I am very happy to give my right hon. Friend that assurance. I want to secure a really good trade deal with the European Union for the United Kingdom. I also want us to be able to secure trade deals with countries around the rest of the world, but we want to ensure—we start off from a good position, because we are of course operating under the same rules and regulations as the European Union—that we get a really good trade deal with the EU.

There will be significant opportunities for this House and this Parliament to consider the issues as we go through the next two years. Of course, the great repeal Bill itself will be a matter for debate and consideration in this House. There will also be some subsequent pieces of legislation that are required as a result of the decision to leave the European Union which will come before this House. We will make every effort to keep this House informed as we go through that. I have always said that we will be clear and will provide clarity where we are able to do so.

The Prime Minister will no doubt recall the referendum speech she made last April, in which she said that

“the big question is whether, in the event of Brexit, we would be able to negotiate a new free trade agreement with the EU and on what terms.”

Given that the European Union appears to want to start the negotiations by talking only about money and that there are about 18 months to go, how will the Prime Minister ensure there is sufficient time to reach the agreement to provide tariff and barrier-free trade and access to the European market for our services that she has promised Britain’s businesses she will bring back from the negotiations?

As the right hon. Gentleman will be aware, we do not yet know how the European Council will choose to frame the negotiations; it will meet on 29 April to determine that. There will be two parts, if you like, to the work going forward: one is the process of withdrawal and the terms of withdrawal; and the other is what the future relationship will be. It is clear in article 50 that the former should be done in the context of the latter, so it is not just reasonable but entirely right and proper that we look at those two issues alongside each other.

As I have said in answer to other questions, the point about a comprehensive free trade agreement is that we will not be operating as a third party, such as Canada, for example, when it started its negotiations with the European Union. We are already operating on the same basis—we already have free trade between the European Union and the United Kingdom—and I believe that sets us on a better basis on which to start the negotiations, and that it will be possible to get a comprehensive free trade agreement.

I thank my hon. Friend, and I am sure the House authorities will wish to consider the point that he has made. If I may just reflect on his earlier remarks, it is a particular characteristic of policing in the United Kingdom that our police are able to have that link and that bond with members of the public, at the same time as they are doing the very difficult job of keeping us safe. We see it so often when major events take place—royal weddings, the Olympics and so forth—but my hon. Friend is absolutely right that we see it day in and day out here on the parliamentary estate.

As we mourn those who were so cruelly cut down yesterday, give our grateful thanks to the police and to the emergency and security services for their exemplary courage and devotion to duty, and show as a country, by our determination to carry on, that we will not be cowed, as the Prime Minister put it so eloquently, does she agree that we will need to show the same determination to stand up against anyone who seeks to sow division or to stir up hatred in the wake of these cowardly attacks?

My right hon. Friend makes an important point. The issue of EU nationals and UK nationals, and the question of the trading relationship we have in the future, is not a one-sided argument; it is about the benefits for the EU as well. I very much think that that is the case in relation to trade. As I have said before, this is not about something that works just for the UK. I believe the right trading deal for the UK, the sort of free and open access that he talks about, will be good for the rest of the EU as well.

The Prime Minister has spoken many times about the importance of achieving a good deal from the negotiations that the country is about to embark upon, yet in recent days the Foreign Secretary has said that leaving with no deal would be perfectly okay, while the Secretary of State for International Trade has said that not achieving a deal would be bad. Would the Prime Minister care to adjudicate and tell the House which of those Ministers was speaking for the Government?

My hon. Friend is absolutely right; there is a growing recognition among the member states of the European Union that within NATO it is important to meet the 2% commitment for expenditure on defence. I am pleased to say that a small number of other European member states have already reached that 2% level, but others are actively moving towards that 2%—most notably, perhaps, some of the Baltic states.

Last spring, in pointing out that we export more to Ireland than to China and almost twice as much to Belgium as to India, the Prime Minister said:

“It is not realistic to think we could just replace European trade with these new markets.”

Can she therefore give the House an assurance that in the negotiations she will seek to safeguard tariff and barrier-free access to European markets for British businesses, if necessary by remaining in the customs union if that is the only way to ensure this?

Nobody is talking about replacing European Union trade with trade around the rest of the world. What we are talking about is expanding our trade across the world so that we have a good trading relationship with the European Union but are also able to sign up to new trade agreements with other parts of the world. As the right hon. Gentleman knows, a number of countries are already talking to us about such potential trade agreements, and we will do what is necessary to ensure that we can expand trade around the world, including with the European Union.

I thank my right hon. Friend for his question. I know that he has long been an advocate not only of our leaving the European Union but of the trade possibilities that would be available to us thereafter. We did not have a detailed discussion about the matters to which he refers, precisely because we have not yet started the formal negotiations.

The Prime Minister is about to embark on a very complex set of negotiations with her European counterparts. Everybody recognises that she will not want to reveal the details of her negotiating hand, but that is very different from setting out her objectives, which I hope will contain a lot more detail than just high-level principles. May I ask the Prime Minister to give the House an undertaking that she will publish her negotiating objectives in time for the House and the new Select Committee to consider them before she presents them to the other member states?

I have set out the objectives that we wish to aim for in the negotiation that we will undertake. I congratulate the right hon. Gentleman on having been elected as Chairman of the new Select Committee, and his Committee will of course be looking at a whole variety of issues to do with Brexit. There are in fact already more than 30 different reviews and investigations being undertaken by Parliament into various aspects of Brexit, so Parliament is going to have every opportunity to consider the various issues involved.

I absolutely recognise the important role that our automotive industry plays in the United Kingdom. I was very pleased to visit Jaguar Land Rover in Solihull a few days ago to see the huge success that has been made of that company, with the extra employment it has brought and, as I say, the growth that it continues to make.

On the issue of the sort of language used about membership of the single market, access to the single market and so forth, I would say this to my right hon. Friend. As I said earlier—I repeat it again—we want the right deal for trade in goods and services for the United Kingdom. This is about saying, when we are outside the European Union, what the right relationship will be with the European Union on trade. That is why it is important for us not simply to think of this as trying to replicate something here or something there, but actually to say, “What is the deal that we want for the future?” That is the work the Department for Exiting the European Union is doing at the moment, looking at and, in particular, talking to different sectors—the automotive industry will be one of those sectors—to ask what they are looking for and what they want to see, so that we can forge the deal and then go out there, be ambitious and get it.

Three months ago, the International Syria Support Group agreed, as a last resort, to back airdrops to deliver much needed humanitarian supplies to besieged areas of Syria, including Aleppo. However, since then, the only things that have arrived from the sky have been Russian missiles and Syrian barrel bombs, including, as was alleged yesterday, those with chlorine, a banned chemical weapon. Will the Prime Minister tell the House, based on her discussions at the G20 about the situation in Syria, whether that commitment still holds, and if so, when she expects humanitarian relief finally to get through by whatever means to the people who have suffered for so long?

I think I can give the right hon. Gentleman the reassurance that there is still that commitment. The situation on the ground has, as he said, made it incredibly difficult for the delivery of that commitment. The issue of humanitarian aid getting into Aleppo was one that I raised directly with President Putin in my discussions with him.

The right hon. Gentleman referred to concern about the sort of weaponry that is being used, potentially, by the Syrian regime. We have been very clear, as he will know, about our opposition to what is happening in relation to that. We are very concerned about the reports that have come forward. Obviously, it is important that those reports be properly looked at. In the longer term, we remain committed to a political transition in Syria, and that will be a political transition to a Syria without President Assad.

My hon. Friend and I are not always on the same side of every argument, but on this I think he is absolutely right. There is a difference between deterrence and containment in some cases, and pre-emptive action when there is a direct threat to one’s country. That is a very good framework on which to think of these sorts of interventions. I would also add that there is a third: when we think we need to act to prevent a humanitarian catastrophe, which was the reason I stood at this Dispatch Box and said we should take action with regard to Libya. That is a very good framework for thinking about these matters.

All of us who voted for the Iraq war must and will take our share of responsibility, but there are many of us who do not regret the fact that Saddam Hussein is no longer in power, for the reasons so powerfully set out a moment ago by my right hon. Friend the Member for Cynon Valley (Ann Clwyd). Does the Prime Minister recognise that one of the wider lessons from Iraq is that we need a United Nations that is capable of giving effect to the responsibility to protect, so that brutal dictators who murder and terrorise their own population can and will be held to account?

As so often, the right hon. Gentleman speaks with great clarity on these matters. Of course, we need a UN that can do that. That is why we sometimes end up in the situation of being absolutely certain that it is right to take a particular action, but because of a veto on the United Nations Security Council, it somehow becomes legally wrong. There is a question sometimes about how can something be morally right but legally wrong. We therefore need to make sure we keep looking at reforming the United Nations, so we can bring those two things together.

My right hon. Friend makes an important point. Let me stress that nothing changes in the UK’s trading relations with Europe until we actually leave the European Union, so there is a period when service companies—financial services—maintain the passport. One of the most important tasks for the new Government will be to negotiate the best possible arrangements with the single market, and that will be debated endlessly in this House. There is obviously a very strong case for trying to remain in that single market in some form, but that will be a decision for the new Government and for Parliament.

As the process of leaving the European Union unfolds, we will continue to face a large number of international challenges—the crisis in Syria, climate change, and the threat of terrorism among them—and yet we risk seeing our voice in the world diminished. Does the Prime Minister agree that in the negotiations every effort should be made to ensure that we continue to have practical co-operation with our European allies so that we can maintain the kind of influence in the world that is so important to our prosperity and our security?

The right hon. Gentleman and I agree on this issue, and we spent some time on the campaign discussing it. It is important to use all these forums to maximise Britain’s influence. We will obviously have to find a way, under the new Government, to work out how to work with the European Union to get the maximum effect for the British stance on climate change, on Syria, on how we try to prevent refugees from leaving Libya, and all the rest of it. Those will all be issues for a future Government. I know from all that happened in the campaign that this is not about Britain withdrawing from the world or playing less of a role in the world, and we will have to work out the way forward.

Before I respond to the debate, I would like to say this directly to the Prime Minister: although my right hon. Friend the Leader of the Opposition and I will walk into different Division Lobbies tonight, I am proud to speak from the same Dispatch Box as him. He is not a terrorist sympathiser. He is an honest, principled, decent and good man, and I think the Prime Minister must now regret what he said yesterday and his failure to do what he should have done today, which is simply to say, “I am sorry.”

We have had an intense and impassioned debate, and rightly so given the clear and present threat from Daesh, the gravity of the decision that rests on the shoulders and the conscience of every single one of us, and the lives that we hold in our hands tonight. Whatever decision we reach, I hope that we will treat one another with respect.

We have heard a number of outstanding speeches. Sadly, time will prevent me from acknowledging them all. I would just like to single out the contributions, both for and against the motion, from my right hon. Friends the Members for Derby South (Margaret Beckett), for Kingston upon Hull West and Hessle (Alan Johnson) and for Normanton, Pontefract and Castleford (Yvette Cooper); my hon. Friends the Members for Barnsley Central (Dan Jarvis) and for Wakefield (Mary Creagh); my right hon. Friend the Member for Wolverhampton South East (Mr McFadden); my hon. Friends the Members for Brent North (Barry Gardiner), for Liverpool, West Derby (Stephen Twigg), for Wirral West (Margaret Greenwood), for Stoke-on-Trent North (Ruth Smeeth) and for Birmingham, Ladywood (Shabana Mahmood); the hon. Members for Reigate (Crispin Blunt), for South West Wiltshire (Dr Murrison), and for Tonbridge and Malling (Tom Tugendhat); the right hon. Member for Chichester (Mr Tyrie); and the hon. Member for Wells (James Heappey).

The question that confronts us in a very complex conflict is, at its heart, very simple. What should we do with others to confront this threat to our citizens, our nation, other nations and the people who suffer under the cruel yoke of Daesh? The carnage in Paris brought home to us the clear and present danger that we face from Daesh. It could just as easily have been London, Glasgow, Leeds, or Birmingham and it could still be. I believe that we have a moral and practical duty to extend the action that we are already taking in Iraq to Syria. I am also clear—and I say this to my colleagues—that the conditions set out in the emergency resolution passed at the Labour party conference in September have been met. We now have a clear and unambiguous UN Security Council resolution 2249, paragraph 5 of which specifically calls on member states

“to take all necessary measures…to redouble and coordinate their efforts to prevent and suppress terrorist acts committed specifically by ISIL… and to eradicate the safe haven they have established over significant parts of Iraq and Syria”.

The United Nations is asking us to do something; it is asking us to do something now; it is asking us to act in Syria as well as in Iraq.

If the hon. Gentleman will bear with me, it was a Labour Government who helped to found the United Nations at the end of the second world war. Why did we do so? It was because we wanted the nations of the world working together to deal with threats to international peace and security, and Daesh is unquestionably that. Given that the United Nations has passed this resolution, and that such action would be lawful under article 51 of the UN charter—because every state has the right to defend itself—why would we not uphold the settled will of the United Nations, particularly when there is such support from within the region, including from Iraq? We are part of a coalition of more than 60 countries, standing together shoulder to shoulder to oppose the ideology and brutality of Daesh.

We all understand the importance of bringing an end to the Syrian civil war, and there is now some progress on a peace plan because of the Vienna talks. Those are our best hope of achieving a ceasefire—now that would bring an end to Assad’s bombing— leading to a transitional Government and elections. That is vital, both because it would help in the defeat of Daesh and because it would enable millions of Syrians who have been forced to flee to do what every refugee dreams of—they just want to be able to go home.

No one in the debate doubts the deadly serious threat that we face from Daesh and what it does, although we sometimes find it hard to live with the reality. In June, four gay men were thrown off the fifth storey of a building in the Syrian city of Deir ez-Zor. In August, the 82-year-old guardian of the antiquities of Palmyra, Professor Khaled al-Asaad, was beheaded, and his headless body was hung from a traffic light. In recent weeks, mass graves in Sinjar have been discovered, one said to contain the bodies of older Yazidi women murdered by Daesh because they were judged too old to be sold for sex. Daesh has killed 30 British tourists in Tunisia; 224 Russian holidaymakers on a plane; 178 people in suicide bombings in Beirut, Ankara and Suruç; 130 people in Paris, including those young people in the Bataclan, whom Daesh, in trying to justify its bloody slaughter, called apostates engaged in prostitution and vice. If it had happened here, they could have been our children.

Daesh is plotting more attacks, so the question for each of us and for our national security is this: given that we know what it is doing, can we really stand aside and refuse to act fully in self-defence against those who are planning these attacks? Can we really leave to others the responsibility for defending our national security? If we do not act, what message will that send about our solidarity with those countries that have suffered so much, including Iraq and our ally, France? France wants us to stand with it, and President Hollande, the leader of our sister Socialist party, has asked for our assistance and help. As we are undertaking airstrikes in Iraq, where Daesh’s hold has been reduced, and as we are doing everything but engaging in airstrikes in Syria, should we not play our full part?

It has been argued in the debate that airstrikes achieve nothing. Not so: the House should look at how Daesh’s forward march has been halted in Iraq. It will remember that 14 months ago, people were saying that it was almost at the gates of Baghdad, which is why we voted to respond to the Iraqi Government’s request for help to defeat it. Its military capacity and freedom of movement have been put under pressure. Ask the Kurds about Sinjar and Kobane. Of course, airstrikes alone will not defeat Daesh, but they make a difference, because they give it a hard time, making it more difficult for it to expand its territory. I share the concerns that have been expressed this evening about potential civilian casualties. However, unlike Daesh, none of us today acts with the intent to harm civilians. Rather, we act to protect civilians from Daesh, which targets innocent people.

On the subject of ground troops to defeat Daesh, there has been much debate about the figure of 70,000, and the Government must explain that better. But we know that most of those troops are engaged in fighting President Assad. I will tell Members what else we know: whatever the number—70,000, 40,000, 80,000—the current size of the opposition forces means that the longer we leave it to take action, the longer Daesh will have to decrease that number. So to suggest that airstrikes should not take place until the Syrian civil war has come to an end is to miss the urgency of the terrorist threat that Daesh poses to us and others, and to misunderstand the nature and objectives of the extension to airstrikes that is proposed.

Of course we should take action—there is no contradiction between the two—to cut off Daesh’s support in the form of money, fighters and weapons, of course we should give humanitarian aid, of course we should offer shelter to more refugees, including in this country, and yes, we should commit to playing our full part in helping to rebuild Syria when the war is over.

I accept that there are legitimate arguments, and we have heard them in the debate, for not taking this form of action now. It is also clear that many Members have wrestled and, who knows, in the time that is left may still be wrestling with their conscience about what is the right thing to do. But I say the threat is now and there are rarely, if ever, perfect circumstances in which to deploy military forces.

We heard powerful testimony earlier from the hon. Member for Eddisbury (Antoinette Sandbach) when she quoted that passage. Karwan Jamal Tahir, the Kurdistan Regional Government High Representative in London, said last week:

“Last June, Daesh captured one third of Iraq overnight and a few months later attacked the Kurdistan Region. Swift airstrikes by Britain, America and France and the actions of our own Peshmerga saved us...We now have a border of 650 miles with Daesh. We have pushed them back and recently captured Sinjar ...Again Western airstrikes were vital. But the old border between Iraq and Syria does not exist. Daesh fighters come and go across this fictional boundary.”

That is the argument for treating the two countries as one if we are serious about defeating Daesh.

I hope the House will bear with me if I direct my closing remarks to my Labour friends and colleagues. As a party we have always been defined by our internationalism. We believe we have a responsibility one to another. We never have and we never should walk by on the other side of the road. We are faced by fascists—not just their calculated brutality, but their belief that they are superior to every single one of us in this Chamber tonight and all the people we represent. They hold us in contempt. They hold our values in contempt. They hold our belief in tolerance and decency in contempt. They hold our democracy—the means by which we will make our decision tonight—in contempt.

What we know about fascists is that they need to be defeated. It is why, as we have heard tonight, socialists, trade unionists and others joined the International Brigades in the 1930s to fight against Franco. It is why this entire House stood up against Hitler and Mussolini. It is why our party has always stood up against the denial of human rights and for justice. My view is that we must now confront this evil. It is now time for us to do our bit in Syria. That is why I ask my colleagues to vote for the motion tonight. [Applause.]
