My Lords, many of us here have campaigned hard to get the Hitachi factory in Newton Aycliffe. Hundreds of local people have had good jobs there for many years now. Is it not true that the Government have just not delivered the anticipated orders for trains that the factory was expecting? There are many young people who have taken career choices and studied at the university technical college there associated with Hitachi. It will be devastating for Newton Aycliffe, Darlington and the Tees Valley if anything happens to jeopardise the future of the factory. What message does the Minister have for that community, and what will he do to make sure that we keep those much-needed jobs?

I can only repeat what I have just said. The Government are working very hard to make sure the company remains at the location. New competitions have recently commenced for rolling stock on Northern, Southeastern, TransPennine and Chiltern railway lines, as well as procurements for fleet upgrades on East Midlands, Chiltern and CrossCountry. Alstom is very capable, and able to compete for this work.

My hon. Friend is entirely right. There are people now working on the east coast main line who are expecting their sixth change of uniform in 10 years. It is absolutely ludicrous. There has been an appalling record over the past several years.

My hon. Friend says something that sums it up. This has been about changing uniforms and livery on trains, while the promised improvements to service, the new routes and the benefits to passengers have never ever materialised.

Franchising on this line has failed repeatedly. The Secretary of State could make himself incredibly popular in my constituency, which is the birthplace of the railways, if he just stood up, looked behind him and said, “My name is Chris Grayling, and I have just nationalised a rail line.”

I have just explained why I do not think nationalisation of our railways is the long-term answer: we just have to look across the channel and see the chaos there to understand that a trip back to the days of British Rail is not right for the future of the travelling public in this country, however much Opposition Members might want it.

It is a pleasure to serve under your chairmanship, Mr Davies, and to follow my hon. Friend the Member for Clwyd South (Susan Elan Jones). She did a good job of introducing the debate on behalf of the Petitions Committee. I will pick up on one of the issues she mentioned: graduated driving licences.

This petition is about trying to get the cost of insurance down. I am sure that we all support that, particularly for young people. The cost of their insurance is around £950 a year on average, which is prohibitively expensive for many of them. We all want young people to have the freedom and confidence to be able to drive and to develop their driving skills after they have passed their test, but the cost makes that difficult for many of them.

Young people’s insurance is so expensive because they are involved in many of the accidents that happen on our roads. People under the age of 24 drive about 5% of the miles driven in this country, but they are involved in 18% of accidents. In many ways, I can understand why young drivers bear the heaviest burden of insurance costs.

The issue came to my attention after the death of the son of two constituents. They do not want to be named or to receive lots of attention. They are working through their grief privately, and they wish to continue to do that. I will say a bit about what happened, which I do not think will identify them. Their adult son was killed by a learner driver in extremely bad weather conditions shortly before he was going to become a father for the first time. They have worked through a legal process but, as hon. Members can imagine, many lives have been devastated by this event.

My constituents raised the possibility of introducing a graduated driving licence system in the UK—something that has been raised with Ministers previously. Indeed, I raised it at Prime Minister’s questions a few weeks ago, and the Prime Minister gave a very positive response and offered to look into it. As the Minister is present, I will take the opportunity to go into further detail about why the Government ought to explore it.

Places that have a graduated driving licence include New Zealand, some parts of the United States, and Northern Ireland, where the system was recently introduced. The system supports novice drivers, who are young drivers who have recently passed their test, rather than all drivers under 24. In the UK, a 17-year-old can be fully licensed in just a few months, and 89% of young drivers complete less than 40 hours of tuition before taking their test.

A graduated licence could include different measures to ensure that drivers gain more experience before they can drive on any roads in any circumstances with any passengers. I am not being particularly prescriptive about which of the possible graduated licensing measures are appropriate for this country, but I think the Government ought to look at the system in principle. It would not necessarily be right to adopt what has been done in Canada and replicate it here; the system needs to be appropriate for the way that we drive and for our custom and practice.

There could be a learner stage, as we have now, but with a minimum learning period. That would mean that an amount of experience would have to be gained and a number of hours would have to be completed before somebody took their test. Some of that ought to be under the supervision of a qualified instructor, to ensure that there is some quality of instruction—not just instruction that is sufficient to get a driver through a test, but some in-depth learning under a qualified instructor.

I appreciate that learner drivers go out, perhaps with their parents, who may not be qualified instructors, to get some experience of driving, and that is entirely appropriate. However, the accompanying person ought to be over the age of 25 to ensure that they have greater experience. It does not sound very safe for someone who has recently taken their test and who has virtually no experience to take somebody out to get some experience of driving. As the mother of two teenage sons who will shortly, no doubt, want to learn to drive, the whole idea fills me with an enormous amount of dread.

After someone has taken their test, there could be a novice driver stage, which we do not have at the moment, in which they could drive unsupervised. We would have to discuss or consult on whether restrictions should be imposed at that stage. Ought there to be restrictions on carrying passengers younger than 25, unless the driver is a young parent? Obviously we would not want to place that restriction on a 24-year-old parent who has taken their driving test because they need to take their child to school. I suspect that somebody driving a young child around would be incredibly careful and mindful of what they were doing.

We ought also to consider time restrictions, because many accidents that involve young drivers take place between 11 pm and 6 am. We ought to find some way of limiting young drivers to daylight hours during their novice period, for their benefit and for their parents’ peace of mind—unless, of course, they want to get to work or college.

Perhaps a zero-alcohol policy should be imposed on young drivers so that they can benefit from clarity. I am sure the Government have considered such a policy for all drivers, but the data shows that alcohol is an especially significant risk factor for young drivers. We could also consider restricting engine size, or introducing an additional driving test after a certain period to ensure that new drivers have reached the desired standard, that they can drive as we all do and that they would benefit from complete freedom.

There has been much campaigning on the subject in recent years. It has been estimated that more than 400 deaths or serious injuries each year could be prevented by introducing a graduated licensing approach. Public support seems to be growing: a survey by the RAC Foundation found that two thirds of adults and 41% of young drivers would support the introduction of a graduated driving licence, 84% are in favour of a minimum learning period, 70% support a zero-tolerance alcohol policy, and 90% support mandatory lessons on motorways and in difficult conditions for all learners.

Nothing can bring my constituents’ son back. The young learner driver who was responsible will have it on their conscience for the rest of their life, and it must have been a horrific experience for them and for their driving instructor. My constituents make a good argument that, under a more sensible licensing system, the learner driver would not have been out in such horrendous conditions and the accident might not have happened. Where possible, I am very careful to walk instead of taking the car out when the weather is very bad, as it has been in north-east England over the past week. Even people with a great deal of experience think twice about driving in such conditions. We need learner drivers to experience all weather conditions and types of road, and to be able to drive in the dark, fog and rain, but it needs to be taught in stages. Confidence and the ability to react quickly, look around, notice and anticipate what will happen can be learned only by experience.

How seriously are the Government thinking about acting on the issue? Are they prepared to enter into discussions and consultations with interested parties about changing our system and introducing a graduated licensing system?

On passenger satisfaction, is the Secretary of State aware that, this morning, every service on the east coast main line from my constituency to London was either delayed or cancelled? There is no competition on the line, and this is the third time the franchise has failed. Does he not understand that passengers and staff on the line just want certainty, and that is why they are keen on having a public sector body managing the franchise?

Of course, signalling is the responsibility of the public sector Network Rail, so there is a gentle suggestion that the hon. Lady’s proposal may not be the all-encompassing panacea. What our signalling needs is what we are giving it, which is £20 billion of investment over the next four years to renew infrastructure that is old and, in many places, worn out. We are still dealing with the years of under-investment before this Government took office.

There is obviously a big issue with the disparity between the investment in the transport infrastructure in the north-east of England and the investment elsewhere. We have bus networks that are dislocated, and in rural areas probably non-existent. The road networks are congested and the rail network is neglected. The Institute for Public Policy Research says that half of planned transport spending will go to London, with the north receiving £427 per person, compared with nearly £2,000 per person in London. In fact, over the past five years transport expenditure in the north-east was £3.1 billion, while in London it was £30 billion—in the north-east it is only a tenth of what it is in London.

On the road network, the two main north to south roads through the north-east are the A1, which goes through the centre of Sedgefield, and the A19. The upgrade of the A1 stops at Scotch Corner. It seems as if that upgrade has been going on for years—anyone just has to travel on that road to feel it. Ironically, the A19 is the most congested road. We desperately need a new A19 crossing over the River Tees. Councillor Bill Dixon, leader of Darlington Borough Council and Chair of the Transport Committee for the Tees Valley combined authority, said that, for far too long, residents of Tees Valley have suffered frustration and delays because our major roads are not equipped to deal with the volume of traffic. The A19 crossing is necessary.

There is also a need for a relief road, which is mentioned in the combined authority’s plans, at junction 60 on the A1, just outside Newton Aycliffe, home to the biggest industrial estate, down to Great Burdon on the A66 to give further access to Teesport. Companies such as Stiller, the road haulier company, say that there is a need for such access. It means that the road would cut past the small village of Brafferton. Any change that takes place must be done sensitively, with the views of the local people taken into consideration.

May I take the opportunity to congratulate my hon. Friend on his speech and to mention another reason for needing the road? The residents of Darlington have suffered large vehicles going very close to their homes, with big impacts on road safety and air quality.

Yes, I know that from going down North Road to the railway station to get to London. It takes a long time to get down there, so the congestion must be relieved.

On the railway infrastructure, there has been talk about the Leamside line, which runs down to Tursdale, just north of Ferryhill, which is in my constituency. There has been talk of refurbishing that line for decades now. I remember it being discussed back in the 1980s. To refurbish that route would alleviate a lot of pressure on the east coast main line, and help to ensure that commuters can get from the Tyne to the Tees, and vice versa. It could also lead to the reopening of a station at Ferryhill, which closed many years ago and which commuters could use to get to both the Tyne and the Tees. It would also help the local economy in Ferryhill.

Hitachi, the rail builders, are in my constituency. Although HS2 is a controversial project, Hitachi has been shortlisted to build the rolling stock, which is a £2 billion-plus contract and will create a lot of jobs for the local area. That is important for the north-east and we should not forget it. The actual factory has brought train building full circle. Locomotion No.1 was assembled there back in 1825, and the company is now building the bimodal trains. The Government asked for those trains to be built, because they knew that electrification of the railway would not go forward in the way that we expected.

The last matter I want to mention is Durham Tees Valley Airport, which is also in my constituency. Owned by Peel Airports, it has been through troubled times over the past few years. It only has two routes now: to Schiphol and to Aberdeen. Peel wants to ensure that the airport can be kept open into the future. The newly elected Conservative mayor of Tees Valley says that he wants to nationalise the airport. A few months ago, I asked the Transport Secretary about the plans for nationalising regional airports, and he said that there were not any, which I found interesting as it was the main campaign issue for the Conservative mayor.

Questions need to be asked. If the Minister has had discussions, perhaps he can help us. What kind of nationalisation are we talking about? Is it state-owned nationalisation or a workers’ co-operative? Are we talking about socialism in one airport or is this a Trojan horse? Is it a transitional demand that would lead to the full nationalisation of all the regional airports in the country? We need answers today. Maybe the main thing that should be considered for Durham Tees Valley airport is a third runway at Heathrow. We need investment in the north-east because we have a lot to say but we need the transport infrastructure to spread the news.

In transport, as in virtually every other area of policy, challenges are presented by the UK’s decision to leave the European Union. My right hon. Friend the Member for Doncaster Central (Dame Rosie Winterton) did an excellent job in outlining some of the issues, notably rail freight. May I say what a pleasure it is to hear her voice ring out in the Chamber again? I am sure that her constituents, as well as all Members, welcome it.

Fascinatingly, the Transport Secretary has said that transport will be prioritised in Brexit negotiations. His comment suggests that the Government have developed a plan. If the Government have set such a priority and have decided which areas of policy concern them most, perhaps they could share the outcome of their deliberations with the House of Commons. The British people want to know.

The hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry) said that the Government’s plan was an empty vessel, a point well made. He referred to the Titanic and the Mary Celeste. We must ensure that, unlike those fated vessels, the good ship Brexit sails safely into harbour, although I expect that the waters are likely to be choppy. A failure to conclude negotiations on a deal within the article 50 timetable of two years would be catastrophic for British industry. The Government do not give the impression that they accept this reality and the seriousness of this threat. Will the Minister confirm that he wants to establish a transitional agreement with the EU to prevent aviation and other industries from going over a cliff edge? My hon. Friend the Member for Liverpool, Riverside (Mrs Ellman) rightly challenged the Government to explain whether transport will be negotiated in isolation or as part of a wider deal. Not only do we not know what is going to be done, but we do not know how it is to be done either.

Aviation agreements are not covered under the scope of the World Trade Organisation, so there is no WTO deal to fall back on if a specific aviation agreement is not reached. It is vital that our regional airports, which rely heavily on overseas carriers for international routes, are fully involved in all future negotiations to ensure that the wider interests of the regions are not overlooked. Will the Minister confirm that this will happen?

On our railways, there is a danger that funding gaps will not be filled. UK rail projects receive EU funding as direct funding or as loans. Will the Government commit to match this funding penny for penny? In response to a series of interventions from my hon. Friend the Member for Blaenau Gwent (Nick Smith), we watched the Secretary of State twitching on the end of a line, and I advise him that my hon. Friend is unlikely to let this issue go. I can guarantee that the Secretary of State will not hear the end of it.

On the Welsh context of what my hon. Friend the Member for Blaenau Gwent (Nick Smith) raised and also on road infrastructure, EU funding has been a huge asset for heads of the valleys roads and roads across south Wales. Does my hon. Friend the Member for Darlington (Jenny Chapman) agree that it is important that the Department for Transport secures that funding for road infrastructure so that the Welsh Government can continue to deliver those improvements for roads across the south Wales valleys?

That is completely right, and I think the First Minister for Wales—my hon. Friend will correct me if I am wrong—has requested that the funding promised be matched penny for penny. Or will this cash go the same way as the £350 million a week for the NHS, and disappear like a smoke ring from one of Nigel Farage’s cigars?

Rail fares have gone up by over a quarter since the Tories came to power in 2010, which is more than twice as fast as wage growth. There is a danger that the economic consequences of Brexit will mean yet another fare hike for commuters. What are the Government prepared to do to stop fares becoming even less affordable for passengers?

I am going to give credit for this next statistic to my hon. Friend the Member for Stoke-on-Trent South (Robert Flello): over 90% of UK international trade in weight passes through UK ports. UK ports directly employ more than 25,000 people and the sector contributes more than £7 billion to the UK economy. Like every other sector, our ports need to know how the Government intend to proceed. The hon. Member for Stone (Sir William Cash) explained that the proposed port services regulations are deeply unpopular with UK ports, but it is far from clear that the UK leaving the EU will mean that our ports are not going to be subject to these regulations all the same. In fact, the UK Government’s ability to influence the regulations to suit British ports is now virtually nil. How are the Government going to protect our magnificent ports sector?

Similarly, our road haulage sector faces uncertainty as a result of Brexit, and there is no one with more passion for this issue than my hon. Friend. He challenged the Government to ensure that they are adequately staffed to support the haulage sector through the Brexit period.

I do not want to be negative about Brexit, but we are kidding ourselves by pretending that these challenges do not exist or are somehow straightforward to resolve. We need to be up front and honest with the British people about this. The Government should perhaps use these debates to inform the House, and also perhaps do so through the publication of position papers beforehand outlining the Government’s priorities. Today’s debate has been interesting, but I do not think that anyone will leave the Chamber any clearer about the Government’s position on these issues. We are not going to obstruct article 50. We have made that commitment very clear, but I suggest to the Minister that there is now a moral imperative for the Government to act in good faith and to share their priorities and plans with the British people and with this House.

This has been an excellent debate and I should like to express my personal thanks to all right hon. and hon. Members who have contributed to it. It is clear that everyone realises the centrality of transport to our economy, and it is therefore entirely right that the issue should be debated at length and in detail today. This has been the second in a series of debates on important issues arising in the context of the negotiations to leave the European Union that were promised by the Secretary of State for Exiting the European Union. It will help to inform our consideration of these important issues as we prepare for the negotiations.

The hon. Lady will find that out as I proceed with my response. She has to understand that at the moment we are engaged in a process of consultation with not only colleagues here in Parliament but representatives of industry and the wider civil society. Frankly, anyone sensible would expect the Government to be engaging in this sort of consultation and I make no apologies for doing so.

As the Secretary of State for Transport made clear, the Government fully recognise the central role that transport will play. Our transport links with Europe—and, indeed, the rest of the world—are crucial to this nation’s prosperity, and as we develop a new relationship with the EU we are determined to maintain efficient networks that build on the excellent connectivity that we already have around the world. This debate has certainly highlighted some of the challenges that this country faces in the process of the negotiations, but it has also highlighted opportunities. As I have said, this has been an important exercise in helping to inform our position.

I want to touch on some of the important issues that have been raised. My hon. Friend made a point about the port services regulation. As my right hon. Friend the Secretary of State pointed out, the Commission’s proposal in relation to the regulation was clearly aimed at the continental subsidised public sector landlord model and did not sit at all well with the United Kingdom’s thoroughly commercial, diverse and predominantly private sector model. In effect, the United Kingdom’s ports stood to be penalised for having led the way in liberalisation since the 1980s. Our experience shows that competition between ports drives efficiency and investment.

We have engaged successfully with the European institutions to prevent our being penalised in that way, and the near-final text of the regulation is considerably less onerous that what was first proposed. As my hon. Friend the Member for Stone said, this is a good example of how Brexit will enable us to regain control over issues that are important to the UK economy. We must also remember that we will be promoting the great repeal Bill. When enacted, it will absorb the entire corpus of EU law into the body of British law, which will enable us to review that law and repeal or amend it as appropriate. I imagine that he will regard this particular regulation as being ripe for repeal.

I think the answer to that is that it depends on how quickly we complete our withdrawal from the EU and on what this Parliament decides to do. I have no doubt that the hon. Gentleman will be a strong advocate for its non-acceptance of that directive.

The hon. Member for Kilmarnock and Loudoun (Alan Brown) made a contribution relating, inter alia, to the spaceport that he hopes will be located at Prestwick. I had ambitions for north Wales, but I am sure we will both be happy wherever it is located. He also raised the issues of road freight and customs checks, both of which are certainly being taken into account by my Department and by the Department for Transport in the context of our EU exit negotiations.

The hon. Member for Stoke-on-Trent South (Robert Flello) raised the issue of the importance of logistics. I understand that he is the chairman of the all-party group on freight transport, and he has raised a number of these issues in round-table meetings that have been arranged by the Minister of State, Department for Transport, my right hon. Friend the Member for South Holland and The Deepings (Mr Hayes), who has undertaken to maintain that dialogue.

Finally, we heard a contribution from the hon. Member for North East Fife (Stephen Gethins), who spoke about the Scottish referendum.

This has been an important and valuable debate. As I say, it has helped to inform the consideration of my Department and the DFT, and we will continue to hold similar engagements both within this Parliament and with stakeholders from outside the EU. [Interruption.] I make no apologies—I hear the catcalls from Labour Front Benchers—for the fact that this Government are giving proper consideration to the process of withdrawal from the EU. No, nevertheless. Today’s announcements have demonstrated the commitment of this Government to investing in transport in the UK to help deliver growth and economic security for the whole of the UK. This will remain the case after we leave the EU. The UK remains open for business and industry continues to invest in the UK, as demonstrated by recent announcements such as Associated British Ports’ investment of £50 million in vehicle-handling facilities at the port of Southampton. We will do our best to ensure that transport remains central to our consideration of the issues that arise in the context of our departure from the EU. Once again, I thank hon. Members for their contributions today.

Surprisingly, my hon. Friend is the first Member today to mention locating the skills academy in his region. That is probably because other Members have been asking questions on the details and might have felt that they would be testing your patience, Mr Speaker, if they also made a bid for the academy. The skills academy is essential to getting the message across to young people that engineering and the railways offer good opportunities for them in the long term.

My constituency of Darlington is the indisputable birthplace of the railways—I do not think there are any Members for Stockton present—and my constituents currently enjoy a very good service to London. They are delighted that people in Leeds will soon be able to enjoy a good service too, but are concerned that that must not be at the expense of investment in the east coast main line. Will the Secretary of State commit to that not being the case?

Indeed I will. We are committed to providing brand new rolling stock for the east coast main line: one of the biggest orders placed for the railways has been signed off by the Government. I am delighted we have done that.

I am delighted to support that initiative, and I look forward to the invitation. Let me also congratulate the road haulage industry on the work it has been doing to make its drivers aware of the danger posed to cyclists by vehicles, and on its excellent work in upgrading the technology in a number of vehicles.

This Government’s programme for rail franchising was announced on 26 March. The comprehensive schedule included the intention to return the inter-city east coast franchise to the private sector by February 2015, and that remains our policy.

The east coast main line will have returned £800 million to the Exchequer by the end of this financial year. Are not the Government taking us from a position in which the line subsidises taxpayers to one in which taxpayers, through their fares, will subsidise shareholders?

I am guided by the words of the last Labour Transport Secretary, who said:

“I do not believe that it would be in the public interest for us to have a nationalised train operating company indefinitely…because of our recent experience of rail franchising”.—[Official Report, House of Lords, 1 July 2009; Vol. 712, c. 232.]

He said that when he held the job that I hold now, and I think he was right.

My hon. Friend makes a crucial point. I am sure the situation she describes arises in many constituencies where people travel into a larger town or city for work. The cost of that travel can make the difference between the work being worth doing or not. From other parts of the Government we hear talk about encouraging people into work and trying to find ways of getting people into employment in what are very difficult economic circumstances. If rail fares rise too high, we will fail to achieve that important objective. Although the issue of local fares is a devolved matter and many of the journeys my constituents make are local, many of them also use the west coast main line, and some of their journeys may cross the border, where fares are not a matter for the Edinburgh Government.

Another important topic is the restrictions on the use of railcards. Some of the headline commitments in the franchise bids are about reducing or keeping controls on fares. Ambiguity arises, however, when questions are asked about restrictions on the use of railcards, such as the times when they are valid.

I represent Darlington, which is the birthplace of the railways, and, as has been said, people are starting to find that fares are prohibitively high. Clarity on off-peak and peak-time fares is becoming a real issue. It is often unclear when a ticket is valid and what the price of the journey will be. That is a huge concern to my constituents.

My hon. Friend makes an important point. The times at which peak and off-peak fares are available can vary greatly between different parts of the country, which can cause immense confusion.

My hon. Friend the Member for Dundee West (Jim McGovern) made the point that people sometimes find that buying separate tickets for different legs of their journey works out cheaper than buying a single ticket. All such issues add complications, which does not help to achieve our objective of encouraging people to use the railways as much as possible.

If the complications become so great that people choose to travel not by rail but by a different mode of transport, that could also make some of the Government’s other commitments and policies harder to achieve. I say that as someone who travels on the west coast main line between Scotland and London. Many of the people who get on the same train as me—especially business travellers on a Monday morning—have in the past frequently travelled to London by plane. They make the point that the investment in the west coast main line over recent years means that now, if they catch the right train, they can complete their journey almost as quickly as they could by air, when they take into account the time taken in travelling to and waiting at airports at both ends of the journey. That has had a huge impact on the use of the train service. The investment has, therefore, been very welcome. Now, however, some of the peak-time fares are becoming more expensive than air fares and, especially as businesses are under increasing financial pressure at present, many business travellers are switching back to air.

The Secretary of State will find that another important part of his portfolio is aviation capacity. As this recent investment has made rail travel more attractive and almost as fast as air travel, it does not make sense that cost increases could now lead to people reverting to air travel. This is also an important issue because these cost increases are having an impact on businesses that are under increasing financial pressure because of the general difficult economic circumstances.

I am sure that the hon. Lady is extremely competent at double-checking peak times and the validity of her tickets when she travels, even if she is in a part of the country that she does not know. However, businesses have told me that they find the situation difficult.

The national rail inquiries website is good, but I am not always sure that it is that clear. The better solution would be to print the peak times on the ticket. Surely, in this day and age, we can set up a digital printer that can print the peak times on restricted tickets. People would then not need to make sure that the 3G was working on their phones so that they could look the information up. If it was on the ticket, that would really help people.

I completely agree with my hon. Friend. I emphasise that not only digitally incompetent people make the mistake. I am on the east coast main line every week, and there is virtually never a journey when somebody in my carriage does not have to pay an excess surcharge because they have made a mistake to do with the peak, off-peak and super off-peak times.

“Super off-peak”—there’s an expression. What does it mean? I am a regular train user—a train geek, some have said—but I am not clear when a super off-peak ticket would allow me to travel to Darlington or anywhere else.

We need a more common-sense solution. Although Members of Parliament might have smartphones in their pockets and be able to look things up as they go, a huge number of travellers—particularly older ones, who might be seeking the cheapest possible ticket for understandable reasons—would not be so confident, or would be less likely to go online and look the information up easily.

We need the information to be really clear, not least because there are some strange anomalies in the peak and off-peak scenario, especially in respect of my constituency, which is close to the Welsh border. Services going into Wales have a different peak and off-peak arrangement.

Some years ago, there was a great hurrah when we got a reduction in the number of types of tickets. Now there are supposed to be just four types of train tickets, including advance, off-peak and flexible, so that people can be clear. Personally, I do not think that that works. We need another look. We should either reduce the number of types of tickets or increase the ways in which people can be made aware of the validity conditions of their tickets. The complexity is increased because there are so many vendors of tickets—so many different organisations sell train tickets that the ways in which train ticket validity can be communicated are extremely diverse.
