Lords ChamberI am not able to confirm that we will do everything we can to deter that practice because, of course, historic rights to slots are an asset and when an airline fails, those slots can be transferred for a sum to another party and that money can be used to pay creditors. What I can commit to my noble friend is that, for example, the Flybe slots are part of a competition remedy and cover specific routes, which means that any operator can apply to the slots co-ordinator to take up those slots for those specific routes.
My Lords, I do not seem to be able to get an answer from any other Minister to my question regarding the Belfast to London and Belfast to EU route, so perhaps the noble Baroness can answer it. Can she explain why, given that you can get duty free from Dublin to London, you cannot get it from Belfast to London? Indeed, nor can you get it from Belfast to the EU, because the EU does not allow it. Will she come back to me with a real answer on this—even if it is one the Government do not want to admit to?
I am not sure I am going to be able to help the noble Baroness any more than other Ministers have, as it is beyond my departmental brief. However, I will pass her concerns on to the Treasury.

Lords ChamberTo ask His Majesty’s Government what assessment they have made of the options for reducing the cost of travelling by plane from Great Britain to (1) Northern Ireland, and (2) other parts of the United Kingdom not attached to the mainland.
My Lords, the Government recognise the importance of air travel for UK connectivity, and we are supporting this connectivity through public service obligations, or PSOs, and a 50% cut in air passenger duty on domestic flights from 1 April 2023.
My Lords, I thank the Minister. Does she realise that air passenger duty will still be payable both ways, whereas when you fly out of the UK, you only pay it one way? Is she concerned about the escalating costs of flights to Northern Ireland and back? The prices are outrageous now. Dublin Airport has no air passenger duty and a huge subsidy from its Government, and you can get duty free from Dublin to London—but you cannot do so from Belfast to Mallorca because we are still accordingly in the EU. Does the Minister not realise that something has to be done if we mean levelling up? We cannot level up without a fair opportunity for people to fly within the United Kingdom.
There is a fair opportunity for people to fly in the United Kingdom. Indeed, in the week commencing 27 November, there were 143 flights a day between Northern Ireland and Great Britain. The provision has recovered, demand is back to 2019 levels and it is a competitive market.

Lords ChamberThe role of the Secretary of State is, of course, to support the sector in reaching an agreement.
My Lords, it was misjudged of Her Majesty’s Government not to engage more with the union on this issue. To treat the RMT as a pariah, even if the RMT tweets that the Government are a pariah, does not show respect to the members of the RMT. I hope that, after these three days, the Government will start to negotiate directly and ask the union to come in, even if they are not totally running the railways. I share one bit of good news: Northern Ireland railways are not on strike. Does the Minister agree that this might have something to do with the fact that Northern Ireland railways have always been, and probably always will be, in public ownership?
Obviously, in the discussions around this dispute, it is important to separate out the workers and the leadership. No disrespect whatever is intended to the members of the union. We believe that those members who are choosing to strike may not be doing the best for their industry as a whole or for their long-term future. We are trying to get that across to them. I say again that it is important for the union to come back to the table and meet to find a resolution.

Lords ChamberThis Government have one of the strongest records in the world in tackling climate change, and I fear that using the word “trivial” in relation to this disruption is a poor choice of word. Insulate Britain has said that days of disruption are necessary to force the Government to act. This is just a small, rag-tag group of people who will not force the Government to do anything.
My Lords, I am sure that most of your Lordships’ House have been on demonstrations or protests during their lives, even if they do not want to admit it now. Those demonstrations were different: the police were involved beforehand and looked to make sure that the law was not broken. What we are seeing here are people who have gone out deliberately to obstruct ordinary daily life. Some of the demonstrators have said that they think they are not being arrested and charged properly and ending up in prison because of the COP 26 conference. There is a kind of feeling that they do not want people to be in jail for anything vaguely to do with climate change. Can the Minister confirm or deny this?
It certainly has nothing at all to do with COP 26. Obviously, certain matters are operational matters for the police, but the noble Baroness is right: we all know of good protests. Getting a million people out on the streets on a Saturday afternoon where the police have been told in advance, where there is a good level of public support and where you do not destroy any statues is a good protest. Insulate Britain members are not good protesters.

Lords ChamberMy Lords, the Government are not about to mandate bells on bicycles. That would be disproportionate, and it is unlikely that any enforcement would be a police priority. However, cyclists must take responsibility for their actions. A little “ding ding” on a bell on a bridleway is perfectly fine, but if you are travelling in central London, it will get you nowhere, and in those circumstances, a shout is probably preferable. I am afraid that the Government will not be mandating bells at the present time.
My Lords, I welcome the huge increase in cycling, but millions of people will never get on a bicycle, and millions of pedestrians on pavements feel intimated and threatened by that small minority of anti-social cyclists. Has the Minister given any thought to how we can identify those anti-social cyclists who head off very speedily? Could they all have something that shows who they are, so that they can be identified?
My Lords, the Government looked very closely at the issue of safety. In the cycling and walking safety review of 2018 we looked at licensing, but we concluded that the costs would outweigh the benefits of getting more people on to a bike. However, I am sure the noble Baroness is aware that it is an offence to cycle on the pavements, under Section 72 of the Highways Act 1835. Enforcement is an operational matter for local police forces.

Lords ChamberTo ask Her Majesty’s Government what steps they are taking to support the operation of Belfast International Airport.
My Lords, the measures taken in response to Covid-19 have been unprecedented, enabling airlines, airports and ground handlers to benefit from a very significant amount of taxpayer support. This includes, but is not limited to, the Coronavirus Job Retention Scheme and financing facilities. In Northern Ireland, airports have also benefited from business rates relief.
My Lords, Belfast International Airport is the largest airport in Northern Ireland, with 70% of all Northern Ireland travellers passing through it. It is an easyJet hub for the whole of Europe, and it is open throughout the night, with extensive essential flights for Royal Mail, the air ambulance, the military, security and freight. Yet, despite opening throughout the pandemic, it has not received any Department for Transport money or Northern Ireland finance support, even though a tiny Londonderry airport was allocated £1.2 million last week, and Aer Lingus at Belfast City Airport was supported for three months through the public service obligation. Can the Minister look into this and see what more the Department for Transport can do to ensure equal treatment for Aldergrove?
Can she also tell Northern Ireland passengers why, as it stands at the moment with the protocol, from 1 January, duty-free and tax-free goods will be available on all flights from GB airports to the EU, except from Belfast—and yet when flying from Dublin to London, you will be able to purchase duty-free? Will the Minister take this up as a matter of urgency with the Chancellor of the Duchy of Lancaster, who sits on the joint committee, as this is just not fair?
My Lords, a number of issues were brought up there, and perhaps I will take away the last issue and write to the noble Baroness. Financial support for airports is of course a devolved matter for the Northern Ireland Executive, but it is the case that all of the airports—Belfast International Airport, Belfast City Airport and the City of Derry Airport—have benefited from the business rates relief. It was also the case that, for a very short period, there was an additional PSO in place, which operated from Belfast City Airport. This was put in place because that was the last remaining flight and therefore it needed to be protected, but that support was needed only for a very short period.

Commons ChamberMadam Deputy Speaker, I think it is unacceptable to defend inappropriate strike action around the country by people who should not disrupt the lives of passengers. I wait with interest to hear any Labour Member say that the strikes are wrong. Sadly, I have not heard that for 18 months. I am waiting patiently. [Interruption.] The hon. Member for Middlesbrough says from a sedentary position that it is about safety, even though the safety regulatory authorities say that it is not. That is the shame of it.
Why has the RMT been able to negotiate successfully in Scotland and in Wales the question of driver-only trains, which is concerning for the public, when we cannot get that here in England? Is it something to do with the Secretary of State?
Driver-only trains have been operating in this country for 30 years. The ASLEF union recently reached a perfectly sensible agreement with GTR about the development of new train technologies. Yet today the RMT is striking on South Western Railway, even though that company has said that it does not plan to take the second person off the train. That is an absurd position. Of course, the hon. Lady will remember the comments of the president of the RMT at the TUC conference, where he said that the real aim is to create a national rail strike and bring down the Government. That is my concern. It is about not passengers but political motivation, and that is not acceptable.

Commons ChamberIt is nice to get started a bit early, which means I do not have to rush through my speech to fit it into the time. I hope other hon. Members wish to contribute.
I want to use this opportunity to lay out the issues around the garden bridge project, which is unfortunately now known by most Londoners as the vanity project. A Transport Minister will respond to the debate tonight, but it is certainly not a transport project. Lord Ahmed should be the answering Minister, but he is in the House of Lords. I welcome the Minister who is here and hope he understands his brief in the wider context.
I pay tribute to all those to all those who have worked so hard to shine a light on the failings of the garden bridge project: Thames Central Open Spaces; the Waterloo Community Development Group; and a cross-party group of members of the Greater London Authority who did their best to get to the truth, especially Liberal Democrat Caroline Pidgeon, Labour member Tom Copley and Conservative Andrew Boff. They are from different parties but are united on the issue. I also pay tribute to the local councillors for Bishop’s ward, which is just across the river from the House, particularly Councillors Mosley and Craig, who have been brave enough to stand up to their own Labour council to represent strongly the views of their local area.
A great deal of the information I will use tonight had to be dragged out of public bodies by freedom of information requests. I pay tribute to the work of journalists such as Will Hurst from the Architects’ Journal, Peter Walker from The Guardian, Theo Usherwood from LBC and Hannah Barnes from “Newsnight”, who have done so much to ensure that the information, which should have been public in the first place, is transparent.
Many of us in London have been incredibly disappointed in London’s Evening Standard. From the beginning, it has ignored any criticism or alternative view of the project and has been the official mouthpiece of the Garden Bridge Trust, which is perhaps not surprising, because at one time its proprietor was shown as a governor of the trust, although that is no longer the case. It is sad that a paper once known for its fearless reporting has on this issue acted as the cheerleader without recognition of the widespread opposition from Londoners.
I thank the hon. Lady, who is a very good friend, for giving way. When the Evening Standard gave its support, did it consider making room for hedgehogs on the garden bridge?
I pay tribute to the hon. Gentleman’s work on supporting hedgehogs. Perhaps he shares my view that, if there were fewer badgers, we might have more hedgehogs, but that was not a consideration in any discussion to do with the garden bridge.
I am not a nimby and I am not afraid to support unpopular causes—I support some popular ones too, as we saw recently. For example, I supported the London Eye from the beginning when many Members of the House thought it was wrong—they opposed the London Eye because they did not want to be overlooked when they were out on the Terrace. The London Eye was delivered without a penny of public money. It was painstakingly argued for by the two brilliant architects David Marks and Julia Barfield, who are my constituents. They spoke and discussed it with every group to win their confidence. We are going back some years now, but most importantly at that time, the London Eye was the catalyst for regeneration on that part of the South Bank. A specific trust was set up so that a percentage of the profit goes directly to keep the area policed and cleaned. The Garden Bridge Trust has behaved so differently. Its consultation, if it existed at all, can only be described as lacklustre. It treated local views with disdain, acting always as if anyone who objected was some kind of stupid. I was very disappointed when another constituent of mine, Joanna Lumley, who I have huge admiration for, at various times almost disparaged people who had genuine objections.
Now, I have to admit that when I first heard about a garden bridge across the Thames I, probably like most people, thought “Oh, that sounds really nice.” When described, the proposed garden bridge leaves the impression of being an enchanting mythical passage between Temple and the South Bank, an escape from noise and pollution, a tranquil hiding place. Who would not have thought that that was a nice idea? When we look at the reality, however, we see that it is very different. It will land in my constituency on a beautiful site overlooking the Thames that has 29 mature trees and wonderful views of St Paul’s. The site is an asset of community value dearly loved by locals and visitors. This public open space will be lost to a huge concrete visitor entrance-retail centre building manned by security guards. This area was won through a long and hard-fought battle by the local community through the 1970s and 1980s to secure green open space beside the river for the benefit of local residents, local workers and visitors.
Once I had really looked into the garden bridge proposals, I realised that even if the concept seemed nice, it was in the wrong place. There were other parts of the river where a transport crossing was far more needed. More crucially, there is the cost. This is not simply a local issue or even a London issue. It carries national significance in respect of the use of public funds and the delivery of a major infrastructure project in a specific location to the value of £185 million. In my view the arguments are very, very weak in respect of its need, supporting business case and, especially, location. Other areas of London have a significant need for investment of this sort, as do so many other important regions of our country.
On the regions, at the same time in 2014 that the Department for Transport was providing £30 million of public money to back the bridge, despite the £185 million scheme not having the required £100 million of private sector funding, Hull had £100 million of private sector funding to electrify the rail line to Hull. The Hull scheme was submitted to the Department for Transport and has sat in the Department for over two years, even though it had to provide only £2.4 million of public money. Does that not show that the regions are losing out again when it comes to transport investment by this Government?
My hon. Friend is a doughty campaigner for her constituency in London, but does she agree that no other city or region of the UK would qualify for the level of Government attention and initial expenditure the bridge has received?
I absolutely agree. I stick up for London. I believe that London, being a great capital city that is loved by the people who live here while being very open to tourism, does sometimes need special arrangements, for example policing. This, however, is something very different. Perhaps the problem for my two hon. Friends is that they do not have Joanna Lumley living in their area.
Let us look at the cost. When the garden bridge was first announced, it was claimed it would not require a penny of public money. Very soon after, the former Chancellor announced £30 million of support and Transport for London also came up with £30 million. So, £60 million of taxpayers’ money has been committed to a project that came out of thin air. It had never been discussed with anyone before it was announced, unless in private discussions between Joanna Lumley, the former Chancellor and others.
From the beginning, those supporting the Garden Bridge Trust behaved as if they knew they had support in high places—and of course they had. The report in February by Project Compass, the not-for-profit procurement intelligence service, goes into great detail on how the procurement process was handled. The tender originally asked for broad options for a pedestrian bridge between Temple and the South Bank, and it made no mention of a garden/living bridge element. As a result, only the Heatherwick Studio bid responded with not just a garden bridge proposal, but a design drawing and actual location plan of the garden bridge. That had not been called for in the tender spec, yet Heatherwick Studio received the highest mark for its understanding of the brief.
A single person in City Hall—Richard de Cani, the then manging director for planning for Transport for London—assessed the technical and commercial evaluation of the three bids. Usually, subjective judgments in public tender documents have a team of assessors to ensure impartiality, but this is the same Richard de Cani who we now know used to work for Arup—the same Arup that in another flawed tendering process, as outlined by Project Compass, won the contract for the Temple bridge part of the garden bridge and has been given more than £8 million.
It gets worse. Where has Mr De Cani gone back to work? Arup, of course. Arup seems to like ex-City Hall staff, because it has recently appointed as its new global transport leader Isabel Dedring, the former City Hall deputy head of transport. She was personally involved with nearly all the meetings prior to the tendering process with Thomas Heatherwick. So, both of the officers directly involved with the entire process have now left City Hall and gone to be employed by the garden bridge engineer and lead consultant, Arup. That could be a coincidence, but I think that most fair-minded people would think that it is very strange. Even Greater London Authority’s internal audit head, Clive Walker, admitted that the procurement had been neither open nor objective.
There is a question mark over the procedure, and yet the National Audit Office could do nothing about it. It responded to me by saying that it was not in its remit to look into TfL behaviour, and that that was the responsibility of the GLA oversight committee, supported by locally appointed auditors. Ernst & Young is the GLA’s locally appointed auditor and it was also appointed by the Mayor to run the investigation into TfL, but—believe it or not—Ernst & Young is listed as having donated £500,000 to the bridge, and an Ernst & Young partner also sits on the board of the Garden Bridge Trust. The GLA oversight committee looked into that, and its chair described it as a “dodgy design procurement process” and suggested that TfL reimburse the two other applicants, WilkinsonEyre and Marks Barfield.
I think that the NAO should be able to investigate public money used by TfL. I am glad that it has agreed to look into the £30 million given by the former Chancellor of the Exchequer via the Department of Transport and how it has exercised control over the money.
The model under which the GBT operates sets a dangerous precedent—this is why this should be of interest to all Members—that allows public bodies to effectively offshore major infrastructure projects by leveraging charitable vehicles, under the oversight of the Charity Commission, to avoid the transparency and scrutiny preserved for governmental bodies via the NAO. The House will be interested to know that since July 2015, £26,720,292 has been paid to the GBT, with absolutely no accountability for how it has been spent and no visibility of its accounts.
The current Mayor stated when he came to office that £37.7 million has already been spent by the trust, but:
“Nothing has been achieved to date”.
More recently, he stated on LBC that the figure was now £42 million, yet he himself had stated that he did not want a penny more of public money. It would be interesting to know why another £5 million to £6 million has been spent since he came to office.
Recently, Lord Davies, the chair of the Garden Bridge Trust, stated on “Newsnight” that a significant amount of spend had been on two contractors, namely Arup and Bouygues, which is a French company and there are slight variations in how it is pronounced. No visibility has ever been provided over those contractual arrangements, or legal clarity provided as to whether there are clauses to return public money in the event that the project is cancelled.
I believe that contracts should not have been entered into until the land arrangements on both sides of the river had been secured because it exposes taxpayers’ funds to risk. The land deal still has to be negotiated and Coin Street Community Builders, who hold the long lease from Lambeth, are not happy with the terms of agreement even now. A judicial review has been filed. The money for that was raised by small donations across London. Quite suddenly, just a few weeks ago, the GBT changed its dates for filing its accounts, originally due on 31 July, to 31 December. Again, this lack of transparency is very worrying.
This project is at risk not just of never happening, but of being a colossal white elephant. It is nicely depicted in a cartoon in this week’s Private Eye, with a big white elephant over the Thames. We now know—it has been admitted by Lord Davies on “Newsnight”—that it is going to cost £10 million more, up to £185 million, and will be further delayed by a year even if the GBT gets what it wants. It now has to raise between £52 million and £56 million just to build the bridge, up from the original estimate of £32 million. Additional money is needed to support the running costs at £3 million per year, while the insurance is £15 million, but only £9 million has been offered as surety by the Department for Transport.
I understand—the Minister will want to go into it—why the Secretary of State agreed to continue the underwriting, but I welcome the fact that the Department did not say that it was going to increase it in any way. There was a danger of allowing it to continue, with increased amounts each month. In fact, that did not happen, which is to be welcomed. I still think that this is a ridiculous waste of public money.
The GBT’s own press release from June 2016, just a few months ago, admits to spending £22.7 million of public money solely on pre-construction activities—progressing the design, obtaining licences, permits and planning approvals, which are still not final, including stakeholder and community consultations—but no further information was provided. A number of leading construction experts have said that they cannot understand how that could have amounted to anything more than about £1 million.
I genuinely cannot understand how the Government, whether it be the Treasury or the Department for Transport, can feel comfortable with the truly remarkable amount of money already spent by the GBT. I find it hard to explain to my constituents, many of whom would be the kind of people the new Prime Minister addressed from the steps of Downing street on her first day in office, precisely how £40 million pounds of public money has already been spent on a bridge that is going to be closed regularly for private functions, that will not allow cycling and that will be subject to all sorts of rules about what can and cannot be done on it. As I said, the bridge is in completely the wrong place.
I thank the hon. Lady for what she has said. Having come here to listen to her, I am increasingly against this garden bridge project. Is it true that the beautiful view of St Paul’s created by Canaletto will be destroyed by this project?
I thank the hon. Gentleman, and I am glad to hear that he has come to this debate with an open mind. Yes, as I am going to mention later, that is indeed one of the most dreadful things that will happen. It might not seem that important, but once it is no longer there, we will realise it and miss it. The wonderful views of St Paul’s from Waterloo bridge will be ruined. That will happen without a doubt if the garden bridge is built.
I also find it difficult to understand why this new Government are giving money and underwriting a project for a charity whose donors and backers too often remain unidentified. The public do not discriminate as regards which pot of money the funds come from; to them, it is all public money. There is, however, a list of donors and a breakdown of the funding up to August 2016, and what is remarkable is how many of those donors are anonymous—anonymous this and anonymous that. Why do they want to be anonymous? Some people might decide that they want to be. Strangely, however, £12.6 million is described as being “confidential until launch announcement”. Is that real money or is it a pledge from someone? It is all smoke and mirrors. I shall say more about donors in a few moments. Because of that, and because of the way the trust’s accounts have been dealt with, I welcome the Charity Commission’s investigation, which it has confirmed to me in writing.
Let me say a quick word about the business plan, which has been examined admirably and in great detail in a report entitled “Operational Viability of the Garden Bridge” by Dan Anderson, who is a director of Fourth Street. Some Members will know of Fourth Street, which has done great work for the National Trust and other public bodies. The report draws attention to all the flaws in the business plan, and I commend it to anyone who wants to understand more. In paragraph 4.2, Mr Anderson makes this crucial point:
“It is worryingly worth noting that the Garden Bridge Trust has a perverse incentive to spend money as quickly and not as efficiently or cost-effectively as possible. That is, the Trust has a powerful incentive to ensure that it reaches a ‘point of no return’ (in financial terms) as quickly as it can so that planning, land acquisition and/or legal challenges do not ultimately thwart the project.”
I think that that must be a very large part of the explanation of how such an extraordinary sum could have been spent before construction has even started.
Others, too—apart from the Government, Transport for London and City Hall—need to examine their behaviour in respect of this project. A cosy little cartel has been operating, with everyone blaming everyone else. The almost zealous support that has been given to the Garden Bridge Trust by Lambeth council is disturbing. The chief executive has attended meetings with the Mayor’s head of staff, David Bellamy, and the trust. The council’s leadership has never allowed a proper, full debate in the council and a vote, and has ignored local councillors’ views. Council officers and members have proceeded for three years without any policy basis. Their transport plan does not even mention the garden bridge, and there has been no policy paper from Lambeth explaining why the council should support it.
Lambeth could stop this project tomorrow if it wished. Coin Street Community Builders, of which I am a huge supporter, should have said no to the change in its land lease from the beginning. It, too, could stop this tomorrow if it wished. The Mayor of London, coming new to the project, should have put a stop to it, or at least consulted local politicians. It is just not good enough for him to say, “So much money has been spent that we must carry on.” He could stop it tomorrow if he wished. Will the Minister tell us who will pay the £3 million running costs? Will he confirm that it will not be the taxpayer, and will he confirm categorically that there will be no more public funding for the bridge?
Lord Ahmed had stalled everyone who objected to the bridge. No one could manage to see anyone in power except representatives of the Garden Bridge Trust, who seem to have been able to do so whenever they wished. Lord Ahmed has now written to Councillor Craig saying that he will meet local councillors, but I ask him to come and look at the site, and speak to the people who really know the area and the problems.
Having talked privately to many of those who are involved in all the different aspects of the project, I know that there is huge unease. I know that there is unease in the Department for Transport, I know that there is unease in Lambeth, and I know that there is unease in Coin Street. I know that most of those people —with the exception, probably, of the former Chancellor—would like the project to be stopped, but no one wants to be fingered as the person responsible for actually saying no.
I appeal to all the potential donors to think carefully about whether they want to be associated with the project. I believe that the reputation of many of them will be damaged by their support for this folly. As the critique of the business plan states, the garden bridge must be loved as much by the public as by its creators, or the business model will fail. Given how unpopular it is and how much has been exposed by freedom of information requests, I have to say that if I were a trustee of a body that was thinking of donating to the Garden Bridge Trust, I would be thinking again. It is ironic that this may be the only way in which we may now be saved from a complete waste of public money, even more of which will be wasted as time goes on, and a deeply flawed project which, as I said earlier, will ruin the most wonderful views of St Paul’s from Waterloo bridge, as well as making congestion on the South Bank—which is already at dangerous levels during some weekends—much worse.
Charitable trusts and private donors should now stop their support and look elsewhere for projects more in keeping with their objectives. That is what I would like to see happen.
This has been put forward as a wonderful new tourist attraction for London. It is a tourist attraction, but it has been dressed up as tourist infrastructure; it has been dressed up to get Government support when other brilliant tourist attractions in London have done this through private money. It is an inappropriate use of taxpayers’ money and, worse, it was promised from the beginning that it would not be.
We have to ask who has sold us down the river and how we can ensure that no more damage will be done and no more public money will be wasted. This Garden Bridge Trust project must be stopped by someone, and I would like to hear the Minister say he will do his utmost to make sure not a penny more will be spent and that we will find ways, when this project fails, as I believe it will, to get that public money back.
I thank my hon. Friend for his intervention. The hon. Member for Vauxhall said that 29 trees would be removed, but the Garden Bridge Trust would argue that they would be more than replaced by the increased number of trees that would be part of the planting.
I am aware that many concerns have been raised about the bridge, and who would be able to use it and when, so let me clarify some points. While the bridge will principally be a footbridge, it will be open to all, although cyclists will be asked to dismount when crossing it. That is consistent with other footpaths in this area, such as those along the South Bank, and is simply to ensure the safety of pedestrians.
The Minister might be aware that the Ramblers, an organisation that is not known to oppose anything that will help people to be able to walk, has made it clear that it opposes this, because one condition of going on to the bridge will be that people will not be able to be led in a group, so it would not be able to take its groups across the bridge. Many different conditions have been put in place. This is not just going to be a garden or a bridge, and it certainly cannot be called a garden bridge.
I was aware of the Ramblers’ objections, but the bridge is certainly planned to be open to all. It will include step-free access and there will be no charge to use it. I am aware of a media report that there will be bans on large groups, but I understand that that is not correct, although they will be encouraged to phone in advance to find out the best times for a large group to visit. There is no ban on large groups. The bridge will be closed at midnight, in line with local attractions and transport facilities. Again, that is consistent with other parks in London, although some of them close earlier, at dusk.
There will also be some days, or parts of days, when the bridge is closed. These days will be limited. The purpose will be to ensure that income can be generated to ensure that the maintenance of the bridge is self-funding. There will be a maximum of 12 of those days through the year. There are concerns about the use of the land on the South Bank, which have been clearly articulated in the House, and I certainly sympathise with residents’ concerns about the loss of some of the trees in this area. However, the Garden Bridge Trust plans to plant more than 270 trees on the bridge, as well as thousands of bulbs and plants, to create a tranquil place, which I hope would be used by residents in the area.
I understand the concerns that the hon. Lady has clearly articulated about how the trust is being run, how public money is being spent and how much transparency there is around this project, but there have been several reports on and investigations into this project. The London Assembly has reviewed the procurement process, the National Audit Office has reviewed the project and is currently reviewing the Department’s grant control measures, and the Charity Commission is looking at how the trust is run as a charity. We have never sought to make any secret of these investigations. I can go further by saying that the fact that they have taken place demonstrates the robust scrutiny that has been applied to this project to ensure it is being run properly and that we get the best value for money for the taxpayer.
None of this scrutiny would have taken place just because the NAO decided to do it. These things have happened because local people, local councillors, myself and others who are campaigning were so concerned about what was happening that we asked the NAO and Greater London Authority members to investigate. The investigations are still going on, so this has not been completed. The fact that this is being investigated is not any sign that there are not huge problems, and I think that all sorts of things will emerge when the process is finished.
I recognise that there are many questions to answer, but the idea that this project has not had scrutiny at local council, London Assembly or national body level is not quite fair. The procurement process itself has certainly been reviewed, and no significant faults found with it. The hon. Lady mentioned that the trust has not published its accounts, but the trust has made lots of information about its expenditure public on its website. The trust has a funding agreement with TfL, which is available online, and it will be publishing its annual report and statement of accounts later this year.
I understood the hon. Lady’s point. All I can say is that some projects are very complex as they have a mixture of public and private finance, and in some cases, it takes a very long time to get projects out of the development phase and into construction. That is a comment not on the individual project that we are talking about here, but on projects overall.
In conclusion, although I recognise and understand the concerns raised by the hon. Lady and other Members in the House today, the garden bridge is a unique and exciting project. The hon. Member for Ealing North (Stephen Pound) has asked whether I could be much more euphoric in my language. Well, it is certainly an opportunity to showcase the ambition, creativity and talent that exist in this country. We see it in so many examples, and transport is one area in which we lead the world.
The Minister has said very little about some of the important criticisms that I made of the procurement process and the fact that scrutiny from City Hall was done by a company that was involved with the garden bridge. Can he tell us, in the secrecy of this Chamber, that he has no concerns about some aspects of the project? If, as we hope, the bridge project fails, will he lose any sleep?

Commons ChamberI am pleased to have this opportunity to bring to the attention of the House and the Minister the anger that is felt by my constituents, and by many other people in a much wider area, about the plans of Transport for London and Lambeth Council to demolish Vauxhall bus station. It is also an opportunity for me to express publicly our concern about the series of misleading statements about the matter that are currently on the TfL website, and, indeed, to raise widely the view of, I believe, thousands of people that TfL consultations are clever exercises which do not give the public an opportunity to answer the real question, but are designed to give the answer that is wanted by TfL.
In London, 2014 was celebrated as a year of the bus, but now, in 2016, there seems to have been a cultural change in both City Hall and TfL from championing bus passengers to scrapping bus lanes. We are seeing more and more buses being forced into general traffic lanes, slower journey times, frequencies being cut, and, now, the incredible decision to demolish Vauxhall bus station.
Just 15 years ago, Arup Associates won a public competition to build a new bus station within the gyratory. The commissioning statement from TfL said that the purpose was
“to create a coherent and efficient interchange for bus, rail and Underground users…to promote the use of public transport”
and to be
“a landmark structure to enhance the local environment and amenity.”
Less than 12 years ago, the bus station was completed at a cost of £4.5 million, and was opened by Ken Livingstone. It was immediately hailed by architects and public transport users as inspired. Jonathan Glancey, The Guardian’s architectural correspondent, said that it was “a trumpet blast”, but that what made it
“so special is the fact that it is localised… the Vauxhall bus station does show what can be done as public transport in London is taken increasingly seriously… it points to a new ambition, however crudely expressed by politicians, to make London’s public transport system among the finest in the world.”
That was 12 years ago.
By the way, the ski-slope roof is not just a gesture. It is studded with photovoltaic cells which, angled towards the sun, help to generate electricity for the station’s lighting.
At the time, those who had used the previous dreadful facilities expressed their delight. Peter Hendy, then in charge of TfL, said then that
“The Vauxhall Cross interchange has been an ambitious project for TfL. For passengers at Vauxhall Cross, changing between bus, rail and Tube had been difficult for a long time.”
The view was that following the changes the interchange would
“provide easier access to, and transfer between, bus, Tube and rail services”.
I want to mention some key facts. Vauxhall is the second busiest interchange in London, after Victoria.
I have a home just the other side of Vauxhall bus station from Westminster. Twelve years ago, when it was being built, there was a big hole in the road, and people who lived at the other end of Wandsworth road were unable to escape south London. If TfL is to knock the bus station down, I fear that again people across south-west and southern London will be cut off from the centre of London for months.
I thank my right hon. Friend for that intervention. That is another important reason why the whole scheme is so ridiculous.
Vauxhall is the second busiest interchange in London, after Victoria. It is used by 2,000 buses per day. Nearly one in four of London’s buses use the station. It serves 14 bus routes, 11 of which are daytime routes. Three routes offer a 24-hour service. The three night routes are used frequently by many of the LGBT community who visit the clubs in that area. Every day, 712 Victoria line tube trains and 739 mainline trains go through Vauxhall. It really is a hub. Forty-five thousand commuters go through it each day. The largest group by far are bus users, who include the most vulnerable—the old, disabled people, parents with young children—all of whom make disproportionate use of buses because of the ease of access and frequent stops. Many change from bus to bus at Vauxhall. Others change from the tube or the train. Getting the bus interchange right is crucial to keeping traffic moving across a wide area of central and south London.
So where does the proposal to demolish the bus station come from? It did not originate from TfL. It was first made public in Lambeth Council’s draft supplementary planning document way back in 2012. That talked about looking at replacing the bus station with
“a series of relocated bus stops.”
In November 2013, in the local plan, the council stated that it wanted to work
“towards the removal of the gyratory. At the outset this will involve remodelling the bus station so that the canopy is removed and bus stops and stands are relocated to allow for the introduction of the high street”.
That intention was repeated in presentations time after time. In 2014, there were initial consultations. Now, finally, TfL is consulting on a scheme that looks at getting rid of the gyratory. However, it claims that to do that the bus station must be removed. Artists’ impressions, but no detailed designs, of the plans for the bus station show a series of bus stops around two or more high-density, multi-storey commercial developments.
Interestingly, the Secretary of State’s inspector, reporting on the Lambeth local plan submission in 2015, concluded that it should be reworded so that it stated that removal of the gyratory “may” be necessary, not “will” be necessary. Although we understand that Lambeth has accepted the inspector’s changes, that has not been published on the website. Lambeth is obviously trying to disregard that change of emphasis.
A majority of people, including local residents, agree that replacing the one-way roads—the gyratory—at Vauxhall is desirable. But that does not mean they want the bus station to go. They have never been asked whether they want it to go. A local community group, Our Vauxhall, which includes local architects and traffic engineers as well as residents, has produced an ambitious plan for the area which goes much further than the one put forward by Lambeth and TfL. Its plan has been enthusiastically backed by local residents, including at well-attended public meetings that heard repeated demands to keep the bus station.
TfL obviously wants to rubbish Our Vauxhall’s plan. TfL put all sorts of wrong things on the website about it. It has tried to pretend that it has modelled the scheme. We know it has not. It has stated that it would not work, without giving any reasons. It has just done what it assumes it can get away with—that is, say what it wants to say and people will have to go along with it.
On 19 December, TfL published a statement about the scheme claiming to have done a comprehensive review. That contained some blatantly false and misleading statements that are now subject to a formal complaint. We have raised the matter with the Transport Commissioner and Leon Daniels. I am confident that in a straight competition Our Vauxhall’s plans would outperform TfL’s on a range of measures, including overall road safety and total distance travelled. They would also be much cheaper and quicker to implement and would avoid some of the issues that my right hon. Friend raised.
So what does TfL or Lambeth get out of abolishing the bus station? The proposal seems to be linked to the huge developments at Nine Elms and plans for the Northern line extension to Battersea and Nine Elms. Lambeth used the opportunity of the Northern line extension to negotiate a deal with TfL which culminated in an agreement about Vauxhall’s redevelopment in November 2013. Lots of discussions have been going on about that.
TfL is a landowner in the area. The consultation does not include any new commercial development over and above what is needed to support the transport interchange. If any further development is proposed in the future, it would be subject to planning permission. That is what TfL says. Londoners, including local residents, are being asked to accept a pig in a poke—“Agree to the plans to demolish the bus station and then we’ll show you what our plans involve.” TfL wants to get rid of this fine facility just to free up the land for some unspecified private development.
What do bus passengers get out of Transport for London’s plan? What is being proposed is not a new bus station. That is perhaps the most shocking part of the whole exercise. There will be bus stops on pavements in four separate locations. Half the buses will stop at the side of heavily used main roads—Wandsworth Road and Kennington Lane. There is to be a huge high-rise development between some of those stops and the others near Bondway. Changing buses will be less straightforward, especially for those with mobility problems. There will be less space to wait in. Passengers will be waiting on crowded roadside pavements which will be less safe, more polluted and with less shelter, even in the planned new central area. The present canopy is very good because it extends over the roadside as well as the waiting area, so passengers do not get wet as they get on to the bus.
There is a feeling of safety in that station. Yes, we could make it greener and make other improvements, but it certainly does not need to be knocked down. The most important aspect is that Lambeth and TfL have not played fair in their consultation. At no stage has the option of retaining the bus station in its current form been put to residents or anyone else. Indeed, in January 2014 a motion to include an option to retain the status quo was explicitly rejected in an amendment moved by the leader of the council.
The community’s solution for Vauxhall shows that it is possible to retain the existing bus station structure by modifying certain entrances and exits and to get rid of the gyratory system. If the current plans for Vauxhall go ahead, the Minister must know that the second busiest bus station in London will be turned into a building site for several years, with a reduction in bus services and unacceptable disruption for all passengers. The consultation period on the plans began in December and is due to end on 17 January. We have repeatedly asked for that to be extended because it covered the Christmas holiday period and was deliberately set up to confuse people. Arranging meetings was very difficult. There is some sharp practice here, I believe.
On the maps that have been produced, interestingly, all the symbols denoting the bus stops have been placed as far apart as possible on the maps of the existing area, and as close together as possible on the proposed plan. The maps do not show accurately what will be there and how bad it will be. TfL has sent out emails to those on its Oyster card database, but that database does not include freedom pass holders, pensioners and the elderly, who we know are heavy users of the station.
At the recent public meeting people were very angry with TfL because they felt they were being—I know that I cannot use the expression “lied to”, but whatever the equivalent parliamentary term is, they felt that.
Order. The hon. Lady is perfectly entitled to accuse people outside the House of lying. She cannot accuse someone in the House of lying. So she was in order, even if she did not know she was.
Thank you, Mr Speaker. I am very pleased to say that and I will do so because people felt that very strongly.
TfL said that it was trying to get the consultation on the plans “out of the way” by March—that means before the mayoral elections, as public bodies will enter a period of purdah in March. It has refused to extend the deadline and there has been no wider consultation in the area of Waterloo, Westminster or Southwark. Today the first meeting was held in Wandsworth in the Clapham library near Clapham Junction, and I understand that one person turned up in the first half hour.
Does my hon. Friend acknowledge that the current bus station is a splendid example of what is rarely achieved in urban planning—an integrated transport system where the buses are above the trains? It is also a fine iconic building.
My hon. Friend is right. How can everybody’s attitude to it have changed so much in a short space of time, especially now it has been used?
I could quote all sorts of users who say how good it is, how much better than in the past, and how angry they are. For example, there are the users who go to St Thomas’ hospital. People from right across south London attending appointments there tend to use it, because south London does not have the network of tubes that other parts of London have. At present they can do that straightforwardly, all on one level and under cover. We should try to imagine what it must be like having to cross roads and pass through a multi-storey block to change buses, with a sick child in a buggy or while on crutches. All these things have genuinely not been looked at. I believe that TfL is letting down bus users, including by reducing the area available.
The bus station is on the border of Wandsworth, Westminster and Lambeth. A lot of children change buses there in the morning to go to school, and their situation has not been looked at. No one has been properly consulted. From our experience so far with the plans and the way the gyratory has been looked at, we genuinely do not think that TfL can be trusted to do the best, because it is not doing this for the right reasons.
I ask the Minister to intervene right away with his colleagues in City Hall, the current Mayor of London and TfL to halt what I call a sham consultation. It is something that will affect transport users across London, and indeed outside London, which is why it is not just a local London issue. This should not be railroaded through.
It is going to fall to the next Mayor to implement whatever is decided, and I think the next Mayor and the mayoral candidates should have a part to play in reviewing what TfL is planning. We want them to be involved in this even leading up to the mayoral elections.
The consultation should be started properly, and it should start with one simple question: “Do you want to retain the bus station?” That has never been asked. No one has had a chance to answer that. This has all been smoke and mirrors.
The bus station should not be demolished, even if this is gone ahead with, before there are the new owners of the island site, which has been put up for sale again, and before TfL has published its plans of what it wants to do with it. This is irresponsible; this uncertainty should not be allowed.
There is absolutely no certainty, and no reason has been given as to why the bus station has to be demolished, other than we know somewhere there is money involved and there is obviously interest in land and development and future plans. Well, the people of Vauxhall and the general area, including Wandsworth, are sick, sore and tired of developers coming in and making huge developments which end up doing very little for people who cannot afford those properties and are on a long waiting list. It would be an irresponsible waste of public money to knock down something that works.
Will the Minister get the Minister for London—who obviously is not in his place so he cannot respond tonight—to come and visit in the next two weeks, before 17 January? I want him to get the period extended, and then to visit and meet the people who have done so much work on a voluntary basis to get this campaign out there in the country.
This is being pushed through by smoke and mirrors. All the people who use the station—from outside London and all over London—will be horrified when they discover what is being suggested. I am suggesting the Minister should get involved now—should come along and talk to people and learn what an irresponsible waste of public money this would be. The bus station is entirely functional, and appreciated by its users from all over London, and especially by the residents of Vauxhall who remember the time before it was built.
I want to end by saying that I wrote to Leon Daniels, managing director of Surface Transport, in November—I have been involved with him many times over different things—and said:
“When is someone like you going to stand up for bus users?”
He wrote back:
“I am! I have called a halt to new schemes which materially disadvantage bus passengers. Poorer reliability and slower journey times are affecting bus passengers negatively as is worsened interchange when stops are moved to less convenient places. I am now sending back such proposals with a clear message that permanent material worsening is not acceptable.”
That was what Leon Daniels said on 6 November 2015, yet TfL has not stopped the consultation and sent it back. Mike Brown, the new head of TfL, should take a lesson from the now much missed Peter Hendy, who was involved when the bus station was built and said things that were proved right about how important it was.
Thank you for the opportunity to raise this issue, Mr Speaker. I hope that the Minister will take it seriously, because it is not just a little local issue. It concerns Londoners, and it will concern more than just Londoners when it gets out into the public domain. We need proper, genuine consultation. We can have changes and get rid of the gyratory, but we have to keep the bus station. The Minister must not allow us to go back to the situation before it was built.
I congratulate the hon. Member for Vauxhall (Kate Hoey) on securing this debate about the effect on London and its transport network of the proposed demolition of Vauxhall bus station. It follows a slightly more convivial debate that we had on the same subject last night in a different location in the building.
This debate is particularly timely, because Transport for London’s consultation on its proposals is open for another 10 days or so. If anyone has been misled during the process, I am sure the hon. Lady has clarified matters. I will ensure that a transcript of her comments and of the whole debate is sent to those she mentioned.
Transport is London’s lifeblood, and London’s transport is critical to the rest of the UK. We know that London contributes about 20% of the UK’s GDP, and that its population is set to grow to 9 million by 2020 and 10 million by 2030. We all understand the need for continued investment in transport infrastructure to allow London and the rest of the UK to continue to prosper. I do not need to tell hon. Members that transport in London is much improved from just a few years ago. We have better bus services, Boris bikes and transformational tube modernisation.
I turn now to London buses in particular. There are at least 6.5 million journeys a day on the London bus network, compared with 4 million on the tube. That amounts to 2.4 billion journeys a year on the London bus network, which is more than half of all bus journeys made in England. I am proud that some of the buses are manufactured in Scarborough in my constituency, and some Members in the Chamber will know that a number are manufactured in Ulster. I will not comment on which might be the better buses.
Vauxhall bus station is owned and maintained by Transport for London and is, as the hon. Member for Vauxhall said, the second busiest in London after Victoria. As she will be aware, in 2013 her comrades on Lambeth Council and TfL announced plans to demolish the bus station to build a new high street as part of Vauxhall’s regeneration plans. Those plans include redesigning the transport interchange, including a new central bus station. TfL’s plans also include providing more cycle and pedestrian crossings, providing segregated lanes and parking for cyclists, and improving existing public spaces and providing new ones. As a cyclist myself, when I was down there last week I had a look at how difficult the area currently is for cyclists, despite the fact that we have a new cycle superhighway into the area.
TfL ran an initial consultation on its proposals in 2014 and is currently running a further public consultation on detailed design proposals. It received more than 2,000 responses to the initial consultation, with the majority supporting the proposals.
I am aware that that is the hon. Lady’s view. I have not looked at the consultation in detail, but I hope that her making these points will help her constituents respond in the time available. I encourage them to take part in TfL’s consultation and express their views before it closes on 17 January. I understand that TfL has hosted several drop-in sessions to discuss the consultation with local parties in detail—there is one tomorrow night. I encourage her constituents to attend those sessions.
The proposed changes to the bus station are an integral part of TfL’s wider plans to transform the wider Vauxhall Cross area. In turn, that is part of TfL’s £4 billion road modernisation programme, which is the biggest investment in London’s roads for a generation and which, among other things, aims to make London more cycle-friendly. The road modernisation programme consists of hundreds of projects to transform junctions, bridges, tunnels and pedestrian areas. The Government’s financial support to TfL has helped to enable it to deliver that programme, the tube modernisation programme and all other investment in London’s transport infrastructure.
For many years, Vauxhall Cross has been heavily dominated by motor vehicles. The gyratory system can be difficult to navigate and the area is very unwelcoming to pedestrians. The existing pedestrian crossings do not always follow the most direct or popular routes, which can lead, as I have observed, to pedestrians crossing roads away from crossings. That leads to a large number of collisions involving injury to pedestrians and cyclists in London.
The overall aim of the proposals is to create a thriving, more pleasant and safer public space, with better facilities for pedestrians, cyclists and bus users alike. I should like to assure the hon. Lady that improving the area for bus users is a top priority for the Mayor and for Vauxhall’s town regeneration scheme. Redesigning the transport interchange will bring benefits for not only bus users but cyclists, pedestrians and vehicles.
A new bus station will benefit bus users in a number of ways. It would be fully integrated with the new pedestrianised square and two-way road system, and would have facilities including public toilets, seating, information displays and maps, and an information kiosk. All that would mean a safer and easier interchange at the centre of Vauxhall.
TfL will ensure that bus passengers are inconvenienced as little as possible. Temporary bus stop locations will be incorporated in the construction phasing plan and consideration will be given to the ease of interchange for users, minimising alterations. The stop locations and any changes to routes will be fully communicated to all bus passengers with clear signage on site.
The hon. Lady mentioned her concern that TfL’s proposals, particularly the removal of the distinctive ski-jump canopy, will mean that bus passengers have less shelter from the weather than they do today. I understand from TfL that its proposals include a new canopy in the main bus station, with a contemporary look and feel to it, that will provide shelter from the rain.
I know the Minister has the TfL briefing, but if he knew as much about TfL as we do, he would not believe it. The briefing is wrong. The proposed canopy will not go over everywhere—it will be like little bus stop covers that he can find at any bus stop. The proposal is not for a bus station or interchange, but for a hotch-potch of bus stops put together.
I hear what the hon. Lady says. There will also be canopies providing shelter between the different parts of the new bus station. I should like to assure her that the canopies have been designed to provide a better level of weather protection than the current canopy. As the current canopy is so high, when it is a windy day, the rain can blow under it. I have observed that when I have been in the area.
The design of the bus station may be iconic, but it is certainly not universally popular. I understand that it won a certificate of merit in the structural steel design awards in 2006 in recognition of its high standards of structural and architectural design, with the judges noting that
“the bus station elegantly gathers together all the elements of public transport within an overall umbrella surface which weaves its way overhead”.
In my view, however—a view that I think will be shared by the Prince of Wales—winning an architectural design award is not always a guarantee of long-term popularity for a structure. Although I would not go so far as to describe the current bus station as a “monstrous carbuncle”, I am prepared to say that I am not the biggest fan of the current design, but that is personal taste. Having seen artists’ impressions of the proposed bus station, I would argue that it is much more pleasing to the eye than the current one.
Absolutely, Mr Speaker. Indeed, if one hears the word “carbuncle”, there can be only one name that comes to mind.
It might be helpful to the hon. Member for Vauxhall if I explain what TfL plans to do following the consultation. TfL has told me that it will publish a report on the results and analysis of responses in spring 2016. It plans to start construction in 2018, and it is also its firm intention that a bus station will remain in some form throughout the entire construction period.
The spending review settlement shows that we recognise that London is a city on the move. The capital’s economy is moving emphatically in the right direction, and our support is helping to transform London’s transport network. I am proud to be part of that transformation, together with all our partners, including TfL, although I understand that the hon. Lady is not its biggest fan. The investment we are making for the next five years will not just keep London mobile but equip the city for the challenges of the future, to compete and win in the 21st century global economy.
I will certainly extend the hon. Lady’s invitation to my noble friend Lord Ahmad, who covers this area in the Department. I am sure that he will consider it carefully.
TfL’s plans for Vauxhall bus station are an important part of its wider road modernisation programme and I strongly encourage all interested parties to let TfL have their views on the proposals before the consultation closes on 17 January.

That this House has considered Transport for London funding.
I wish to express concerns about the impact of the cuts to Transport for London’s funding that were announced in the spending review. I am especially concerned that a future Mayor, or even the sitting Mayor, might want to raise fares, which will hit my constituents particularly hard. I also want to suggest possible solutions to help plug the holes in TfL’s books.
Let me give the context to the Chancellor’s decision. Transport for London runs the public transport services and manages the major road network in the most important city in Britain. London is the gateway to the rest of the United Kingdom. TfL’s work is critical to Londoners’ ability to work and play, and to get to school and hospital; to business’s ability to get its workforce to work and its goods and services to and from customs; and to London’s many visitors’ ability to arrive, leave and travel to other parts of the UK.
London’s population is growing and is projected to rise from some 8.6 million today to about 10 million by 2030 and 11 million by 2050. London is seeing the fastest urban growth of any city in the European Union. Only a relatively small proportion of my fellow Londoners enjoy the luxury of being able to walk or cycle to work. In short, the vast majority of new and existing Londoners will be reliant on public transport.
The pace of the growth in the number of journeys on the tube is rising fast as well, from a growth of 8.7 million in 2010-11 to an expected 11.7 million this year, which is an increase of 26% in only five years. The docklands light railway has seen an even faster rate of growth in usage, up from a growth of some 6.3 million journeys five years ago to an expected 9.6 million this year—an increase of 52%. In only four years, the number of passengers served by TfL has increased by almost 0.5 billion a year; eight out of 10 of the busiest days in tube history were in the past two months alone; and, indeed, the busiest day ever on the tube was 4 December, when almost 5 million passengers travelled on TfL trains.
The need for further investment in London’s tube, rail and bus networks and in its roads is widely recognised. There are already problems safely managing passenger flows. At some locations, peak-time travel is not only uncomfortable, but close to unsafe.
My hon. Friend is absolutely right about the increased use of all public transport. Does he therefore share my concern that TfL, without any genuine consultation—just its normal, old, rubbishy questionnaires that ask the questions it wants the answers to, rather than the questions that should be asked—is to demolish Vauxhall bus station, the second biggest interchange in London, to get development that will include tower blocks? Does he understand the importance of the bus station to local people and its users, none of whom have been asked anything?
I bow to my hon. Friend’s much better knowledge of Vauxhall station. If she is concerned, I am sure that her constituents are concerned. She mentions Vauxhall; I was about to say that it expects a 40% increase in the number of passengers in the coming years. I agree that it seems odd for such a crucial interchange station to lose its bus station.
May I add a tiny point? The importance of Vauxhall bus station is that people are able to transfer from train to tube to bus without getting wet, because of a cover that cost £10 million and was put in only about 11 years ago. It is a travesty for TfL to be thinking of demolition.
My hon. Friend has made her point, and I stand with her on her concerns about Vauxhall station.
Also in south London, Waterloo’s overall passenger numbers have rocketed from 62 million 10 years ago to 100 million now. At some locations, peak-time travel is already close to unsafe, as I have said, and, for example, closure of Oxford Circus tube station due to overcrowding is now routine.
It is not just the rail and tube networks that TfL manages that are under pressure; its own estimates suggest that London’s roads are coming under greater pressure from increasing car usage, at a time when there is pressure to allocate more space to achieve safer cycling and good walking routes. If nothing else changes, by 2031 an increase in congestion of at least 60% is expected in central London; for the rest of inner London, congestion is set to rise by some 25%; and even in outer London, we expect to see a 15% increase in congestion. Traffic speeds are coming down and car journeys are taking longer. Congestion is already bad for ordinary car users, who face the nuisance of longer journeys, and it is bad for business, too.
As an aside, I hope the rumours that the Government are trying to ease air pollution controls are false, because in London the scale of air pollution, much of it diesel-related, is already extremely worrying. Perhaps the Minister will comment on that. The continuing need for TfL to invest in greener, less polluting vehicles is widely accepted, but such investment is a not insignificant future cost. However, from 2010-11 to 2014-15, TfL income from the Department for Transport fell by more than a third. In the coming year, Government grants will amount to only a little more than 20% of TfL’s annual budget. The transport systems of major competitor cities in Europe receive a considerably higher percentage of their funding from central Government sources. In Paris, for example, transport gets more than 40% of its funding from a Government transport tax.
Transport for London receives two types of grant from central Government: resource grants and infrastructure grants. The Department for Transport was hit particularly hard in the spending round, so it is perhaps no surprise that TfL has been significantly affected, with a 34% cut in funding overall in 2016-17. In the spending review, the Government said that they would phase out the resource grant to TfL, claiming that that
“will save £700 million…which could be achieved through further efficiency savings…or through generating additional income from…land TfL owns”.
It would be more accurate to say that TfL will, as a result of the Chancellor’s decisions, lose about £3 billion over the business plan period of 2015-16 to 2020-21. Inevitably, the loss of grant funding will have an adverse impact on the quality of service that my constituents can expect. The resource grant is to be axed—crucially, earlier than TfL had been led to believe.
My hon. Friend is giving us a really good review of what is happening. Does he not think that TfL should go back to doing what it should be doing, rather than putting £30 million into a project to build a garden bridge that the local community does not want? It is shocking that TfL is putting £30 million into that when it could be spent on other, important issues.
I share my hon. Friend’s scepticism about the garden bridge. Like her, I wonder whether that money might be better spent. A whole series of projects in my constituency could use that £30 million well, and I want to draw the Minister’s attention to a couple of those.
