I am pleased to have learned something about St Andrews harbour. I am sure that colleagues in other Government Departments, including DLUHC, are considering those issues. Community-owned assets can be a wonderful thing. It is important that assets such as local ports are governed by people who really understand the towns and cities in which they are based. I am happy to take that forward.

I thank the Minister for his positive answers to the questions. Farmers in my constituency tell me they cannot recall floods and rain quite like this; indeed, they tell me the volume of rain has been of biblical proportions. I hail from the coastal constituency of Strangford, where storms hit with a fury that is possibly not fully grasped. The coastline defences around Strangford loch and within my constituency have been subjected to a level of onslaught never before seen. Can the Minister confirm what discussions he has had with the Department in Stormont, to which Westminster gave substantial financial help to address coastal erosion? Perhaps the same level of assistance can be offered again.

I will ask Ministers from other Departments to come back to the hon. Gentleman on the specifics, but he will know that we are very keen to see a restoration of Stormont, and I believe that the House will hear more about that very soon.

The right hon. Gentleman will have heard what I just said to my right hon. Friend the Member for Haltemprice and Howden (Sir David Davis). I know that, as a lover of due process, he will believe that the statutory inquiry should appropriately have the final word on this. And when it does, we will have absolutely no compunction in acting.

May I, too, convey my sympathies to the family of Tony Lloyd? I thank you, Mr Speaker, for allowing us the opportunity to come together more fully as a House to pay tribute.

I thank the Minister for his answer. My constituents in Strangford, and indeed people across Northern Ireland, including a large number of small and medium-sized enterprises and businesses—they create many jobs, wage packets and opportunities—very much want to be part of this process, and I know the Minister is keen to support us. What can be done for defence procurement, for example, and also for the food and agriculture sectors, because we have great companies that have the potential to do better. Can the Minister add his support?

I certainly can. As my hon. Friend will know, Northern Ireland agreed to be part of the new procurement regime when we passed the Procurement Act, which is fantastic. Sadly, that is unlike our friends in Scotland, who will miss out on all the benefits of the best modern procurement framework in the world. That means that small and medium-sized enterprises in his constituency will now have a better opportunity to bid for Government contracts. I very much enjoyed being in Northern Ireland at the end of last year. I am going again in the next few months and would be happy to meet any businesses that he would like to put me in touch with.

I very much encourage my hon. Friend to take this matter up with the Department for Energy Security and Net Zero, but for my part I understand that anyone bidding for contracts for difference, our main renewable support scheme, must submit supply chain plans, including how many applicants will support SMEs. The Department is also consulting on reforms that will give greater revenue support to applicants using more sustainable supply chains, including those that make greater use of SMEs.

I thank the Minister for his response and the hon. Member for Cleethorpes (Martin Vickers) for raising this matter. Northern Ireland, and particularly my constituency of Strangford, have a great many small and medium-sized businesses that depend greatly on opportunities for Government contracts. What discussions has the Minister had with the Department of Finance in Northern Ireland on a united approach, similar to that referred to by the hon. Member for Cleethorpes? I would love to see that in Northern Ireland.

My hon. Friend will be pleased to hear, and will remember from discussions we had as the Procurement Act 2023 was making its way through Parliament, that Northern Ireland will benefit from the new post-EU regime that we have brought in. Unlike our friends in Scotland, who chose to opt out, England, Wales and Northern Ireland have been able to shrug off the overly bureaucratic regime that we inherited from the EU and create, alongside small and medium-sized businesses, a brand-new way of doing things. I know that small and medium-sized enterprises in his constituency will ultimately benefit from that.

The Cabinet Office, which is home to the Government Digital Service and the Central Digital and Data Office, takes a lead role, along with the Department for Science, Innovation and Technology, in co-ordinating work within Government so that we can take advantage of the extraordinary opportunities AI presents and guard ourselves against potential disadvantages.

Constituents all around this great United Kingdom of Great Britain and Northern Ireland rely on employment to make ends meet and survive. The Secretary of State referred earlier to cyber-security. Bearing in mind the fact that Belfast is now known as the cyber capital of the world, will the Cabinet Office and the Secretary of State build on that strong foundation, invest in the existing industry, and allocate the funding to create more jobs and use the highly skilled based that is already there?

I am pleased to be able to tell my hon. Friend that the Bill includes a specific duty on contracting authorities to recognise the particular barriers that SMEs face. Other measures will also benefit SMEs, such as the strengthening of prompt payment requirements, with 30-day payment terms applying contractually throughout the public sector supply chain; a single digital platform, so that bidders only have to submit their core credentials once; and new transparency requirements.

I thank the Minister for his positive answers to the question. Wrightbus in Northern Ireland is an example of where we could contract domestic companies and expand our economy, as opposed to going international. What steps will the Cabinet Office take to ensure that we prioritise domestic contracts within the United Kingdom of Great Britain and Northern Ireland and the devolved Assemblies?

I cannot comment on the specific contract that the hon. Gentleman raises, but he will know from the debate we had in Westminster Hall the other day that the Bill introduces provisions that will mean that contracting authorities publish their pipeline and can publish advance notices of procurement, which will enable businesses and suppliers to get ready for local contracts.

I feel that my right hon. Friend could survive in sub-19°C temperatures without an extra layer, but, as he will know, the Health and Safety Executive issues advice on temperatures in workplaces. Regulations suggest that the minimum temperature for indoor working should be at least 16°C, or 13° where rigorous physical effort is required. We have the flexibility to take that action, should we wish to do so.

Could use be made of empty Government properties? Given that bitterly cold weather is hitting the UK with a vengeance this week, have the Minister and the Cabinet Office considered making properties in city centres available to provide warm and dry places for those who are struggling with homelessness?

I have to give credit to the hon. Lady, because she was at the debate yesterday, unlike many of the Labour Members present. She will have heard me say then, as I have just said again, that we will have an independent adviser very soon and they will be expected to prioritise the publication of the ministerial interests.

I thank the Minister for his responses. There are concerns that there is currently no ethics adviser to the PM. The post has been vacant for six months, so there is urgency. Can the Minister confirm that the independent adviser will be appointed and the timescale for that to happen, so that Ministers can refer to that adviser for the guidance, assistance and advice that they need?

Skills and Post-16 Education Bill [Lords]

I am delighted to be back in the House to discuss our landmark Skills and Post-16 Education Bill. I am pleased the Bill has progressed to this point, as it is a real opportunity for us to create a chance for more people to develop the skills they need to move into a job and support our economy. We have made the case that this Bill and the work surrounding it will provide qualifications that have been designed with employers to give students the skills that the economy needs. That will help us to boost productivity and level up our country.

Lords amendment 17B is a Government amendment on provider encounters. I am delighted that we were able to make this amendment, thanks to the tireless work of my right hon. Friend the Member for Harlow (Robert Halfon), the Chair of the Select Committee on Education. His successful campaigning on this issue, and on further education and skills more broadly, is testament to his expertise, his persuasive powers and his dedication to his constituents, who will be well served by this Bill.

This amendment represents a compromise that will require schools to put on six provider encounters for pupils in years 8 to 13—two in each key stage. This should help to ensure that young people meet a greater breadth of providers and, crucially, it should prevent schools from simply arranging one provider meeting and turning down all other providers.

The underpinning statutory guidance will include details of the full range of providers that we expect all pupils to have the opportunity to meet during their time at secondary school. The Government intend to consult on this statutory guidance to ensure that the legislation works for schools, providers and, most importantly, young people.

I look forward to hearing what the Minister has to say. Does he agree that defunding BTECs poses tangible risks to disadvantaged students and that Lords amendment 17, which ensures that the earliest qualifications can be defunded will now be 2025, gives the necessary time for a good evaluation of T-levels and how they work in this new landscape of qualifications? We should support our colleges to allow every child to achieve their potential.

School Openings: January 2022

My hon. Friend raises an extremely important point. Like her, I have been extremely impressed at how calm a head the education settings I have visited and spoken to have managed to keep in the midst of a crisis, despite the quite unnecessary pressure that certain groups have put on them.

Does he agree that for some children, Christmas at home is not a time of joy, and that the mental health and wellbeing of pupils must be weighed as a concern? Will he outline what discussions have been had with the Northern Ireland Education Minister to share information in an attempt to see that every region of the United Kingdom implements the right strategy in terms of health and education?

I can reassure the hon. Gentleman that, at official level, we are in constant dialogue with our friends and partners in Northern Ireland. There is a great deal that we can learn from each other and that we continue to learn from each other.

Coronavirus: Education Setting Attendance and Support for Pupils

I thank my hon. Friend for his question and his remarks. As I mentioned a moment ago, there are DFE REACT teams working around the country, and their role is to work with schools, local authorities and regional schools commissioners to tackle precisely this problem. I am sure that, if he were to get in touch with the Department, it would be able to fill him in more on what is happening in his area.

I welcome the Minister to his place, and I wish him well in his new role.

In Northern Ireland, the Education Minister has given schools funding grants for catch-up learning, which many high schools have taken advantage of. This has become even more necessary due to the coronavirus, which is the thrust of this urgent question. Does the Minister not agree that we cannot lose focus on the early years intervention for P3 classes with a reading age a full year behind, and how does he intend to stop that lag-behind following those children through their whole academic life?

I thank the hon. Gentleman for his comments. Since I was a Parliamentary Private Secretary to the Northern Ireland Office, I have long believed there is a great deal we can learn from Northern Ireland in this place, and we often learn it from the hon. Gentleman. It is absolutely essential that we support early years, but also children at every stage in their education, to overcome the worst of this pandemic, and I have no doubt that that is what this Department will be doing in the months ahead.
