We do not necessarily need to replace every boiler. There are a number of alternative courses of action. One would be to investigate the use of hydrogen as an alternative. Already we have pilot programmes that will enable boilers to be quickly and easily upgraded to work on hydrogen.

It is obviously important to upgrade existing stock, but some local authorities have set up carbon offsetting schemes which allow carbon-intensive building developments to go ahead with building inadequate housing for the future. Will the Government close this loophole?

I add my support to the contributions made by the three previous speakers on this group. It seems that there is one big gap in the Bill, which is to take account of the interests of the working people, for all the reasons that have been explained by other speakers, which are so essential to the future of the firm and of the country. This is a gaping gap, and I hope very much that the Government will address it. I am told that there are plans in government for perhaps another Bill at some time in the future, where the points that we are raising might be addressed. However, I want a clearer indication from the Government on whether they indeed intend to bring forward some proposals additional to the ones in the Bill at the moment, to improve the position of working people. The Prime Minister said that he wanted to embrace the working people of this country. The Bill and the amendments we have tabled to it are an opportunity to do that. I ask the Government to embrace the amendments and follow what the Prime Minister is apparently talking about.

My Lords, in view of the time constraints, I will limit my comments to just two issues. The first is that Committee has been limited to an afternoon, which I think is absolutely appalling. It is all in line with the way the Government are reducing Parliament to a series of nods that they think they can control. I say to the noble Lord, Lord Monks, that there are, in fact, two huge gaps in the Bill. The first is the environment, which I spoke about at Second Reading. There is an absence of any thought of protecting our environment, when the Bill could play quite a major role in our transition to a net-zero carbon economy.

As the noble Lord, Lord Monks, pointed out, the Bill has another major flaw, which is the lack of protection for workers’ interests in this special insolvency scheme. Without these provisions, the Government will just have to hope that already wealthy people will not take advantage of this emergency scheme, but we all know that predatory capitalists use whatever legal loopholes they can to trash our planet, cheat our workers and strip the assets of companies to extract as much cash as possible. I think we will be able to point to today’s Hansard in six months’ time, when the inevitable happens and people are driven out of their livelihoods while bosses and shareholders are laughing all the way to the bank. I look forward to seeing the Government’s new amendments next week and I hope that Report will perhaps show that this Government have a heart.

My Lords, I have added my name to Amendments 110, 112 and 114, but I shall speak only to Amendment 114, which is a recognition that workers are truly a company’s greatest asset. But how many company mission statements have used those words but gone on to treat their workers as expendable? If a restructuring plan is to work, it will need the benefit of workers at boardroom level. If the company is ready for insolvency, the ability of the current board to turn things around must be open to question. Elected workers’ representatives are uniquely placed to identify improvements and ways to increase productivity, while at the same time assuring workers that their interests will be safeguarded. So, along with the other amendments, I hope that the Minister will reflect on this one in particular and bring some alternative to the next stage of the Bill.

My Lords, my concern about this Bill is the same as my concern about the Government’s wider response to the current economic crisis, which is that no thought appears to have been given to the risks of propping up failing, climate-destroying businesses. For example, the Bank of England has been giving hundreds of billions of pounds of cheap loans to oil and gas companies as part of its Covid-19 relief efforts.

Although it is essential that we support viable, positive businesses through the coronavirus crisis, the Bill completely misses the mark when it comes to addressing the much larger and longer-term climate and ecological emergency. It should make provisions that contribute to the 2050 net-zero carbon emissions target; it should contain provisions that prevent public money bailing out carbon-spewing, filthy companies and industries; and it should build a framework for managing the winding-up of planet-destroying companies, which will have no future in a net-zero world.

Trillions of pounds globally are tied up in the assets of these dirty industries, and almost everyone’s pension pot will be invested in them. Much of these companies’ value will evaporate into thin air when the necessary policies are imposed to reach a net-zero world. The Government should act now to manage this decline in a socially just way, protect pension investments, and prevent precious public funds being wasted in propping up these polluting companies, which will inevitably be consigned to the dustbin of history.

I support the points made by the noble Baronesses, Lady Neville-Rolfe, Lady Kramer and Lady Burt of Solihull, on the issue of timely payments for smaller companies, which are most vulnerable to this crisis. We need to think about how to make it easier for them to survive.

I want to pick up on a point made by the noble Lord, Lord Dobbs, with which I strongly disagree—that somehow a virtual or hybrid House of Lords is not an effective way of holding a Government to account. He cited the House of Commons, where there were many interventions. I point out that interventions are not necessarily of any use. The way that we are operating now shows a great deal of creativity on the part of the House of Lords and I hope that it will persist into the future. I would also like to point out that the noble Lord is a year older than I am and he is therefore in a vulnerable category. We should all take care and listen to government advice about staying at home.

I congratulate the noble Lord, Lord Dobbs, on securing this very timely debate. I agree that we have to go forward and cannot go back, but I suspect we mean different things by that. Many people will expect and want the economy to be restored, more or less, to the way it was in December 2019, but why on earth would we want to do that? It was marred by gross and growing inequality. In a headlong rush towards destructive growth, our economy has been dangerously off the rails for decades. It needs some restructuring, and we now have the chance to do that.

Some, perhaps many, industries and companies will not survive without government intervention and public money, and this gives us all the right and the opportunity to choose how the economy can be different in 2021. The Government can work closely with industries to ensure that they shift their production towards a more sustainable future and to what is needed in the short run.

I would love to outline what a fair, healthy, sustainable economy looks like at some point, but until then, I have three specific questions for the Minister. Will the Government heed the calls from smaller farmers and food businesses for emergency business support, as well as long-term backing, including new funding for local food networks? In addition, will Her Majesty’s Government widen the school food voucher scheme in England to include local shops, along with markets and community food organisations? Finally, will the Minister accept that if the centralised scheme does not work for small businesses and food producers, schools and local authorities should have the powers and the funds to do what they think is best for the local economy in their area?

I too thank the noble Baroness, Lady Parminter, for tabling this debate and for the contributions that it sparked across the House. I particularly like the way it has focused on zero-carbon usage, because that is clearly the way that we have to go if we are to be a truly green economy with truly green lifestyles. Consumerism has promoted infinite growth and environmental destruction. Quite honestly, for humanity to survive in any way, in any degree of comfort, we have to recognise the realities of living on a finite planet. That means changing the technologies we use, the materials we employ and the sources of power, but it also means changing what we do and, in many cases, whether we do anything at all.

It is now settled law that we must achieve net-zero carbon emissions within 30 years, so the argument that this is a climate emergency has finally been won, but the path to net zero, the speed with which we get there and the questions of how costs and benefits are distributed across society are all yet to be settled. The noble Baroness, Lady Jenkin, listed a lot of individual actions that can and must be taken, but that actually lets the Government off the hook. The Government have a role in this and I am afraid they are not stepping up and performing that role.

I would like to correct the slur against the Extinction Rebellion campaigners. A lot of the materials removed from Trafalgar Square were things that they would have liked to have taken away with them: tents, possessions, sleeping bags, clothes and food. If we are going to blame anyone, we need to blame the person in charge of the police who enforced Section 14 so quickly and drove the protesters away before they could pack their things together.

It is hard, the day after the Chancellor’s Budget, to avoid this debate becoming a proxy Budget debate. So far, this has been a very polite debate and I really do not want to bring down the tone, but at the same time I am absolutely furious at the Budget that we have just had: it is gross negligence on the part of this Government. It actually makes the climate emergency worse instead of better. It is all about profits for the few being more important than the lives of many. Quite honestly, the Budget has not delivered anything near the scale and speed of ambition necessary to invest in a green economy that will reach net zero by 2050.

The journey to net zero is easier the sooner that we get started. We could have embraced a massive green stimulus package following the 2008 financial crisis, instead of bailing out the banks. We could have been a much more prosperous nation today with the benefits of economic recovery much better distributed across society, rather than concentrating on the investments of the wealthy, and the costs of our future climate action would be much lower.

I am sure that the Benches opposite will know about Margaret Thatcher’s speech to the UN General Assembly in 1989. What a pity that they did not pick up those issues then and act on the sort of things that she said. Not putting the policy in place is policy denial, which is almost as bad as climate denial. Failing to adopt the necessary policies is no better than saying that there is no problem in the first place. That is the hole that we and the rest of the world find ourselves in today: a failure of ambition and a failure to accept the levels of investment that will be necessary to tackle the climate emergency.

I hope that the Government’s change in approach to their fiscal rules, especially around capital expenditure, can open the door to the scale of action that we need. Austerity was a stupid policy and it failed entirely. We now have to usher in a new economic era where fiscal and monetary policy come together to transform our economy and society to one where we can all live well within the constraints of our one planet Earth. We need huge government investment alongside firm policy commitments. The Government’s record of abandoning environmental policies such as zero-carbon homes has created a massive policy risk for businesses that are leading from the front. What happens is that the people in advance of climate action who lead on this suffer, and it is the laggards who are rewarded for their dithering. Because so much uncertainty is created, we cannot trust the Government to promise something and then deliver on it, as with zero-carbon homes. For those reasons, the Government should reduce the policy risk as much as possible by entrenching their policies and strategies in law so that they cannot simply be chopped and changed at the whim of Ministers.

At the moment the Government are investing another £27 billion in a new set of roads. They have been making motoring progressively cheaper by continuing to freeze the fuel duty escalator while raising fares above inflation for trains and buses. Surely they can see that this discourages people from using public transport, which is cleaner and could, of course, be more effective if there were fewer cars on the road.

The issue of fairness drives my politics. A green economy can work well for everyone. Extreme and growing wealth and income inequality is not conducive to good environmental outcomes, and it perpetuates the belief that we cannot afford the necessary changes. The rich can buy themselves out of many consequences of the climate and ecological emergencies, so the questions of who funds and how we fund green investment are crucial.

Too many environmental policies are funded in regressive ways that disproportionately hurt those less well off while being barely noticed by the rich. One example out of many is the funding of energy efficiency measures using a levy on energy bills, instead of funding the policies through general taxation. These types of funding arrangements have little purpose other than allowing the Government to finance policies off the books. The Government need to assess all these off balance sheet funding arrangements and bring them into general taxation. That is the fair way of paying for things and it is how we will bring everyone on board for the environmental transition.

I am very upset about the Budget. It is a huge missed opportunity. The Government are not taking us towards any sort of solution to the problems we face in Britain. Your Lordships’ House has a crucial role in ensuring that policies, funding and legislation are in place. We must continually challenge the Government to go harder and faster. During the passage of the Fisheries Bill we have even had to discuss what sustainability means. The Government choose to use it to talk about economic and social sustainability, which it is, but if you do not have environmental sustainability, you do not have sustainability anywhere else. I beg the Government to understand the scale of the problem we are facing. It is bigger than Covid-19 and having a maniac in the White House. It is absolutely crucial that the Government understand the size of the problem.

Yes, I agree with my noble friend; hydrogen can of course provide a potential solution to that. I heard only the other day about investments that we are making with companies such as Worcester Bosch and Baxi to develop new boilers that are able to work on natural gas and can be easily converted with only one hour of service engineering to work on hydrogen in the future. Nevertheless, hydrogen is, at the moment, given existing technology, expensive and difficult to produce.

The noble Baronesses, Lady Suttie and Lady Jenkin, asked what we are doing about plastic waste. I am pleased to tell them that the UK is a world leader in tackling plastics and that we have committed to work towards all plastic packaging placed on the market being recyclable, reusable or compostable by 2025, and to eliminate avoidable plastic waste by 2042. The Government’s landmark resources and waste strategy sets out our plans to eliminate avoidable plastic waste over the lifetime of the 25-year plan.

I hesitate to referee the debate between the noble Baronesses, Lady Jenkin and Lady Jones, on Extinction Rebellion. I am sorry to tell the noble Baroness, Lady Jones, that I am very much on the side of noble Baroness, Lady Jenkin, on this. I witnessed at first hand the huge piles of disposable plastic waste that Extinction Rebellion left behind after its demonstrations. Before lecturing the rest of us on what we should be doing, it should act to put its own house in order first.

Does the Minister accept that had they had time to clear away, they would have done so? I visited the site and they had recycling systems set up and they were extremely careful about rubbish. If they had had time, they would have removed it.

I thought that might prompt an intervention. No, I do not accept that. Even on the sites they vacated voluntarily, they still left behind piles of rubbish, which cost the local authority tens of thousands of pounds to remove. They are, of course, quite entitled, as everybody is, to demonstrate and make their point, but they are not entitled to bring the whole of London to a standstill while they are doing it.

Does the Minister understand that we are in a climate emergency? This is bigger than Covid-19, bigger than any other emergency we have ever faced. Those people have actually put climate change on to the agenda here in the House in debates I have been part of. I have not even mentioned climate change: everybody else has mentioned it, so they have actually performed an incredibly important role within our society.

I am sorry, but I just do not agree with the noble Baroness. Climate change was on the agenda well before Extinction Rebellion decided to get involved in the subject. It has been a subject of cross-party agreement. It is not just something for this Government; Governments of the party opposite and the coalition Government were also on the ball with this, and legislation was put in place with cross-party agreement. Nobody doubts the scale of the problem; they do not need to tell us it is a problem; what we need are practical solutions that are deliverable in the normal political landscape. That is what we are working towards and what we are interested in giving contributions for, and, frankly, camping out in London for weeks on end does not change the fact that we need practical, deliverable solutions.

It is fine: it is my fault for raising it. I should not have got involved in the debate, but I am happy to talk to the noble Baroness, for whom I have the greatest admiration, as she knows. I am sure that we will discuss it on plenty of other occasions.

The noble Lord, Lord Giddens, talked about the 2050 target and asked why Finland has a net-zero target of 2035 when ours is 2050. Our independent advisers, the Committee on Climate Change, made it clear in its report that it does not currently consider that it is credible for the UK to reach net-zero emissions earlier than 2050, and we have legislated in line with that advice.

The noble Baroness, Lady Suttie, asked about plastic waste exports. We are committed to banning plastic waste exports to non-OECD countries and the Environment Bill includes a power to enable us to deliver this commitment. We will consult this year on the date by which this will achieved.

The noble Baroness, Lady Jones, raised the energy company obligation—we have discussed this subject with her before. I know that we have a different opinion on it, but we believe that energy efficiency will be key to reach net zero and we agree that the transition has to be fair. The energy company obligation is a key policy that, since 2013, has delivered more than 2.5 million measures in more than 2 million homes. This scheme is now entirely focused on low-income, vulnerable and fuel-poor households and funded to the tune of something like £640 million a year until 2022. I know that we have a different view about how it should be funded, but it is, in my view, a successful scheme.

The noble Lord, Lord Marland, talked about international climate finance. Since 2011, our international climate finance has helped 57 million people to cope with the effects of climate change, while reducing or avoiding 16 million tonnes of emissions.

I thank the noble Lord for his good wishes. It is nice to answer questions on something other than EU withdrawal for a change. I take on board the noble Lord’s concerns. He makes a very good point. As I said, we will be announcing further policies in this field in the Budget and in the forthcoming energy White Paper. He will understand that I cannot predict what might be announced at those times.

It is not just about having policies but having the funding in place. Will we see some funding for this in the Budget?

I thank the noble Baroness for her best wishes. I am sure that confronting is not the right word. Working together for the common goal would be more appropriate—you have to start out optimistically. There were funding commitments in the Conservative manifesto. As I said earlier, we will set out the details of that funding in the Budget and the energy White Paper.

My Lords, our existing carbon budgets are already among the most ambitious in the world. They continue to set the right level of challenge for the years ahead. Our priority is to deliver against these stretching targets through our clean growth strategy.

One of the ways that we as a nation are cheating on our carbon budget at the moment is by importing some of the most polluting goods from abroad, which means that the countries producing them carry the carbon emission burden. Will the Government now commit to capturing those offshore emissions so that we can understand fully how polluting we are as a nation?

My Lords, I do not accept the noble Baroness’s premise that we are cheating; we are following international rules on this matter. If we wanted to change in the manner that she suggests, which might be a way ahead, it would be worth doing only if we had international agreement from all sides.

My Lords, in the time I have available to respond to a Question of this sort, I cannot go into detail on every single bit of research that we are doing into energy storage, carbon capture, use and storage, and a whole range of other things. I am more than happy to write to the noble Lord with greater detail on this—he seems to be signalling to me to do that—but I can say that we are committed to doing all we can to meet the targets. We believe that with existing technology we can meet them, and with advances in technology we can do even better.

My Lords, I am absolutely delighted that the Government think they can meet that target but so far, I have not seen the sort of action that is needed. We need a massively rethought-out new green deal so that that we can discuss it in this Chamber and suggest ways forward for government.

My Lords, we passed the legislation last week. We have announced an environment Bill, the Agriculture Bill is coming along, we have announced an energy White Paper and there is the industrial strategy, which has energy-specific parts. A whole range of government action is going on and there will be more to come.

My Lords, I will take that as my cue. I fear that I am intruding on a domestic, and of course we do not like to comment on domestic disputes. I assure the noble Baroness that I will attempt and indeed succeed to be somewhat more economical in time.

We welcome this debate and the tabling of the amendment. We understand the point made by the noble Lord, Lord Grantchester, and, in a different way, the point the noble Lord, Lord Deben, made in his very powerful speech—that we ought to understand more about how the means of this delivery will be willed. In the end, that is the key to achieving this objective.

This SI is the equivalent of sitting around a kitchen table, unfolding a map, pointing at it and saying, “That’s where we want to go”. It does not in any way get us any further down the road unless we understand how we are going to get there. I will try to maintain a practical end to this speech.

Call it self-indulgent or self-referential behaviour to point this out, but in September 2017 the Lib Dems approved a policy called “A Vision for Britain: Clean, Green and Carbon Free”, one of those great slogans we come up with. Its mission was to push the Government further and to push them to ask the question of the CCC about zero carbon in 2050. It was a milestone, and the reason I mention it is that it was an achievement for my colleague who cannot be here today, the noble Baroness, Lady Featherstone. I wanted to acknowledge her role in some of this.

New Liberal Democrat policies will continue to press the Government harder and will be further refined. They will also seek to outline some of the challenges and issues that need to be addressed to meet this incredibly exacting target. It is not just about stopping doing things; we will have to take carbon, CO2 and greenhouse gases out of the system to achieve this. Although I respect the point the noble Lord made about using existing technologies, I challenge that it is the outer edge of existing technologies that will enable us to do some of those things. There is a lot of work for the Government to enable us to be in that position.

That is why we need the Government to explain how we are going to go forward. We should be approaching this problem multilaterally. We are talking about the United Kingdom, but we sit in the continent of Europe. It would be much more sensible if we were doing this as a bloc and a group in the European Union. Noble Lords would expect me to say that.

We need to be very clear on what we are trying to do and we need to be very honest about how we measure what we have achieved. That means basing it on our real footprint. There cannot be fudging of figures. We cannot disregard our imports, where we are simply exporting our footprint, and we need to be very careful about things such as offsets. The CCC sets out some big technologies, but I will pick on a few in no particular order, and not an exhaustive number. I will talk about low-carbon power, energy efficiency, electric vehicles, domestic heating, and air travel and shipping.

We of course need to accelerate the development of renewable and low-carbon power. As Liberal Democrats, we will be setting forward a much more ambitious target than we have even achieved now. It should be said, in the spirit of self-congratulation, that the level we have now was very much laid down through the work the coalition Government did, notwithstanding some dismantling around offshore wind, which occurred in the succeeding Government. The fact we have been able to have coal-free generation over the past few weeks is very much a credit to them. But creating the right investment environment for zero-carbon or low-carbon generation is a real challenge—I do not have to tell the Minister that—and we need to understand how the Government will work with industry to deliver the right investment vehicle with some idea of a framework. From a personal point of view, as I have said before, I think that included in that should be effective energy storage, because without that we will not have a flexible, low-carbon grid.

Everybody talks about energy efficiency; we have already heard about it twice. We have to introduce a major programme. We already have much of the legislation we need; we need to enforce the regulations.

On the subject of building, and not just conventional techniques, there is a revolution out there. I sat on the Science and Technology Select Committee. Off-site building can deliver much higher-specification buildings. The Government need to lead on that process with the buildings they commission.

Electric vehicles are interesting, because they are an important personal commitment for people. They are a big acquisition that people make in their commitment to the environment. Actually, it is quite hard. The waiting lists are long. One of the problems, as has already been mentioned, is battery technology. We have the Faraday challenge, but we are importing many of the batteries we need for current electric vehicles. We need a much stronger supply. Can the Minister tell us where we are on the Faraday Challenge gigaplant? When will the spades be wielded, because it will take years before it is working? How is the Road to Zero going? Where are we on it and will we firm up the targets? Things such as on-street charging remain behind the game. There needs to be consumer certainty around the plug-in car grant. Can the Government give a long-term view on that, rather than just to the end of the year?

Decarbonising heating is a very important point that has already been mentioned. There are options, such as hydrogen and heat exchange. How are the Government going to frame this? The last time we had a big domestic switchover, it was between coal gas and natural gas, and a single national monopoly delivered it. What is the means by which this process will be delivered? Will it be locally, through LEPs, by private enterprise? We know how well—or not well—the smart meters process has gone, so what is the thinking within the Government to deliver this?

My Lords, I declare an interest in a renewable energy company primarily involved in the wind business, though not in Europe. It is primarily involved with China, India and developing world; contrary to the implication of earlier comments by the noble Viscount, Lord Ridley, there is quite a lot of action occurring in those countries as well as in our own.

I very much hope that we will support this order with enthusiasm and strong cross-party support, continuing that pattern of cross-party consensus about which the noble Lord, Lord Deben, spoke earlier. There has been a consensus; it has been opposed by a minority of sceptics, but the facts have continually proved those sceptics wrong. We have to take action because it is clear that global warming is occurring, and it is now occurring at an accelerating pace.

In 1998 we faced, because of an El Niño effect, a year in which temperatures soared well above the trend of rising temperature that scientists had predicted. As a result, there was for about eight years thereafter something of a pause in the average rise of temperatures. At that time, many sceptics—including, I suspect, some contributing to this debate today—leaped on that pause and said, “Well, that proves that global warming is not occurring”. However, the fact is that nine of the hottest years on record have occurred since 2005 and the five hottest have been the last five. On the current pattern of this year, it is looking almost certain that by its end we will be saying that the six hottest have been those up to 2019. We are facing very clear evidence that warming is occurring.

We also have to take action because there will be extremely harmful effects. What is going on in India has already been referred to; I have just come back from there, where I was engaging with many people in the Indian steel and cement industries who are putting in place plans for radical reductions in their carbon emissions. While I was there, the temperatures in northern India were over 50 degrees centigrade. With only a few degrees warming, the North Indian Plain will be essentially unliveable for human beings. We face major challenges from climate change, but there are other parts of the world where it is truly life-threatening.

We cannot now stop significant global warming—it is baked in already—but we have to limit it as much as possible. The guideline of how much we should limit it by is well described by the IPCC report from November of last year, which argued effectively that beyond about 1.5 degrees centigrade of warming, the effects are non-linear—they are multiplying. Every 0.5 degrees centigrade further does not just make it a bit worse but a lot worse, so that is a reasonable target. To achieve that, the whole world has to get to about net zero emissions sometime around 2050 or 2060. Some developing countries growing rapidly will find it difficult to get there by 2050 but can get there by 2060. That makes it a reasonable target for us, with our greater economic capacity, to get there by 2050.

The costs of our getting there by 2050 are clearly manageable. When estimates are produced of the costs of achieving emissions reductions, sceptics always come out with arguments that say, “These estimates are far too low”. However, experience suggests precisely the opposite. In 2003, the Government estimated that the cost of reducing emissions in the UK by 60% would be about 1% to 2% of GDP. In 2008, when I was the first chair of the climate change committee, we estimated—on the basis of a very detailed, sector-by-sector analysis of what the resource costs would be in power production in the transport sector, and so on—that to achieve an 80% reduction it would be 1% to 1.5% of GDP. The CCC, on the basis of equally detailed analysis, has now suggested that 100% would cost 1% to 1.5% of GDP.

Why have those costs come down, or at least why has what you can achieve for the same costs gone up? The answer is that the costs of key technologies have come down far faster than any of us dared believe would happen. The cost of solar photovoltaics has come down by about 85% in the last 10 years, the cost of wind power by about 75% in the last 10 years, and the cost of batteries by about 85%. That shows the extraordinary power of scale economies, learning-curve effects and induced technological change—once you have clear, quantitative targets, you drive cost reductions that would not otherwise occur.

It is almost certain that such technological change, learning-curve effects and economy-of-scale effects will occur in future and will probably prove the climate change committee to have been too conservative again. But it has been right to be conservative and say, “These are the maximum costs that we might face and which will occur if we do not have radical cost reduction, but it is highly likely that we will”. The most effective way to ensure that we get technological change and cost reductions from learning-curve and economy-of-scale effects is to set a stretching target so that industry knows that that is non-negotiable and that within that, it can invest to achieve those cost reductions, confident that that will be economic. That provides us with a strong basis for supporting this order—with, I hope, unanimity, and certainly with strong support.

My Lords, in preparation for the debate this afternoon I looked up the Government’s climate change policy page and I got an error message: “Page not found”. That was at midday today—I do not know if it is up and running now—but it says something about the Government’s ability on the issue of climate change.

I wanted to disagree with the noble Viscount, Lord Ridley, but I felt it was not fair to keep interrupting him. He says that there will be “no significant impact on business” but of course this will have a significant impact on business. Climate change will be dreadful; we have to make sure that business understands that and that it moves on.

I am told that the reason the Chamber is so cold is because a valve is stuck open. That shows that we cannot always rely on technology, because even the simplest technology can go wrong. My teeth are chattering now, so I shall hurry through my comments.

I congratulate the noble Lord, Lord Deben, on his speech. I particularly liked his being prepared to point out that 2030 was perhaps a better target than 2050. I would go further and say 2025. We cannot afford that length of time.

I also congratulate the noble Lord, Lord Fox, who talked about what could be better and what the Government need to do. I have just challenges for the Government, because over the past weeks, months and years, and again today, I have listened to the Government telling us how great they are on climate change, how they are acting and how much they are spending. Quite honestly, it is a load of tosh, because they are not doing enough.

The noble Baroness will be aware, because she will have read Charles Moore’s excellent biography of Margaret Thatcher, that she later resiled from those views—on climate change specifically, not on other environmental issues—and said that, yes, the problem was exaggerated.

Yes, I am well aware that all politicians can get it wrong at various times, and she was wrong there.

What has happened to the Conservative Party in the meantime? We have a Government who resist onshore wind installations, which would supply cheap, clean energy, while supporting dirty, expensive fracking. Fracking is not the answer: it is a way to pump more fossil fuels into the atmosphere and, in the process, allow a rapacious private company, Cuadrilla, to stifle legitimate, peaceful protest. The Government push a steep VAT increase—from 5% to 20%—for new solar battery systems while coal remains at a discounted rate, and propose a third runway at Heathrow and more roadbuilding. We seem to be in a topsy-turvy world where the Government do not understand what is happening.

At the same time, three children—three climate protesters—from the Albany Academy, are being punished for attending the youth strike for climate protests. Children fighting for their future is not a crime. A brave planet protector, Angie Zelter, has been in court this week for protesting with Extinction Rebellion. She says:

“I cannot really understand why those in power have refused to act. After all, it is their world, too”.


It is noble Lords’ world, too. Many will have children and grandchildren who will be massively affected by this issue. I wish noble Lords over there would be a little quieter. Is that possible?

Fine words are not enough to fight erratic weather patterns that cause disasters in rich and poor countries. They are not enough to clean our rivers and seas of plastic pollution, to clean our polluted air, to save the curlew and the red squirrel up north, and certainly not enough to guarantee supplies of clean water, uncontaminated food and to resist global economic collapse. Can we please have some policies that will make a difference? As the protesters outside are saying, the time is now.

My Lords, I congratulate my noble friend on introducing the order today, including what from our debate are proving challenging targets. I shall restrict my remarks to putting a specific question to my noble friend. Is it not the case that, in the short term, emissions will rise, particularly in the context of hydraulic fracturing for methane gas—an issue raised by other noble Lords? It is generally recognised that it is an inevitable result of fracking that methane will leak out of the natural gas wells at two stages: first, during the well being hydraulically fractured and the methane escaping; and, secondly, during the drill-out following the fracturing, when methane is released into the atmosphere. It is also generally understood that methane can be far more powerful than CO2 in its role in increasing greenhouse gas emissions, which leads to the inevitable warming of the Earth’s atmosphere.

Will my noble friend take the opportunity in summing up the debate on the statutory instrument this afternoon to explain how we are going to meet our targets to reduce greenhouse gas emissions and global warming by 2020 without inevitably increasing greenhouse gas emissions and global warming by continuing to pledge to fracture in the immediate future?

My Lords, as to where the Agriculture Bill is, I fear that I cannot help the noble Baroness, but no doubt my noble friend sitting beside me will be able to offer advice in due course. All I can say is that we will do all we can in all fields—there are a great many fields in which work needs to be done—to reduce our carbon footprint. As I have said before, we have done a great deal, but there is a great deal more to do.

My Lords, the Government met the Extinction Rebellion campaign recently. What did they learn from that and what policies are going to change as a result of the meeting?

My Lords, the most important thing is that we had the report a few months ago from the IPCC, which we put to our own climate change committee. Last week we received a report from the climate change committee and we will respond to it in due course.

I will restrain my carnivorous habits in the future. However, the noble Lord makes a good point, and everyone should get that message—there is a great deal of waste in the food chain, just as there is throughout the world. We have possibly a lot less waste than in the third world as a result of the efficient means we have of moving food around and processing it, but as the noble Lord said, there is still a great deal of further waste, and more must be done.
