I can only reiterate what I have said many times at the Dispatch Box: the Government remain committed to the widespread uptake of commonhold for flats. We have stopped commonhold for houses in this Bill, and we will set out our next steps in due course.

My Lords, is the Minister aware just how difficult it is to get rid of an incompetent management company? Such companies hide behind the excuse that they cannot get permission from all the people in the building. It is high time we dealt with this problem and stopped this terrible situation.

I have to agree with the right reverend Prelate on the ever-increasing cost of weddings. I am not sure that the Government can get involved, but what has been happening with smaller weddings because of Covid-19 has perhaps made people think they do not need the huge weddings they have had in the past.

My Lords, as marriage is so important in helping to ensure stability and security for families, especially for children, will the Government ensure that the best tax arrangements are in place to promote marriage, rather than discourage it?

As my noble friend is, I am sure, aware, the tax system encourages marriage and civil partnerships through the married persons tax allowance. The Government will continue to look at that.

Yes, the noble and learned Lord, Lord Keen, did say that. The Lord Chancellor has set up a working group to assess any evidence to change the law on financial provision for divorce. This review will be led by evidence, which is yet to be gathered, on whether there are problems with the current law. The Ministry of Justice is considering the membership and terms of reference of that working group.

The Ministry of Justice is involved in ongoing work with other government departments aimed at strengthening families and providing more joined-up support for those facing or experiencing relationship breakdown. The first meeting of that cross-government group took place earlier this month. The noble Lord may also be aware of the £2.5 million in the Budget that the Government are investing in research on how best to integrate family services, including family hubs.
