Clearly, the provision of healthcare services in rural areas is often very difficult, but he will be aware of the particular challenges in Wales, especially north Wales, over the availability of safe and accessible healthcare services. He is right to raise that point.
As a GP, the Minister knows the value of community engagement. Will he ask the Home Secretary to increase investment in policing in Wales to ensure that there is an effective response to tackling crime when bad things happen?
The hon. Member will be aware that there are more police officers in all the forces in Wales than ever before. The Government and the Home Office have been investing in the uplift programme and ensuring that there is a strong police presence across Wales.

To help people survive the cost of living crisis in Wales, the UK Government must reform local housing allowance and universal credit. Local housing allowance was introduced in 2008, and it is the amount of housing benefit or the housing element of universal credit available to those who are renting from private landlords. The amount of support provided is based on the area in which the individual lives and the number of bedrooms they require. There are a number of determining factors, including allowing a tenant to rent in the cheapest third—the 30th percentile—of properties within a market area, which depends on the location of the property. Wales is divided into 23 broad rental market areas.
Despite the good intentions behind the local housing allowance when it was introduced in 2008, the scheme has been the subject of criticism and controversy in the last decade. In many areas, it does not cover the full cost of renting a property, leaving individuals and families in a precarious financial situation. The issue has been exacerbated by the UK Government freezing local housing allowance rates since 2020 at 2018-19 private rental rates.
Research by the Bevan Foundation found that in my Neath constituency, 51 properties were advertised for rent in February 2023, but not one property was fully covered by the local housing allowance rate. Furthermore, the gap between market rents and the rate in my constituency is £95 for a one-bedroom property, over £110 for a two-bedroom property, nearly £150 for a three-bedroom property and over £250 for a four-bedroom property. That means many people in Neath face the prospect of homelessness, and some are being forced to choose between paying their rent and putting food on the table. This is an unacceptable situation that the UK Government need to address urgently.
The Welsh Government have already taken steps to address this issue, with the introduction of the Welsh housing quality standard and the Housing (Wales) Act 2014. Low-income tenants may face more barriers when looking for properties in the private rental sector, and many may find them difficult or impossible to overcome—for example, deposits of more than one month’s rent, guarantors, credit checks, minimum income checks and professional-only tenants.
The Bevan Foundation found that only 32 properties in Wales were at or below the local housing allowance rate. Twenty-three properties had one or more of the barriers that I just mentioned, so only nine properties fully covered by the local housing allowance did not ask for one or more of the additional qualifications. Seven were in Cardiff, one was in Ceredigion, and one was in Rhondda Cynon Taf, but there was none in Neath. The Chancellor could have used his spring Budget to uplift local housing allowance rates to the contemporary 30th percentile and keep it at that rate, providing housing security, which would improve mental and physical health among those struggling to pay their rent in Wales and the UK, but he did not.
The Joseph Rowntree Foundation recently launched its research on an essentials guarantee, which would reform universal credit to ensure that people can afford the essentials during hard times. It tested public opinion and worked out the cost of basic non-housing essentials in Britain today—food and non-alcoholic drink, electricity and gas, water, clothes and shoes, communications, travel and sundries such as cleaning materials—to be £120 a week for a single person aged over 25, which is £35 a week more than universal credit, and £200 for a couple aged over 25, which is £66 more than universal credit. Those figures are for April 2023, and the gaps for under-25s are bigger. It is clear why so many people have to go to food banks.
The Joseph Rowntree Foundation, with Trussell Trust support, proposes that the UK Government should introduce an essentials guarantee, which would embed in our social security system the widely supported principle that, at a minimum, universal credit should protect people from going without essentials. Its research shows that 90% of households on universal credit are going without essentials, and that universal credit is now at its lowest level as a proportion of average earnings. Over 66% of the public believe it is too low, and almost 50% of households have their universal credit reduced by benefit deductions and caps.
Inadequate social security is the main driver of food bank need, with the Trussell Trust giving out 1.3 million parcels between April and September 2022. The essentials guarantee, which would be developed in line with public attitude insights and focus groups, would enshrine in legislation an independent process to regularly determine the essentials guarantee level based on the cost of essentials—such as food, utilities and vital household goods, but excluding rent and council tax—for the adult in a household. Universal credit’s standard allowance must at least meet that level, and deductions such as debt payments to the UK Government, or as a result of the benefit cap, should never pull support below it.
The cost of implementing the essentials guarantee would be an additional £22 billion a year in 2023-24, assuming there is a full roll-out of universal credit. The devastating effect of people going without essentials has a profound effect on our society and economy, and there would be savings to public services as a result of improved incomes.
The Chair of the Work and Pensions Committee, the right hon. Member for East Ham (Sir Stephen Timms), has stated that social security benefits are reviewed every year but are not updated. In real terms, the current level is the lowest in 40 years. Furthermore, low benefits are a problem for the economy because people take the first job they are offered, irrespective of whether it matches their skills, so economic productivity is a problem. The benefits levels are not linked to anything logical; they are arbitrary figures, which are actually set at the deep poverty level, not at the poverty level. Universal credit needs reforming because it is not preventing widespread poverty, but the Chancellor did not use his spring Budget to do so.
Not only is poverty bad in itself, but it also creates enormous pressure on the health service, because there is a direct correlation between low income and poor health.
I completely agree with the hon. Gentleman, who has made his point succinctly. I was about to say that the Chancellor could have at least restored the £20-a-week uplift that recipients of universal credit received during the covid pandemic. That would have been a good start.
The Minister will know how important rail investment is in Wales. On several occasions, I have raised the issue of Barnett consequentials coming to Wales as a result of HS2, as is happening in Scotland and Northern Ireland. The same has happened with Northern Powerhouse Rail being classified as an England and Wales project, so Wales does not get a consequential. The cross-party Welsh Affairs Committee, which has already been mentioned, has recommended that HS2 be reclassified as an England-only project so that Wales can receive the £5 billion it is entitled to. There is precedent for this: when Crossrail was classified as an England-only project, Wales received a consequential.
Wales has around 10% of the UK rail network, which includes some sections going into England, such as the Marches line and the Severn tunnel, but it has historically received 1% to 2% of rail enhancement investment. Right hon. and hon. Members can see why the people of Wales feel unfairly treated when it comes to investment in their rail network.
The Minister will be aware of the global centre of rail excellence being developed in my Neath constituency, which will become the UK’s first net zero rail-testing facility. It will be a shared campus for rail innovation, research and development, testing and verification for main-line passenger and freight railways, developing next-generation solutions for the rail sector. The UK Government have pledged £30 million for the global centre of rail excellence, of which £20 million has been received for the construction phase. Will the Minister confirm when the remaining £10 million will be paid, so that the centre can be completed?
In summary, the Budget delivered nothing beyond the bare minimum for Wales, and was specifically lacking in support for local housing allowance and universal credit reform, and the investment in rail that we are entitled to.

Commons ChamberI pay tribute to my hon. Friend, who has been a doughty champion for not only a freeport, but a nuclear power station and a third Menai bridge, in her constituency of Ynys Môn. She must have been as disappointed as I was that the Welsh Labour Government have decided that they will build no more roads in Wales, meaning that her constituents will lose out as a result of not being able to have that vital road connection.
This Government are committed to delivering high-quality public services. For instance, by next month, there will be a record number of police officers serving communities across Wales, and we have seen crime decrease by 10% across England and Wales between 2021 and 2022. As the hon. Lady is aware, many public services, including health and education, are devolved in Wales.
Will the Minister urge his colleagues to accept the Welsh Affairs Committee’s recommendation that HS2 be reclassified as an England-only project? Wales will then receive Barnett consequentials estimated at £5 billion, allowing the Welsh Labour Government to continue to expand public transport services, and people in Wales can then receive the same benefits from HS2 as those in England, Scotland and Northern Ireland.
The hon. Lady knows that HS2 is an England and Wales project and is an important backbone of Britain’s rail infrastructure, and the important thing for Wales is to be able to plug in to it and take advantage of it. We also need to see the roads review that the Welsh Government have brought forward scrapped. We need to see investment in our roads.

Commons ChamberI found it quite hard to hear my hon. Friend’s comments, but I can say that we believe there are really positive steps in terms of sustainable job creation in Wales through the various different funding measures, in particular the UK’s shared prosperity fund, which is currently in lift-off. Levelling up is devolution in action. We get a lot of criticism from the Opposition Benches about the Welsh Government’s being bypassed, but we are going to 22 local authorities and stakeholders in a way that has never previously been done.
The Global Centre for Rail Excellence that is being developed in Onllwyn in Neath will become the first and only rail infrastructure testing facility in the UK. It recently secured a memorandum of understanding with an Association of American Railroads subsidiary, US venture MxV Rail, to work together to advance global rail research and technology. The Welsh Labour Government have provided £50 million. When will the UK Government provide the £30 million they promised so that this world-class rail facility can be completed by 2025?
I am delighted that the hon. Lady raises that absolutely perfect example of the Welsh and UK Governments working in tandem, creating new, innovative, sustainable jobs in her constituency and in adjacent areas. It is a £30 million investment and I am delighted that she is welcoming it in the way that we should be.

Commons ChamberI thank my hon. Friend the Member for Caerphilly (Wayne David) for securing this St David’s day debate on Welsh affairs. It is a pleasure to follow the hon. Member for Montgomeryshire (Craig Williams). My hon. Friend the Member for Caerphilly and I went to the same school: Cynffig Comprehensive School in my home town of Kenfig Hill. I was the sporty one, and he was the musician. When I made my maiden speech in May 2015, my hon. Friend sat by my side in the Chamber for many hours waiting for me to be called, and he has been at my side throughout my time in Parliament. I thank him for all he has done for the people of Caerphilly and Wales.
In my maiden speech I spoke about the historical and political aspects of my Neath constituency, and my dear friend Hywel Francis, the former MP for Aberavon, helped me write that speech. My speech was about other people, not Hywel, but today I will speak about Hywel and how he was, in so many ways, involved in creating and recording the contemporary history of my Neath constituency.
Hywel tragically died on 14 February 2021, aged 74. Even though Hywel was the MP for Aberavon, we in Neath only loaned him to Aberavon, because so many people in Neath regard him as one of Neath’s finest, and I do, too. I have spoken with my hon. Friend the Member for Aberavon (Stephen Kinnock), and he wants me to mention just how much Hywel meant to him, too.
Hywel was born in the village of Onllwyn in the Dulais valley, Neath, and he had a rare childhood. Born into one of the leading communist families in south Wales, he was the son of Dai Francis, general secretary of the South Wales Miners’ Federation. When Hywel was a child, he met Aneurin Bevan, Arthur Horner and Will Paynter, and he lived a lifetime in awe of men like Dai Dan Evans, who Hywel mentioned often. Hywel was a child of the revolution. With that background, Hywel was destined to study history at Swansea University, and he went on to complete a PhD, which was two volumes of intricate, beautifully written historical analysis.
In 1984, Hywel’s PhD was published as “Miners Against Fascism”, one of the finest studies of the international brigades ever written. It pioneered the use of oral history and broke with the long-established tradition within the Communist party regarding what the Spanish civil war was all about. Welsh miners from south Wales made up one of the largest contingents within the British battalion of the international brigades in the Spanish civil war, and they brought with them trade union militancy, extra-parliamentary activity and internationalism. Hywel wrote about the compulsion imposed on some of the volunteers and the effects on the wives and children of those volunteers who joined up. Much of the history of south Wales was dependent on Hywel’s PhD and his subsequent publications. Hywel would probably have had much to say about Putin invading Ukraine.
In 1969, Hywel joined with Welsh academic, cultural historian and author David Burton Smith, known as Dai, and they made a plan to recover the fast-disappearing archives and intellectual material of the south Wales coalfield. This led to the founding of Llafur, which Hywel made sure that I joined, in a Swansea pub in 1970. Llafur brings together people from all walks of life who have a common interest in Welsh people’s history, because history does not just inform us about our past, but can help us understand the present and shape our future. That is what Hywel did—he brought people together, and he was always full of ideas. In fact, Llafur has had such an effect on promoting Welsh history that people are now undertaking historical studies of Llafur.
In that Swansea pub in 1969, the south Wales coalfield history project was also created, and that led to the establishment of the South Wales Miners’ Library in the autumn of 1973. My friend Sian Williams is the secretary and vice-president of Llafur and has been the librarian of the South Wales Miners’ Library since 1985. Before I became an MP, I was national coach for Squash Wales, and I coached Sian’s three sons in squash. Wales is one big family. We shall be celebrating the South Wales Miners’ Library’s 50th anniversary next year. Sian and I cannot contemplate doing that without Hywel.
As a young boy, Hywel was mesmerised by hearing Paul Robeson at the Ebbw Vale Eisteddfod in 1958 and hearing his voice down the transatlantic link to the Porthcawl Miners’ Eisteddfod. Every year between 1952 and 1957, Robeson was invited to attend, but his passport had been withdrawn by the US Government because of his outspoken left-wing and anti-racist views. Hywel was so proud when Paul Robeson Jr. visited the South Wales Miners’ Library in 1989 and again in 2007.
Hywel played a prominent role during the 1984-85 miners’ strike, and in 2009 Hywel collected his earlier writings and memories together to publish a book on the 25th anniversary of the miners’ strike in Wales entitled “History on Our Side”. The title comes from the words and actions of the 1984-85 strike, what was happening across the world in 2008, and the words of Tower colliery striking miner Robert True in June 1984, who said to Hywel:
“Surely we can’t lose, history is on our side”.
Hywel started to keep a diary during the strike, but became aware of police surveillance, so went through a gradual process of self-censorship. Phil Thomas and Penny Smith from the Welsh Council for Civil and Political Liberties recorded their experiences for their book “Striking Back”, but they hid their tapes under the floorboards in their house. I became friends with Phil and Penny when I did my law degree at Cardiff University during the nineties. Phil was head of the law department, and I am still in touch with him now.
Hywel believed that his miners’ support group in the Dulais valley was the best, because of the talented and committed people who rose to the challenge of developing what was to become an alternative welfare state. Kay Bowen from Dyffryn Cellwen was the food co-ordinator who organised food for more than a thousand families for 12 months. Dai Donovan from Ynyswen was one of the fundraisers. Dai built strong links with trade unions in London, a range of political organisations and the gay and lesbian community, who donated a minibus. The most successful fundraiser was Alun “Ali” Thomas, the secretary of Onllwyn miners’ welfare club, which Hywel called “the palace of culture”. Ali was away collecting funds in Ireland, north Wales and other parts, and he became known as our roving ambassador or our foreign secretary. Many years later, Ali became the councillor for Onllwyn and leader of Neath Port Talbot Council. He is a great friend and has helped me so much, but when he tugs at his braces and says, “Now look here, lovely girl,” I know that I am in trouble. He is one of the best storytellers, especially after he has had a few sherbets.
The fundraisers organised many concerts which featured the South Wales Striking Miners Choir, Elvis Costello, Billy Bragg, Jimmy Somerville, the Communards and the Flying Pickets to mention a few. The Welsh Striking Miners rugby team went on a fundraising tour of Italy. The funds, some £350,000, were looked after by the support group’s treasurer Christine Powell, whose fearsome dog Butch slept on top of the money until it was deposited in a bank.
The support group also produced its own weekly newspaper The Valleys’ Star, whose editors were Frank Rees from Ystradgynlais and Margaret Donovan from Ynyswen. It was distributed all over the world and was included in striking miners’ food parcels. The wise picket organisers believed in talking rather than fighting and they were so good at it that some people were talked into submission.
Hywel’s support group was different in that it was led by women: the secretary of the group, the formidable Hefina Headon from Seven Sisters, who was courageous on the picket line and a great public speaker and fundraiser; Siân James, who went on to become the MP for Swansea East; and Margaret Donovan, who developed a women’s support group and who travelled to fundraisers to speak and to picket. Since retiring as an MP, Siân has returned to live in Neath.
All of that and more, with a bit of poetic licence, was made into the film “Pride”, which was filmed in the palace of culture and the village of Banwen at the top of the Dulais valley. I have watched the film many times and I always cry when my friend and singer-songwriter Bronwen Lewis from Seven Sisters sings “Bread and Roses”.
I agree with my hon. Friend that it was a remarkable film. If anything, however, it did not give the thanks that were due to Hywel Francis for his role in all those activities.
My hon. Friend makes a good point. Hywel worked behind the scenes; he did not like to be in the limelight, but I totally agree that there should have been a place for him in the film.
Hywel and the support group organised the annual commemoration of the start of the strike in the palace of culture, which became known as the “Glorious 12th”. He brought together all the people involved in the support group who were still alive, the cast of “Pride” and many of his friends. At the 2019 commemoration, I had the honour of unveiling a memorial plaque for Hefina.
Hywel saw history as a means for social change and his boundless energy and relentless activism had a profound effect on everyone who had the privilege to meet him. I was in awe of him, but he had the gift of making people think that they were the important ones. His networking was the stuff of legend. He had many friends throughout Neath, Wales and beyond who he kept in touch with by text and email, which he signed off as “H”, and by telephone calls that turned from minutes into hours. He would start by asking, “What do you think of this, Chris?”, but by the end of the call, he would have given me far more guidance and advice than I could ever have given him, all delivered with his quick-witted humour and lots of anecdotes along the way.
Hywel could never be accused of rewriting history to portray himself in a better light, because he was our guiding light. He used his charm to find consensus by working behind the scenes, cajoling and persuading—never demanding. He was a man who always had a long-term plan and who drew in many of his friends to achieve a common good. We could never say no to H. We are lost without him and we miss him more every day. After standing down as MP for Aberavon, Hywel and Mair returned to live in the village of Crynant in the Dulais valley, and I spent many hours in their house putting the world to rights.
Many hon. Members may not know that Hywel was an accomplished rugby player. He was president of the Seven Sisters rugby club from 2005 to his death and he was the author of “The Magnificent Seven” about its history. He played rugby from 1972 to 1980 and was awarded the Seven Sisters RFC club badge in the 1972-3 season. He played 78 times for the first 15, and scored 22 tries, with a total points score of 88.
After I had been selected as the candidate for Neath in 2014, Hywel took me to Seven Sisters RFC to watch the first team play against my home town of Kenfig Hill. He introduced me to the chairman Jeff “Jako” Davies, who has become one of my dearest friends. The club’s compère Emyr Lewis, who is well into his eighties, took great delight in reminding the crowd that “Chris is from Kenfig Hill” every time that Seven Sisters scored against them. I must be one of the few MPs who has voluntarily joined a rugby club committee—and I still do not know how that happened.
Hywel was instrumental in me becoming the patron of the Seven Sisters ladies team. My friendship with the club captain, former Ospreys captain and former Welsh international Bethan Howell, has grown over the last seven years. Hywel used to call Beth the gay icon of the Dulais valley just to wind her up, but she never bit. She is a formidable person on and off the field. When she puts her arms around me, I feel loved and safe—and a little bit crushed. I am a squash player and I am proud to have played more than 100 times for Wales, but even though she has tried to persuade me to play rugby—on the left wing obviously—one tackle and I would be done for!
Hywel was a one-off who influenced the lives of many people. His friends will ensure that that is never forgotten and that his ideas are taken forward to influence the lives of future generations. Salud comrade!
I do not think I will.
That initiative, provided courtesy of the UK Government, unleashed private sector funding at the same time. My hon. Friend put his finger on what devolution really means. It is not whether power is held in Cardiff or Westminster; it is about how many people in frontline decision-making positions, who live and feel the opportunity and challenge every day, are brought into the decision-making process in the way we have in Powys—and I hope it will be reflected across the rest of Wales as well.
I was overjoyed that the speech of the hon. Member for Neath (Christina Rees), unlike others from the Opposition, did not talk down the fortunes of our country, but talked up the record of her great friend Hywel Francis. He was the first and about the only Member of her party who came up to me after my maiden speech in 2010 and, probably through gritted teeth, congratulated me on what I had said.
I am glad that the Secretary of State is in such a celebratory mood. I am sure that he is as excited as I am that the global centre of rail excellence is coming to Wales, in fact to Onllwyn in my constituency. When will the Government release the funds so that we can get on with it?
I am delighted that the hon. Lady is delighted that we have been able to put £30 million into that project. That shows what levelling up is capable of and it shows that collaboration and co-operation—all the things that apparently do not happen—are happening in her constituency. I cannot tell her exactly when, but I will find somebody who can put her out of her misery. Her reference to Siân James reminded me of many happy hours, which other hon. Members might have shared, in Patagonia on a trip of the Welsh Affairs Committee courtesy of my absent hon. Friend the Member for Monmouth (David T. C. Davies). I can see the odd smirk of Opposition Members who also remember it.
Nearly finally—somebody once said to sprinkle one’s speech liberally with “And finally” to retain a sense of optimism in those listening—the hon. Member for Newport East (Jessica Morden), who I have known for a long time and who I like to think of as a friend, made a speech that started brilliantly and ended disappointingly. It almost sounded as though the first half was written by her and the second half was written by a Labour policy wonk obsessed with scoring cheap political points.
The good points were brilliant, however, and I very much take on board the hon. Lady’s comments about the visa situation and the spirit of co-operation with local authorities. There was a call this afternoon between the UK Government and the Welsh Government on the subject of Ukraine refugees, so that level of co-operation is already in place. In response to her point, I hope that she will be as pleased as I am that we have now recruited 479 additional police officers in Wales. It is however difficult to get the oxygen into the hospitality sector, which she rightly raised, when the Welsh Government are about to impose a tourism tax and a second home tax on people who like to go and spend money in the hospitality sector in Wales.
The hon. Member for Arfon (Hywel Williams) made a warm tribute to my hon. Friend the Member for Brecon and Radnorshire (Fay Jones), which this week of all weeks was much appreciated, and I know it will be appreciated by her, too. When it comes to additional bank holidays, I have to say that the lobbying I tend to listen to the most is not from politicians, I regret to say, but from the business community in Wales. I will probably now have a few emails within a few minutes, but I have yet to hear any such requests from anybody who is actually striving to make their business work, to encourage investment into Wales and to create long-lasting jobs. The last thing they have been knocking on my door and asking for is an additional bank holiday. They have asked for lots of other things, but that is not one of them.
On the question of the Crown Estate, and to deal with the comments of the hon. Member for Gordon, I have to say—this is similar to my last answer—that very few people who are, I hope, on the cusp of investing significant sums of money and creating many thousands of very good, long-lasting and well-paid jobs in Wales are saying to me that the blockage, or the only thing stopping them doing so, is devolving the Crown Estate. It is quite the opposite. In fact, I think the potential opportunity for income to come into Wales is enhanced by not devolving the Crown Estate, and that is the official Government position.
I loved the quick whip around the world of rugby from the hon. Member for Gower (Tonia Antoniazzi). It reminded me of how many members of the national side came from Bancyfelin in one particular game, and although I cannot remember the number, I think it exceeded the number who came from Gower. However, we can argue about that another time. I would love to meet her to talk about the youth element of the sport. That is a source of frustration and ambition, as far as I am concerned, but it is of course devolved. We discovered that when we tried to get some money for the WRU at the beginning of the pandemic, only to get sucked into the whole devolution settlement and it became almost impossible to do a reverse Barnett and get in the money that was necessary.

Does my hon. Friend agree that things would be a lot worse in Wales if it were not for the Welsh Labour Government’s £330 million package to tackle the cost of living crisis, targeted at helping the most vulnerable through the winter support scheme and the discretionary assistance fund?
I thank my hon. Friend for her excellent intervention. In fact, we saw a further announcement and more detail last week.
We have some of the lower council tax rates, compared with the UK as a whole. The support packages from the Welsh Labour Government are more generous than those of the UK Government. The hon. Gentleman’s intervention was timely, because I had just asked what we have had so far from the Chancellor. The answer is a £150 council tax rebate for a limited number of households, which is already less generous than the council tax reduction scheme in Wales, where on average people will pay £17 less on their council tax bill. An average band D council tax bill in England is £167 more than in Wales.
The second measure the Government have come up with is the buy now, pay later scheme of a £200 loan to help with bills, which the public are expected to pay back in full over five years, even if their wages fall in the meantime or energy bills rise further still, or even if they become a bill payer later and do not receive the initial £200 loan. The TUC General Secretary, Frances O’Grady, has highlighted that, for most families, the Chancellor’s support package equates to just £7 a week, with more than half of that having to be paid back. As she said,
“It’s too little, it’s poorly targeted, and it’s a stop-gap measure instead of fixing the big problems.”
Conservative MPs voted down Labour’s proposal to cap VAT on energy bills, after suggesting that we could do that once we left the EU. The Government, let us not forget, have casually written off £4.3 billion lost to fraudsters, but refuse to tax properly North sea oil and gas profits, despite the fact that leading energy companies such as BP are boasting about being cash machines, as gas prices across global markets reach record highs.
In contrast to the Tory Government, in Wales we have a Labour Government who are prepared to step in and help by using the levers that they have. Last week, the Welsh Labour Government set out a £330 million package of extra help. That is a funded package that is significantly larger than equivalent support provided by the UK Government. It includes matching the UK Government’s £150 council tax rebate and extending the eligibility criteria, so that many more households will benefit. That is funded by the Welsh Government, as the UK Government made no extra money available, even though they said they would.
The Welsh Government have also announced an extra £200 for low-income households, by extending the winter fuel payment this year and next winter, £25 million for local authorities to help struggling households, and an extension of the Wales national discretionary assistance fund. They have also invested in crucial advice services, food banks and community hubs.
My hon. Friend might have been about to come on to this point. Will she also congratulate the Welsh Labour Government on their basic income pilot scheme for care leavers in Wales? That will give care leavers the support they deserve to develop and become independent young adults.
I thank my hon. Friend for that intervention. I am glad she mentioned that scheme because I am running out of time, and it is another thing we are able to highlight. All those steps are in addition to Wales’s more generous council tax reduction scheme, the warm homes programme, free prescriptions, a free school meals programme and more. Their actions ensure that people who need support get support, but many of the solutions fall in non-devolved areas, which is why it is the responsibility of the UK Government to step up.
The Government should look again at the practical solutions Labour is putting forward. A one-off windfall tax on North sea oil and gas profits could pay for the removal of VAT on energy bills for a year, and an increase and expansion of the warm homes discount. That is a support package that could mean up to £600 for those who need it most. The UK Government should also reconsider their increase to NI and cuts to support.
The Minister should look at the sensible five asks on the cost of living that the Welsh Government put forward last month, none of which has been responded to. They include the social energy tariff to support lower-income families, increasing local housing allowance, increasing the support available through the warm home discount and other winter fuel payment schemes, expanding suppliers’ ability to write off household energy debt and removing the regressive social policy costs imposed on household energy bills by moving those costs to general taxation.
In the longer term, we need a fundamental reform of our energy system. We also need the Government to set out a national strategy for food, including how they intend to ensure access to high quality, sustainable, affordable food for all and meet the United Nations goal to end hunger by 2030. The national Food and Drink Federation has been clear that it wants greater collaboration between the industry and Government on finding a solution. The next Labour Government would support business to bolster the sustainability and affordability of good quality food.
As the Welsh Government said last week:
“Paying bills, heating homes and putting food on the table shouldn’t be so hard.”
They have taken the action they can with the levers they have available to them. If the Conservative party will not take action, the Opposition stand ready to.

“Anybody who thinks this is a good idea should knock some doors of Labour voters in working families. It might sound radical to academics and ‘policy wonks’ but it sounds out of touch if you ask most normal people.”
Those are not my words, but the words of the new Minister for the Economy in the Welsh Government, so it seems that they have a problem in their own ranks, let alone trying to persuade us of the merits of it.
Does the Secretary of State accept that it is Mark Drakeford’s superb stewardship of the Welsh economy and the Welsh NHS that has secured Mark’s overwhelming re-election? Will he welcome the Welsh Labour Government’s new 10-year infrastructure investment plan for a zero-carbon economy and release the promised UK Government funding for the global centre of rail excellence to be built in my Neath constituency?
There were many questions included in that, but I am delighted to have played a part in getting the global centre of rail excellence situated in the hon. Lady’s constituency. That was a Government announcement by the Chancellor in the Budget, and it shows that collaboration can work when we try to achieve these aims. As far as covid reaction is concerned, that has been a team effort and a cross-UK effort. The vaccination programme is probably the clearest indication of why the Union matters and how we have been able to work collaboratively with our colleagues in the Welsh Government to deliver something that genuinely benefits the entire nation.

Commons ChamberI echo the remarks about my dear friend Hywel Francis, whose legacy spreads across south Wales and beyond. I will miss Hywel more than words can say, and my thoughts are with Mair, Hannah, Dafydd and Hywel’s many friends and comrades.
Wales is a special country. Its people are parochial, but we are also internationalists in all the best ways. We have a history of social solidarity that is unrivalled: the miners’ friendship with American actor, singer and civil rights activist Paul Robeson; miners’ contributions to the fight against fascism; the father of co-operation, Robert Owen; and the fact that the NHS was born in Wales.
In my wonderful constituency, we are proud of our cultural heritage and global reach, which served us well during the miners’ strike of 1984-85. Support groups sprang up in the Neath, Dulais and Swansea valleys, with the same resilience and commitment to equality, justice and fairness as those miners who joined the international brigades. Education partnerships were forged across the world, such as the community university of the valleys and those with mining communities in Appalachia. The film “Pride” told the story of London’s lesbian and gay community supporting miners’ communities in my constituency during the strike.
The miners’ strike produced long-lasting community organisations such as Canolfan Maerdy, Glynneath Training Centre and Dove Workshop. The coronavirus pandemic has produced many more, with hundreds of street champions delivering food parcels and medication to the vulnerable and shielding. I am proud of the multi-agency working between Swansea Bay University Health Board, Neath Port Talbot County Borough Council and South Wales police before, during and, no doubt, beyond this pandemic. It has been truly humbling to see the exceptional commitment in the fight against this terrible virus—working long hours and seamlessly within and between organisations.
Despite more than a decade of Tory austerity and UK Government cuts across Wales, the Welsh Labour Government are leading on partnership working, which is the embodiment of compassion, co-operation and solidarity. The Welsh Labour Government have provided an extra £500 million to local authorities to deliver key services, made a special commitment of £500 to more than 67,000 social care staff and continued their commitment to free school meals during school holidays up to Easter 2022, feeding over 105,000 children in Wales. Businesses in Wales have accessed the most generous support package in the UK. The £2 billion economic resilience fund alone has secured over 141,000 jobs in Wales. As Hywel would say, history is on our side.

Commons ChamberI thank the Government for bringing forward this debate on Welsh affairs. Of course, the calendar dictates that we are unable to hold the debate on St David’s Day, as 1 March falls on a Sunday this year. Nevertheless, the debate remains a firm fixture in our parliamentary business, providing a great opportunity to discuss the issues, challenges and priorities that matter to Wales.
I also thank the Government for granting the debate in Government time, which has not happened for many years; not, I think, since the right hon. Member for Chesham and Amersham (Dame Cheryl Gillan) became Secretary of State—I am sure that my hon. Friend the Member for Rhondda (Chris Bryant) would be able to correct me on that, were he here, as his knowledge of the House is far better than mine. Certainly, since I have been taking part in St David’s Day debates, they have been Backbench Business debates.
Yesterday I bumped into my good friend Albert Owen, the former Member for Ynys Môn. We were reminiscing about Welsh affairs debates, among other things. Seeing Albert reminded me just how much I miss him, Ian Lucas, David Hanson, Susan Elan Jones, Owen Smith, Madeleine Moon, Anne Clwyd and, last but not least, my former shadow ministerial colleague, Chris Ruane. Those dedicated Welsh MPs have given years of service to the people of Wales, and their work should be celebrated for all that is good about being a Welsh Labour MP. We have two great new Labour MPs, my hon. Friends the Members for Cynon Valley (Beth Winter) and for Pontypridd (Alex Davies-Jones), who are already making their presence felt and will be fantastic additions to our Labour Team Wales.
Not many hon. Members know this, but in my constituency of Neath we celebrate not only St David’s Day, when the children dress up in Welsh costumes to celebrate our Welsh culture, but St Patrick’s Day. Patrick was born in Banwen, at the top of the Dulais valley, but he was kidnapped as a child and taken to Ireland. Every year we hold a fantastic celebration at a stone we have erected to his memory in Banwen. Schoolchildren, residents and special guests come along to hear the great Roy Noble giving one of his memorable speeches about St Patrick. We are indebted to the famous local historian George Brinley Evans, now 93, who researched this phenomenon and was the leading protagonist in establishing the St Patrick stone and the annual event. Please join us. We have a leprechaun who comes all the way from Ireland to take part too. I look forward to seeing Members there on 17 March.
It is regrettable that I must begin my proper address in sombre tones, as we reflect on the impact that recent events have had on our great nation. Two storms and unprecedented flooding have taken their toll on communities across Wales, including, but not limited to, Rhondda Cynon Taf, Llanwrst, Monmouth and parts of my Neath constituency. From severe damage to bridges and iconic landmarks, such as the national lido of Wales, to the destruction of the entire contents of family homes, these floods will cost Wales dearly.
The First Minster, the Leader of the Opposition and, indeed, the Prince of Wales have visited households and communities right across the country, but alas the Prime Minster could not find the time to visit just one of the flood-damaged areas of the UK. He has said many times that he would not “die in a ditch”, but perhaps he was missing in action because he fell into the moat surrounding his holiday castle, or perhaps he could not find his wellies.
The community spirit and response in our devastated Welsh communities has shown the world the best of Wales: compassion, kindness, humour and solidarity have shone through the contribution of volunteers, emergency services, council workers, welfare halls, miners’ institutes, Royal British Legion branches, rugby clubs, the Royal Society for the Prevention of Cruelty to Animals and so many more.
The hon. Lady missed that the source of the Severn is in Montgomeryshire, in mid-Wales. Although I will not politicise this or make tribal political points about missing one of the biggest floods in Wales, will she reflect on the fact that we have to work together to ensure that people recover as soon as possible from this tragedy, and that does not include cheap political shots of the sort she has made thus far?
I thank the hon. Gentleman for his intervention. We always work together, but the Prime Minister is the leader, so he should have visited the areas affected.
Many local authorities are pulling together to support those who are most severely impacted by the floods, working in the most demanding of circumstances to get the quickest possible support to those in need. However, the UK Government must now step up and recognise the disproportionate and intense impact that the floods have had on Wales. We need additional funding for Wales. We need protection for emergency household payments. We need immediate help for those who do not have insurance. We need support for those who have lost their jobs and livelihoods.
My hon. Friend is probably aware that more severe weather conditions are expected over the coming seven to 10 days, so is she as concerned as I am about the saturation of coal tips and the like? We need an urgent assessment of whether there is an imminent risk to villages and hamlets in the valleys, which are susceptible to flash-flooding and slides, because of the topography of the valleys and the increased risk from climate change. We need urgent action, immediate help and long-term solutions; we cannot just wait for a report to come back.
My hon. Friend makes an important point. When I have visited homes that have been flooded or affected by landslips over the past few weeks, it has broken my heart. People who do not have insurance have had their homes destroyed yet again. Yes, we need action, and we need it now, because the weather forecast is definitely not favourable for the next few weeks.
A quarter of all homes and businesses were flooded in Rhondda Cynon Taf alone, with a potential bill of £30 million—twice the council’s annual capital budget. I must commend the work of the Rhondda Cynon Taf MPs and AMs and the leader of Rhondda Cynon Taf Council, Andrew Morgan, who is also leader of the Welsh Local Government Association, which has done some fantastic work.
There is so much to celebrate about our great nation, some of which I will discuss in a moment, but there are also a great many challenges and a level of uncertainty in our communities, against the backdrop of Brexit and the negative effects of austerity on so many Welsh communities and families.
These challenging times make it more important than ever to have a strong Welsh Labour team of MPs here in Westminster, working with the First Minister, Mark Drakeford, and the Welsh Labour Government in Cardiff Bay. It remains a huge privilege to serve as the shadow Secretary of State for Wales, supported by my hon. Friend the Member for Torfaen (Nick Thomas-Symonds), our Welsh Whip, my hon. Friend the Member for Newport East (Jessica Morden), and our wonderful Welsh Labour MPs.
This Tory UK Government have continually failed Wales, and unfortunately the Wales Office continues to fail to stand up for the people of Wales. We were promised the electrification of the Great Western main line to Swansea, but the UK Government changed their mind. The Swansea bay tidal lagoon was recommended by this Government’s own inquiry, but they ignored it, and Wylfa Newydd has been paused. The people of Wales hear loud and clear the UK Government’s promises to our country, and the people will hold them to account for their failure to deliver. We demand more, and we demand better.
The UK Government must recognise the folly of continuing to frustrate efforts to launch a major new domestic market for Welsh steel. The pathfinder tidal lagoon in Swansea bay requires around 100,000 tonnes of steel, much of which could be sourced in Wales, against a very clear commitment from the investors and businesses involved to buy Welsh. The past 12 months have seen the loss of hundreds of jobs in the steel industry, in Tata’s Orb steelworks in Newport and in Liberty Steel in sites in south Yorkshire and south Wales. I thank my hon. Friends the Members for Newport East and for Newport West (Ruth Jones) for their tireless campaigning on behalf of our steelworkers.
Wales needs investment, as the UK as a whole needs investment, and the people of Wales will judge this Government harshly if they continue to fail to deliver it. Opposition Members will continue to speak up for Wales—for Welsh families, communities and businesses— and for the devolution settlement itself. It is not for any UK Government unilaterally to rewrite the rules of devolution by attempting to power-grab and centralise functions set out in law and agreed through the ballot box, using Brexit as a cover for those actions. Despite what the Secretary of State has said about the UK shared prosperity fund, it is still a mystery to me. We continue to wait and wait for the much anticipated consultation, and for any details whatever on how the fund will be implemented. It must respect devolution and be overseen by the Welsh Government, and we must not see a penny less or a power lost. I commend the report produced by the all-party parliamentary group for post-Brexit funding for nations, regions and local areas, led by my hon. Friend the Member for Aberavon (Stephen Kinnock).
The people of Wales have a right to see a UK Government acting in their best interests, protecting their jobs and investing in the public services they rely on and the infrastructure we desperately need to secure Wales’s future. Despite a decade of austerity and a 7% real-terms cut to funding per head of the population, the Welsh Government have continued to lead the way in delivering landmark legislation and progressive policy making. The Human Transplantation (Wales) Act 2013, the Well-being of Future Generations (Wales) Act 2015, the Violence against Women, Domestic Abuse and Sexual Violence (Wales) Act 2015 and the Nurse Staffing Levels (Wales) Act 2016 are groundbreaking examples of a modern legislature creating laws that make a difference for the people of the nation.
The Welsh Government have also introduced policies such as free bus travel for the over-60s, free swimming for children and older people, free school breakfasts, free prescriptions and free hospital parking, as well as being the first nation of the UK to introduce the 5p carrier bag charge. They have banned smoking in cars carrying children, and Wales has the third highest recycling rate in the world. That is just a brief glimpse of what has been delivered during the past decade. The achievements of the Welsh Government are, quite honestly, nothing short of remarkable.
I could not resist intervening at this particular moment—I rather thought it was 1 April, not St David’s Day. Will the hon. Member comment on the report of the Wales Audit Office that pointed out the several hundred million-pound overspend on the heads of the valleys road and other significant infrastructure projects over the decade that the hon. Member said was so successful?
As the hon. Gentleman knows, European funding produced the heads of the valley road.
No, of course —that road is going ahead. It is only the UK Government who have prevented it from going ahead faster. I do not know where I am now; the hon. Members have completely lost me. [Interruption.]
Order. We must not have heckling—well, not much—of the shadow Secretary of State.
Thank you, Madam Deputy Speaker. I am going to finish now, because I am sure that lots of other Members want to speak.
Will the hon. Member take a friendly intervention before she moves on?
I was getting to the good bit, but I will give way to my constituency neighbour.
I am sure the hon. Member will also have some concern about the negotiating mandate set out today by the British Government in relation to the second phase of Brexit and the trade negotiations. Indeed, the Welsh Government have issued a stern statement indicating that they were not consulted at all about the mandate. I fear that the best we can hope for is a bare-bones free trade agreement. The Welsh economy will be more exposed because of our reliance on exports into the single market. What does the hon. Member think the Welsh Government should do now, since the British Government clearly are not taking any notice of Wales’s position?
The hon. Member makes some very good points. It has been a concern of mine for a long time that the Welsh Government have not been involved in the negotiations. They have to be involved; this is the future of Wales that we are talking about. I am really disappointed that they have not been involved to the extent that they should have been.
Now I come to the good bit. The House will know how passionate I am about sport. Wales is a sporting nation. When Wales wins the people of Wales are very happy. When we lose it is the end of the world. I went to the Wales versus Italy match, which was a great result, as the House knows—I don’t think I want to talk about the other matches, so I will move swiftly on.
My constituency of Neath has a proud sporting history. The Welsh Rugby Union was created in the Castle Hotel in Neath. The best player in the world, Gareth Edwards, was born and bred in Gwaun-Cae-Gurwen. Dan Biggar’s family was born and bred in the Dulais valley, where I live, as was Dennis Gethin, who recently stood down as chair of the WRU. Of course, Neath RFC are also called the All Blacks—a great tribute.
In a former life I was a squash player and played for Wales over 100 times. It was a great honour to pull on the red jersey of Wales. I became national coach for Squash Wales, and one of my roles was to develop squash for all ages and all standards throughout Wales. We have a superb junior development structure, which has produced some great players. I am very proud to say that on St David’s Day we will have two senior players ranked in the top 10 in the world, and they have both come through the junior structure: Tesni Evans, based in Prestatyn, is two times British champion and bronze medallist at the last Commonwealth games; and Joel Makin from Aberdare, a member of the Welsh men’s team who came third in the last world championships. Wales is again showing that we are punching above our weight.
Not a squash player, but almost. On a sporting theme, would the hon. Member be kind enough to pay tribute to the wonderful Jade Jones from Flint in my constituency who has, since the last time this debate was held—since last St David’s Day, in fact—become 2019 world champion in taekwondo?
Of course I will. Jade is fantastic advocate for women’s sport, and I am glad that the hon. Member intervened to mention her.
Coming back to squash, there is a great injustice. We have been campaigning for many years to get squash into the Olympics. It has never been included, despite having championships at every national and international level. I have been banging on about this for quite a few years, so I ask all Members to join me to ensuring that squash becomes an Olympic sport.
I am not the only Welsh Labour MP who has represented Wales. My hon. Friend the Member for Gower (Tonia Antoniazzi) is a Welsh rugby international. I must say that that game is far too tough for me; one good tackle and I think I would be done for, so I will stay off the rugby field.

Commons ChamberI am grateful to my right hon. Friend and constituency neighbour for raising this issue. He will be as pleased as I am that the figures in his own constituency, when compared with 2010, are as good as they are. It is absolutely right that the Government’s job, in collaboration with the Welsh Government if that is necessary, is to ensure we create the circumstances where that trend continues. He has my absolute assurance that that will be the case.
Will the Secretary of State provide the House with specific details on how many people have been affected by the catastrophic flood damage to residential properties and businesses across Wales, and exactly how much has been lost to the Welsh economy so far?
I should start by saying that, during the visits to flooded areas made last week by the Under-Secretary of State for Wales and I, we were, as one would expect, completely bowled over by the professionalism, resilience, determination and expertise of numerous agencies and individuals in coming to terms and dealing with the particular problem the hon. Lady raises. She should, I hope, be pleased to know that I have had a number of meetings with the Welsh Government and council leaders in areas affected by these unusual—unfortunately, not as unusual as we would like—weather events. It is fair to say that the Welsh Government are still assessing the extent of the damage and exactly what is necessary by way of rectification. We have said, and we will repeat our commitment, that when the Welsh Government come to us with absolutely watertight figures and explain exactly what they need from us, we are ready to help in whatever way we can.
First Minister Mark Drakeford and his Welsh Government Ministers have visited flood victims and have already pledged an initial £10 million from the Welsh Government’s severely restricted budget after 10 years of Tory cuts. Yet last month, at short notice, the Treasury took back £200 million from the Welsh Government because of recalculations of Barnett consequentials. The Prime Minister has not bothered to visit flood victims in Wales, but could he at least return that money to the Welsh Government to help to clean up the damage?
I have to say that, if I was a business or individual affected by the events of the last few days, the last thing I would expect to hear in this House is the politicisation of a very difficult situation. The conversations I have had in face-to-face meetings with First Minister Drakeford in Cardiff have been constructive. He has at no stage made the observations the hon. Lady has made to me. We have made it absolutely clear that as soon as the damage is assessed we are ready to assist, notwithstanding the fact that this is a devolved responsibility, and it is absolutely right that we as a UK Government should respect the devolution settlement. I will just finish by saying that local authority leaders—[Interruption.] I will leave it at that point.
