The hon. Lady raises this issue frequently and is right to do so. The Government’s serious violence strategy will be brought forward soon. It is an incredibly important area and the Government are looking closely at what more can be done to take young people away from the prospects of a life that involves serious crime.

NHS England and Staffordshire police have decided to relocate the children’s sexual assault referral centre in Cobridge in my constituency to Walsall. That is a two-hour, 17-minute journey on public transport; instead of a matter of a few miles, it will be over 40 for my constituents. May we have a debate in Government time on the responsibilities of statutory agencies, to consider the impact of their cost-saving measures on people who need to travel to use these vital services?

I am sorry to hear that, and I understand the frustration of Coventry City supporters. Football clubs are valuable community assets, and every care should be taken to protect their long-term financial future. As my hon. Friend will know, it is not the place of Government to intervene in the fortunes of any particular club. It is for the footballing authorities to administer their sport, and this case is a matter for the English Football League.

Mr Speaker, I am sure that you will be as appalled as I was to learn that half of all the tableware bought by the House last year was not made in England—never mind that it was not made in Stoke-on-Trent. May we have a debate in Government time on public procurement and purchasing post-Brexit so that we can ensure that we actually buy British?

I share the hon. Lady’s enthusiasm for buying British wherever possible. When we leave the European Union, we will be able to look at our procurement rules. Wherever possible, where British goods are equal—in many cases, they are the best—we will be able to purchase them for ourselves.

My hon. Friend is exactly right; that is the choice facing us. This is an incredible building and it is not just of value to us. We have more than 1 million visitors here every year; many tourists come here, and hundreds of thousands of schoolchildren come here as an iconic part of their education. This is one of the most famous sites in the world, so we have a duty, not just to ourselves but to our fellow countrymen and to the next generation of schoolchildren, to ensure we make the right decision.

One of my communities, Portland Street in Hanley, is being blighted by the sale of black mamba. Drug deals are being done in a BT phone box, conveniently turned away from CCTV. I have asked BT to move it, as have the police and the council, but because of what it is being used for it is making money. May we have a debate in Government time about businesses’ responsibilities to local communities who are suffering crime?

The hon. Lady has done a good job in raising this issue in the House today, and I am hopeful that she will see some pretty rapid action as a result. I encourage her to seek a Back-Bench debate on the subject of what more businesses can do. Many of them are very diligent in supporting their communities, but she is right to say that all businesses should be doing the same.

We all agree that the work done by coalminers over so many years to keep the lights on did a huge service to this country. The hon. Gentleman might well wish to raise this issue at Business, Energy and Industrial Strategy questions, or through an Adjournment debate.

Earlier this month I had the honour of accompanying my local police force on a Friday evening shift. I was appalled by the lack of respect for our officers, so I applaud, as I am sure the whole House does, the efforts of my hon. Friends the Members for Halifax (Holly Lynch) and for Rhondda (Chris Bryant) in this area, and support the Bill that we will consider tomorrow. However, important though that is—it is truly vital—I was horrified to learn that a third fewer warranted officers are now on shift on Friday nights than was the case 10 years ago, so they are completely overstretched. May we have a debate in Government time about the number of warranted officers serving in our forces? We have lost 501 in the past eight years.

I reiterate that I share the hon. Lady’s support for the private Member’s Bill of the hon. Member for Rhondda (Chris Bryant). I look forward to it receiving its Second Reading tomorrow.

I understand that the hon. Lady’s police force is achieving significant progress in the fight against crime. It is performing exceedingly well, for which I congratulate it. However, as she will no doubt be aware, the proportion of officers in frontline roles has increased to over 93% from an estimated 91% in 2010, and police budgets are being protected.

I thank my hon. Friend for his question, and I am very sorry to hear of his own very sad personal experience. I can tell him that in Nepal the Department for International Development has set aside £400,000 for the Red Cross and the Nepal Red Cross Society for monsoon flood response to help 30,000 people, most of which is earmarked for water, sanitation and hygiene. In Bangladesh, the UK’s contribution of £660,000 to the flood response will help over 60,000 people. In India, as the Government have not requested international assistance, DFID’s response has been through the Start Fund global consortia of non-governmental organisations, which responds to small and medium-sized emergencies, with a donation of £325,000 for Nepal and £400,000 for India.

At the end of this month, Sneyd Green community centre in my constituency may well be closing its doors, after seven years of attempting to carry out a community asset transfer. Local volunteers, led by John Reynolds, have worked tirelessly, but have simply not received the support they should have received from the local authority. May we have a debate in Government time about what the big society really looks like now, and about what support can be provided to volunteers in such a situation?

I pay tribute to the excellent work of volunteers. I know that a lot of people work tirelessly as volunteers and find it very frustrating when trying to get such things done. I encourage the hon. Lady to talk to one of the Communities and Local Government Ministers and see whether anything can be done at this late stage to try to help this along. Otherwise, she may wish to apply for an Adjournment debate to get the Minister to respond on the Floor of the House.

The best advice I can give is that the hon. Gentleman pursues the matter directly with Transport Ministers and the chief executive of the DVLA. The principle has to be that somebody who has temporarily lost their licence on health grounds should be able to reapply and have their case looked at fairly on the basis of the evidence, but those assessing the evidence clearly have to satisfy themselves that other road users and pedestrians would not be put at risk were their licence to be restored.

May I associate myself with the comments about Sir Gerald Kaufman? I hope that in my time here I achieve a fraction of his stature in the House and reputation as a doughty campaigner.

Given Sir Gerald’s passion for all things related to culture, as well as the recent by-election in my great city of Stoke-on-Trent and some of the appalling coverage it received, can we have a debate in Government time on why my great city should be designated City of Culture in 2021?

My hon. Friend will understand that I cannot comment in detail on that constituency case, but binary option operators that hold remote gambling equipment in Great Britain are regulated by the Gambling Commission. Such operators must hold a licence to sell binary options lawfully to consumers. To do so without a licence is an offence. The Gambling Commission can and does take action against unlicensed operators. I advise my hon. Friend to take the case to the Gambling Commission. If his constituent believes that fraudulent activity has happened, he should take the case to Action Fraud.

Children across the country returned to school last week. Research from the Association of Teachers and Lecturers trade union suggests that a quarter of them were potentially malnourished because free schools meals were not available during the school holidays. That is heart-breaking, but we still do not know the scale of the problem because no proper research has been carried out. May we have a debate in Government time to establish what can be done about child food poverty?

The hon. Lady is right to draw the House’s attention to the matter, and I will ensure that her concerns are passed on to the relevant Minister at the Department for Education. It may be that this is a matter for the Backbench Business Committee or for a debate in Westminster Hall, to thoroughly explore the issues and to get an answer from a Minister.

I will ensure that the Health Secretary is aware of the concerns that have been raised. It is clearly important for us to protect individual data, as it always has been, but I will ask Ministers to give a proper response to both the hon. Gentleman and the hon. Member for Walsall South (Valerie Vaz).

Several constituents have contacted me in the last month about ridiculous delays in assessments for employment and support allowance. Some have been waiting not for the 13 weeks for which they should be waiting, but for as long as eight or even 11 months. Given the importance of the issue to the lives of my constituents and their ability to feed themselves, may we have a debate in Government time about how long the process is taking and what is going wrong with the Department involved?

Fortunately, the Secretary of State for Work and Pensions will be here on Monday for oral questions. I will alert him in advance, and if the hon. Lady wants to raise the issue in the House again, I will ask him to provide her with a proper response.

That is a customary example of the way in which my hon. Friend has campaigned on behalf of his constituents since his election earlier this year, and I commend him for that. He makes an important point. Work is ongoing to try to make our planning system as effective and efficient as possible. Those concerns will undoubtedly be noted, as the Minister for Housing and Planning is sitting beside me on the Front Bench, and I am sure that it will be given due consideration.

While we leave this place to celebrate the holidays, we must spare a thought for the hundreds of thousands of children who qualify for free school meals and who, from next week, will not have their main hot meal each day. May we have an urgent debate in Government time to discuss the impact on their lives, their health and their long-term aspirations?

The hon. Lady makes an important point. I am proud that since we took power in 2010 there has been a fall of nearly 700,000 in the number of workless households. Of course, the best way we have available to us to ease poverty and to help children is to get their families working and moving up the income scale, and that is a priority for us.

I can certainly give an indication about when I expect the report. If anything, I owe the hon. Member for Eltham (Clive Efford) an apology, because in my response to this question last time, I said that it would be published before his Bill comes before the House tomorrow. I have received a copy of the report. It has been done by football for football, so it is only right that the football authorities that need to look through it are given the opportunity to do so. I expect that to be done within the next three weeks and that the report will be published in January.

7. When the Government plan to publish their new sports strategy.

I plan to publish the new cross-departmental strategy for sport and physical activity before Christmas.

The Department’s own “Taking Part” figures show that children’s participation has dropped under this Government. The number of five to 15-year-olds playing competitive sport outside school has dropped 19%. Given that my city, the great city of Stoke-on-Trent, has been awarded European City of Sport for next year, when are the Government going to give us some detail, stop talking and start delivering so that my constituents can get the most out of next year?

The hon. Lady has to wait only a very short time to see what the Government will be doing to deliver a brand-new policy on sport. Making sure that children participate in sport at a very early age is incredibly important. We know that if children develop the habit of sport at a very early age, it is something that they will continue. If she can bear with us for a few more days, I hope that she will get the answer to her question in more detail.
