Commons ChamberIt is far too early for question 13. If the hon. Gentleman wants to ask a question, it should be about the relationship between the United Kingdom and the United States, but that now requires a certain dexterity and fleetness of foot from him.
I congratulate my hon. Friend on his characteristic verbal dexterity. I think he speaks for many people—many common-sensical people—in this House and in this country who want a thriving relationship between the United Kingdom and the United States of America.

Friend agree that it is in both our and the EU’s interests to trade more freely with the high-growth-potential Commonwealth economies, and that if the EU continues to move glacially on this issue, we should build more free trade agreements with the Commonwealth on our own?
The Commonwealth countries, important though they are, account for only 17% of global GDP, taken all together. I agree with my hon. Friend’s emphasis on the need to forge free trade agreements with emerging economies as well as with developed economies, but I caution against thinking that it would be quicker and easier to strike such a deal if the United Kingdom, with 65 million people, were negotiating rather than the European Union, with a 500 million-strong market.

Commons ChamberIn response to the right hon. Gentleman’s response to my comments, I say that it is easy to volunteer others to put boots on the ground, but it is pretty difficult to tell people to do what we are not prepared to do ourselves.
UN Security Council resolutions are already in place and we will continue to test the appetite of the permanent five for going further, but the Russian intervention in Syria complicates matters not only on the ground, but in the Security Council.

The Foreign Office is focused on protecting Britain’s security, promoting Britain’s prosperity and projecting Britain’s values around the world. My priorities remain the struggle against violent extremist Islamism in all its forms, the containment of Russian actions that threaten the international rules-based system, and the renegotiation of Britain’s relationship with the European Union.
I thank the Foreign Secretary for that answer. The Chancellor is right to say that China is vital to our future, but in the light of its recent economic slowdown, what are the Government doing to enhance our trading relationships with the high growth-potential economies of our Commonwealth partners?
My hon. Friend is absolutely right. We very much welcome the state visit by the President of China and Madame Peng, which starts today. Of course, China is hugely important to us in terms of bilateral trade, but so is the Commonwealth.
This Government have unashamedly put the Commonwealth back into the Foreign and Commonwealth Office. We have reinvigorated our network within the Commonwealth and look forward to the upcoming Commonwealth Heads of Government meeting in Malta. We are an early investor in the Commonwealth Enterprise and Investment Council. Trade between two Commonwealth countries is much cheaper than trade by one Commonwealth country outside the Commonwealth. This is an area that we are concentrating on and we want to see far greater trade within the Commonwealth.

Commons ChamberThe hon. Gentleman is chairman of the group; I think it is reasonable to assume that he speaks for the group.
The Foreign Secretary, who is not exactly one of the leading Europhiles in the Government, made his view of that demand known within hours of the introductory article being printed:
“If you were talking about the House of Commons having a unilateral red card veto, that’s not achievable, that’s not negotiable because that would effectively be the end of the European Union.”[Interruption.]
Some Conservative Members may cheer that conclusion, but what is happening is that the Government are learning the meaning of the term “transitional demands”— demands that are made by those who know that they will not be met, as a pretext for saying that they have been betrayed and then campaigning for what they always wanted, which in this case is exit from the European Union. The new group calls itself Conservatives for Britain; they are, in fact, the desperate to be disappointed. This is the Prime Minister’s problem: there is nothing he can negotiate that will satisfy a significant proportion of his parliamentary party.
Is not the position that the right hon. Gentleman is outlining that there is no conclusion to the EU negotiations that would make him willing to leave the EU?
The hon. Gentleman gets to the heart of the Conservatives’ negotiating stance. My answer to him is that holding a gun to our head and saying to our European allies, “Give us what we want or we’re going to shoot ourselves,” is not the only negotiating strategy available to the United Kingdom. Either the Prime Minister will cave in to his colleagues’ demands or, sooner or later, there must be a reckoning between the Prime Minister and those in his party who are determined to take Britain out of the European Union.
The Prime Minister will come back and claim victory. Like the emperor in the fairly tale, he will say, “Look at my wonderful new clothes.” Many of his Back Benchers will look at him with relief and loyalty, and say that he has got a good deal. However, we know that plenty of them will say that there is not a lot keeping him warm, and conclude that it is not enough.
