Commons ChamberThe House will be considering a hybrid Bill for the Crewe to Manchester section, which is reconfirmed by the integrated rail plan announced today. The legislation will be introduced early next year, so it is all systems go.
It is really difficult for me to share the optimism about today’s announcement, because it is very disappointing to hear that HS2 phase 2b will not be scrapped in full. I know that my constituents will share that disappointment. We are the most affected constituency, with phase 1 and now phase 2b, yet we are not seeing any of the perceived benefits and are already seeing families, communities and businesses in areas such as Coleshill and Water Orton devastated. Now that is going to carry on for many years to come. Will the Secretary of State confirm what reassessment is being made of the already fragile HS2 business case, particularly now that it will not extend fully to the north in the foreseeable future? What benefits does he think today’s wider announcement will bring for my constituents?
My hon. Friend quite rightly and properly highlights the challenges; any major building project can have big impacts on his constituents and others, and that can be too easily forgotten in debates in the House. I know that the individual business cases on the different phases of HS2 are being taken forward. The HS2 Minister has already visited my hon. Friend, and I recommit today to making sure that we do everything possible with him to best represent his constituents, because I appreciate that HS2 does not benefit an area just because it cuts through it.

It is a real pleasure to serve under your chairmanship, Mr Mundell. I thank the hon. Member for Coventry North West (Taiwo Owatemi) for opening this debate, and right hon. and hon. Members for their contributions.
I welcome the continued public scrutiny of the high-speed rail programme. I will address some of the key issues raised during this debate, although I probably have only about seven minutes left to reply.
Unfortunately, I did not get called in the debate, but the Minister already knows my strong opposition to the scheme. I want to press him on the benefit-cost ratio. The Oakervee review said it had already dropped from 2.3 to 1.1, and post pandemic we can expect it to come down even further. Does he agree that we need another review so that we can properly assess the value of the scheme?
I thank my hon. Friend for that point. I will talk about the benefit-cost ratio if I get there in time. The last benefit-cost ratio for the scheme was of course published when the last full business case was published in April 2020. It is worth saying that this is a long-term investment in the future of our country, and we should not base long-term investment decisions on what has been happening over 18 months.

Commons ChamberAgain, the hon. Lady raises valid points on behalf of her constituents. I or perhaps another appropriate member of the ministerial team will be delighted to do that.
The bus market outside London is deregulated, with service provision being a matter for bus operators and local authorities. We are, however, providing £5 billion of new funding to overhaul buses and cycling across the country.
The reality in predominantly rural North Warwickshire is that I can get to London quicker by train than it takes for me to travel by bus from outside my house to my constituency office just 6 miles away. The situation makes it really difficult for people to get to hospital appointments, to work, to school and, as I found out last week, to Jobcentre Plus appointments. What can we do to reinvigorate transport across North Warwickshire and Bedworth so that my constituents can access the fantastic opportunities that this Government are keen to deliver as part of their levelling-up agenda?
I understand my hon. Friend’s frustration. I am pleased to say that the Government have launched two schemes that are relevant to North Warwickshire. The first is a call for an expression of interest in a £20 million rural mobility fund to support innovative solutions to transport problems in rural areas, and the second is the allocation of £30 million to every local authority in England to support new bus services or replace lost services.
