Commons ChamberI thank the hon. Gentleman for his point of order. Of course, it is not for the occupant of the Chair to adjudicate on what is accurate and what is not accurate, but he has made a very serious point. I remind hon. Members that they ought to be very careful in what they say in this House because of the wide-reaching ramifications of any description they make of local events.
Further to that point of order, Madam Deputy Speaker. I am grateful for the opportunity to respond to the hon. Member for East Worthing and Shoreham (Tim Loughton). He will be acutely aware that I am the health and social care spokesperson for the Liberal Democrats, and that I have raised questions about hospitals across the country 16, 17 or possibly even 18 times. My concern is about the NHS and hospital services more broadly.
I am sure the hon. Gentleman will also be aware that, at a hearing of the relevant county council’s health overview and scrutiny committee in December, the local trust was quoted as saying:
“We are substituting a consultant for an Advanced Nurse Practitioner. It might be that the ANP takes a more cautious approach and sends more children over to Hastings than a senior consultant.”
If there were no reason for concern, why did the cross-party health overview and scrutiny committee vote unanimously for a pause? If there were nothing to worry about, why has the hon. Member for Eastbourne (Caroline Ansell) followed the lead of campaigners by also calling for a call-in? It seems to me that local residents have concerns, and they want those concerns to be heard in this Chamber.
I thank the hon. Lady for responding to the point of order of the hon. Member for East Worthing and Shoreham (Tim Loughton). As I said earlier, it is not for the occupant of the Chair to adjudicate between different interpretations of fact. I am grateful to the hon. Lady for taking the opportunity to put her point to the House, and I quite understand the point made by the hon. Gentleman. I am sure there will be further opportunities, hopefully in the near future, for them to discuss this matter reasonably on the Floor of the House. I reiterate that it is very important that facts presented in the Chamber are accurate.

Commons ChamberI thank the right hon. Gentleman for his point of order. As he will know, the Chair has no responsibility, which is fortunate, for what Ministers say at the Dispatch Box or indeed for what any Member says in the Chamber. [Interruption.] I would hope that those currently at the Dispatch Box would have the decency not to speak when I am answering a point of order.
The right hon. Gentleman has made his point, which would be better made to Ministers than as a point to the Chair. At business questions tomorrow, he will have an opportunity. If he seeks to bring any Minister to the House to answer a question, he knows the formalities, such as an urgent question, that he can use.
On a point of order, Madam Deputy Speaker. On 13 May, I sent a letter to the former Secretary of State for Health and Social Care about the investigation of allegations of sexual abuse in the NHS. Given the gravity of the issues, I have since chased for a reply to that letter by email on eight occasions, and I have raised it at business questions.
Later, I tabled a written parliamentary question asking a Minister to respond. The Minister said incorrectly that he had replied to the letter, when he had in fact replied to a different letter. I believe that that was a genuine mistake, but it is a mistake none the less: the answer to my written question is factually incorrect. More to the point, I have yet to receive an answer to the letter I sent on 13 May—five and a half months ago—on behalf of a constituent who raised serious allegations about sexual abuse in the NHS.
Could you please advise me, Madam Deputy Speaker, on how I may ask the Minister to correct the answer to my written parliamentary question 66030, and how I might finally secure a response from the Department of Health and Social Care to my letter?
I thank the hon. Lady for having given me notice of this point of order. She describes the response that she received as having been a genuine mistake. Although the contents of answers to parliamentary questions are not a matter for the Chair, of course, I remind the House that the Government’s own ministerial code requires Ministers to correct any inadvertent errors in answers to parliamentary questions at the earliest opportunity. If an error has been made in this instance, I am sure that the Government will seek to correct it as quickly as possible. As far as the continuing delayed response to her constituent’s correspondence is concerned, she may, as I said to the right hon. Member for Orkney and Shetland (Mr Carmichael), wish to raise the matter at business questions tomorrow.
Having just referred to the fact that it is important that matters are clarified if an inadvertent mistake has been made by a Minister, the same of course goes for the Chair. I should draw to the attention of the House that, earlier today, Mr Speaker made reference to the Government being a shareholder in Royal Mail. Mr Speaker has asked me on his behalf to make it clear that he understands that in fact the Government are no longer a shareholder in Royal Mail. Bearing in mind the importance that Mr Speaker always stresses about Members correcting the record if an inadvertent mistake has been made, he wishes to lead by example and make it clear that he wishes to correct the inadvertent error that he made earlier today. I am sure the whole House will appreciate that.

Thank you, Madam Deputy Speaker; I now know what it feels like to have the knees of the hon. Member for Strangford (Jim Shannon). [Interruption.] It is a fleeting thought, but it has gone.
Pubs and hospitality businesses in my seat of St Albans are really up against it. Suckerpunch is a bar that closed its doors just a couple of days ago because it can no longer continue. Others are clinging on until Christmas and we know that around the country hospitality businesses are saying that they are going to go into complete hibernation until the spring, and that means redundancies. Will the Chancellor confirm that he understands that hospitality is one of the sectors that is most affected and will therefore attract support, and will he look again at the broken business rates system, which is killing our pubs and high streets while letting multinationals off the hook?
Another of the promises I now vainly wish I had not made in the summer as to policies we should do is a fundamental review of business rates, so I have a great deal of sympathy for the hon. Member on that front and I will happily look at those issues. I do not want to promise we are going to make any progress in the next two weeks because there are so many other things we have to consider, but what she has said has been well heard—and I, too, congratulate her on her patience.

Commons ChamberOn a point of order, Madam Deputy Speaker. In the past 36 hours, the National Audit Office has reported that the Department of Health and Social Care spent £1.3 billion last year that was not signed off by the Treasury and also incurred £8.7 billion of losses on personal protective equipment. That is a jaw-dropping £10 billion. The report also states:
“The Department was not able to manage adequately some of the elevated risks, resulting in significant losses for the taxpayer.”
Alarmingly, it also says that the Department has still not
“re-established effective controls in all areas.”
Although an Opposition day debate was held yesterday on fraud and Government waste, the NAO report was not released in time for proper questions to be put to the Government. Madam Deputy Speaker, have the Government advised you of whether they intend to make a statement on those damning findings? If not, how may we as Members hold Ministers to account for the waste?
I thank the hon. Lady for her point of order. She knows that the Chair has no power over bringing Ministers to the Chamber, but Members have the power to use the proper means whereby that can be done, such as if a question is considered to be urgent. As the hon. Lady said, there was an extensive debate on this matter yesterday, when the very matters that she refers to were aired fully here in the Chamber, but I appreciate what she says about the timing of the publication of the National Audit Office report. I draw to her attention the ways in which she can ask for advice from the Table Office as to how she might compel a Minister to come to this House. I have at this moment, probably in view of the fact that the debate occurred yesterday, not received any notice of an intention from the Government to bring this matter to the House again in the near future.

Commons ChamberI thank the hon. Gentleman for his point. It is probably not a point of order for the Chair as it does not refer to procedure in the House. However, he is absolutely right to say that the Liverpool Victoria issue affects constituencies across the country. I am well aware of the points that he makes, and I understand and have sympathy with why he wishes to raise the matter in the Chamber. However, as I have advised other colleagues, the Table Office will be able to advise him on how to pursue the matter further with Ministers. If he does so, I am sure that his attempts will be treated with sympathy and understanding.
On a point of order, Madam Deputy Speaker. Yesterday, I finally received a response from the Government to my named day question on the state of ambulance services in England—a month after I tabled it. The Government stated that all ambulance services in England are at their highest alert level—officially known as resource escalation action plan level 4—and that they have been since 22 October. That means that, for more than a month, every ambulance service in England has been under extreme pressure. We are hearing extremely worrying reports of areas that have run out of ambulances because they are all queuing up outside hospitals. The situation is now so dire that some patients are dying before ambulances arrive, or even in the back of ambulances outside hospitals because there is not enough space in accident and emergency.
Madam Deputy Speaker, I would be grateful if you please advised me and other Members of the House on how we can hold the Government to account for the crisis that is facing our health and care system when, as in this instance, the Government have failed to make a statement on the pressures facing our ambulance services and when Members such as me have had to chase the Government twice to get a response to a named day question that should have been answered a month ago.
There were two parts to the hon. Lady’s point of order, one of which was a point of order and one of which was not. The part that is not a point of order is on how she can hold the Government to account. My answer to that, as I have advised others, is that she can take advice from the Clerks in the Table Office on how she might do so, such as by submitting an urgent question, applying for an Adjournment debate or a ten-minute rule Bill, or indeed an Opposition day when she can attempt to hold the Government to account.
On the matter that is a point of order for the Chair, Mr Speaker has said over and over again that he takes very seriously the matter of Government Ministers and Departments answering questions on time. Mr Speaker is very concerned about this matter and has said so many times from the Chair. I simply reiterate what he has said on that. The hon. Member might wish to raise the issue with the Procedure Committee, which monitors the Government’s performance in responding to questions.

Commons ChamberWe all agree that schools should be the first to reopen, but I am really concerned about the lack of robust measures to make our schools truly safe for pupils, teachers and staff. The announcement about fully reopening schools should have been accompanied by details on rotas, smaller bubbles and vaccinations for teachers. We now know that SAGE itself preferred a phased reopening, and I have real concerns about whether schools, when they start to fully reopen, will be able to stay open safely.
However, today’s debate is about a road map and our ideas for recovery, and I would like to cover five areas. First, we must acknowledge that educational and emotional recovery should go hand in hand. I was heartened to hear the Government’s new education recovery commissioner, Sir Kevan Collins, say something similar in the last couple of days. The educational and emotional recovery of our young people are two sides of the same coin.
Secondly, I would like to hear the Government commit to doing whatever it takes for as long as it takes, even if that is up to a decade, to ensure that every child has the chance to reclaim the opportunities for learning and social interaction that they have lost in the last year due to school closures. A big boost in schools funding will be a huge part of that. The summer catch-up fund must be only the start.
Thirdly, we need an urgent and bold offering to those pupils who are due to leave school this year. Liberal Democrats would like to see an optional additional year of fully-funded education, with living costs funded where needed, delivered in colleges and universities before students move on to higher education or training, or into the world of work.
Fourthly, my hon. Friend the Member for Twickenham (Munira Wilson) has already raised the recognition and retention of teachers and other teaching staff, but school governors here in St Albans have identified it as a major concern. Teachers are battling enormous workloads, enormous stress, testing, inspections and ever-changing guidance. They have no time off. They get no clapping. They get no recognition or rewards. The Government must address this urgently if we are to keep our experienced and committed school staff.
Fifthly, we have an opportunity to look afresh at our education system. Are exams on their own really the fairest way of assessing students? How will we use the innovation of online learning? Valuable skills have been learned very quickly. With a rapidly changing economy, we need to foster an expectation and culture of lifelong learning. That is less likely to happen if people have a bad experience at school. How can we use the recovery to support pupils to develop a real love of learning? For that, we need inspirational teachers, and for teachers to inspire, we need to trust them to teach. The current system of top-down, Westminster-knows-best prescription, inspection and sanction is never going to get the best out of anyone.
