Commons ChamberThe PSVI remains a top priority for the UK Government. Since its launch in 2012 we have committed £48 million and funded 85 projects across 29 countries to prevent and respond to conflict-related sexual violence. Of course, the UK’s G7 presidency is an excellent opportunity for us to galvanise support for the PSVI.
I was out in Cyprus recently, as I have already discussed, and spoke to President Anastasiades and to Ersin Tatar, the new Turkish Cypriot leader. That is, of course, the starting point. The most important thing that we need to see right now is for both sides to go to those UN 5+1 talks without preconditions, so that we can re-engage in the kind of flexibility and pragmatism that can see lasting and enduring peace for the whole of Cyprus.

Commons ChamberAs I have set out, that is of course one of the priorities that we will safeguard as we reduce the financial envelope. My hon. Friend is absolutely right. I think there is cross-party consensus. For all the public criticism there sometimes is of the ODA spend, alleviating conflict and dealing with the aftermath of humanitarian disasters is what ODA should be spent on and what it should be prioritised for. That is what this Government and global Britain are all about.
The pandemic has reminded us that the virus does not respect borders. Countries with weaker health systems and poor water and sanitation facilities are less likely to defeat covid-19, maintaining the virus’s threat to the UK and the world. Can the Secretary of State confirm whether that was taken into account when making the decision to cut vital aid? Can he explain what he means by returning to the 0.7% commitment when the fiscal situation allows? What metrics will be used to determine that point in time?
The hon. Gentleman is absolutely right about covid and other public health priorities. That is why, as I have set out, we are not just taking a salami-slicing approach to the £10 billion of ODA next year. We will look strategically. As I have already said, that is one of the priorities. It is difficult to give him the precision he may want on when fiscal conditions will allow us to get back to 0.7%, but that is a result of the pandemic. I am sure we will have greater clarity as the weeks and months go ahead. We have got to get through this pandemic and allow the economy to recover. This is a temporary measure taken as a matter of necessity and we will get back to 0.7% as soon as the fiscal conditions allow.

Commons ChamberI congratulate my hon. Friend the Member for Rotherham (Sarah Champion) on securing this important debate. The merger of DFID and the Foreign Office, without consultation with stakeholders or any clear plan on aid transparency, has caused great concern. To allay that concern, I have three asks of the Minister.
First, transparency in aid spend is crucial to building confidence and international credibility. The latest aid transparency index ranks DFID very highly in comparison with how the Foreign Office spends its aid budget. There are serious concerns about how the recommendations of the index will be implemented in the new, merged Department, so I ask the Minister for assurances that those recommendations will be implemented in the new Department.
Secondly, the International Development Act 2002 requires the Government to be satisfied that their aid spend will contribute to a reduction in poverty. We need clarity and binding commitments from the Government that that will continue. Developing countries are threatened by the coronavirus pandemic due to pressures on already vulnerable healthcare systems, so this is no time for uncertainty over aid programmes. There are fears that the commitment to spending 0.7% of GNI on international aid will be removed. Will the Minister confirm that the Government will continue to fund aid at 0.7% of GNI, and that they will commit to allocating resources to promote gender equality and publish reports on those efforts, as DFID does now?
Finally, DFID’s reputation and influence is greater than the sum of its parts. There is a real risk that the UK’s reputation in the aid sector will be diminished as a result of the loss of focus on international aid. We should be leading the call on the cancellation of debt and speaking up for developing countries such as Ghana, where DFID has 34 active projects. Ghana spends 11 times more on servicing its debts than on its healthcare system. Will the Minister confirm the Government’s commitment to debt cancellation?
Unless we have firm guarantees and a long-term commitment from the Government to transparency, direction and influence for international aid, the world’s most vulnerable will suffer.

Commons ChamberIt is great to answer a question from my predecessor, who did such a fantastic job as Minister for Asia. It is great to see her live this morning, albeit digitally. The UK Government take their responsibility to protect the safety and security of the people of the overseas territories very seriously. The Ministry of Defence and the Home Office have provided in-territory support to the Turks and Caicos Islands through a security assistance team of military personnel and police liaison officers. Twenty-nine additional military personnel supported Turks and Caicos to counter illegal migration from Haiti, which risks undermining the covid-19 response. Another team is in the Cayman Islands providing reassurance, security and logistics planning for covid-19, and we must also be conscious of the potential for hurricane responses in those areas.
We continue to spend 0.7% of our gross national income on aid, and that is enshrined in law. We will continue to be guided by the International Development (Official Development Assistance Target) Act 2015, including a commitment to spending on reducing poverty, and we believe we will be stronger in that aim as one Department.
The Secretary of State will soon be responsible for a sizeable amount of official development aid, so can the Minister confirm that the Secretary of State for the future FCDO will be bound by the same rules for aid spending as the current International Development Secretary, including the four key Acts of Parliament that currently govern international development?

Commons ChamberEvidence from Australia and Canada, which have merged their foreign and development departments, has shown that this can threaten the quality and impact of aid, and detailed analysis carried out by the Overseas Development Institute has found that foreign policy and development alignment has little or no obvious benefit for either. Does the hon. Gentleman agree therefore that a merger of DFID and the FCO would put at risk the excellent work that an independent DFID has done around the world, as he has outlined in his excellent speech?
Absolutely—the SNP, of course, promotes independence for all kinds of causes. This is at the heart of the debate. It was raised by the Labour Front-Bench spokesperson in his conclusion in today’s debate on the Queen’s Speech, it was raised by my hon. Friend the Member for Stirling (Alyn Smith), and it has been raised by Members across the House, and I will come back to it as well. I hope the Minister will take this chance to answer it. The hon. Member for Enfield, Southgate (Bambos Charalambous) is absolutely right to raise the international examples, because there has been regression elsewhere in the world. The UK is supposed to pride itself on its global leadership, so let us see if that is to continue.
