Commons ChamberThat was an important step forward in encouraging inward investment into our country to help fund our nuclear programme. That means that we will have dependable supplies of low-carbon electricity long into the future. People might oppose foreign investment—it sounds now like the Labour party opposes foreign investment and with all the flip-flops the Opposition have done this week, I would not be at all surprised if they did not start to oppose nuclear energy, too—but getting that foreign investment means that we can use our firepower to build hospitals, to build schools, to build roads and railways and modernise our country.
Q9. Does the Prime Minister believe that Royal Mail was undervalued?
Considering that Royal Mail in the past was losing billions of pounds, the whole country is far better off with Royal Mail in the private sector. I just talked about flip-flops and here is another from the Labour party. Who said that we needed to privatise Royal Mail in the first place? Anyone? Where is Peter Mandelson when you need him? Labour said that we needed private capital—I agree; they said we needed private management—I agree. It has taken this Government to deliver the policy.

Commons ChamberOrder. Before I call the first question to the Deputy Prime Minister, hon. and right hon. Members may have noted that there are only four substantive questions to the Attorney-General on today’s Order Paper; six were withdrawn yesterday. It may be helpful for the House to be aware that if we exhaust questions to the Attorney-General before 12.30, we will revert to topical questions to the Deputy Prime Minister.
1. When he plans to bring forward legislative proposals on the regulation of lobbyists.
The Government have repeatedly made very clear their commitment to introducing a statutory register of lobbyists. The events that have unfolded over the weekend demonstrate just how important transparency in political life is. We will therefore introduce legislation to provide for a lobbying register before the summer recess. The register will go ahead as part of a broad package of measures to tighten the rules on how third parties can influence our political system.
Given what has happened over the last few days, does the Minister accept that the public expect full transparency on how big business and money try to influence decisions? Will the legislation include not just lobbying companies but in-house lobbyist for-profit organisations?
The aim of any reform in this area must, I think, be to ensure that the activities of outside organisations are transparent to the general public and accountable. As we have said throughout the process, it is important that we get this right. We will announce more details in the coming weeks. The hon. Lady will be aware from the proposals already put forward that the intention is to regulate third-party lobbyists. Let us not forget what this is for: it is about knowing who is lobbying and on behalf of whom.

Commons ChamberFirst, let me echo the first half of my hon. Friend’s question. The last Government allowed a completely uncontrolled system of migration, under which we saw net immigration of 200,000 people a year and 2 million people across a decade—that is two cities the size of Birmingham staying in our country every year. There has been not one word of apology for the mess that the last Government left.
My hon. Friend makes an important point about the transitional controls coming off the accession countries. I will look carefully at what he says. We have rules to try to restrict access to benefit. We will go on working to make those as robust as possible. I mentioned the national interest clauses in the statement on Europe on Monday. I think that those can be triggered only if there are emergency conditions, but I will look carefully at what he says.
Q7. A month ago, the Prime Minister told the House that universal credit will put in place work incentives for people at all levels of income. Why then does the Department for Work and Pensions now say that universal credit will mean that working women will consider giving up work?
That is not the case at all. By bringing different benefits together, universal credit means that people will always be better off in work and will always be better off by working extra hours. That is what we are doing. Labour had 13 years to sort out these poverty traps and it completely failed.

Commons ChamberMy hon. Friend makes a good point. The issue is brought out in the early parts of this large, four-volume report, about the nature of change in the media industry. That does mean that we need to have a system of regulation for newspapers that is sensible and proportionate and recognises the change that is taking place.
The main concentration of power is, of course, in media and press ownership, which is made up of so few people. Does the Prime Minister agree with the 75% of people in opinion polls who want that concentration to be broken up? Does he believe that legislation is required to do that? Will he use the communications Bill, for example, to deal with some of the new media that have been referred to?
What matters is that we have the proper application of competition policy, that Ofcom is able to look at plurality and that we make decisions on that basis.

Commons ChamberI certainly agree that the current rules are anachronistic and explicitly discriminatory. That is the point of the reforms. It should be borne in mind that the new rules, particularly those on male primogeniture, came into effect from the moment that the declaration was made in Perth. Although some painstaking work is needed to extend the legislation to all the Commonwealth realms, it has already taken effect.
2. What plans he has to bring forward legislative proposals on the recall of hon. Members.
The Government remain committed to establishing a recall mechanism that is transparent, robust and fair. We are grateful to the Select Committee on Political and Constitutional Reform for its consideration of our proposals and we are now taking proper time to reflect on its recommendations.
How does the Minister intend to define “serious wrongdoing” in the legislation?
As I have noted, we intend to introduce a recall mechanism that is transparent, robust and fair. We have set out two different sets of triggers that apply and we are also working with the powers of the House of Commons on these matters, including the definition of serious wrongdoing.

Commons ChamberMy hon. Friend makes a good point. Let me continue with my point about fraud.
A recent Metropolitan police and national fraud initiative analysis, looking at 29,000 strands of identity data found on forged and counterfeit documents, showed that 45.6% matched electoral registration data, and a lack of any robust verification process is a tool that criminals use for creating fictitious identities to be used not in voting fraud but for financial crime, so we need to deal with that as well.
When police have electoral fraud drawn to their attention, and it is the responsibility of the police given that electoral fraud is a crime, they take such matters seriously. I recently met the Association of Chief Police Officers’ lead on the issue and have discussed it with the Electoral Commission, and, if colleagues think that there is electoral fraud and report it to the police, the police will certainly take it seriously, but colleagues will be expected to stand up the accusations they make and be prepared to swear statements and to enable the police to take action. There is both a perception of a problem and a real problem with, in particular, financial fraud.
In amendments 20, 18 and 19, the hon. Member for Caerphilly sets out his concerns about our proposals. Amendment 20, which would extend the transition to individual registration by extending the carry-forward, focuses only on completeness, not on accuracy, and one problem with his suggestion is that, if we did what he wanted, by the time of the publication of the registers after the 2015 canvass, it might have been almost two years since EROs had actually heard from people—[Interruption.]
Order. Will Members refrain from chatting and enable the Minister to be heard?

The danger for the hon. Member for Caerphilly is that, in his proposals, he urges us to deal with completeness, but, if we accept his argument that they would increase completeness, and I am not sure that they would, we find that they may do so at the expense of accuracy. They would leave on the register people who were not likely to be at the address in question any more, because they would not have responded to an electoral registration officer for some time.
I beg to move amendment 1, page 2, line 44, at end insert—
‘(2A) Provision must ensure that application forms ascertain the eligibility of an applicant to register in another local authority area, and which local authority area or areas’.
With this it will be convenient to discuss amendment 4, page 3, line 4, leave out from ‘(3)’ to end of line 9 and insert
‘will require a person to provide their date of birth and National Insurance number’.

Commons ChamberI thought my hon. Friend was going to say that he was not a Government Minister “yet”. The hon. Lady is a Government Minister and supports Government policy, as all Ministers do.
Q13. Fifteen thousand young disabled people will be affected by the changes to contributory employment support allowance. The worst 10%—1,500 new claimants —will lose £4,900 a year. Is this the Government of values that the Prime Minister spoke about in May 2010?
The important value with respect to employment support allowance is that we are saying that there are two groups. The first group—the support group—is for people who are not able to work, who deserve to get that support over and above jobseeker’s allowance, for as long as they need it, without any element of means-testing. The second group—the work-related activity group—is for people who need help to get work but who will be able to work. That is why they are in that group. They will get tailored help and support under the Work programme to get them into work. I know the Labour party has set its face against all welfare reform, but it is making a massive mistake in doing so.

Commons Chamber8. What assessment he has made of the potential effects of the introduction of individual electoral registration on the 2015 boundary review.
I do not expect our proposals for individual registration to have any effects. As I have said from the Dispatch Box on many occasions, we are as focused as ever on accuracy and completeness, and I therefore do not expect the new arrangement to cause any problems for the boundary review. We are working incredibly hard to ensure that the 2015 register will be in good shape.
Surely the Minister accepts that the Electoral Commission’s finding that about 6 million people are missing from the register must cast doubt on the data that are being used for the boundary review.
That study was, of course, paid for by the Government, because we wanted to find out what state the electoral register was in before introducing individual electoral registration. It suggests that those who complacently thought that the register was already in good shape may need to think about that a little more, and also that our proposals, which include data matching and improving registration, are urgently required and will make the register better.
That would normally be a matter for Her Majesty’s Revenue and Customs, not the Serious Fraud Office. However, the position of any prosecutorial authority is clear: if there is evidence of criminal conduct, it is in the public interest that it should be stopped and that those engaged in it should be punished if found guilty.
If the Attorney-General has not already done so, will he discuss with the Serious Fraud Office the possibility of bringing prosecutions arising out of the collapse of Farepak five years ago, when 120,000 people lost £38 million? If that is not possible, will he see whether it is possible to make legislative change to ensure that it does not happen again?
Such legislative change is a matter for another Government Department. On the question of prosecutions, I am not in a position to comment on an individual case. If the hon. Lady wishes to bring further details to my attention, I will certainly ensure that they are passed to the director of the Serious Fraud Office.

My responsibilities as Minister for the Cabinet Office are for the public sector efficiency and reform group, civil service issues, industrial relations strategy in the public sector, Government transparency, civil contingencies, civil society and cyber-security.
The average pension for a woman retiring from the NHS is £3,000 and the average local government pension is £4,000. Does the Minister accept that if we increase the contributions for a worse pension, more people will simply opt out and we will end up paying more through the state benefits system?
It is in no one’s interest that public sector workers should opt out of pension schemes. The numbers to which the hon. Lady refers do not in any way reflect the pension that people retire on after a full career. That is the average, including many people who serve relatively short times in the public service. At the end of these reforms public sector pensions will still be among the very best available, much better than those available to most people in the private sector, who have no chance of enjoying such pensions. [Interruption.]
I have to say that that is a very impressive list of sports personalities who have attended this school; I do not know what they put in the water, but I think we would probably all like to have some. I certainly join my hon. Friend in congratulating such an excellent school.
In the past four years, six children and two adults have been killed in dog attacks, and some 6,000 postal workers are attacked each year. There is cross-party agreement that we need to tighten up the law in this area. Will the Prime Minister take a personal interest and make sure that legislation is brought forward as soon as possible?
The hon. Lady makes an important point. Legislative attempts at this in the past have not always been successful and have not always captured the breeds that need to be captured, so I will certainly take a personal interest, and perhaps I can write to the hon. Lady and set out what the Government intend to do.

Commons ChamberT3. Given the open warfare we saw at the Conservative party conference between Front-Bench spokespeople about the Human Rights Act, will the Deputy Prime Minister use his position to explain the benefits of the legislation and put right misinformation?
As the hon. Lady knows, the Human Rights Act simply translates into domestic law a convention to which—I think everyone agrees—we will always remain signatories, so in a sense it prevents British citizens seeking justice in European courts when it can be delivered in British courts. As she knows, the coalition Government, as set out in the coalition agreement, are committed to setting up a commission, which we have established, to look at the case for creating a British Bill of Rights that will build on and incorporate all existing rights and responsibilities.
