I am pleased to be able to make a contribution to this debate on current educational issues. I should like to begin by praising teachers in my constituency and across the whole of the borough of Bexley, who have continued to work hard and professionally during this pandemic. Teaching today is more challenging than ever before, and certainly more so than when I was a teacher and lecturer in the past. We also need to praise the support staff in our schools.

The past year has been very difficult for everyone, and the Government have had to adapt their approach to the changing situation. The Government have been correct in their approach of making the education and welfare of our young people a top priority. Children need to learn and to socialise and to be in school when it is safe to be so. Parents, too, must be praised for rising to the challenges of combining work, home life and helping their children with virtual and remote school learning. There are real concerns about school closures, including mental health issues and the inadequate free school meal boxes. However, I want to concentrate on the issue of learning and studying at home during the pandemic.

Despite the totally unprecedented situation we have all faced since the start of the pandemic, the Government have worked tirelessly to ensure that every child has access to the world-class education they deserve, including by strengthening the minimum standards for remote learning and introducing binding requirements for schools to deliver high-quality remote education. Schools are now expected to provide between three and five hours of teaching a day, depending on a child’s age. Remote education provision is much better than it was a year ago, and we praise the Government for the money, the laptops and all the things they have done to make sure that schools can carry on with remote learning for our children.

A lack of internet connectivity is another significant barrier. As part of the continued efforts to support disadvantaged children through the get help with technology programme, the Government have partnered with the UK’s leading mobile phone operators to provide free data to those students without internet access, as well as delivering 54,000 4G routers to schools and colleges.

While the Government have strived to keep schools open, it is regrettable but necessary that they recently had to close them because of the pandemic. I have some concerns, as we all do, about remote learning, including the lack of physical and social interaction, the possibilities of experiencing technical difficulties and the effects of increased screen time. Education is very important for improving social mobility. It helps shape our young people’s futures and gives them opportunity. A good education provides the knowledge and skills required to succeed. I am a big supporter of social mobility for disadvantaged young people; it is absolutely essential.

The hon. Gentleman is right to point out that the best place for children to learn is in school, which is why we have at every stage driven as hard as possible to ensure that schools are open and remain open. That is why we are taking the actions we are—whether that is the mass testing regime or the fact that primary schools will open up on 4 January—because we realise that the best place for children to be is in school. We looked at the needs of schools for additional laptops and digital equipment and have expanded the original provision of 200,000 laptops to more than 1 million. As I touched on earlier, that distribution of additional laptops is currently ongoing and will continue over the coming weeks.

I welcome my right hon. Friend’s flexibility and pragmatic approach at this difficult time, and also his determination to keep schools open. I praise all the teachers in my borough of Bexley for their commitment and hard work. However, as a strong supporter of social mobility, I am naturally concerned about the effect on the education of our most disadvantaged children during this coronavirus pandemic. Can he confirm that the additional financial support he has given will help to prevent them from being left behind in their education?

I thank my right hon. Friend for highlighting something that he and I care so passionately about: ensuring that children from the most disadvantaged backgrounds are not left behind. That is why the national tutoring programme and the covid catch-up fund are so vital, not only for his constituents but for my constituents and all our constituents from those most disadvantaged communities. We recognise that this pandemic has impacted every community up and down the country. It is vital that we do everything we can to get them back on their feet, learning and closing that gap once more.

All the measures that we have undertaken have been aimed at supporting those children who have been most affected, but we have to understand that every child in this country has been affected by this pandemic, which is why we also need a national approach to support all children. We have created a system that supports those children who have suffered the most and makes sure that they are in the best position to focus their studies and their time on the areas that will deliver them the best results in terms of grading in August.

I welcome my right hon. Friend’s announcement of a package of measures to ensure fairness in next summer’s exams despite the many challenges. Can he assure me that, if the disruption caused by the pandemic continues into next year, the situation will be monitored and assessed and, if necessary, further measures will be introduced?

We are absolutely certain that we can deliver a full exam series. Quite simply that is because, over the past number of weeks, we have delivered a full exam series for GCSEs and A-levels in which tens of thousands of students have taken part and they have gone safely and have been successful, so we are absolutely confident about being able to deliver that exam series in the summer of next year. My right hon. Friend highlights the issue of lost learning and differential learning, which is why we have set up the expert group to be able to advise us should we need to take any other interventions to ensure that students are in the best possible position to be able to progress to college, to university, into an apprenticeship or into the world of work.

I very much hope that the hon. Member’s son is enjoying his time at university and the opportunities that it will open up. We have always been clear that, if youngsters contract covid, they will have to self-isolate. We have also been clear that, where students have been in close contact with people who have covid, they will also have to self-isolate. Those are the rules that we expect everyone right across the country to abide by, so it is right that we also expect that of students. What he would see, if he had taken the time to read the guidance that we issued both on 2 July and the 11 September and the additional work and support made available to universities, is that we recognised that there were going to be challenges as a result of this. That is why we have worked with the university sector and asked it to reduce the risk as much as possible, so that young people are able to have the benefits of university and their learning is not impacted by covid—or the impact is minimised.

I welcome my right hon. Friend’s statement. Education is essential for opportunity and social mobility. The role of further education colleges is absolutely vital, as I am sure he will endorse. Does he agree that it is right to prioritise education by keeping schools, colleges and universities open, and that we cannot ask young people put their lives on hold for months?

As someone who has worked in the FE sector and feels so passionately about it and about the opportunities that not just further education but higher education and all schools provide all our youngsters, my right hon. Friend is absolutely right to advocate the importance of opening not just our universities but our schools and colleges at the earliest opportunity. Let us not forget that when we suggested opening schools on 1 June, the Labour party opposed that. When we issued guidance on 2 July to see the full opening of all schools in September, the Labour party opposed that. The Labour party does not come forward with positive suggestions; it just tries to politicise a global pandemic, in the words of the hon. Member for Stretford and Urmston (Kate Green).

That review did have a very thoughtful author, and we will certainly move forward on that. Our guidance does recognise some of the real challenges that many children will face as they come back into school as they will not have had the same structures of behaviour and discipline built around them. It is vital that we re-establish proper behaviour and discipline practices for all children, and I know schools are working closely on how they build that around those children, but we must understand that where there are good behaviour and discipline policies, there are vastly reduced numbers of those children excluded from schools. We will work with schools to deliver that. I pay tribute to Tom Bennett and the behaviour hubs for the work they do to establish strong behaviour practices in some of the most challenging schools.

I welcome my right hon. Friend’s statement on the autumn opening of education settings. Going to university is an important milestone for many of our young people, but there are real worries about starting or restarting courses this autumn. What measures is he taking and what reassurance can he give to those students?

I reassure both my right hon. Friend and students who are looking forward to the prospect of going to university in the next academic year about the importance we place on not just the educational offer of universities but the whole experience of going to university. We are working closely with Universities UK and the whole sector to ensure that we have a full and wide, proper opening of all universities so that they can welcome students through their gates. We are seeing a positive increase in the number of young people applying to go to university, and we will work with the sector to deliver on that. As a point of note, revised guidance for the HE sector will be issued later today.

I appreciate that health and safety issues are paramount when deciding to reopen primary schools to all children and I welcome the flexibility in my right hon. Friend’s statement today. However, I share concerns about the serious impact that the lack of schooling will have on many disadvantaged children from poor households. I welcome his commitment that they will be a top priority. Will he reaffirm that for me?

I absolutely reaffirm that to my right hon. Friend, and the importance of ensuring that pupils are back in full-time schooling at the earliest possible moment. We will continue to work with schools to bring more children back into that formal education environment as swiftly as we possibly can.

I thank the hon. Gentleman for that intervention and for pointing out that this is something that is happening across the country—across the whole of the United Kingdom—and that there is a challenge around getting these boys to engage with school, around parental engagement and around that drive to attain, which I will cover in the rest of my speech. However, he is absolutely right that this issue is not limited to my community, or to the north of England, or to anything like that; it is an issue across the whole of the United Kingdom. For example, when we see schools turning down funding that is offered in support of disadvantaged white boys, despite the obvious problems that they experience, then we have a real issue.

The former head of UCAS, Mary Curnock Cook, said that this underperformance is a scandal, but it remains unfashionable to talk about it; in fact, it has become normal. She said that the discussion about white boys from disadvantaged backgrounds has been marginalised, which is why I called for this debate. That situation is not right at a time when boys are falling further behind, indeed when they are already way behind before they even reach primary school, and when they are far more likely to be expelled from school and increasingly less likely to get to university, but twice as likely to commit suicide if they do get there. I recognise fully that we need to support disadvantaged children of all genders and all ethnicities, but I raise this issue in these terms today to make sure that these boys in my community get a fair hearing.

My hon. Friend is making a very powerful case and we are listening with great interest. Does he agree that if this issue is not successfully addressed, we will have disaffected youth, there will be consequences for local communities and a loss of real potential—of real talent—in our workforce?

I thank my right hon. Friend for that intervention, and I totally agree. The Prime Minister was clear when he said that opportunity is not spread evenly around the country but talent is, and this issue is about how we engage these boys with our education system, to make sure that they see its relevance and to ensure that they see the opportunities they have and can take them.

There is an awful lot to do, and we are already in a position where we have lots of young men in my community who have finished school but will have to go back and receive intervention and support as adults, because they did not receive that throughout their education. We have to understand the lives of many of these boys, in former coalfield communities such as Mansfield.

Madam Deputy Speaker, I am delighted to see you in your place. I am also delighted to be able to participate in the Queen’s Speech debate today and strongly support the measures proposed in it.

I congratulate the hon. Member for Luton South (Rachel Hopkins) on a passionate and confident speech. I congratulate her on the passion for her town that she brought to her speech. We knew her father well, and he was a regular participant in the Chamber, but it is nice that she praised her mother too, as an inspiration, which I think is very good. I look forward to listening to her further in other debates, and I congratulate her on what was an excellent maiden speech.

I was rather disappointed with the Front-Bench speeches from the Labour party and the SNP. They were not constructive, they did not come up with any policies and they did not acknowledge some of the things this Government have really achieved in the last nearly 10 years. There is the increase in standards across England, which has been considerable, and the increase in funding per pupil, with the Government making sure that all schools get a fair allocation of funds.

I think that too much negativity is not good. I was going to say to the hon. Member for Huddersfield (Mr Sheerman), who has just disappeared, that he was rather constructive and moderate—I am sorry he is not here to hear me say that—on this occasion.

There are three areas that I want to highlight: first, working class boys; secondly, social mobility; and, thirdly, colleges. I agree totally with the former Chair of the Education Committee, my right hon. Friend the Member for Harlow (Robert Halfon), who highlighted how important colleges are in our education provision, because they have been rather a Cinderella service compared with secondary schools, primary schools and universities. What we need is for them to be the engine for the training and development of people so that we meet the skill shortages we have in our society; they are desperately needed.

However, I want first to highlight the fact that during the general election, on the doorsteps across the country and the doorsteps in Bexleyheath and Crayford, the electorate were determined to praise what the Government have done, which is considerable, but to highlight the other things that they want done as well. Of course, Brexit was a top priority. My area voted heavily to leave the EU, and my constituents support our Prime Minister, as I do, and his approach and determination to get Brexit done. They know the Prime Minister will deliver.

The Queen’s Speech set out an ambitious international agenda, focusing on building a new partnership with the EU, forging new trading relationships, protecting our national security and playing an active role in the international community. However, now that we are finally leaving the EU it is vital that we implement the people’s priorities on the NHS, crime, housing, education, the environment, immigration, housing and so forth; these are real things that the people want dealt with and this Government will do it.

As a former teacher and lecturer, I know about the importance of good schools, good teachers and educational opportunities, and we want that for all our young people all across the country.

I am delighted that the Assembly is back in operation, because that is good news for Northern Ireland and for the whole United Kingdom.

I want briefly to highlight the fact that every child deserves the best start in life regardless of their background or where they live. Access to good schools is essential to build the foundations for success in future life. I am concerned about the underachievement of many working-class boys; this topic has not received enough attention in the past. This particular demographic is falling ever further behind and it shows no sign of catching up with its peers. The difference in attainment between richer pupils and their disadvantaged classmates has closed since 2011, but when results are broken down by ethnicity, it appears that the improved results among poorer pupils are largely down to the achievement of non-white children; this is exacerbated when gender is taken into account.

I welcome the fact that girls are achieving so much more now. In my constituency, we have a very good secondary school, Townley Grammar, which is excellent and is offering girls tremendous opportunities, but the boys—the working-class heroes we should have in the future—are not achieving and the Government must look into that. I welcome my right hon. Friend the Secretary of State’s positive approach to education, I welcome his speech today, and I welcome the fact that he understands the need for colleges to have more money and for working-class white boys in particular to be helped to make sure that they can fulfil their potential. If we do not do that, it will be a tragedy—a tragedy for them, for their families and for society and our communities. Even more importantly, we owe it to them to make sure that they have the same opportunities as the rest of the country and other cohorts within the age group.

This Government have done well in increasing funding for education, and have done well in setting standards in Ofsted and in the academies programme that my right hon. Friend the Member for Surrey Heath (Michael Gove) introduced in 2010 to 2012; that is a real achievement, of which we can all be proud, but we need to address other areas for the future, particularly the colleges, working-class lads and social mobility. Our society requires the opportunity for people to move up the social scale; we have not had as much success in that as I would like.

However, I am sure that we will be moving forward with the programmes in the Queen’s Speech and the agenda on education and opportunity. I believe strongly in the Queen’s Speech and that the Government are on the right track, and they will have a lot of support not only in Bexleyheath and Crayford but across the country.
