends on mutually acceptable security arrangements, which must include Eritrea, and we encourage those in the region to find solutions through dialogue.
I want to make a couple of points about our development assistance. Before the conflict, our development partnership with Ethiopia—one of the best in the world—had lifted millions of people out of poverty. Indeed, the results of spending British taxpayers’ money in Ethiopia were truly stunning, and helped Ethiopia to become one of the world’s fastest-growing economies. We want Ethiopia to return to more prosperous times, and the peace agreement calls on international partners to support its implementation, to help build infrastructure and to support economic recovery, although the UK will play its part in that. The UK Government have already provided 54 trucks to the UN World Food Programme in the region, and we are working with partners to remove the logistical barriers that prevent them from operating at full capacity. If the peace deal holds, we will encourage international financial institutions to support Ethiopia’s recovery.

Commons ChamberI commend the right hon. Gentleman on the book he wrote, which I remember reading about two months ago. In that book, he referred to the role he previously held in the then Department for International Development, and from what he said it was clear to me that the benefits of the money the United Kingdom spends are not just marked in financial terms, but in terms of the effect on people across the countries it helps. Does he agree that for those reasons, the good that it does is much more important than the money itself?
My hon. Friend—he is my hon. Friend—is absolutely right in what he says, and it is very good of him to make mention of my book, “Beyond a Fringe: Tales from a Reformed Establishment Lackey”, which is still available in bookshops. I am very grateful indeed to him for drawing the House’s attention to that. I should say that the Minister, who has a starring role in my book, understands these issues, and I absolve her of all blame for any of the criticism I am making because she inherited much of this situation and was not responsible for it.
The real problem, which is even worse than breaking our promise on the money, is the vaporisation of DFID. I think the abolition of DFID is now acknowledged in almost every corner as an absolute disaster because it has cut at a stroke the expertise assembled by Britain. The international community used to come to Britain to come to DFID, and to our universities with their programmes that were so closely entwined with DFID, to see how to drive forward the efforts in their part of the world to degrade and try to eliminate grinding international poverty. Most importantly, the top 100 people who were responsible for driving forward the Government’s agenda in DFID have gone. Of course they have, because they have been headhunted by the international system, whether in New York, Geneva or the charitable sector. They have gone because they see a Government who do not recognise or appreciate that extraordinary skill that existed in DFID. The Government are now faced with a large budget but a diminishing level of expertise.
It is even worse than that, because the Prime Minister decided that we should not revert to what Mrs Thatcher so rightly had—the Overseas Development Administration as a Department within the Foreign Office that Tony Blair subsequently took into DFID. The Prime Minister does not want an ODA in the Foreign Office because he knows that if it was there, another Administration after him could immediately re-set up, or try to re-set up, DFID, and he wants development done on a geographical basis. That is the destruction of a real hub and driver of UK leadership, influence, expertise and knowledge. All that has now gone.
All international development spending is about Britain’s national interest. It is spent largely in areas where we have a historical connection. When I was DFID Secretary, the Foreign Office always had a view, which we always accepted, about where was the best place in which British influence through development could and should be exerted. The aim of international development policy, which Britain drove forward so successfully under both political parties for so very many years, was to build safer and more prosperous communities overseas. It was to make sure that we helped countries, through partnership, to deal with conflicts—to stop conflicts starting, or, once a conflict had started, to eliminate it and reconcile people who had been torn apart by it, and then to build prosperity and help to promote economic activity to ensure that people had the tools to lift themselves out of poverty. It was hugely in our national interest to pursue those policies because it made us safer in Britain and more prosperous as well. The world is a small place and we are all increasingly dependent on each other. That is an eternal truth.
Furthermore, building stronger and safer societies over there helps to stop the high level of migration, which is now being fuelled by starvation and famine, climate change emergencies, and the ease of travel. The whole burden of British development policy was to try to help to resolve that by building those safer and more prosperous societies overseas.
