As Chair, may I say that I take pride in the fact that the Backbench Business Committee has been able to facilitate this afternoon’s important debate on Holocaust Memorial Day? There is an important message here: Back-Bench Members in all parts of this House think that that is an important and priority debate to have in such a timely way. On behalf of the Committee, I would very much welcome applications for debates in the main Chamber and for slots in Westminster Hall. We ask for applications to be submitted in writing to our Clerks, who are situated in the Table Office. The Committee meets on Tuesday afternoons to consider applications, where we ask Members to present their applications in person.

May I thank the Leader of the House for our meeting yesterday and for introducing me to the members and crew of HMS Queen Elizabeth, which was a real pleasure? May I also thank her for writing to the Levelling Up Secretary on my behalf following last week’s business statement? The crisis in local government funding is intensifying, particularly in my local Gateshead Council. Our leisure centre, previously a venue for top-level and international sporting events, is now, sadly, earmarked for closure, along with its swimming pool, which is situated next door. Gateshead International stadium could well be in the firing line; the home of Gateshead Harriers and Gateshead football club could be in the firing line because the local authority no longer has the revenue to support its maintenance, upkeep and running. So may we have a debate in Government time on the sustainability of our sporting and activity centres?

I thank the hon. Gentleman for his work to facilitate this important debate on Holocaust Memorial Day. I know that many Members will want to contribute, and this debate provides an opportunity to do so.

The hon. Gentleman knows that, since the Christmas recess, we have had one debate on the importance of community sport. It is a subject that is very much recognised, and obviously we need facilities in which to do those activities. I know that the questions to that Department are not until a little later in the year, so I will write again encouraging Ministers to engage with the hon. Gentleman to see what other funding streams could be accessed for his constituency. We have offered him some further time next week for the Backbench Business Committee. I know that that is short notice, but I hope that he will consider taking it up, because there are clearly bids from many Members on a whole range of topics.

Thank you very much, Madam Deputy Speaker. I wish the Leader of the House and Members across the House “Gong hei fat choy!” for this weekend—the beginning of the year of the rabbit in the Chinese calendar, I believe.

I thank the Leader of the House for announcing the Backbench Business Committee day on Thursday 2 February. We propose a debate to commemorate LGBT History Month on that date; we are going to assess which other bid to accept for the second debate on that day. I ask Members across the House, as they did last week in numbers, to continue submitting and supporting bids for Backbench Business Committee debates, both here in the Chamber and in Westminster Hall.

In response to the earlier urgent question on the levelling- up fund, the Minister told us that over 500 bids, valued at £8 billion, had been received and that 111 bids, valued at £2.1 billion, had received awards. But those awards are one-off payments, while local authorities across the country have been stripped of about £15 billion a year in lost revenue support grant. My own local authority in Gateshead has lost approximately £180 million per year in real terms. Can we have a debate in Government time about local government finance and the total inadequacy of the council tax system to properly fund our councils and the services that our constituents desperately need, week in, week out?

I thank the hon. Gentleman for advertising forthcoming debates, which is always very helpful to colleagues, and thank him for working so constructively with my office to ensure we plan time well and give people as much notice as we possibly can of those opportunities.

I fully appreciate the hon. Gentleman’s concerns. All Members will want to lever in as much funding for their constituency as possible. There is a very good tool on the Government website, gov.uk, which maps all the funding going into constituencies via the very many funding streams there are, so people can get a good overview about what is happening where and why. We had to deal with a situation when we came in to make sure the Government were balancing their books. We also felt it was incredibly important to hold council tax rises down. Under the Labour Government they rose by 110%. He will see if he goes on to that tool that we are putting enormous amounts of money into areas, particularly those that have been deprived of funding for many years.

I wish you and Members across the House a very happy new year, Madam Deputy Speaker.

The Backbench Business Committee is very much open for business. We would welcome applications for debates in Westminster Hall which are normally on Tuesday mornings and Thursday afternoons, and applications for debates in the main Chamber which are also usually on Thursday afternoons. Applications for date-specific commemoration debates, particularly anniversaries and campaign days, are also welcome, but we ask that Members submit them well in advance so that we can get some planning in and notify the Leader of the House that those debates are coming up. A little note to make is that Thursday 26 January, which the Leader of the House mentioned would be for Backbench business, is the date we propose for the debate on Holocaust Memorial Day, which, of course, follows on 27 January.

Just over the border, in the neighbouring constituency of my hon. Friend the Member for Blaydon (Liz Twist), Orchard House Foods on the Team Valley trading estate, which employed many of my constituents, made its workforce of more than 250 people redundant just before Christmas. No workers have received any redundancy pay, and many have been left almost destitute at a very difficult time of the year. Can we have a statement from the Government on what they intend to do to protect workers from the cavalier actions of rogue employers such as Orchard House Foods?

I thank the hon. Gentleman for his notice of the very important debate on Holocaust Memorial Day.

I am very sorry to hear about what has happened in the hon. Gentleman’s constituency. Although there is no good time for that to happen, it is a pretty terrible thing for families to endure before Christmas in particular. If he is happy for me to do so, I will write to the relevant Minister and ask them to contact his office to see what can be done. It is quite wrong for people to be left in limbo like that.

With your indulgence, Mr Speaker, I have a little Christmas advertisement on behalf of the Backbench Business Committee. We are very much open for business. We welcome applications from Back-Bench Members for debates in Westminster Hall on Tuesdays and Thursdays and here in the Chamber usually on Thursday afternoons. The Clerks to the Committee are situated in the Table Office and are very happy to assist and advise Members on how to apply for debates and provide them with application forms. Applications are expected to be cross-party and have support from a significant number of Members.

The debate on Tuesday on matters to be raised before the forthcoming Adjournment will be led by my friend and colleague, the hon. Member for Harrow East (Bob Blackman), on behalf of the Backbench Business Committee.

Following the minute’s silence this morning to commemorate the recognition of the holocaust, may I give advance notice that we have an application on the stocks for a debate to commemorate Holocaust Memorial Day, which we would like to be aired on 26 January, the day before Holocaust Memorial Day itself.

Mr Speaker, I wish you, Members across the House and every member of staff the very best for the Christmas season and all the very best for 2023.

I thank the hon. Gentleman for all the work that he has done over the past year to facilitate the Backbench Business Committee. I endorse his advert for people to come forward with debates and also to ensure that those debates are well-attended and lively. I know that many organisations outside this House will want to see us debating the issues that they care about, and he provides us with an excellent service in doing that.

I thank him also for notice of the topic on 26 January. I look forward to hearing the issues that people want to raise next week, on 20 December. I also look forward to hearing the announcement of the topic for the debate on the first Thursday back, on 12 January.

I thank the Leader of the House for the business statement and announcing the Backbench Business Committee business for Thursday 15 December and Tuesday 20 December. Will the Leader of the House, via the usual channels, indicate whether the Backbench Business Committee will be allocated any time in the first week back after the recess, so that we can notify applicants in an appropriate amount of time for them to prepare?

Over the last few weeks I have received several items of correspondence from the Home Office—often containing responses to four, five or six different cases—which almost invariably are holding responses on cases that have often been registered with it many months ago. Can the Home Office give MPs’ inquiries timely, full and complete responses, rather than endless holding responses on cases that date back many months?

Penny Mordaunt Portrait Penny Mordaunt
- View Speech - Hansard - - - Excerpts

I will certainly give the hon. Gentleman the heads-up on Backbench Business Committee time; as he knows, I have been trying to give hon. Members time to prepare for potential debates, and I will carry on doing that.

The hon. Gentleman refers to Home Office responses and I know that is a concern for many Members. It offers a one-to-one service where Members can sit down with a case officer and work through their cases, but there is also the option to have individual letters; I have explained to the Home Office the admin burden on Members from not receiving individual letters. I have heard from some Members that they have had difficulty securing one of the surgeries offered by the Home Office, and I would be happy, through my office, to facilitate.

My right hon. Friend will know the Competition and Markets Authority published its road fuel report in July, and it recommended that the Government consider a scheme to increase transparency on fuel prices. The Government are looking at this, and I join her in commending the work of FairFuelUK, which has done a huge amount to champion the rights of motorists and to remind us that holding down fuel duty, and cutting it where we can, is good for the economy.

I thank the Leader of the House for the business statement and for announcing the Backbench Business for Thursday 8 December. If given the time, the Backbench Business Committee intends to table two debates for Thursday 15 December, the first on outlawing self-disconnection of prepayment meters and the second, following our exchanges on the urgent question, on rail transport services for communities served by Avanti West Coast. Many Members on both sides of the House will find that debate timely, particularly given that the new timetable will be published around that time.

May I ask the Government for a statement on the fitness and condition of accommodation in the private rented sector? That is a dangerous market and contains properties at both ends of the housing scale, but for many communities such as mine and those across the north-east of England, it is housing of last resort. Many properties are in poor condition, but they are still funded by housing benefit, which is public money. Can we have a Government statement on what has recently been happening in the sector?

Penny Mordaunt Portrait Penny Mordaunt

I thank the hon. Gentleman for his helpful announcement of future Backbench Business. He is right to focus on the quality of accommodation in the private rented sector, on which the Secretary of State for Levelling Up, Housing and Communities is very focused. I will write to the Secretary of State on the hon. Gentleman’s behalf to ensure his concerns are heard.

I am eternally grateful, Mr Speaker. I was wondering whether I was possibly off your Christmas card list!

I thank the Leader of the House for the business and for notice of the comprehensive list of proposed recess dates, which is really useful for diary planning for Members from across the House. If there is to be any Back-Bench business in the weeks beginning 19 December and 9 January, early notice of that would be helpful and useful to the Committee for debate planning.

Students at universities across the north-east have been contacting me, because of my work on the Select Committee on Education, about their maintenance loans. An average maintenance loan is about £485 per month for each student, but, like everyone else, they are experiencing huge increases in energy, rent and food bills. So may we have a statement on sustainability for students in our higher education sector, as many are really struggling at the moment and there is a danger to the institution, to the individual and to society as a whole of drop-outs due to unaffordability?

Penny Mordaunt Portrait Penny Mordaunt
- View Speech - Hansard - - - Excerpts

On being able to plan Back-Bench business, the hon. Gentleman will know that even if the dates are not set in stone, we will tip his office off and try to ensure that he can plan as best as possible to facilitate that for all Members of this House. He raises a good point about the additional cost of living pressures on students, which everyone else is facing. I will write on his behalf to the Education Secretary to ask that this matter is looked at, but the hon. Gentleman will know better than anyone else here how to apply for a debate.

I am pleased to compliment you on maintaining the proper procedures of the Chamber, Madam Deputy Speaker. It is quite right that we maintain our important heritage, which is not only cherished by residents but a draw for visitors to central London. It is also nice to talk about gaslighting in its original context, as opposed to the more modern meaning that has become the fashion in this Chamber. I commend my hon. Friend and her councillors on the campaign and wish them luck with it.

I thank the Leader of the House for announcing next week’s business, and for announcing the Backbench Business for Thursday 24 November. I also thank her for our very pleasant meeting yesterday afternoon, and I thank her member of staff, who I understand hails from Consett, for the treat of a Black Bullet, which are not readily available in this part of the country. It is an import from home that he brought down.

In the aftermath of the autumn statement, can we have a debate in Government time on the impact of Government policy on local government finance? My borough of Gateshead, which prides itself on the development of sport over decades, now faces a situation where, having had almost £200 million cut from its budget in real terms over 10 years, it is now looking for a further £55 million-worth of cuts in the next three years. There is a real possibility of mothballing Gateshead International stadium and closing two of our swimming pools and possibly even our major leisure centre. This is important to people not just in Gateshead but across the whole north-east of England. Can we have a debate in Government time about the impact of Government policy on local government finance?

I will certainly pass on the hon. Gentleman’s gratitude to Kieran, but he will have caused envy among other visitors to my office who did not get confectionery.

I completely understand the importance of the issue raised by the hon. Gentleman. I am sure he will make use of the debates on the autumn statement, and there is also Levelling Up, Housing and Communities questions on 21 November. The Levelling-up and Regeneration Bill comes back next week, too, so there will be plenty of Chamber time for him to raise these important issues.

On a point of order, Mr Deputy Speaker. The House will no doubt be aware and be as sad as I am about the death of Ronnie Radford yesterday. On 5 February 1972, he scored the goal that became the goal of the year when Hereford United beat Newcastle United in the FA cup third round.

Bill Wiggin Portrait Sir Bill Wiggin
- Hansard - - - Excerpts

Don’t boo! This is serious. Ronnie Radford was a truly wonderful man who set a tremendous example in his modesty and humbleness. I ask the House to read Brian Viner’s article, which pays proper tribute to this footballing icon. With 19 days to go before the World cup, I congratulate Birmingham on putting up a big screen so that people can enjoy football. I hope that that will happen in London, because it would be a shame if Londoners did not get the opportunity to see such a wonderful example of everything that is good about football.

I am grateful to Sir Bill Wiggin—I forgot to give you due deference there, Sir Bill. There were a lot of nods from Front Benchers and hon. Members on both sides of the Chamber when you mentioned Ronnie Radford.

Further to that point of order, Mr Deputy Speaker. I point out that I was not booing the late Ronnie Radford, for whom I have a high regard as a non-league player at the time when Hereford defeated Newcastle all those years ago. I was booing that fact that in the next week or so, we will probably see that goal on many occasions, which I think I have seen on only 4,953 previous occasions—every time the FA cup third round comes on each year. I have great respect and fondness for the late Ronnie Radford, but I hate being reminded about that goal.

I thank the Leader of the House for the statement, and for announcing the Backbench Business debates that will be held next Wednesday. I am sure that we will also have the tasty morsel of a debate in the afternoon after the autumn statement. May I ask Members from across the House who have live applications for a debate registered with the Backbench Business Committee, and who are on the waiting list for a slot for debate, to please respond as quickly as possible when contacted by Committee staff about slots that become available at relatively short notice? It would really help oil the wheels of the machine if responses were more timely.

I have a special entreaty to the Leader of the House on behalf of two constituents, Mr David Shanley and Chelsie Scott. They have systematically and repeatedly been let down by the almost totally unresponsive Home Office visa application and appeal system. My office and I have received the same non-responsive treatment, despite making repeated requests on my constituents’ behalf over the past three years. Six months after their appeal, these people are still waiting for the paperwork confirming the outcome of the appeal. The outcome was in their favour, but they cannot tell anyone about it, because they do not have official recognition of the outcome.

I thank the hon. Gentleman for his helpful guidance on Backbench Business Committee admin, which I am sure all Members will have heard. May I say how sorry I am to hear about the case that he raised? He will know that I recently met the permanent secretary at the Home Office, in addition to having raised Members’ concerns with the Home Secretary, and if he gives us the details of the case, we will, immediately after the business question, facilitate a surgery for him with the Home Office to ensure that the case is brought to a good conclusion.
