I know all too well the devastating impact that rogue traders can have on constituents, having had similar discussions in my own constituency and with many colleagues across the House too. That is why my Department supported the independent furniture and home improvement ombudsman’s new approved code and payment protection scheme, backed by independent dispute resolution, to help hard-working families identify trusted traders and ensure that people can spend their money with greater confidence and security.

We remain committed to supporting the Competition and Markets Authority and local trading standards in their ability to impose penalties via the courts. This Labour Government are delivering everyday fixes to protect families and give them room to breathe.

Order. We need to move a bit faster, so questions and answers must be shorter.

My constituent Joanne paid £11,000 for a new kitchen. Her house was left in a terrible state and she was unable to get the builder to return to rectify the substandard work. It also turned out that he was associated with 21 other companies mostly in the building trade, many of which have been dissolved. The Minister mentioned quite rightly the new code for the home improvement sector, which will give confidence to consumers and support to reputable traders. Is more not needed to go after the cowboy builders to ensure that constituents such as Joanne can get the remedy that they so need?

I congratulate the Secretary of State—very warmly—on the warm homes plan, and not least on the universal nature of the offer: the support for people in fuel poverty, the health co-benefits in addressing cold, damp and mould, and the availability of cheap finance so that everybody can take part in the technical solutions that are available.

The ECO scheme, which failed so badly, has left a legacy. May I encourage the Secretary of State to address the concerns among consumers, industry representatives and the workforce, and also not to lose sight of the benefits in reduced bills through insulation, particularly loft insulation? On the subject of cheaper bills, the Select Committee has heard again and again that if people are to benefit to the maximum extent from the warm homes plan, we have to see reductions in the price of electricity, and a reduction in the gap between the price of electricity and the price of gas. The Secretary of State mentioned some welcome measures in his statement—the £150 off bills in April being a very good start—but can he confirm that more action will be taken to bring down the cost of electricity, so that as many people as possible can benefit from the warm homes plan to the maximum extent?

I ask colleagues to keep their questions short.

The Energy Security and Net Zero Committee has heard evidence that we need these critical minerals for our energy future. That is absolutely true, so the 10% from production and the 20% from recycling are key steps along that road. Can I ask the Minister about no more than 60% coming from one country? He talked about some of the allies he will work with, but what will this Government do to ensure that production is increased from countries other than those such as China?

SME manufacturers are a key part of the planned renaissance in manufacturing in this country. Some of them are raising concerns about a lack of involvement in the Industrial Strategy Advisory Council. Will the Minister confirm that they are very much involved and have an important role to play in developing the SME strategy that he referred to?

There are some inconvenient truths for those on the Opposition Benches who wish to blame low-carbon energy for what happened in Spain and Portugal. As the Minister has said, the cause of the outage is unknown at this stage. In 2003, when there was a blackout in Switzerland and Italy, and in 2006, when the same happened in Germany, affecting the whole of the continent, there were no renewables in the system. That goes to show that it is far too early to speculate.

Gas sets the price for our electricity 98% of the time in this country. Those who oppose the transition to low-carbon energy generation are opposing energy security for this country. They are opposing lower prices for our constituents and good, well-paid jobs. That is what this agenda is really about.

The Minister was right to remind us that the North sea is a mature basin, she was right to remind us that 70,000 jobs have been lost there in the last 10 years, and she was right to praise the highly skilled engineers who have made such a contribution in the North sea and to the country. She mentioned the skills passport, and said that the Government were making progress with the industry in finding alternatives in the jobs transition. The Select Committee has heard, a number of times, evidence that one of the challenges is the fact that pay in the North sea is significantly higher than pay in equivalent jobs in the renewable sector, and offshore wind in particular. What, at this stage, are the Ministers thoughts on how we can make pay more attractive for workers moving from oil and gas into renewables?
