Lords ChamberAgain, we have to be very careful not to make sweeping generalisations. We are seeing lots of green shoots in terms of attendance and higher-level attendance, particularly in transition year groups such as year seven, when children go from primary to secondary school. There are important things we can build on, such as having open, honest, regular communication with parents, pointing out if a child has not been coming into school and trying to understand why. But more importantly, celebrating with a parent a child’s attendance or performance in school is to be encouraged.
My Lords, it is absolutely right to tackle school absence, but as we approach Rare Disease Day, I draw attention to the huge pressures faced by children and families with rare and undiagnosed conditions in trying to remain in education. The lack of specialist resources and awareness act as barriers. Understandably, in these complex situations it is not always possible to avoid absence. Will the Minister meet with charities and family representatives to see how we can design these policies without increasing the pressures on those families?
I would be delighted to meet with the charities and families to which my noble friend refers. She makes an important point, and it goes back to the point made earlier by the noble Baroness—that parents need to feel that the response they are getting from their school is about their child. To every parent, their child is very special.

Lords ChamberMy noble friend makes a good point. As I referred to, we are making available grants of up to £10,000 per provider to boost careers guidance in schools and colleges, so that every child is aware of the potential of T-levels. Of course, in the skills Act, the Baker clause, from my noble friend Lord Baker, means that students are getting more frequent careers input throughout their time in secondary school.
My Lords, I understand that finding suitable placements, even after Covid, is a particular barrier to increasing the number of T-levels available from providers. Some employers are poorly informed about the content and structure of T-levels. Can the Minister tell me what steps the department is taking to improve this situation?
We are investing in direct support for employers, including through the delivery of an employer support package which offers online guidance, workshops and hands-on support to employers. We have a T-level employer ambassador network, and I mentioned the employer support fund already. Obviously, we have made a very significant investment, both in capital and capacity and delivery, to allow T-levels to be delivered at the scale we need.

Lords ChamberI really hope I did not sound to the House as if I was blaming local authorities. There needs to be reform of the system and we need to provide additional funding. We are providing funding through the £250 million capital funding and securing reform through the commissioning structure of the regional care co-operatives. Specifically on the noble Baroness’s question, I say that we are anticipating two new builds to complete by the end of 2026, one in London for 24 secure places and four step-down placements, and 18 secure placements and two step-downs in the West Midlands, areas where there has been none of that provision recently.
My Lords, good-quality in-patient provision for autistic people and those with learning disabilities is very hard to come by, so it is often far from home. Both the long-term plan and the autism strategy set out long overdue commitments to provide more support for those people in the community. There has been some progress since January and in-patient numbers have fallen by 30% since 2015, but this is much lower than the 50% commitment and there is as yet no funded autism strategy implementation plan for this year. Can the Minister please say how she plans to work with colleagues in the DHSC and DfE to deliver on this really important objective?
Some of our aspirations in relation to children with autism—I think my noble friend’s question might have been a little broader than just children—is set out in our new SEND strategy, both looking at how we can support children with autism where it is appropriate for them to remain in mainstream schooling, but also making sure that there is enough specialist provision. We are making a very significant investment in that area at the moment.

Lords ChamberIt is the Government’s view. Again, if we look at the trend in the use of the levy, we have seen an increase in adoption and use of the levy by employers, both levy-paying employers and much smaller enterprises. We are committed to offering all sorts of flexible and shorter courses, and to funding those to meet key skills gaps. We think this is a critical part of our strategy.
My Lords, I was pleased to see that, among other measures, the Apprenticeship Diversity Champions Network has been set up to provide practical advice on how to attract more women into STEM roles in industries that have historically been dominated by men. The first quarter of 2022-23 saw 13% more women start STEM apprenticeships. Can the Minister say what other measures will be taken to build on this progress?
Obviously there are a number of different initiatives, both within schools, particularly in relation to girls and young women to increase their awareness of and aspiration to become involved in the STEM sector, and, in turn, working with employers and holding them to account in terms of how and where they recruit.

Commons ChamberWell, let me finish this point first.
If the Minister is not careful, he could end up with a range of results he does not want. There could be paradoxical disincentives for excellence. People who always find it difficult subsequently to get a job in the labour market may become less attractive as students to certain institutions because of the way these measurements are used. That would be a really backward step for the opportunities and life chances of large numbers of people who are already suffering disadvantage in our society. The hon. Gentleman should at least recognise that that is a possibility with some of these measurements.
As I understand the White Paper, this also about competition between universities, and there are some paradoxical results there that I would be worried about if I were interested in widening, not narrowing, opportunities. I think the hon. Gentleman ought to accept that.
I am trying to follow the point that the shadow Minister is making. Obviously it is important that the metrics and the process of the teaching excellence framework is right and appropriate, but just as with the research excellence framework, we will go through a process of getting to that point. That is why the White Paper states very clearly that this will be phased in and piloted, and recognises that there will be an important process of consultation and feedback. It is therefore not entirely clear to me why she is expressing the concern that the TEF is going to be imposed with no consultation.
It is partly about speed. I think that the REF took six years to get into place, and this is all due to be done from a standing start in a couple of years. We have to get it right or there will be consequences that nobody on either side of the House would want to see.
It is a pleasure to follow the hon. Member for Blaydon (Mr Anderson), although I am afraid that I cannot agree with his every statement.
I would like to focus on the welcome emphasis on research and innovation in the Gracious Speech. Properly drawn, the Higher Education and Research Bill, the digital economy Bill, the education for all Bill and the modern transport Bill should work together to upgrade the very foundations of our knowledge economy, unlocking a UK robotics revolution, boosting our space sector, laying the infrastructure for our data-hungry economy and, crucially, underpinning all this with a pipeline of core science, technology, engineering and maths—STEM —skills, and investment in research and development.
I am sure Members will be devastated to hear that I cannot go into detail on all those Bills, but I hope they will be overjoyed to hear that the Science and Technology Committee will shortly be publishing its report on space and satellites, including its conclusions on a spaceport, and that we have just begun our inquiry into artificial intelligence and robotics, which will be looking at driverless cars. We will ensure that we report in time to inform the progress of the modern transport Bill.
Whether we are talking about artificial intelligence and robotics, about the space sector or about our digital economy, the scarlet thread running through the evidence that we are receiving is that we have a STEM skills crisis in the UK, especially in digital skills, which needs to be addressed as a matter of urgency. So while I welcome the ambition of the education for all Bill and the infrastructure investment that will flow from the digital economy Bill, I urge the Government to produce their long-overdue digital strategy and to ensure that they not only take into account the findings of the Shadbolt and Wakeham reviews but meet the scale of the skills challenge that we are facing.
I know that the Minister is aware that the Science and Technology Committee has been taking a keen interest in the higher education and research Bill. I am glad to see that a number of the concerns raised by the community have been taken on board already. In particular, I am glad to see that the timetable for the teaching excellence framework has been amended and that the technical paper has been published alongside it, although, as we have heard, there will be a rigorous debate not only on the timetable but on the quality and metrics measures that will be appropriate to ensure that the TEF delivers what it is intended to deliver.
I also welcome the restatement of the Haldane principle and the Government’s intention to enshrine the dual support system into law, but bringing all funding into UK Research and Innovation—UKRI—will require a separation in practice as well as in principle if we are to preserve the excellence-based allocation on which our world-leading system is founded. The quality of leadership, not just at UKRI level but at research council level, will play a key role in delivering this, but we cannot leave the health of our science and innovation system to the whim of personality. We have to ensure that the structures we set in place safeguard the autonomy and the strong voices of our existing research councils while achieving the stated goal of better interdisciplinary working. With a single accounting officer, I fear that this will be challenging.
There has also been concern about merging Innovate UK into UKRI, some of which was based on the fact that Innovate UK’s budget is not ring-fenced and some on fears about annexation. Many have welcomed the renaming of Research UK as UKRI as it puts innovation right at the heart of the organisation’s agenda and, obviously, innovation funding has been hypothecated. In practice, however, questions still remain. How will Innovate UK retain a clear, separate, business-facing focus and not become research facing? In the new structure, how will we stimulate our innovation sector so that it comes to match our research sector for excellence and efficiency? To achieve that, we need to know where we are going. What is the vision for not only the Higher Education and Research Bill, but this clutch of innovation-driven Bills? How will we ensure that we join them up seamlessly against all the natural impetus of the Whitehall machine?
On higher education, the Government have been clear about their intent that competitiveness and the TEF will raise teaching standards, increase transparency and drive improvements in diversity. Few would argue with those aims. In research and innovation, however, the scale of change does not seem to be matched by the ambition of merging all research councils to improve interdisciplinary working. We can do better than that. Reform on such a scale is disruptive and requires buy-in. To get that buy-in, the Government need to articulate clearly their vision for the future of research and innovation and explain not only why the disruptive changes will be worth it in the end, but how we will safeguard our science and innovation ecosystem—a national treasure—from unintended harm during the process.
I welcome the fact that the proposed office for students will have oversight of the sustainability of HE, but given the effective removal of the structural link between teaching and research—one of our innovation systems’ key strengths—I would like to know who will have responsibility for monitoring the health of the whole system as we progress through the reforms. It is possible that that job is envisaged for the Council for Science and Technology in lieu of the ministerial committee, but I question its capacity to deliver in its current form. Sir Paul Nurse proposed that UKRI form closer links with the Government through a ministerial committee with a Government-wide perspective on research priorities, but the committee was supposed to be about not just horizon-scanning and health-checking, but high-level leadership and accountability for science and innovation across Government. It is not clear how the CST will be able to deliver that function.
The Chancellor has long prioritised science and innovation spending, even in times of austerity, because he recognises that the science and innovation budget is a strategic national investment, not a state subsidy. We now have a major programme of cross-Government reform to match that ambition. I congratulate the Government on recognising that we have no time to lose in backing science and innovation as a key strategic asset and a driver of our national knowledge economy, but we should be under no illusions. The Higher Education and Research Bill alone is the most far-reaching reform since the 1960s, which should not be taken lightly.
In this place, we often mention that the UK punches well above its weight in science and innovation and that we have four of the world’s top six universities, and we should be proud of our research base’s exceptional impact, but we should never forget the responsibility that that brings. As we contemplate new structures and regulations, it is our responsibility in this Chamber not only to guard jealously the health and vibrancy of our science and technology base as a strategic national asset, but to go further and ensure that our decisions do more than maintain the status quo. The decisions that we make with these innovative, forward-thinking Bills must ensure that we take this extraordinary jewel in our crown and supercharge it, matching infrastructure with skills and excellence with efficiency, and delivering in the process a science and innovation ecosystem that not only drives our economy ever more productively and creatively, but fuels the very discoveries that will unlock the great global challenges of our age.

Commons ChamberI have been very clear that I will not be the Secretary of State who leaves undone the job of making our school system as strong as possible for the benefit of all pupils. I hope that as she visits schools up and down the country, the hon. Lady includes visiting those that are already taking advantage of the new academy freedoms. Amanda Bennett from the Greetland primary academy in Halifax said, for example:
“As an academy we have had the freedoms to explore the specific needs of the children in our care—so our curriculum progression, pitch and expectations are able to adapt when we want them to, to respond to our changing needs. This has allowed us to be consistently in the top performing schools nationally.”
Conservative Members are all for improving opportunities and life chances for all children. Is it not interesting that we never hear the hon. Lady talk about pupils or standards, because she is so obsessed with one chapter in the White Paper?
T2. Digital skills are fundamental to the success of our knowledge economy, but evidence given to the Science and Technology Committee during its inquiry showed that only 35% of ICT teachers have a specialist qualification, and more than half lack confidence when it comes to delivering the new computing curriculum. What steps are the Government taking to train ICT teachers, and to ensure that we are equipping young people with the skills that they need not just for today’s workplace, but for a jobs market that may be unrecognisable in a decade?
Digital literacy is, of course, a core part of the national curriculum, and computing is a statutory subject in all four key stages in maintained schools. We are training a cadre of specialists who can cascade the knowledge that teachers require in order to be able to teach that very important subject.

Lady knows that there has been export growth in the past five years, including to some of the fastest growing markets in the world such as India and China, which came up earlier. We obviously need to do more, and that is why we have several measures in place, some of which I have mentioned. Those kinds of changes, such as increases in exports, are leading to falls in unemployment throughout the country and generating jobs, including a 53% decline in jobseekers’ allowance claimants in her constituency.
T10. As Tim Peake blasts off today, we are reminded again of the exponential value of science funding well spent. For that reason, the Science and Technology Committee intends to continue our work of testing science spending plans. Will the Business Secretary reassure the House that the welcome increase in science funding will be ring-fenced? Will he accept our invitation to appear before the Committee in January to go over that in detail?
First, I accept the invitation—thank you very much. I also take the opportunity to commend my hon. Friend for her leadership of the Science and Technology Committee and the way in which has made the case so well for science. I can confirm that the ring fence is protected in real terms, not just cash terms. I also confirm our manifesto commitment to spend £6.9 billion on science infrastructure over the next six years. I am sure that she will agree that, this Christmas, batteries are included.

More than 2.4 million apprenticeship starts have been delivered in England since May 2010, but we are now going even further. We are committed to 3 million more over the course of this Parliament and we will ensure that they deliver the skills that employers and the economy need for continued growth.
We need to fill 1 million more digital jobs by 2020, not to mention finding 1 million more technicians and engineers. In that context, I am sure that the Secretary of State would agree wholeheartedly with the Science and Technology Committee’s first report, published yesterday, which states that cuts to science and innovation spending are a false economy. That spending is an investment, not a state subsidy, and it creates jobs, increases productivity and attracts inward investment. It is essential for science, technology, maths and engineering—STEM—apprentices seeking innovative British employers.
I commend my hon. Friend for her leadership of the Science and Technology Committee. She is absolutely right to talk about the importance of science, innovation and digital skills. She will know that I made a speech yesterday to Innovate UK’s annual conference, in which I set out new plans to boost science and innovation capabilities.

I thank the right hon. Gentleman very much for his questions, and I fully respect the emotion and passion with which he and other Members will be discussing these matters—these very serious matters, as he has set out. He talks about failures and he is right to do so. He is also absolutely right to say that at the heart of this are the young people who have been utterly let down by the system and whose lives have been blighted. It is important that we think about all the victims and their families, and I am pleased to confirm that part of today’s summit and the announcements thereof is a £7 million fund to support those who have been victims. Clearly, however, there is much more that we all need to do.
The right hon. Gentleman asks how the culture arose and why things were not escalated. He also mentions the so-called professional tolerance of these crimes and asked who takes responsibility. On accountability, he set out the position of various people working within Oxfordshire, some of whom are still in their positions and some of whom have moved on. It is not for me to apportion blame—that is a matter for Oxfordshire county council, the police and the health agencies locally—and the purpose of this serious case review is to understand what went wrong and why, and to ensure that we learn the lessons for the future. He is absolutely right to highlight another point, which Maggie Blyth, the independent reviewer, talked about this morning when she said that although
“there was no disregard of clear warnings at top level and no denial by those in charge, their lack of understanding of what was happening on the front line caused unacceptable delays. This allowed offenders to get away with their crimes. The review describes a culture in Oxfordshire where the value of escalation to the top was not understood.”
The review also contains some heart-rending comments from the victims. One that particularly stands out was:
“If a perpetrator can spot the vulnerable children, why can’t professionals?”
The right hon. Gentleman is absolutely right to say that many more questions will need to be answered.
The right hon. Gentleman asks about future reviews and inquiries, and the letter signed today by Ministers from my Department, the Home Office and the Department of Health makes it clear that we are proposing that the local safeguarding children board leads a specific piece of work on the impact of the multi-agency approach to tackling child sexual exploitation in Oxfordshire. We have appointed Sophie Humphreys to work alongside Oxfordshire county council to gather the evidence on the effect of its reforms to front-line practice.
The right hon. Gentleman correctly highlights the fact that the council has taken action since these allegations all first came to light. As has been recognised by the serious case review, there has been tremendous investment in services to support children at risk of sexual exploitation, including the establishment of the specialist Kingfisher team, a multi-agency front-line service for victims of child sexual exploitation; the training of thousands of front-line staff in raising awareness; and an increase in the number of front-line staff as a whole. The right hon. Gentleman is absolutely right to highlight the fact that lives have been blighted by these crimes. Questions need to be answered, some of which will be addressed this afternoon in the Prime Minister’s summit in Downing street.
The right hon. Gentleman says that lessons need to be learned, which is a phrase that is often used in these sorts of cases. But that is not enough. We want action. It was very clear that those who came across this information, not just in Oxfordshire but in other authorities, did not act on it—and that is unacceptable.
Nothing more distressingly demonstrates how completely local agencies failed in this area than the words of survivors. One victim said, “I turned up at a police station at 2 am or 3 am with blood all over me, soaked through my trousers to the crotch. They dismissed me as being naughty and a nuisance. I was bruised and bloody.” Another victim said, “Social services washed their hands. ‘It is your choice’, I was told.”
We must not only pay tribute to the victims for their bravery in coming forward, but recognise that such serious abuse has long-term and complex consequences. I ask the Education Secretary today to make it a personal priority to ensure that these survivors get the long-term and sustainable support that they need.
I thank my hon. Friend for her remarks. I know that she, as an Oxfordshire MP, has been deeply involved in these matters, and I pay tribute to her for her work. I can assure her that my Department and all relevant Departments will do all we can to help and support the victims of these crimes. She is absolutely right to talk about the culture of denial, and the unwillingness to look at the signs of physical and mental abuse inflicted on the victims, which will undoubtedly affect them for the long term. That is why dealing with these issues and ensuring that the front-line professionals take action is so important.

Commons ChamberI agree with my right hon. Friend, particularly about the fantastic work of Fujitsu, which is one of the best apprentice employers in the country, and I am delighted about that as it is to the benefit of her constituents. She is absolutely right to say that we should all be selling the advantages of apprenticeships to young people. Most employers of apprentices pay dramatically more than the minimum wage—and quite right, too, because they value young people and their efforts—but this Government will always bear down on those who fail in their responsibilities.
As the Minister saw for himself at Abingdon and Witney college last week, we have seen a superb 63% increase in apprenticeships in my constituency. In fact, local employers and apprentices told us that the main barrier to an even better performance going forward was the historical local bias towards university education. What work is the Minister doing with schools to ensure that apprenticeships are seen as a good career option?
I thank my hon. Friend for organising this visit, which was fascinating and very encouraging. Perhaps we all understand why there might be a bias in favour of university in the city of Oxford, but nevertheless a huge number of young people in my hon. Friend’s constituency decide, quite rightly, that they can benefit even more from an apprenticeship. We are investing in a marketing campaign to ensure that their teachers and parents have the same understanding of the value of an apprenticeship as many enlightened young people do themselves.
