Lords ChamberI do not think that there is anything in the rules that allows them to do that. As I said yesterday, we are looking at updating the local government finance system. It has been an issue to get right for a long time, under many different Governments. We have said that we will continue to look at it, carry out a review—particularly on relative needs and resources—and reset the cumulative business rates growth as well.
My Lords, can I take the Minister back to social care? Yesterday, the archbishops’ report on re-imagining care was published. It suggested that we need a major rethink on how the whole care system works, not just with local authorities—though it notes that not enough is being put in. The noble Baroness, Lady Andrews, has welcomed the report and produced a fantastic report on this with her committee. Might this be an opportunity to completely rethink how we do social care in the future?
My Lords, as I have said, successive Governments have looked at the issue of social care. With an ageing population, it is something that we have to do; we have to change the way we deliver social care and the way it is funded. This Government are looking at this, and will continue to do so until we have a solution.

Lords ChamberMy Lords, we give this money out in a very transparent way: it can all be seen on GOV.UK, and 45% of all funding from the first two rounds was given to local authorities run by the Opposition parties. I would have thought that was quite fair.
My Lords, I welcome the new devolution deal that has been done for the north-east and look forward to the appointment of an elected mayor for the region. If this devolution deal goes ahead, which I trust it will, can His Majesty’s Government clarify what proportion of the estimated £4.2 billion of investment into the region will be truly new money that the local new mayor can allocate out?
I thank the right reverend Prelate for that question and I will have to give him a written answer: I do not have that information on the north-east devolution deal.
To ask Her Majesty’s Government what assessment they have made of the impact of inflation on the real terms value of the benefits received by families with children.
My Lords, by convention, the September inflation figure is used to uprate benefits. Any fluctuations year on year smooth out over time. In 2022-23, we will spend an extra £2.6 billion on benefits for people of working age, following the annual uprating exercise. We are providing £12 billion this year and next to help with the cost of living. In addition, we recently announced support worth £9.1 billion to help households with rising energy costs next year.
I thank the Minister for her Answer. By now, we are aware that the cost-of-living crisis will hit every one of us, but the Joseph Rowntree Foundation, Child Poverty Action Group, Resolution Foundation and New Economics Foundation all agree that it is going to hit families with children hardest, particular those with more than two children. They will see a real-terms cut in their benefits this year. There are further warnings of inflation of over 10% for the poorest families if the Ukrainian conflict continues and there are no plans for further mitigation from the Government. In this climate, can the Minister point us to parameters that demonstrate the ongoing apparent success of the two-child limit or does she agree that now is the time simply to scrap it?
My Lords, the Government understand people’s concern about pressure on household budgets and are taking action to help. We are working closely and monitoring the situation with the Bank of England. The Government are also putting in place policies to help families and individuals to meet the rising costs of living, such as increasing the national living wage and cutting the taper rate in universal credit. I am sorry to disappoint the right reverend Prelate, but we have no plans to change the two-child policy.
Could we please have short questions, otherwise it just knocks out other Members?
My Lords, prisoners serving short sentences for non-violent crimes often get stuck in a so-called revolving door, with serious consequences to their family relationships, housing and rehabilitation. Will the commission be considering reports into the issues around short sentences and consider alternatives to custodial sentences, to enable rehabilitation in the community?
My Lords, I am sorry, but I have to say again that this House will hear when the commission will start, who will be on it, and its terms of reference and scope in due course.
The department is keeping all welfare changes under continual review. Not only that, it is already working on forward planning for when the economy first starts to increase again. As the noble Baroness says, there may be more unemployment. We are therefore working on how we can deal with that and support people back into work, although it may not be the same work. All that work is being done in the department at the moment.
My Lords, I thank the Minister for repeating the Statement. I add my thanks to all those in DWP for the incredible amount of work that they are doing.
I want to return to the two-child limit. I am sorry but it simply will not do to keep parroting back the same answer every time we raise this issue. Today, the Church of England and the Child Poverty Action Group published our latest information and a report on the impact of the limit. It includes evidence from the early days of the Covid crisis. Sixty thousand more families will be impacted. The policy is utterly flawed. I have been assured by Minister after Minister that if we give them the evidence, they will re-examine the limit. It is time that it be re-examined. Please agree at least to look at our report and re-explore the arguments around this issue.
I thought that the right reverend Prelate would speak on this. There are no plans to change the two-child limit, as he knows, but if a new report is out, I will of course make sure that the DWP responds to it.
