Commons ChamberAs we have already heard, the nuclear test veterans are a group of elderly individuals and, sadly, many of them have already passed away. It is in the Secretary of State’s power to award medals at this point. Will he do so?

Commons ChamberMay I open by associating myself with your remarks, Mr Speaker, about the hon. Member for Birmingham, Erdington? We express our deepest sympathy to the right hon. and learned Member for Camberwell and Peckham (Ms Harman) and their entire family.
Armed forces pay remains competitive. Indeed, in 2021 approximately 35,000 service personnel earning less than £24,000 received a £250 consolidated pay uplift because, despite the public sector pay freeze, we are mindful of protecting the lowest earners in the armed forces during the public sector pay pause.
May I start by offering my condolences to the family of our hon. Friend, Jack Dromey, and in particular to our colleague, the right hon. and learned Member for Camberwell and Peckham? Our thoughts are with her at this time.
Since 2010, many armed forces personnel have experienced a dramatic real-terms decrease in pay, some by as much as 6.5%. With the cost of living increasing dramatically and personnel struggling to stay afloat financially, will the Minister now lift the pay freeze and restore pay to at least the levels of a decade ago, when his party came to power?
When considering armed forces pay, it is very important to look at it in the round. Service personnel benefit from subsidised food and accommodation, a fantastic non-contributory pension, and allowances on top of basic pay. If I may say, it is a little bit rich getting lessons on armed forces pay from the SNP, given that it has hiked tax on service personnel in Scotland to the tune of £580 per person. It is just as well that the Ministry of Defence is making up the difference.

Commons ChamberI entirely agree with the sentiment expressed by the hon. Lady. We are trying harder than ever before and investing a huge amount of money in Op Courage, which is the bespoke mental health pathway for veterans in the national health service, but really this is about a broader challenge of reducing the stigma of mental health challenges. That is why we are ensuring that, during the time people serve in the armed forces, they see it as their professional responsibility to see mental good health as a question of resilience and capability, not something of which to be ashamed.
This Remembrance Sunday was the first time that LGBT veterans were invited to lay a wreath openly at the Cenotaph. While the route to equality is something we all welcome, can the Minister detail the steps the Government are taking to provide compensation to all LGBT veterans who suffered a loss of earnings and pension as a result of the historical ban?
I am pleased to be able to put on record my acknowledgement of the injustice suffered by gay people who were unjustly thrown out of the military. I have met Fighting With Pride and others, and we are doing good work on this, which will be formally announced as part of a review. I hope to be able to provide further details to the House in the coming weeks.

The base at PJHQ is open to all manner of communication to those individuals, whichever way best keeps them safe and secure. I welcome my two new PPSs, my hon. Friends the Members for Stourbridge (Suzanne Webb) and for Bracknell (James Sunderland), to the role. What a day to start, but I look forward to working with them. The key here is to engage throughout the process with parliamentarians to make sure that I can keep them as informed as possible.
Following on from the question from the right hon. Member for New Forest East (Dr Lewis), pretty much every MP uses a caseworker system, a piece of simple software that costs a few hundred pounds per year which ensures that mistakes of this nature cannot happen. Is the Secretary of State looking at using similar, and if not, why not?
I am looking at that, both in case management—some case management should already be being used—and in mailing provision. If we do a mass mail, how can we improve that—Mailchimp or that type of thing.

Commons ChamberI actually commend the long and noble tradition that we have of armed forces charities assisting the Government in their response to supporting veterans, and I am pleased that our support to them this year will top out at more than £20 million.
The Ministerial Covenant and Veterans Board is supposed to drive forward and co-ordinate better Government support for members of the armed forces, their families and veterans. The Scottish Government have asked repeatedly for that group to be reconvened. When can we expect its next meeting to take place?
I am happy to confirm that that meeting will take place within the next couple of weeks.
That is an incredibly important way to inspire young people about the careers that are ahead. When politics do not get in the way of that recruitment, it is much better. I remember being banned from a school in Dundee when I was doing military recruiting—[Interruption]; not me personally—because ideologically it did not fit with some narrative.
Following on from the question from the right hon. Member for New Forest East (Dr Lewis) about those individuals who are working with British military forces in Afghanistan, what is going to happen to those who find that they have been refused under the ARAP scheme? Will they then be referred to the Home Office or to the Foreign, Commonwealth and Development Office, or are they being left in limbo just now?

First, let me just correct myself for fear that I have inadvertently misled the House: the figure for all overseas deployments is 95%; 98.6% refers to the deployment in Mali. I apologise for that inaccuracy.
My hon. Friend makes a valid point. Given where we are in the national vaccination programme, one might argue that that is now the case, as everybody is within days of receiving their first jab. In fact, the way that the vaccination programme was administered whereby everybody over 50 received their jab in one go towards the front end of the priority groups at home meant that many in their 50s and 60s overseas—although in the defence population that is not very many—ended up receiving their jabs ahead of their age group in the UK. Likewise, for those under 40, jabs were effectively being rolled out in line with people in their 40s here in the UK. That means that many of our soldiers, sailors, airmen and airwomen who were in their late teens or 20s were getting their jab well ahead of their contemporaries.
I think many of us are shocked to hear some of the Minister’s comments today. He seems proud of the numbers testing positive in Mali. We should not have any testing positive at all because they should have received a double vaccination.
When we are sending troops into a conflict situation, they must be given appropriate personal protective equipment, including vaccination against whatever the threat is, and clearly covid is a big threat at the moment. The Government have a duty of care to those in the armed forces to ensure that they are able to carry out their duties and that operations are not threatened by illness. There is a potential threat to national security as well. Why have the Government not prioritised the armed forces for vaccination, regardless of whether they are serving at home or abroad? Can the Minister assure me that from this point on, personnel will not be deployed overseas without receiving both doses of vaccine? How many Royal Navy ships have had to restrict their operations due to covid outbreaks?
First, I would like to challenge the hon. Lady: I am not sure that correcting the assertion that there had been 80 positive cases with the fact that there had been 24 shows pride in that fact; it is just correcting the record in response to the question from my right hon. Friend the Member for Bournemouth East (Mr Ellwood) in the first place.
It is certainly the case that everybody who is deploying on operations now has been jabbed. That goes without saying given that we are now at the stage where everybody under the age of 40 has had their jab. It is not necessarily the case that everybody has had two jabs and not necessarily possible to accelerate that. The Royal Anglian battlegroup, for example, who have just deployed to Mali, have had their first jab. They will receive their second when the appropriate period of time has passed between jabs. Otherwise there is no point in jabbing them because the effectiveness of the vaccination will not be as high as it should be. However, we have certainly reached a point in the vaccination programme where everybody who is being deployed has been vaccinated.

Commons ChamberYes, absolutely. One of the traits of the generation is situation awareness and its ability to process all that data and stealth, but, also, these generations do not stand still. We are already committed to a sixth generation. FCAS, the next fighter programme for the RAF, is absolutely about the sixth generation. One of the challenges is that we cannot sit still for very long before somebody is trying to get a strategic advantage, but I am confident that, at this moment in time, the carrier and her partnership with the F-35 will present a formidable capability around the world.
As the wife of a submariner, may I join others in sending my condolences to the families of the Indonesian submariners who have been lost in this tragic accident?
For many years, we have been pushing on fleet solid support ships. In the integrated review, the Government committed to a fleet of three FSSs required for the carrier strike group. We have been pressing for all of them to be built entirely in UK yards, so will the Secretary of State finally confirm that the full contract will go to UK yards?
As I have said in previous answers, we are on the cusp of issuing the full competition, and we have to be very careful; I do not want another competition to collapse or to be jeopardised by legal action. I have been pretty clear, and I have reclassified it as a warship. I have put some conditions in the contract, which will be seen by people hopefully to increase skills and the British shipbuilding industry. The details will be revealed when the tender is put out.

Commons ChamberMy hon. Friend is absolutely right that they are really important; they are more important than they have ever been. Looking across the three services, some services embrace them well and some could do a lot more. I have already started the process of trying to remove barriers—for example, by ensuring that the attitude in the Department to using reserves is not as a last resort, but as an integral part of what we wish to do. RF30 will report soon. No doubt, my hon. Friend will interested in the results. In response to covid, there has been seamlessness between reserves and regulars across the services. We need to embrace that even more to ensure that the men and women who want to contribute to this country’s defence—no matter who they are—can do so and can bring those skills to bear.
I would like to hear a little more about how the reduction in troop numbers is going to be managed. Will the Secretary of State confirm that there will be no redundancies? In the past, a shortage of personnel has meant an increased workload for those who remain. How will he ensure that personnel are able to maintain a good work-life balance if they are having to carry out the work of more people?
First of all, there will not be any redundancies. This process can be managed over the next five years by reducing inflow on recruitment. Secondly, to ensure that people are not overburdened, we are going to apply intelligent recruiting, which will allow people greater choice when they arrive at the recruitment centres or at training to ensure that units that are undermanned are properly in receipt of enough people.

Commons ChamberI thank the Minister for advance sight of his statement. It is important that the House is kept fully informed on issues such as this. The Scottish National party firmly supports the deployment of UK personnel in supporting the UN mission in Mali. It is important that the UK continues to promote global justice and peace. I support the Minister from a humanitarian perspective and echo his point that international efforts to support law, order and security are also the best way to prevent unstable regions from becoming safe havens for terrorist groups. Many areas of concern in Mali need to be addressed by this international action, including food security, health and child protection. This conflict has led to displacement and death, and most disturbing are the UN reports that rape is being used as a weapon of war, with both women and young girls the target of these attacks. It is therefore conspicuous that while the UK is sending personnel to the area, which of course is most welcome, it is also cutting aid by 30%. These two issues cannot be considered separate when we are looking at the humanitarian response.
The Minister stated that the UK troops will support the Government’s development and diplomatic agenda
“as a force for good in the world”.
Will he explain how the cuts to aid described could impact the UN mission in Mali? Will he detail whether any civilian support has been cut on the ground, including to those working with victims of sexual violence? Given the increase in terrorist activity and instability in the region, what safeguards are being considered for the personnel who are being deployed? At what point will our troops be withdrawn, and what are the success criteria for that to happen?
Finally, I would like to pay tribute, on behalf of those on the SNP Benches, to all those serving in such missions, especially all those personnel who will be away from their loved ones over the Christmas period.
On the official development assistance point, rather a lot of MOD activity, which has huge humanitarian advantage, was not counted under the ODA definition. We are rather proud of the amount that we do that does not make it into the accounting against that budget.
I thank the hon. Lady for raising the importance of human security as part of this mission. I had the pleasure the other week of doing a roundtable with the Countess of Wessex and the vice-chief of the defence staff, using Mali as a case study for exactly how the UK should lead in human security, and the role of the MOD and our armed forces in that leadership. The hon. Lady will be pleased to know that within the deployment to MINUSMA are specialist human security officers, who will add immeasurably to the emotional intelligence of the deployment and a recognition of the needs of women and other minorities in the community, so that human security can be integral to the UK’s effort within MINUSMA.
The hon. Lady asks about the term of the mission and the success criteria. This is very different from Iraq and Afghanistan, where the circumstances for our withdrawal were principally around political intent in London. We have signed up for a three-year commitment to the UN MINUSMA mission. We have said that we will review that commitment after 18 months to check that we still think it is the right contribution for us to be making. It is a time-limited commitment to the UN and we leave at the end of it, just as we did very successfully from South Sudan earlier in the year.

Commons ChamberMy right hon. Friend is absolutely right, especially in that last observation, and I congratulate him on his prosperity report. He was clearly thinking ahead of the Treasury at the time, and I am delighted that it has recognised the importance and contribution that those changes will make to levelling up and closing the north-south divide. While the end-of-year rules were not changed, the recent £24.1 billion multi-year settlement with the Treasury will now allow the MOD to invest in next generation military capability across the whole United Kingdom.
The Government have no plans to change their policy on overseas pensions uprating. It is long-standing Government policy that the state pension is not uprated annually for those not resident in the United Kingdom unless the pensioner resides in a country with which there is a reciprocal social security agreement requiring that uprating.
The Minister prides himself on standing up for veterans, so it is surprising to hear him say, as he just has, that he is not going to do anything for the estimated 60,000 veterans who have their pensions frozen, many of whom are living in poverty and relying on family handouts. These are pensioners such as world war two veteran Anne Puckridge, who, instead of receiving £134 a week, receives a mere £72 a week. When is the Minister going to stand up for veterans, as he should be doing as the Minister for veterans?
I will not take any lessons from the hon. Lady on standing up for veterans. State pensions are the responsibility of the Department for Work and Pensions, and she is well aware of that fact. This arrangement has been conducted by successive Governments for over 70 years, and questions about the policy should be directed to the Department for Work and Pensions.
