The people of Northern Ireland will be disappointed in the Secretary of State’s statement. Of course they would like the Executive back, but what they want more than anything is a budget, and agreement on reform of the health service and education, which were all agreed before Sinn Féin walked out. Why is she still dilly-dallying, and waiting and waiting? What does she actually think is going to be achieved in the next month?

The hon. Member for North Antrim (Ian Paisley) has given a powerful coda to what has been, as those in all parts of the House would recognise, an extraordinarily well-informed and important debate on a desperately significant subject. There is not much doubt that an enormous amount of good will has been expressed towards the Secretary of State, and gratitude for the work he has done and the effort he has made.

If there is one thing that slightly depresses me about the debate, it is that we are probably going to have to do the whole thing all over again in a few months’ time. As we approach the next financial year, many of us will be thinking of the consequences of setting a new budget for it. I am not saying that my Christmas will be totally destroyed—that this will completely tarnish the gilt or dull the sparkle of tinsel—but it will certainly be slightly diverted by thinking of that prospect ahead.

Every speaker has referred to the appalling circumstances and situations that are prevailing today. Omagh has been mentioned. I have grown into having a great affection for the people of Omagh in the many years that I have attended the commemoration of the horrendous massacre that took place on 15 August 1998, when, as we all know, 29 adults and two unborn children were killed. I remind the House, as if it needs reminding, that next year is the 20th anniversary. I am sure that many of us will wish to be present there to show solidarity with the people of Omagh.

There has been an enormous amount of good will, and I am particularly grateful for the statement that has been issued since the start of this evening’s debate by Simon Coveney, Minister for Foreign Affairs and Trade, who has committed the Irish Government to continuing to work to facilitate as much discussion as possible to support the talks. We are grateful for that north-south dimension. [Interruption.] I am not entirely sure where that noise came from. It was a little bit close.

All the speakers this afternoon have said pretty much the same thing: we do not want to be here, but we accept the fact that we have to be here to do something. The hon. Member for South West Wiltshire (Dr Murrison) referred to the democratic deficit, and I think he put his finger on it. Most of the speakers referred to the fact that there is a lack of accountability, a lack of transparency and a democratic deficit. This may be a necessary evil, but it sticks in many people’s throats.

I am grateful to the right hon. Member for Belfast North (Nigel Dodds) for mentioning the appalling circumstances of the Northern Irish football team; I think he was the only person to do so. We express our gratitude and respect to Steven Davis, particularly for the dignity he showed when Stuart Dallas was chopped down with an absolute leg-breaker that did not attract a red card, whereas a ball on the upper shoulder was given as a penalty in a disgraceful and reprehensible display of bad refereeing. We are, I hope, united on that.

The right hon. Gentleman referred to the wish to have a general election now, and he implied that there were those in the House who did not wish to have one now. I cannot always speak for my Labour friends, but we are more than willing to have a general election at any time the Government wish to mention. We are ready, and we are willing. When the nation calls, Labour will be there to answer that call; be assured of that.

The right hon. Member for North Shropshire (Mr Paterson) struck not a discordant note, but a slightly different note when he referred to his wish not to be beastly to the Northern Ireland civil service, but at the same time seriously to consider the benefits of direct rule. I almost thought that there was a job application in there somewhere. I hope that the rest of us feel that we do not wish to return to direct rule.

I thank my party friend and colleague. He said something about Labour being there, and I wondered whether that meant that he was about to announce that, finally, the Labour party will allow people in Northern Ireland not just to join—it has done that only recently—but to put up candidates?

Time is short tonight, Madam Deputy Speaker. There are things that I could say, and there are things that I would be happy to say, but the tugging on the back of my coat from my hon. Friend the Member for Pontypridd (Owen Smith) cannot be denied.

The hon. Member for Edinburgh North and Leith (Deidre Brock) put her finger on it when she talked about hospitals and schools—and I hardly even need to mention the parlous state of the A5. There are things that need to be done, and we should get on with dealing with them. I think everybody accepts that. The hon. Member for Amber Valley (Nigel Mills) rather succinctly described what we are doing this evening as the “least worst option”. Not for the first time, he has discovered les mots justes, and I congratulate him on that.

In a typical contribution, the hon. Member for East Antrim (Sammy Wilson) stunned the Chamber, as he always does. He seemed to imply that we had lingered too long before introducing any legislation. We have already used section 59 of the Northern Ireland Act 1998 twice: once to passport 75% of the budget and then, in July, to passport 95% of it, so things have happened. He also implied—in a way that was untypically provocative for the gentle hon. Gentleman—that somehow the Labour party was not in favour of increased public spending. We are in favour of increased public spending across the board. We want it in Wales, we want it in Scotland, we want it in England, we want it in Ealing and we want it in Northern Ireland. We are in favour of increased public spending; we are just not in favour of bespoke public spending.

If I may say so, the hon. Member for Havant (Alan Mak) spoke powerfully against the idea of direct rule, and he spoke with cogency and brevity. I would like to say the same about the hon. Member for Strangford (Jim Shannon)—I really would—but, not for the first time, the emotion, the power and the strength of his commitment to his constituency and his part of the United Kingdom forced him to expand further and extrapolate more than he probably wanted to do initially. However, his exegesis on this theme was welcomed by us all. I have never spent a few hours listening to him and regretted them.

The hon. Gentleman said that, after all, what we have is not “what the people want”, and I think that is so important. Not for the first time, my friend quite rightly put his finger on it by saying that this is not what the people want. The right hon. Member for Lagan Valley (Sir Jeffrey M. Donaldson) also cogently said that we cannot continue with this impasse, and how right he was.

I must say that the final speech, from the hon. Member for North Antrim, was statesmanlike and powerful. I hope he will not resent my saying so. He used the metaphor of a train leaving the station, which for many of us had echoes of Michael Collins and Lloyd George, but the trouble is that the train is not moving: it is stuck in the sidings and is not going anywhere at present. I would like to see the train moving, with all of us aboard that freedom train, but in the meantime, we have to inject the financial lubrication necessary to keep the wheels turning, and that is what we are doing tonight.

The Opposition will not oppose the Bill. Reluctantly, we will support this sensible measure, which keeps the show on the road, but we look forward to a devolved Assembly and a reconstituted Executive. I think that is something that every right hon. and hon. Member in this Chamber wants to see as soon as possible.

I welcome the right hon. Gentleman’s comments about what the outcome needs to be. I know that he earnestly wishes to see, as I do, the restoration of an inclusive, functioning devolved Government. He points to other scenarios and solutions, but I would say to him that our focus must be on how to get an agreement. That must be the priority. I know other points have been made about different structural or constitutional ways in which Northern Ireland could operate, but it is important to focus on supporting the parties at this time. I will obviously continue to reflect on a range of points that have been made to me, but it is important to keep the focus on that at this time. However, I note the points that he and others have made in recent weeks.

Does the Secretary of State understand the frustration—indeed, the cynicism—felt by people in Northern Ireland about the word “deadline”? As a result of the changing deadlines, the word really does not mean anything. Is it not time that when Governments set deadlines, they should actually mean something? We have had nine months of parties having discussions and there has been no change, so what magic wand does he think will make any difference in the next few weeks, given that one party is quite happy to go back into the Assembly right away, and another is making ridiculous demands that it was not making when the Assembly fell?

Do you know what, Mr Deputy Speaker? I certainly do hear the frustration and cynicism among the public in Northern Ireland that the hon. Lady will have heard. They want to see a Government just getting on with the job of serving them. I do hear that, and I know there is huge frustration—I sense there is frustration on both sides of the House—at being in this position.

We could take steps towards saying, in essence, “Okay, we will move straight to direct rule,” or something similar, but I profoundly think that that is not the right way to approach this issue. Ultimately, this is about seeking space within which the parties can reach an accommodation and an agreement. Yes, this is difficult. For all the time that all those involved have spent on this, it has been hugely challenging to bridge the gaps. Doing so still remains possible, but it is certainly difficult.

We will continue to keep available to us a range of options for supporting the process and galvanising the parties to achieve the positive outcome that we all earnestly want. Equally, the hon. Lady rightly makes the point that this cannot just continue—I hear that message from the House very clearly—and there is a need for Northern Ireland to be able to make decisions. It is worth all of us putting in all our efforts to see whether we can get a positive solution so that the parties are able to find a space in which to work together and get on with the job. I encourage everyone with any influence to get behind that work.

I agree that it is helpful for civil society to be involved in trying to resolve these questions. As I said in response to the shadow Secretary of State, if we are going to deal with this paramilitary problem we need a response from across society, not solely from politicians. The business community can play a part, not least because they have campaigned long and hard for the devolution of corporation tax and can see it slipping through their fingers unless these matters are resolved.

I agree that the influence of the United States has often been hugely positive and helpful in Northern Ireland’s political history over the past 20 years. I keep in regular touch with the representative of Secretary of State Kerry, Gary Hart, who is following events closely.

The Secretary of State has mentioned dealing with the past. Has she had time to read the harrowing evidence given by the victims of Libyan-imported Semtex? There were strong views on how previous Governments and the current Government have dealt with the issue. The Government could help to sort this out—they really must do something. Will the Secretary of State please assure us that she will read the evidence and take action to make sure that the matter is settled once and for all?

Of course I will read the documents to which the hon. Lady refers. I fully recognise the scale of the suffering caused by the Libyan Semtex. The UK Government have always tried to provide support to the victims of those brutal incidents. It is our policy not to espouse individual claims, but we are doing our best to provide support for victims in their efforts to find a way forward. We will continue to do so, but the reality is that the situation in Libya continues to be very difficult. Of course, however, the interests and needs of the victims of Libyan Semtex are taken into account in our relationship with Libya.

The next four to five weeks are going to be absolutely crucial. These matters are very urgent, as we have heard from a number of hon. Members around the House. The Stormont House talks took 150 hours over 11 weeks, and it was Christmas eve before we nailed down that deal, but we do not have the luxury of that timetable this time round. We need a much shorter, sharper, more focused and more intensive process, and that is what I shall be seeking.

Will the Secretary of State tell us how this new round of intensive cross-party talks will be different from previous rounds of intensive cross-party talks, the last of which led to the Stormont House agreement? What has changed that makes her feel that these talks will be successful? Does she not feel that it is time to be planning for a properly working Assembly with an Opposition and a Government?

On that last question, the Conservatives have a commitment to supporting an official Opposition, and moves were made in that direction in the Stormont House agreement, which is one of the reasons that we want to see it go ahead. The hon. Lady asks whether these talks will be different from previous talks. In many ways, they will be very similar to previous ones, some of which succeeded while others did not. Another thing that they will have in common with previous cross-party talks is that even if we have a successful outcome culminating in an agreement, that will be just one step along the much longer road of getting implementation properly effected.

I am delighted by that, because I am going to reflect that point now and I thank the Minister for encouraging me to do so. The then Treasury Minister said that there was insufficient evidence that the process was a viable commercial option, which I think is the point the Minister has just made: “Yes, you can do this in a lab, but could you really do it in the field?” Well, the report that is now in the Library goes into this, under a section entitled, “Economics of distillation”:

“The capital cost of a distillation plant suitable for laundering out a marker from fuel is low. Cost for off the shelf plant can be as little as…£12k”.

For an initial outlay of £12,000 for a small plant, the criminals could make about £16,000 per day, after they have laundered the product, or 5.8 million quid a year—that is pretty economical in my books; that is pretty cost-effective. I will come to the in-field testing in a minute, so I hope the Minister will brace himself, because it gets even better.

The report goes on:

“Even taking into account the worst case scenario presented above, a 160kW distillation laundering plant would generate huge profits with a payback in just under a fortnight. If this process was refined with heat regeneration and vacuum distillation, it would be quite feasible to double the capacity of this system. A small 1MW industrial unit could operate 6 of these 160kW systems, generating clear profit of approximately £92,000 per day and a payback period of less than 2 weeks. Such a 960kW laundering facility would be capable of generating an annual profit of approximately £33.5 million.”

This is a feasible, cheap alternative for gangsters and criminals. This report, which is in the Library of the House, is by a credible group of scientists and, critically, presented in such a way that if it is wrong, the Dow Chemical Company could sue the pants of these people. But it won’t go near it—it won’t even address the points made.

I understand that in-field testing was carried out on four occasions. The one at Bellingham, which my hon. Friend the Member for Upper Bann (David Simpson) mentioned, was not a small test; it was a test of 30,000 litres of fuel distilled successfully—it was just distilled off. Another test was carried out in Northern Ireland, and another test of a similarly large quantity, carried out by a scientist, Professor J. J. Leahy, in the Republic of Ireland, also proved that this material could be distilled off. Queen’s university also carried out a test, but sadly, after it reported privately to officials last year, the official response to the professor at Queen’s university was this: “You’d better tell us where that illegal plant you’ve just set up is, because we want to put it out of business.” I can take a joke, but I do not think that was a joke—it is almost like they were telling him for daring to undermine what officials were doing. It is hypocrisy.

As well as congratulating the Select Committee on Northern Ireland Affairs, I congratulate the hon. Gentleman on the huge amount of personal commitment he has put into this issue. Will he explain why, despite the evidence that the Select Committee saw, the Government, officials and the authorities have been so singularly afraid to go down the route we suggested?

I think that deserves a more detailed answer than a brief response at this point, so I will come back to the matter. The hon. Lady, my friend, puts her finger on a very important and worrying point. This was a worrying trend that we watched with our own eyes when we tried to deal with this matter.

I asked the Minister earlier whether there was roadside capability in detecting this marker in our fuel, but he did not quite get the right end of the stick. I must deal with this critical issue. The head of the oils fraud section takes the lead in dealing with fuel laundering in Northern Ireland. He is an important official in the department. He gave evidence to our Select Committee in 2013, and he told us that the IMS tendering process for the new fuel marker was incredibly important. Although a specific roadside test was not specifically asked for, his view was—and he is the expert—that it was critical because it was the one measure through which the system could be policed.

One of the companies that tendered brought forward a roadside test capability—a kit that is the size of a laptop. If a drop of fuel was put on to a pad, the kit could detect within two and a half minutes where and when the fuel was bought—both the location and time. That is how sophisticated the marker was, and the roadside test could be done in two and half minutes.

The Dow marker has no roadside capability. In fact, after the April fools’ day legislation comes into place, let me explain what will happen. If an official stops a vehicle and takes a sample from it, he will have to send it away to the Government’s own plant. Three weeks later, the sample will be returned and the result on whether the Dow marker remains or has been removed will be provided. Why should we have to wait three weeks? Unless someone has a very efficient car, as my hon. Friend the Member for East Antrim (Sammy Wilson) does, the fuel will be evaporated within days.

I understand the strong interest in whether proposals for the Union flag to appear on driving licences in Great Britain should apply in Northern Ireland. However, driver licensing is a devolved matter for Northern Ireland and it is for Executive Ministers to decide whether to adopt the changes that have been announced for the rest of the country.

The Minister will know that there is doubt over whether this is a devolved matter. Surely, if we believe in the Union, people in Northern Ireland should have the same right as everyone else in the United Kingdom to have the flag of their country flying on their driving licence. Does he agree?

I can outline the financial package, but it is a fair one. It was not a blank cheque. It recognises that Northern Ireland faces specific problems that the rest of the United Kingdom does not. In outline, it involves £150 million over five years to help to fund work on the past; flexibility to use £700 million of capital borrowing to fund a voluntary exit scheme for four years; a contribution of up to £500 million over 10 years of capital funding for shared and integrated education; £350 million of borrowing for capital infrastructure projects; and the flexibility to use the receipts from asset sales and capital funding to repay the welfare shortfall payments.

I welcome the replacement of the Parades Commission, which in my view has done more harm than good. May I take up the point made by the right hon. Member for Belfast North (Mr Dodds)? There is one parade that is causing huge long-term problems in north Belfast. Will the Secretary of State get involved personally? Will she talk to the Orange Order directly? Will she visit Twaddell avenue camp, as many of us have, and actually talk to the people there to understand why they feel so strongly about this very small amount of road that people are deliberately trying to stop them going back along? Until that is sorted, none of this talk about parades commissions or new bodies will work. She has the power to get this solved.

I think that the reasons to be cheerful are that all the Northern Ireland parties accept that we need to find a deal and that everyone accepts that going into the next financial year with an unresolved budget would lead to increasing chaos and make it increasingly difficult for the Executive to perform even their ordinary, day-to-day functions. No one wants that. I think everyone accepts that that would be bad for every party that is a member of the Executive. I think there is that willingness to make progress. We are relatively close on matters, for example on how we set up new structures to help deal with the past in a way that better meets the needs of victims and survivors.

The Secretary of State has said that she wants to see a fresh approach to the past. Does she realise that that will be very difficult while there is still so much secrecy about the on-the-runs? The Northern Ireland Affairs Committee is facing increasing difficulty in getting the ex-Prime Minister Tony Blair to give evidence for its inquiry—we have had to summons him and he has not come yet. There are people from the Northern Ireland Office whom the Secretary of State seems to want to prevent coming to speak to us. We have to get the inquiry finished and we have to get the past looked at very differently, but we need some openness and transparency from the ex-Prime Minister.

One of the advantages of setting up new structures on the past is that it allows us to reflect upon and respond to mistakes made in the past so that whatever we set up is transparent, balanced, fair and properly accountable. I very much welcome the work that the Select Committee has done on the matter. It is for the Committee to negotiate with former Prime Minister Blair. I certainly hope he will accept the invitation to give evidence. In relation to junior civil servants, the Government’s approach is consistent with that taken by previous Governments: we do not generally put forward junior civil servants to answer in Select Committees.

This is becoming something of a theme in my hon. Friend’s questions. The best answer I can give is that if we are to keep all our promises to the people of Scotland in terms of additional powers to the Scottish Parliament, including tax-raising powers, as I believe we should, we must make sure that Members of Parliament for Essex or other counties and towns in England, have the ability to vote on these issues as they affect England in this House. My concern is that the Labour party seems to have completely given up on this issue. It is happy to have an all-party agreement when it comes to Scottish powers, it is happy to have an all-party agreement when it comes to Welsh powers, but for some reason, when it comes to England, it has absolutely nothing to say.

Q9. Will the Prime Minister explain why, in Scotland, Northern Ireland and Wales, it has been possible to reach a settlement with the Fire Brigades Union on the question of pensions and early retirement, yet in England, where the new Minister was having constructive discussions, last week somebody above her said, “No, no more”, and now we face a four-day strike? Will the Prime Minister intervene, show some common sense, get the FBU round the table and sort this, because it could be sorted tomorrow?

I hope that the hon. Lady is right that this could be sorted out tomorrow, because I think that is what everyone wants to see. I am sure that all Members have met members of the Fire Brigades Union in our constituency surgeries and listened to their arguments, but in the end this has to be settled by the employers and the trade union. I know that the Minister will have listened very carefully to what the hon. Lady has said.
