May I also congratulate the Secretary of State and welcome him to his position? Does his optimism on the end of domestic restrictions extend to those who want to take up international travel again or who work in the industry? Is he also confident that the three fifths he mentioned who have been double-jabbed will be able to go to amber list countries without quarantine? Would he be willing to meet me and other colleagues who share a concern that we need to do more to try to help our industry?

First, my hon. Friend will know that, in terms of 19 July and the restrictions that will be removed, we are focusing on domestic restrictions. He knows that, separately, we also take very seriously the border controls, the border restrictions and the so-called traffic light system. In terms of making any further decision on that, he will know that it is kept under constant review on a very regular basis, and it is something that I intend to sit down and discuss with my right hon. Friend the Transport Secretary as soon as I can.

When I have confronted these votes over the past nine months, I have done my best to look at the entire health needs and entire health case of all the nation, not just of those who have unfortunately been struck down with covid. When it came to the 10 pm curfew last year, I felt that it did not make sense from a health perspective for everyone to be leaving the pub at the same time, so I voted against, whereas when it came to the decisions towards the end of last year and into January, I could see the hospitalisation cases and the need to get the vaccine rolled out, so I supported the Government.

Where are we now? Let us look at the hospitalisation cases. We were at 35,000 covid in-patients, and clearly the NHS was struggling to cope. When academics at Imperial College modelled what a freedom day on 5 July would look like in hospitalisation numbers, it came up with a figure of 7,000; Warwick University came up with 1,750. The figure for covid in-patients is currently under 1,000—better than expected. In the combined county of Sussex, with 1.6 million residents, there are six covid in-patients, and in my own county of East Sussex there are two of the six. Interestingly, they did not present with covid or get admitted because of it; they were just tested while being admitted, found to have covid and included in the numbers. The hospitalisation numbers are looking much better, and the NHS now has resilience. What is striking to me is the number of people who are waiting to have their lives enhanced by elective treatment. In England alone, 5 million people are waiting for surgery. Over 400,000 of them have been waiting for more than a year; prior to covid, that figure was 1,600. That demonstrates the wider health impact of restrictions. Those people deserve a life, too, and they deserve to be looked after. There should not be an apartheid system when it comes to our health service.

What about the vaccine? What a great success! We should be basking in the vaccine dividend that this Government have delivered. In East Sussex as a whole, we have double dosed 85% of cohorts 1 to 9, which account for 99% of mortality. We know that the vaccine is effective against all known strains. We are there, but the difficulty is that we are not willing to confront the concept of living with covid. Ministers say that we have to live with covid, and yet we are given another month on top. The arguments that Ministers use as to why we need that extra month will still be there in a month’s time, and at that point we will have to decide where we are going to jump.

I have spoken to a very senior NHS lead, who has university-age children. He said to me—I wrote it down:

“Too many of us making decisions have forgotten what it feels like to be a 20-year-old or how miserable it is to be a 20-year-old right now.”

Those young people have made great sacrifices to help cohorts 1 to 9, and they need to see the return of their lives this summer.

Although Ministers say that just a few restrictions remain, we will not start tackling the backlog in NHS waiting times on elective surgery and we will not start tackling the mental health crisis that young people in particular are suffering, with such great detriment. We need to tell the people of this country that we have turned the corner thanks to them and thanks to this vaccine dividend, and we are now ready to accept the risk and move on. It is about everyone’s lives, not just certain lives.

I beg to move,

That this House believes that there must be a clear, simply understood and proper hotel quarantine scheme in operation at the UK border to minimise the risk of introduction of new variants into the UK; calls on the Government to immediately scrap the Amber List category of the Government’s Traffic Light System for travel and place all of those countries currently on the Amber List onto the Red List, whilst maintaining a tightly managed Green List, so as not to risk undermining the UK’s successful NHS Covid-19 vaccination programme; further calls on the Government to work with international partners to introduce an international vaccine passport allowing for the safe resumption of travel, to publish all data on international travel arrivals, and to provide details of the decision-making process on the Traffic Light System; and reiterates the need for a sector-specific support deal for aviation.

I rise to speak to the motion in my name and those of my right hon. and hon. Friends. However, it gives me no pleasure whatsoever to be standing here yet again calling for this Government to act to secure our borders against the threat of new variants of covid. The news that the Prime Minister has announced a delay in the reopening on 21 June was a hammer blow to people across the country. Freedoms that have been denied us for so long seemed within our grasp, yet they have been snatched away. Let us be absolutely clear: the impact of what the Prime Minister announced last night is devastating, but it was not inevitable. That delay is happening because of the delta variant first identified in India, and the delta variant is here in such force because of lax Conservative border policy.

The fallout from that chain of events is enormous for pubs and restaurants that were desperate to open up properly again; for friends planning group holidays that have been ruined; for our towns and city centres hoping to have been bustling with workers again; for concerts, sports stadiums, theatres and festivals that were supposed to be filling up; and for families looking forward to great big get-togethers, celebrating milestones, birthdays, children being born and marriages. I want my thoughts today to be with all those who have seen their wedding plans turned upside down. I realise of course that weddings are legally allowed, but with singing and dancing banned, I do not think they will look like the parties that many of us know weddings to be.

This will be a desperate blow for so many people, and the cost of this delay will not just be felt in people’s disappointment and ruined plans. UKHospitality says that a delay of a month will cost its sector £3 billion in sales, with warnings that 200,000 jobs in the sector could go. Some 5,000 gigs are set to be cancelled at a cost of £500 million. Let us be absolutely clear: the responsibility for breaking the promise of freedom day lies squarely with this Conservative Government. The Prime Minister apparently says that his political hero is the mayor from “Jaws”, keeping the beaches open while swimmers were getting attacked. The truth is that he has let the shark take a huge chunk out of the British economy this week. People across the country have every right to be angry about being let down so badly.

Madam Deputy Speaker, through you perhaps I can echo the strong words of Mr Speaker yesterday in condemning the shoddy way in which the Government have treated this House on an announcement of national importance. Our role is to represent our constituents, and the Prime Minister failing to make the statement to this House or to offer himself for questioning was, frankly, an insult.

Everyone knows that managing the pandemic is a huge challenge for Governments across the world, and of course the British public can forgive mistakes, but what is unforgivable is making the same mistakes time and time again, putting the health and prosperity of the British people at risk. As an island, our border protections should have been one of our strengths. Instead, they have been an Achilles heel. Time and again, I have stood here and warned that the UK Government’s border measures are far too weak, yet from the very outset of the pandemic, Government actions at the border have been too little, too late.

At the outset of the pandemic, just 273 people out of the 18 million that arrived here by air were formally quarantined between 1 January and 23 March last year—just 273 people from four flights. In fact, on 13 March last year, even the voluntary guidance that was in place on self-isolation when coming from parts of China and South Korea and from Iran and Italy was lifted. We have never had a credible explanation for that. All this came at a time when we saw the terrible scenes in northern Italy of hospitals being overwhelmed, when our constituents were contacting us and questioning why there were not better and more effective controls at airports, and when the Government’s own chief scientific adviser said that

“a lot of the cases in the UK didn’t come from China…they came from European imports and the high level of travel into the UK at that time.”

There is no point in the Government claiming that they have the toughest border protections in the world. In that same month, March 2020, Singapore, Hong Kong, Canada and New Zealand restricted entry to residents and citizens and introduced a 14-day quarantine for all arrivals. It could be done, and it was done; it just was not done by this Government. I wrote to the Home Secretary in April 2020 to ask her to learn the lessons from that, but still the UK remained an international outlier. In May 2020, the UK stood with only Iran, Luxembourg and the US Virgin Islands in having no border protection measures in place, and that, I am afraid, has been the story of the pandemic at the borders.

This Conservative Government have been late to formal quarantining. It was not introduced until June 2020, and even then only 3% of the people meant to be quarantining were successfully checked. The Government have been late to mandatory border testing, which was not introduced until January 2021, and late to start hotel quarantining, which started in February 2021 and even then covered only 1% of arrivals. They have been late and lacking in strategy, with no proper plan, just lurching from one position to another. It is no wonder that the border policy of this Government has been a tale of systematic failure. The Government did not so much leave the back door open to covid and its variants as leave the front door open the whole time.

Let me pay tribute to Border Force, the police and our wider law enforcement community. They have worked heroically. The gaps in our defences that have existed and do exist are not their fault, but the fault of Ministers. That chronic failure has been crystallised in the utter mess over hotel quarantining. On 1 February, we on the Opposition Benches forced a debate and a vote on covid security at the borders. I said that day:

“Labour is calling for decisive action today through a comprehensive hotel quarantine policy, and that would mean a policy of enforced quarantine restrictions on arrivals…Failing to adopt that policy risks undermining the huge gains that have been made by the vaccine roll-out, threatening life and hope.”—[Official Report, 1 February 2021; Vol. 688, c. 753.]

I then asked:

“How on earth can the Government be assured that the measures will prevent emerging strains from countries outside those on the red list? The truth is that the Government cannot answer that question. As a result, the policy is fatally flawed. A comprehensive quarantine policy would give us the best possible chance of preventing a new strain from undermining the astonishing collective sacrifice of the British people.”—[Official Report, 1 February 2021; Vol. 688, c. 755.]

It gives me no pleasure to say it, but that new strain is exactly what came to pass.

How long does the right hon. Gentleman think his policy of scrapping the amber list and moving everything to red, hotel quarantine, would last? He says it is to deal with the risk of new variants being introduced into the UK. That risk could last indefinitely, so does that mean that his border closure would, by its very nature, also be indefinite?

Absolutely not. I have said, and it says in the motion, that there should be a growing green list now. The reason we are unable to grow the green list to the extent that we want to is the danger being created by the ambiguous amber list, by people mixing at airports, and by the mixed messaging from the Government about whether people can actually travel. It is not the fault of the people who are travelling. It is the fault of this Government with their mixed messaging.

My right hon. and learned Friend the Leader of the Opposition asked the Prime Minister to take action. The Prime Minister promised some of the toughest border measures in the world—but we had another example of what defines this Government: overpromising and underdelivering. Instead, they have let people down and delivered a complete mess. It was the Government’s short-termism and refusal to take tough decisions in time that has led to us ending up in this situation. When we called in February for comprehensive hotel quarantine measures in February, the Government Members did not even turn up for the vote—not one of them is shown has having voted in the Lobby.

Let me be clear. We want to get back to safe international travel as soon as possible, but we have to protect the gains of the past 14 months, which have been secured by the sacrifices of the British people. Yes, the comprehensive quarantine policy is tough politically; it is a message a lot of people did not want to hear, but it was necessary to keep variants out. Advice from the Scientific Advisory Group for Emergencies was that it was the only measure that would work, and the Government’s chief scientific adviser said:

“You’ve got to go hard, early and broader if you’re going to get on top of this. Waiting and watching simply doesn’t work.”

Yet the Government ignored the warnings, time and again.

Thank you, Madam Deputy Speaker. I welcome the opportunity to talk about the issues that the international travel and, indeed, the health regimes face. I do so in a somewhat perplexed state, because normally I am very critical of my Government’s approach for being too cautious, but here I find that the Opposition motion is even more cautious and, in my view, would finish off the international travel industry, which is already on its knees.

What I find perhaps most galling about the motion is that all the measures that would compromise business, having no regard for those who have worked so hard and lost their job in the sector, can just be swept up in the last line, which refers to

“the need for a sector-specific support deal for aviation.”

The international travel industry does not want to be bailed out; it wants to be able to get on and do its job. It is all well and good for the Opposition to put that line in at the end as the catch-all, but it is effectively saying, “We will make you bankrupt, but don’t worry—we’ll appoint a receiver for you.” Frankly, I find it very disappointing indeed.

I am sorry that the shadow Home Secretary, the right hon. Member for Torfaen (Nick Thomas-Symonds), has moved away, because I was hoping that he might intervene to clarify something. When I asked him about the effectively perpetual state of the red list, with the amber list being scrapped, he stated that, under the motion, the green list would be grown. In fact, the language is that the Opposition would maintain

“a tightly managed Green List,”

so it does not seem to indicate that at all. I ask the shadow Transport Secretary, the hon. Member for Oldham West and Royton (Jim McMahon), if he is listening, to clarify whether the countries currently on the amber list, such as Malta and the Balearic and Greek islands, would move to the green list or move to the red list, resulting in quarantine.

It is simplistic in the extreme to constantly cite Australia and New Zealand as an example that this country should follow. We are an island trading nation. It is extraordinary listening to the Opposition, whose contributions in this debate I compare with those over the past couple of years in all the debates on Europe, when they said that we could not divorce mainland UK from our European Union partners because of trade and our close links. Yet all of a sudden we can throw a ring of steel around ourselves and have everyone—I assume that means the 10,000 heavy goods vehicle movements that come into this country delivering our trade—put into a red quarantine list and therefore into a hotel.

If everyone is not to be put into a hotel, we have just punctured the ring of steel, in which case what is the point in bringing the international travel industry down? Why not have the halfway house of an amber list, as the Government do? Then we have testing and mitigations in place, but at least allow travel to occur. As soon as we puncture the ring of steel there is no point in having it at all. That would be my point to the shadow Transport Secretary.

If we reduce flights virtually to zero, because no one will travel on them if they are all going to hotel quarantine, that ignores the fact that 40% of our trade comes in the belly of passenger planes, so trade will not come through either. That then results in more trade coming through on more lorries, which of course increases the risk, so there seems to be no logic to that at all.

The hon. Gentleman shakes his head; I look forward to his responses. I hope he pays some regard to my comments, as I am very critical of my own side too. I am accusing him of trying to have it both ways—of trying to show some support to the international travel industry while closing it down, and of suggesting that we can close our borders down, Australia-style, while ignoring how our country interacts and works with Europe. I do not buy it for one minute, and I am afraid to say that it strikes me that the Opposition are showing a bit of red meat to try to appeal to the lowest common denominator, rather than trying genuinely to help the international travel sector recover while balancing health concerns.

That leads me to my last point. This motion seems to ignore the fact that we have a world-class vaccine that has been rolled out. In Sussex, 85% of those in cohorts 1 to 9, the over-50s, have been given both doses. We should be talking about the future and giving optimism and positivity and some signs of milestones to unlock people from the threat of job losses in the international aviation and maritime sectors, giving people hope that they will be able to see their loved ones. I ask the Opposition please to focus less on baseline politics and instead to focus on the industry—stop thinking that they can throw a blank cheque at an industry that wants to get back to work.

It is a pleasure to speak under your chairmanship, Ms McVey. I join other hon. Members in this Westminster Hall debate by thanking the hon. Member for Worsley and Eccles South (Barbara Keeley) for leading it. The note that I passed to you, Ms McVey, was to apologise and to hope that you had received notification beforehand that I was running from the main Chamber to speak here. I very much hope that that was the case, but I apologise both to you and to the hon. Lady.

I begin by paying tribute to our former friend and colleague, the late Dame Cheryl Gillan, who chaired the all-party parliamentary group on autism and was a long-standing advocate for the 700,000 autistic adults and children and their 3 million family members and carers. I now chair that all-party parliamentary group, but I very much wish that I was sitting here, as I would tend to be in these debates, watching Dame Cheryl and listening to her advocate so finely for all of that community. She will be remembered for her passion, drive and kindness.

For more than a decade, Dame Cheryl worked tirelessly to ensure that Government and Parliament took more account of autistic people and the need to improve the support for them. She began her campaign for an autism Act in England in 2008 to tackle the lack of support for autistic people and to improve the understanding of autism. That landmark law—I think it is quite remarkable that she got it delivered—remains the only legislation aimed at supporting one particular group of disabled people. I am deeply saddened that Dame Cheryl passed away before getting to see the new autism strategy, which is set to be published shortly—I hope imminently. I hope that she would have been very proud of what gets delivered.

Following the passing of the Autism Act 2009, Dame Cheryl campaigned hard on so many of the crucial issues. Even during her illness, she fought hard to take on these issues, ranging from diagnosis to waiting times, teacher training, employment and, importantly, the subject that we are talking about today—health, mental health, and those who feel imprisoned by the system. It is a topic on which so much more needs to be done and, in Dame Cheryl’s memory, I very much hope that it will be.

As other hon. Members have said, it is 10 years since the appalling abuse and neglect of some of the residents of the Winterbourne View home were exposed. There were shocking levels of violence, degrading treatment and taunting. It was a scandal that led to widespread acknowledgement that a significant number of people with autism and with learning disabilities, or with both, were stuck inappropriately in in-patient settings. However, the latest monthly data show that 2,040 autistic people and people with learning disabilities are still in in-patient mental health hospitals, of whom 1,150 are autistic.

That means that since 2015, the number and proportion of identified autistic people in in-patient facilities has actually increased, from 38% to 56%. A lack of appropriate community support and issues with legislation have meant that a growing number of autistic people are ending up in mental health hospitals against their will and that of their families. Once a person has been admitted to an in-patient unit, they will stay there for an average of 5.6 years, and they will be on average over 60 miles from their home.

The National Autistic Society, which provides the secretariat for the all-party parliamentary group on autism, has continued to hear of alarming cases of over-medication, seclusion and unnecessary restraint. That is completely unacceptable in 2021. Autism is not a mental health condition, and hospital is not the right place for the vast majority of autistic people. Hospital wards can be noisy, bright and unpredictable. Without reasonable adjustments to the environment, and without the support of professionals who understand autism and how to adapt these people’s care, wards can be completely overwhelming for them.

For autistic people who are particularly sensitive to sound, light or touch, the experience of being in an in-patient setting can dramatically increase their level of distress and lead to further restrictions, making it even harder to be moved into the community. It becomes a perpetual cycle, unless something breaks that cycle. Even then, there is a challenge in finding the right type of mental health and social care services in the community for autistic people to move into. It is not right that thousands of autistic people are developing avoidable mental health conditions because they cannot access the support they need early on. To end the travesty, there must be commitment and significant investment in better social care and mental health services that work for autistic people.

I am the last Back-Bench speaker, so I will add my list, too, for the Minister for Care. I have worked with her over the years and know that she is absolutely dedicated to this cause. Without wishing to keep her at the ministerial level at which she is, we need consistency in ministerial position to follow this through. I understand that she is setting up a report group to ensure that all those responsible for delivering outcomes do act. I absolutely support the call from my right hon. Friend the Member for Forest of Dean (Mr Harper) that milestones need to be set. I had written that down before he said it, but I had not written down that they should be published. He is right. They should be published not just for us as Members of Parliament to hold the Government to account, but for the Government to hold to account those in the report group who have to deliver, so that there is no hiding place when it comes to what should be done by when. If there is a failure to meet individual timescales, more pressure and perhaps more resource can be added. The Minister will have all our support in holding their feet to the fire.

When will mental health legislation be amended? It will need to be amended. Indeed, it is not just an issue of moving the community from inappropriate settings into appropriate settings. Do we actually have those appropriate settings? Do those milestones include not just the transition but the provision that must be there? I will end there, because we want to hear from the shadow Minister and the Minister, but I very much support all the calls made by Dame Cheryl’s former colleagues that more must be done.

There is quite a lot that needs sorting in that. The first thing I would say is that the hon. Lady complains that I acted on Portugal when we saw the data, yet she complains that I did not act on India before we had the data. She cannot have it both ways. She asked me to follow data not dates, but then asked me to prejudge the data by making a decision about 21 June right now. I am a bit confused about that one, too, because I notice that the Scottish Government have themselves been reopening. That is a perfectly reasonable decision for the Scottish Government, but it is a bit rich then for the SNP spokesman to come to this House and have a go at us for deciding to look at the data over the next week, rather than prejudging that decision. It is quite hard to listen and not respond to explain what is actually going on.

The third point I will make is on international vaccination. Absolutely this country has stepped up to the plate. Of the 2 billion doses delivered around the world, half a billion have been the Oxford-AstraZeneca vaccine, which was developed by AstraZeneca and Oxford, with UK taxpayers’ money. It is, as I put it in my statement, a gift to the world. Of course we do not rule out donating excess doses as and when we have them, but only when we have excess doses, and I am sure the hon. Lady will accept that position is agreed not only by the UK Government, but by the devolved Administrations, because we all want to make sure that the people whom we serve get the chance to be vaccinated as soon as possible. That is our approach.

Finally, when it comes to intellectual property, we support intellectual property rights in this country. We could not get drugs to market in the way we manage to without support for intellectual property, because it is often necessary to put billions of pounds into research in order to get the returns over the medium term. What we did, more than a year ago, was agree with Oxford and AstraZeneca that there would be no charge for the intellectual property rights on this vaccine right around the world, and I am delighted that others are starting to take the same approach. Last month, Pfizer announced that in low and lower middle-income countries, it will not charge intellectual property, but we have been on this for more than a year now, so it is a bit rich to hear a lecture from north of the border.

May I ask the Secretary of State about his Department’s role in the latest international travel restrictions? First, what happened to the green watch list, giving more time to prepare for a switch to amber? Did he receive scientific advice that Portugal should be moved to amber, and, if so, will he publish that advice? Has the World Health Organisation recognised the Nepal delta mutation as a variant? Can he confirm that there were just 12 cases of this mutant in Portugal and three times as many in the UK? Ultimately, can he give me a milestone for when we can unlock international travel—perhaps the double-jabbing of over-50s and the clinically extremely vulnerable? Without that milestone, it is difficult to see how we can ever give this industry and workforce hope for their future.

My hon. Friend rightly asks these important questions about the decisions we had to take on Portugal. The truth is that we acted, yes, on the scientific advice: the advice of the joint biosecurity centre, based on the best information we had about this new variant—so-called delta AW, because it is a variant on the delta variant itself. We took that advice.

Restoring international travel in the medium term is an incredibly important goal that we need to work to. It is going to be challenging and hard because of the risk of new variants, and variants popping up in places such as Portugal that otherwise have a relatively low case rate. But the biggest challenge and the reason this is so difficult is that a variant that undermines the vaccine effort would undermine the return to domestic freedom, and that must be protected at all costs.

Thankfully, the delta variant itself, after two doses, gets effectively the same coverage as the old alpha variant or indeed the original variant, so the fact that that is now dominant in the UK does not put our strategy at risk. It makes it more of a challenge of getting from here to there, but that is a challenge for the decision this week and how we handle things in the short term; it does not put the strategy at risk. A variant that undermined the vaccine fundamentally would put us in a much more difficult place as a country, and that is why we are being as cautious as we are.

Thank you for calling me, Ms Fovargue. It is a pleasure to speak in this important debate, and I thank the more than 100,000 petitioners who have made their voices heard. I particularly welcome the case for families seeing their partners, where they are not married, and their friends and loved ones generally. For far too long we have been told that people should not be able to go on holiday. I profoundly disagree and, like the right hon. Member for Exeter (Mr Bradshaw), believe people should be entitled to go on holiday.

What has become of our country that we seek to demonise those who wish to go on holiday? For a lot of people, this is about a trip abroad to see their loved ones and those they are in a relationship with, whom they have not seen for over a year in certain circumstances. To me, that demonstrates a need for compassion so as to allow those individuals to get back to see their families, friends and loved ones. I absolutely get behind the e-petitioners; they have my full support to ensure that not just they, but others who have legitimate reasons to do so, are able to travel abroad. I believe that is now safe and proportionate.

I am grateful to the e-petitioners because the Transport Committee has been able to tag on to this debate the two reports in which we made our recommendations to Government. In the first report, dated 9 March this year, we pushed for the Government to ensure that the global travel taskforce recommendations were published by 12 April to unlock international travel by 17 May. We were glad that the Government largely met those dates.

Perhaps the more relevant report in terms of time is that of 20 April this year, in which the Committee made a number of recommendations, which are worth highlighting. The first was that the traffic light system should be populated by 1 May to give industry and travellers sufficient time to navigate the rules and comply with them. The second was that the criteria for changing the traffic lights should be set out in full by 1 May. The third was that testing requirements should be proportionate to the risk set out with respect to those traffic lights.

The final recommendation was that Border Force resourcing and the sponsorship of digital arrivals should mean that more people could safely come through the airport terminal. I was disappointed when nothing arrived by 1 May, but obviously we did hear something on 7 May. We heard about the criteria, which I welcome, but on those first two I was absolutely underwhelmed by the number of countries on the green list and the sheer number on the amber list. It was incredibly disappointing, for the reasons I will set forth.

I am conscious that I did not check what time I began speaking, Ms Fovargue. The right hon. Member for Exeter had the benefit of a clock, but I do not, so I will give myself two more minutes. I apologise if that makes me overrun.

I was pleased that the Border Force resourcing was stepped up by the Government, and indeed e-gates will come into force as well, so there is some progress there. I make my ultimate plea the Government: 70% of the UK population have been given a first dose of the vaccination, and 34% are fully vaccinated, which means that 60 million vaccines have been put into arms. It is essential that we get moving and give people back their liberties and freedoms—not just for them as individuals, but so as to employ the 500,000 people in our economy who rely on international travel.

I am not glib about safety, but it has been demonstrated that the vaccine is effective on the latest mutant strain, and if we take the view that we can never unlock because there might be a risk of a mutant strain, we will never be able to fly again. There has to come a point when we look at the proportionality, the health risks involved and the mitigation in place against those health risks, which is testing and quarantine, and we then look at what is good for the economy and for people’s individual freedoms. Otherwise, what is the point of having a successful vaccination programme? Where is the vaccination dividend, and when can we return to a situation whereby people are able to visit their loved ones, friends and families, or indeed take a well-earned holiday? We will then prove to the British people that it was worth it after all.

I apologise profusely if I have gone over time. Had I had the clock, I would have ensured that I did not do so.

The anti-vaxxers have not had a very good time of it recently, and I am absolutely delighted that take-up is as high as it is. One of the reasons we have been able to take on the anti-vaxxers so effectively is that we have not danced to their tune. Instead, Members right across the House—I am looking around now and I see people in all parts of the House who have played their part in this—have put across the positive, science-based, objective, enlightenment values, if you like, of why the vaccine is the right thing. We as a House, as leaders of our national debate, have done that with one voice, based on the scientific advice. We have done it across the four nations of the United Kingdom with one voice. We have done it with scientists, with clinicians, with religious leaders—with all those who have a strong voice in this debate. Telling the positive story is the vital thing that we can do. Of course there may be those who do otherwise, but that is not for us—it is for us to tell the positive story.

I am very grateful to the hon. Gentleman for playing his part in that by celebrating having his second jab. I am thrilled that he will have, in just a couple of weeks’ time, the maximum protection that one can get. He is helping not only himself and his loved ones, but all of us together to get through this.

I was going to ask the Secretary of State to confirm whether, for those vaccinated, there is effectiveness against the B16172 variant, and how many deaths in the UK from that strain have been recorded among the vaccinated. However, given that he has just effectively turned the amber list red, can I ask him what is the point of me having my passport anymore? Covid will always mutate and the vaccine will always have to keep up. We have managed to vaccinate 99% of the mortality risk cohort. When will this Government actually take a little bit of risk and allow people to get on with their lives again?

I welcome the roll-out of the vaccine programme, which has been a great success, and I congratulate the Secretary of State. May I ask for a bit of clarity on the statement? He states:

“Under home quarantining, the existing test to release scheme…can still be used from day five”.

Does that mean that somebody can successfully test negative on day five and is then free to interact in the community for three days, but will still have to take another test at day eight and if they fail that test they will have to quarantine again? Secondly, how long is this likely to last for? Obviously, summer travel is very important for the aviation industry. Is this just to last until we have vaccinated 99% of the mortality risk, which should be done by May? Or is it until we tweak the vaccination, in which case this could really have an impact on the aviation industry?

On the first point—the point of clarity—my hon. Friend has stated the position exactly correctly. On the second, we want of course to be able to exit from these arrangements into a system of safe international travel as soon as practicable and as soon as is safe, and Professor Van-Tam last night set out some of the details that we need to see in the effectiveness of the current vaccines on the variants of concern in order to have that assurance. If that is not forthcoming, we will need to vaccinate with a further booster jab in the autumn, on which we are working with the vaccine industry.

These are the uncertainties within which we are operating. Hence, for now, my judgment is that the package that we have announced today is the right one.

It is a pleasure to speak in this debate. I am very disappointed with the Labour Front-Bench position on blanket hotel quarantine. Over the last year, I have worked quite collaboratively through the Transport Committee with all Opposition Front Benchers, and this seems a strange turn of events. I hope it is not based on sample opinion polling in certain seats that the Labour party lost, because it does not make any sense or feel consistent. I have a great deal of respect and time for the shadow Home Secretary, but I appeal to him to think again. The measure would decimate the aviation industry. In my couple of minutes, I want to highlight why I believe it would be so difficult.

First, let me say that the answer is what we are doing already: vaccination. By mid-February, we should have vaccinated all the people in this country who represent 90% of the mortality risk. If things go to plan, and they seem to be, we should have taken that to 99% by a couple of months later. That is how to deal with the coronavirus situation: to vaccinate and keep everybody safe in this country, rather than trying to draw a ring of steel.

I am concerned about the ring-of-steel argument. As the shadow Home Secretary said, there would have to be exemptions. Our hauliers, for example, would have to be exempt, and the list would be longer. As soon as we have breached that ring of steel, then, arguably, what is the point of having it in the first place? That is why we are not like New Zealand or Australia. It is much harder for us, with our position in Europe, to be able to keep our borders as secure as the shadow Home Secretary would like.

The other point about a secure international border policy is that it could lull us into a false sense of security. In New Zealand, for example, the vaccination programme will not reach the general public until July. Compare that with this country: we have not tried to shut our doors, but left them partly open, and then started to vaccinate our people to make them safe.

I am really concerned about what this policy would do to the aviation industry. What has become clear from New Zealand and Australia is that, once we bring in this policy, it would be difficult to move away from it. Those countries have no plans to do so for this year. The aviation industry is on its knees. This is the last thing that it needs. We look like we will come through this situation with our great vaccination programme. I urge that we do not bring in blanket approaches such as this, but keep the nuance and look at the rules depending on the risk, which is what we have done very well so far.

We are in the midst of one of the toughest periods of this pandemic. Yesterday saw 1,820 deaths, which is the highest toll since the crisis began. As we endure these dark days and the restrictions that we must all follow to save lives, we know that we have a way out, which is our vaccination programme. Thanks to the hard work of so many people, we now have an immense infrastructure in place, which day by day is protecting the most vulnerable and giving hope to us all.

I am glad to report to the House that we have now given more than 5 million doses of the vaccine across the UK to 4.6 million people. We are making good progress towards our goal of offering everyone in priority groups 1 to 4 their first dose by 15 February. That is a huge feat, and one in which we can all take pride. We are vaccinating at a greater daily rate than anywhere in Europe—twice the rate of France, Spain or Germany.

The first 5 million doses are only the beginning. We are opening more sites all the time in cathedrals, food courts, stadiums, conference centres, GP surgeries and many, many other places. Today, a cinema in Aylesbury, a mosque in Birmingham and a cricket club in Manchester have all come on board as part of 65 pharmacy-led sites across England that are joining our vaccination programme this week. That ongoing expansion will help us protect even more of the most vulnerable even quicker. From today, we will also publish more localised, granular data, broken down by NHS sustainability and transformation partnership area, as well as by region, so that the public have the best possible information about all this work.

This virus is a lethal threat to us all. As we respond through this huge endeavour, let us all take comfort in the fact that we are giving 200 vaccinations every minute. In the meantime, everyone must follow the rules to protect the NHS and save lives. We can do that safe in the knowledge that the tide will turn and that, with science, we will prevail.

Mr Speaker, thank you very much for granting this urgent question. I also thank the Secretary of State for his update and for all the time and devotion he gives to this matter, and the vaccines Minister, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), who is doing an amazing job. Everyone is doing an amazing job across the country to roll out this vaccine, and I absolutely salute them all. They include my Westminster office manager, Iona Cullen-Stephenson, who has been vaccinating.

In my part of rural East Sussex, the vaccine has been slow to reach rural Rother, Battle and Heathfield residents. In the 200 square miles that I represent, only one surgery has been vaccinating. That has got better from this week, and I welcome that. I thank the Sussex Community NHS Foundation Trust team. Adam Doyle and his team have been amazing to MPs.

I have three question to the Secretary of State about rural areas. First, can we draw up a new vaccine contract for GPs that guarantees that they will receive only AstraZeneca, and not Pfizer, which they find difficult to store? Many GPs in my area tell me that they will sign the contract if they can get AstraZeneca only, so it would be just like the pharmacy contract.

Secondly, we will soon have the welcome challenge of delivering the vaccine to priority groups 5 to 9. At the same time, we will have to deliver the second dose to the priority 1 to 4 cohort, who are more vulnerable. Can we ensure that the latter priority groups go to the hubs, because those groups will find it easier to travel, and that we use our local GP surgeries to re-dose priority groups 1 to 4?

Thirdly, I know that the Government rely on the manufacturers for supplies, but can we try to give more forward-looking supply levels to our county teams so that they have indicative estimates to enable them to plan better on the ground?

I welcome the statement from the Government. I would ask that colleagues be given an opportunity every week to question members of the Government. We receive updates from our own community teams, and it is surely right that we should be able to put the same questions and ideas to the Front Benchers.
