That would be telling. Those are the discussions that we need to have with colleagues across government, including in the Treasury, as we look at the ICF programme and others in the future. But I do want to reassure my hon. Friend. We are proud to have worked on the TFFF over all the time of this Government, and indeed part of the time under the previous Government, we think it is a very innovative financing mechanism, and we are absolutely serious about keeping a future UK contribution under review.

We all believe in keeping our planet sustainable and being good custodians of our environment. What most people do not agree with, however, is the madness of net zero, with its astronomical cost to the taxpayer for minimal impact on a global scale and the damage that unachievable targets are having on agriculture and manufacturing. Will the Energy Secretary tell us what he is doing to ensure sustainability, given the six tonnes of CO2 he is supposed to have emitted as a result of two flights to Brazil to be part of COP30 along with 56,000 others, the £1,250-a-night hotels and the estimated £22,000 on flight costs? It would appear to most of the general public to be a case of, “Do as I say and not as I do.”

I could not disagree more with the hon. Lady. Honestly, this is a really important point: either we engage in international action on the global stage or we do not. We are 1% of global emissions, and unless we engage with the countries that produce the other 99% of global emissions, we will never keep our country safe. Do not look into the crystal ball; look at the record. Thirty years of COPs have reduced global warming forecasts from 4°—indeed 5°—to something like 2.3° to 2.5°. It is about multilateralism and working with others; that is so important. This is about our view of Britain. Are we a small, shrivelled country that cannot have any sway, or are we a country that can engage and stand tall on the global stage? That is what I believe.

As always, Mr Dowd, it is a pleasure to serve under your chairship. You are maintaining the wearing of a jacket, whereas my hon. Friend the Member for East Londonderry (Mr Campbell) and I have taken advantage of your permission because of the good weather. You have better stamina than me.

I thank the hon. Member for Tamworth (Sarah Edwards) for leading today’s debate and setting the scene incredibly well. If I got an £18,000 bill for normal £300-a-month usage, I would be incredibly worried and anxious, too.

I want to speak on behalf of my constituents and the local businesses in my constituency on which we depend for the success of our local high streets. High streets are under pressure; there are more vacancies in Newtownards high street than ever. The squeezing of profit margins means that many people are considering whether to go ahead with their ideas for a new business, but hopefully what the Government and the Minister are doing will enable entrepreneurs to take advantage of the opportunities. There is no doubt that after the effects of covid, some businesses did not make it. We thank the previous Government for stepping in and responding positively to ensure that those businesses are still here today, but it is crucial that we have proper regulation to stop businesses being burned to the ground financially by crippling energy costs.

In Northern Ireland, the Utility Regulator is the key body responsible for overseeing electricity and gas markets. The Minister knows where responsibility lies. I thank her for her interest in matters relating to Northern Ireland. Her visits to Northern Ireland are an indication of her interest in ensuring that Northern Ireland, which has a different system, is kept under the same rules as those that apply in England, Scotland and Wales; I thank her for all her efforts in that regard. If she lets me know the next time she is over, I will introduce her to some of my constituents in Strangford. They are lovely people— I know that because I am one of them. They are generous and kind; they will not give her a hard time, but they will tell her what they think, in as nice a way as possible.

The UK equivalent of the Utility Regulator is Ofgem, the mainland-wide energy regulator. Energy costs are a reality facing commercial and domestic consumers. We have seen an incredible increase in the last couple of years. Businesses and households are struggling and there is a need for greater regulation to ensure that people are not overcharged beyond belief. The example that the hon. Member for Tamworth gave of a bill for £18,000 was a mistake, of course, but none the less it would shock anyone to their shin bones.

Let me give an example of the problems. There has been an increased use of estimates of energy costs. Energy companies bill businesses based on their rough use of gas and electricity. That results in severe overcharges and a months-long back and forth to get the money back. My goodness—they are quick enough to charge you, but they are not as quick to pay you back when they get it wrong.

I experienced that not long ago when I opened my satellite surgery in Ballynahinch. My constituency of Strangford has grown and has moved further south, and as a result it was imperative to have another advice centre in Ballynahinch to give my constituents the representation that they deserve. We moved premises and were being billed extortionate amounts for gas and electricity, based merely on estimated bills. Thankfully, we were able to get that resolved, but staff and business owners do not always have the time to be on the phone when their energy company is open to resolve such issues. We did get it done. My staff are very efficient and certainly able to respond. What we do for ourselves, we do for others.

Many businesses in Northern Ireland query their bills and recognise that they have been overcharged. It is dispute resolution access that is the problem: that is why many businesses come to us, as elected representatives, to resolve it. Does my hon. Friend agree that there needs to be better, clearer dispute resolution access? Does he also agree that the regulator in Northern Ireland needs greater power to force suppliers to resolve the issue when it is brought to them in a timely fashion?

My hon. Friend is absolutely right. Perhaps the Minister will be able to tell us about the discussions that she has had with the regulator in Northern Ireland. I know she has been in discussions—I am sure of that. Any tightening of the law such as that referred to by my hon. Friend would be a step in the right direction.

Standing charges are also an issue where businesses have been asked to pay a fee regardless of how much electricity is used. The Ulsterman and Ulsterwoman are renowned for their prudence. The hon. Member for Dumfries and Galloway (John Cooper) will confirm that his constituents are similar. We do not want to pay any more than we should. When we get a big bill and we know it is wrong, we question it. My mum and dad brought me up in a certain way. Because we never had much, we looked after what we had. It was a case of “Look after the pennies, and the pounds will look after themselves.”

It is important that we pay only for what we use. The amount that we pay depends on the supplier, on how we pay for our energy and on where we live, which already seems an unfair process. Additional costs are the norm, as many are aware. In the long term, I look to the smaller family-run businesses, like those in Ards in my constituency. Ards is renowned for the family businesses on the high street, on Frances Street and on Regent Street. They have been there for generations, but if they cannot sustain the energy costs they will be forced to close, so we have pressures building on all of our businesses.

There are certainly benefits to greater regulation of energy costs. I reiterate that for smaller businesses the costs of utilities are massive and should be charged correctly. Northern Ireland’s electricity prices are often slightly higher than the United Kingdom average, owing to grid infrastructure and generation mix. We know from our constituents about the pressures on businesses in Strangford, Upper Bann, East Londonderry and across all of Northern Ireland. More must be put in place to make businesses more energy-efficient, to reduce costs and to encourage long-term affordability

I look to the Minister, who is a genuine lady and has a good heart for these issues. I am hopeful for a response to the questions that colleagues and I have asked, and hopeful that in Northern Ireland we can feel the benefits of the good that has been done on the UK mainland. I look to the Minister for a commitment to business stability in future.

We are committed to working with local and regional government. We are increasing the support provided and are ensuring that it is long-term support, because we agree that the route to insulating lots of homes is through partnerships with local and regional governments, to deliver homes that are warmer and cheaper to run.

Northern Ireland is the only region of this United Kingdom where the warm home discount scheme is not available. Since 2011, the UK Government have failed to grasp this issue. The reason given is that fuel poverty is a devolved issue, but the same can be said of Scotland and Wales. When the price increase in Northern Ireland is announced next week, the assistance will not be available. Will the Minister meet me to discuss this matter? Furthermore, will she open conversations with the Northern Ireland Executive about righting this wrong?

It is a pleasure to serve with you in the Chair, Sir Mark. I congratulate the hon. Member for Ynys Môn (Llinos Medi) on securing this important debate.

Farmers across the country are leading the UK’s renewable energy charge, and already host about 70% of the UK’s total solar generation capacity. Hosting renewable energy infrastructure can help British farmers at a time when they desperately need it, so the ability to diversify their business has been welcome for those who can do so. However, food security is paramount to national security. Energy security and food security go hand in hand, so we must secure the future of British farming.

Worryingly, recent research from Riverford Organic Farmers has found that 61% of farmers feel that they will have to give up their farms in the next 18 months due to financial pressures. British farmers have had to deal with significant challenges in the wake of Brexit, and the previous Conservative Government failed to give them the support they needed. They botched the transition from basic payments and negotiated damaging trade deals, all the while managing a staggering £358 million DEFRA underspend over the past three years. The Liberal Democrats know that we must support the nation’s farmers, and that is why we need to boost the environmental land management budget by £1 billion. Reports that the new Government are considering stripping £130 million from the agriculture budget are hugely concerning. That would be a serious misstep at a time when the nation’s food producers can least afford it.

In Glastonbury and Somerton, many farmers and landowners are taking the opportunity to host ground-mounted solar panels. Over the past few years, they have been installed in Cucklington, Milborne Port and Wincanton, to name just a few places, but it is important that solar farms are not developed on our best and most versatile land. The national planning policy framework states that poorer quality land should be used in preference.

Poorer quality land can still be productive, as sheep can graze underneath the solar panels, while the solar array provides a diversification opportunity for the farmer. It is important that the updated NPPF keeps that distinction so that poorer quality land with the ability to under-graze remains preferable to the best and most versatile.

We must make it easier for farmers to put solar panels on agricultural buildings. Solar arrays are space intensive, and can sometimes compete for land that would otherwise be used for other purposes. Putting solar panels on the roofs of farm buildings would avoid any land use conflict.

Rural communities such as Glastonbury and Somerton are leading the solar energy movement. My constituency is in the top 50 English parliamentary constituencies for domestic solar generation capacity. The Government should be looking to improve on the success of rural communities by enabling more solar panels on agricultural buildings, with affordable access to rural electricity grid connections. To ensure we are food secure, we must ensure that the future of British farming is safe. We must therefore give our farmers the support they need to feed the nation and protect our environment. To reach net zero by 2045, we must support the roll-out of renewables. Supporting farmers to host renewable infrastructure is common sense, but it must not be on our best, most versatile and most productive land. I look forward to hearing the Minister’s comments—

My remarks will be very short. I want to speak in relation to Northern Ireland, which produces enough food to feed over 10 million people across this United Kingdom and right across the globe. We must ensure our food security is protected alongside our energy. The two can be done hand in hand, but it is important to put on record the need for protections against vast amounts of our prime agricultural land being used such that it is taken out of production, as many of these solar farms are doing. There have been massive strides around solar farms, with sheep and activities able to continue, but not enough. There needs to be more investment into making solar farms friendlier to production and agricultural use alongside them.

On the part of Northern Ireland, we cannot allow those large-scale solar farms to be placed right across our countryside, putting our food security in jeopardy. I believe it undermines our own food self-sufficiency and will result in us becoming more dependent on importing food, which is contrary to what we want to be doing.
