Commons ChamberThe hon. Gentleman is right to focus on what is happening in Darfur. He will know that we have funded the Centre for Information Resilience, which investigates attacks on civilians, and is monitoring and keeping records wherever possible, so that—at some point, one day—there can be accountability and no impunity. He will also be aware that the position in Darfur—he asked me this question specifically—bears all the hallmarks of ethnic cleansing. I first visited Darfur in 2005, and again in 2006 with the Foreign Secretary. It has been a significant preoccupation of this House, and rightly so. The hon. Gentleman may rest assured that we are doing everything we can to support the poor and long-suffering people of Darfur in every way we can, but he will equally understand the physical constraints on being able to do that in the way that we would wish.
This has been described as the world’s worst humanitarian crisis in decades, and the war that the world chooses to ignore. Last week, members of the all-party group on Sudan and South Sudan heard from eyewitnesses and aid workers. We heard of 5 million people on the brink of famine, of aid convoys being held at gunpoint, of aid being looted, and of 50 aid workers murdered. The war, the misery, has gone on for a year, and it is getting worse. People want to know what the UK, as the penholder at the UN, is doing to try to shift the dial and bring peace. On behalf of the all-party group, I ask: what pressure are we putting on the United Arab Emirates and Iran to stop them supplying arms? What actions are being taken to enable the aid convoys to move? What is being done to end the culture of impunity? Why have those already indicted for genocide never been held to account, and why will the UK not appoint a dedicated envoy, so we can show that we put all our diplomatic weight behind efforts to find peace?
We always consider whether the issue of the envoy could be boosted, and as I said to my right hon. Friend, we think that the position at the moment is providing maximum effect, but we keep such matters under review. I pay particular tribute to her and the APPG for the work they do. She is entirely right in what she says: the UN issued a white note on 15 March, warning of the risk of conflict-induced famine. At least 21 humanitarian aid workers have been murdered, 8.6 million people are displaced, and nearly 18 million people are suffering acute levels of food insecurity. That is 40% of the population, and among them are 730,000 children who are facing the deadliest form of malnutrition.

Commons ChamberI think the hon. Gentleman pulls his punches; it is worse than he said. Eritrea ranks towards the bottom of the world press freedom index. We urge Eritrea to allow the UN special rapporteur for human rights access to the country, and we also seek the full withdrawal of Eritrean troops from northern Ethiopia, in accordance with the Pretoria peace agreement.
We must not forget the abuses that are happening in neighbouring Sudan. Over 7 million people have been internally displaced, with 20 million in desperate need of humanitarian aid. Last night, the International Criminal Court prosecutor told the UN Security Council that there are reasonable grounds to believe that both the Sudan armed forces and the rapid support forces are committing atrocious crimes in Darfur. What hope does the Minister have that we can end the impunity, stop the rapes, murder and pillage, and bring peace to the people of Sudan?
We are calling for an immediate ceasefire. There were talks in Addis before Christmas. We seek progress through the United Nations, where we hold the pen on Sudan, and also through the Troika, the Intergovernmental Authority on Development and the African Union. We are doing everything we can to end the appalling situation in Sudan, which my right hon. Friend has just described with great eloquence.

Commons ChamberI have already set out the Government’s response to what the Court said, but in response specifically to the hon. Gentleman’s question, he may rest assured that those points were made by the Foreign Secretary throughout his extensive trip to the region last week.
A pause in fighting, humanitarian aid and a long-lasting peace: all are needed to stop people dying now and in the future. I thank my right hon. Friend for setting out the five-point plan towards that long-lasting peace. I find it so frustrating that people who may be pro-Israel say to me, “There is no point talking about a two-state solution, because the Palestinian people will never agree to it,” and people who may be a bit more pro-Palestine say, “There is no point talking about a two-state solution, because the Israeli Government will never agree to it.” Does he agree that everyone should stop second-guessing what others will not agree to, and start working on what they will agree to and how we get there?
My right hon. Friend makes an extremely good point, and she will have noted that those are exactly the tactics that the British Government are employing. We are quite clear about the importance of the two-state solution, and we hope that when the political track is able to recommence—a moment that cannot come too soon—everyone will bend their sinews to deliver that result.

I am sure that there will be plenty of time for these legal concepts to be questioned and advanced, but the central aim of the British Government today is to get relief and humanitarian supplies into Gaza, to help those who are trapped there and who have been eloquently described across the House this afternoon.
Too many civilians and children have died. A sustainable ceasefire is needed urgently. There are concerns about malaria, scabies and other diseases, so as well as food and medicines will the Minister prioritise fuel for hospitals and health workers?
There has been an increase in the amount of fuel getting into Gaza, but my right hon. Friend is right that it needs to be distributed. We are looking very carefully at how we can make progress on that.

The hon. Lady is right to draw attention to the very large numbers of women who are seeking to give birth in extraordinarily difficult circumstances. We are conscious of that in the aid and humanitarian supplies that we are making available. I completely understand the importance of the humanitarian support workers who are in Gaza—extremely brave people who are putting themselves in harm’s way to support their fellow citizens with humanitarian supplies. Nowhere is that more true than in the area that she described.
It has been extremely moving to see hostages starting to come out and aid starting to flow in. I hope that the truce will hold, but if the hostilities start again, please can the UK Government make every representation to Israel that, in its legitimate efforts to stop the terrorism, it must do more to prevent mass loss of civilian life, especially children?
My right hon. Friend speaks with experience and wisdom, and the answer is yes.

Commons ChamberAs the hon. Lady knows, next year, we will increase bilateral funding to Afghanistan to £151 million. We are able to do that because the budget is much more carefully targeted and is now properly cultivated to deliver results. On the subject of education and of the treatment of women and girls in Afghanistan, which is absolutely abhorrent, we do everything we can through various mechanisms, including the Afghanistan World Bank trust fund, to boost those important objectives. As the hon. Lady would expect, we focus on trying to win results with that money—which is paid by the British taxpayer—in the best way we possibly can.
As this excellent paper sets out, the rise in autocratisation, the rise in humanitarian need, and the row-back of women’s rights are all terrifying. They are often linked, and it is women’s voices that are being silenced across the world. A woman’s right to education, to employment and to contraception are basic, fundamental rights. Does my right hon. Friend agree that if we really care for the world’s most vulnerable women, we should set aside our party political differences in this House, and get behind this White Paper and make sure its objectives are delivered for women?
My right hon. Friend speaks with great wisdom; from what we have heard today, her final point is clearly being achieved, which is very welcome. What she says about women’s voices being silenced and their fundamental rights being fettered is, I fear, absolutely right, and the White Paper addresses that head-on. We are finding ways of stopping impunity and calling to account those people who abuse human rights in a number of new ways that target accountability, and which I know my right hon. Friend—who chairs the all-party parliamentary group on Sudan and South Sudan—welcomes.

Commons ChamberWe are working night and day for humanitarian access. On the subject of support for UNRWA, we increased aid very substantially, as the hon. Lady knows, before 7 October. Since then, we have allocated £30 million of humanitarian aid and we will do more if it is required.
Several hundred of my constituents have written to me deeply concerned about the loss of civilian life and wanting the fighting to stop, which we all want. Last week, my right hon. Friend called for Israel to take measures to protect civilians. I said that we needed to see Israel take such measures, but civilians have continued to die, especially in hospitals. Please can he double down on that request to Israel to take measures to protect civilians?

Commons ChamberOnce again, the hon. Lady will have heard the views of spokespeople on both Front Benches on the issue of a ceasefire, but her comments underline the importance now of trying to achieve these humanitarian pauses, so that help and succour can be brought to those who are suffering.
The loss of life in Israel and Palestine is beyond horror and everybody wants it to stop, but the statement from Hamas that they will not stop until the people of Israel are annihilated is deeply chilling. In his statement, the Minister mentioned radicalisation and the concern that the greater the loss of civilian life, the greater the risk of radicalisation, so I thank him for saying clearly that Israel must take precautions to minimise civilian casualties. I would add that Israel needs to be seen to be taking such precautions. We continue to call for pauses in fighting to let aid in and people out. What assessment has he made of the likelihood of such pauses happening?
I do not think I can give a running commentary on that, except to say that the sinews of everybody are bent towards achieving it. My right hon. Friend makes a good point that, from all this death, destruction and killing, we must guard against the radicalisation of an entire new generation of young people. As President Biden said, it is very important that the lessons of 9/11 are properly learned.

In respect of the civilian leadership, I spoke last Friday to Abdalla Hamdok, the civilian political leader. He and many of his colleagues will meet in Addis Ababa this week. We very much hope that those meetings will yield some progress.
The all-party parliamentary group on Sudan and South Sudan has heard how people in Darfur still face daily bombings, killing, rape, pillage and torture. Members of the Darfur community here are deeply worried about the ethnic cleansing. What is happening to try to reduce the flow of weapons and to get urgent humanitarian aid to the 24 million people who desperately need it?

Commons ChamberThe hon. Lady is entirely right in the language that she uses about the atrocities taking place in Sudan and Darfur. That point has been extensively ventilated at this question time. All I can say to her, to add to what I have said already, is that we are working very closely with our allies, particularly the Americans, on precisely the subject that she has identified.
Murder, rape and pillage continue on a massive scale across Sudan. As well as ensuring that humanitarian aid gets to those on the borders, and the financial sanctions that we introduced last week, will the ministerial team look further at ways to cut off the source of funding for this violence, in particular by sanctioning Al-Khaleej Bank and Omdurman National Bank, which are associated with the two warring generals?
My right hon. Friend, who knows a lot about the subject, can rest assured that we are looking at all possible sanctions and other measures that we can take. She refers to humanitarian access. She will know that 15 humanitarian workers have been murdered during the course of the violence, but we will do everything that we can to ensure that what she wants to see happen happens.

Commons ChamberThe hon. Lady makes several important points, and I thank her for the tone and content of her comments. She asked a number of questions. We are in very close touch with the African Union and the SADC. I should emphasise that Uganda has designated the ADF a terrorist organisation, and the Ugandan defence forces are tracking the perpetrators, as the President has made clear.
The hon. Lady asked about illicit financial flows. She will know from the “Integrated Review Refresh” that tackling those flows of stolen and dirty money is a high priority for the Prime Minister. We are actively engaged in working out how we can do more on that front.
Finally, on the processes that Britain is engaged in supporting, the Nairobi process, to which we have provided funding, is a very important aspect of how we bring some sort of order to the eastern DRC, which, as the hon. Lady implied and knows well, is a source of enormous worry to all the surrounding countries, as well as to us and many others.
I thank my good friend, the hon. Member for Strangford (Jim Shannon), for securing this urgent question. I have visited schools in Uganda. They should be happy and safe places. This is yet another tragedy. I am concerned about rising violence throughout the region. Since the war started in Sudan, there have been ominous reports of waves of ethnic violence in El Geneina in Darfur. It may be that the Rapid Support Forces are rekindling genocide in Darfur. Genocide has happened there before, and it may be happening again.
It is incredibly important that the international community keeps shining a spotlight on this and that we break this culture of impunity, because when one violent organisation thinks it can get away with it in one part of Africa, another violent organisation thinks it will get away with another atrocity in another part of Africa. Will my right hon. Friend agree to meet members of the UK’s Darfur community who are desperate to tell people what is going on there so that they can whistleblow on what might be genocide again?
My right hon. Friend will know that I have met recently with the Darfur community, but things have changed since that meeting, so I take on board her final point. She also made a point about the war in Sudan, which means there is the possibility—perhaps the likelihood—that this area of disorder, conflict and humanitarian disaster could stretch from the middle east right the way down to southern Africa. She is completely right about that.
My right hon. Friend is also right to say that impunity must not be allowed to stand on this or any other violent acts. The Ugandans are pursuing the perpetrators. The Ugandan commander-in-chief of land forces has been to the area and was joined by the commander of Operation Shuja, which is the Ugandan deployment in the eastern DRC specifically to combat the ADF. I hope that that, in part, answers her question.

Commons ChamberIf I may say so, the hon. Lady’s response to what I said is not fully comprehensive. We have allocated something like £400 million to east and central Africa, and although it is true that the bilateral spend is slightly below last year’s level, as I said, we do have some flexibility. It is the starting point for our spending this year, and of course, we will keep all these matters very much in our minds.
Climate change and conflict are causing untold misery across the horn of Africa and forcing millions of people to leave their homes. Does my right hon. Friend agree that we should be spending more of our overseas aid on stabilising lives in such places as east Africa and less on expensive asylum hotels here in the UK?
My right hon. Friend is right, and she can rest assured that those points are made in discussions within Government. The point I would make is that as a result, the Treasury agreed to provide an extra £2,500 million of support to compensate for that spending. I think that was the right decision, and I strongly support it.

Commons ChamberThese questions rest predominantly with the Home Office rather than the Foreign Office. I think that the shadow Foreign Secretary got an outstanding answer from the Foreign Secretary earlier. I should make it clear that the Prime Minister took the decision that the NHS doctors would indeed be brought to Britain. Five eligible Sudanese NHS personnel were evacuated from Port Sudan to Larnaca, and 14 came out with the Royal Air Force from Wadi Saeedna and one by United States vessel from Port Sudan—that is 20. The other two left under their own steam. On the specific issue that was raised with the Foreign Secretary, I think I am able to satisfy the right hon. Gentleman that he has had a very good answer.
I agree with my right hon. Friend that getting a ceasefire is vital. On behalf of the all-party parliamentary group on Sudan and South Sudan, I thank him for coming to the meeting last week—if any colleagues want to join the APPG, we would be grateful for their support. Thousands of people are already heading for the border. I met Save the Children, South Sudan last week. It is expecting hundreds of thousands of people to come into camps in eastern Chad and on the South Sudan-Sudan border. Can the UK work with the UN to encourage more humanitarian aid for those areas, which desperately need extra support?
My right hon. Friend is entirely correct and highly informed in what she says. In the last few moments, the meeting of the African Union has finished in Addis Ababa. The meeting called for a comprehensive ceasefire, underlined the extraordinary humanitarian jeopardy that Sudan is now in, called for a properly co-ordinated political process to be immediately resumed, and underlined the profound humanitarian consequences that exist in Sudan today.

The head of the Office of the United Nations High Commissioner for Human Rights is expecting to be in the region within the next day or so. The essential fact that is required is a ceasefire. Without a ceasefire, the consequences— particularly the humanitarian consequences—are unconscionable.

Commons ChamberI thank the hon. Gentleman for his comments. The number of people who have replied to the Foreign Office’s request for information and registered themselves is of the order of 2,000. There is public speculation that there are about 4,000 British nationals and dual nationals—a person with a British passport is effectively in the same category.
I know the hon. Gentleman will expect me to say that lessons have, indeed, been learned from what happened in Afghanistan. The second “Dear colleague” letter, which I hope is in his inbox—if it is not, it will be shortly—sets out exactly how to get hold of the Foreign Office. We hope the word “shambles” will not be applied to our seamless work across Government to make sure we achieve the aims that are common on both sides of the House.
I thank everyone in the FCDO, the MOD and our armed forces. I have visited Khartoum and absolutely understand how difficult and dangerous any evacuation is and could be. The violent fighting was started by General Hemedti’s RSF, which is really worrying, especially considering its historical links with Wagner. I have met General Hemedti, and I will never forget the overwhelming sense of evil. The longer the violence continues, the more that people will face acute shortages of food and water, which could precipitate even more violence. Can my right hon. Friend tell us whether any food is getting into Khartoum?
I thank my right hon. Friend for her comments. She knows Sudan extremely well, and the whole House will have heard what she says about General Hemedti. She is right to fasten on the fact that humanitarian relief is enormously needed but, because humanitarian workers have been attacked and five have been murdered, the whole issue of supply is extremely difficult and, as of now, very little food is getting into Khartoum. We are acutely aware of this, and it is yet another reason why we are pressing with our international and regional friends and partners, through the United Nations and its agencies, for an urgent ceasefire that holds—none of the ceasefires has yet held—so that the humanitarian issues, and all the other issues, can be addressed.

Commons ChamberAs the chair of the all-party parliamentary group for Sudan and South Sudan, I join the Minister and others in my utter condemnation of the violence, which will make the situation of the 16 million people in the country in need of humanitarian assistance even more precarious. There is bound to be more migration and more innocent deaths. May I encourage him to continue to work with all regional and international partners to try to stop the violence and get humanitarian aid flowing? The APPG recently took evidence from Luis Ocampo, the International Criminal Court prosecutor, who indicted Bashir 14 years ago for genocide. The man has never gone to court and the prosecutor pointed out that, for so long as he stays out of court, other people will think they can get away with war crimes—other people locally and Putin himself. So, please, never give up and never let the international community give up on taking this man to court.
My right hon. Friend has wrestled with these issues recently in government, and I am grateful for what she said. We will continue to work together as she suggests. We will never give up. The point I made to the Chair of the Select Committee, my hon. Friend the Member for Rutland and Melton (Alicia Kearns), is true: we will never accept a culture of impunity. The ICC successfully indicted General Bashir. No one would have believed that he would go anywhere near the court, but today he is under house arrest. All those Bosnian leaders believed that they could flee and secure impunity, but in the end they were all subject to international justice. I give my right hon. Friend the Member for Chelmsford (Vicky Ford) an absolute undertaking that we will do everything we can, particularly in our role in the international community, to ensure that there is no impunity for the events taking place in Khartoum and across Sudan.

Commons ChamberI congratulate the school in the hon. Gentleman’s constituency on that public-spirited statement about the rights of women and the appalling violations that are taking place in Afghanistan. The Taliban are not a monolith in Afghanistan; there are parts of the country in which education is taking place at both a primary and a secondary level for girls. It is the job of the international community to try to persuade and argue with the Taliban Administration that what is happening in those areas should be extended across the whole country.
With 129 million girls out of school across the world, may I congratulate my right hon. Friend and the FCDO on putting girls’ education at the heart of the women and girls strategy that was announced last week? The International Parliamentary Network for Education brings together parliamentarians from over 60 countries to promote the importance of education. Will my right hon. Friend encourage Members of this House to sign up to the network so that we can continue to work with others to ensure that no children are left behind? Mr Speaker, will you join?
I am certain that if you sign up, Mr Speaker, most colleagues will follow your lead. My right hon. Friend has done a great job in this area herself. Between 2015 and 2020, the UK supported more than 8 million girls with getting into school, of whom 65% were living in fragile countries.

Commons ChamberIn the horn of Africa, millions of people are facing starvation due to the worst drought in 40 years. We know that local non-governmental organisations can play a vital role in reaching the local groups of people affected, so what proportion of our £156 million of promised aid is going to people through local NGOs?
We take an absolutely pragmatic approach to this and we use the best possible vehicle for getting the humanitarian aid through. I can tell my right hon. Friend that we will meet the target of £156 million that we budgeted for by the end of the financial year.

Commons ChamberThe hon. Gentleman raises a number of important points. With regard to polio, Britain has been one of the leading nations, if not the leading nation, in trying to push for its eradication. I will shortly be seeing in Britain people involved in the voluntary sector on polio to drive forward what has been a pretty successful campaign in this respect. Equally, it is going backwards in Afghanistan, for reasons he will very much understand. In terms of the work we are doing to improve the position in Afghanistan, I should explain to him that something like 47% of aid agencies either partially or wholly have curtailed their activities. That underlines the dangers that he points out, which are made even worse by the point he makes about the cruel weather at this time of year.
I know that Members across the House will share my deep sadness at the awful story of the murder of the woman MP, Mursal Nabizada, just this week. I thank the UN deputy Secretary-General, Amina Mohammed, for her visit to Afghanistan. It is vital that women’s voices are heard on women’s issues, and I hope my right hon. Friend will have seen the letter signed by many senior women on the Government Benches to him last week. The majority of women in Afghanistan are only allowed to see women health visitors. Girls are only allowed to be taught by women teachers. If NGOs cannot employ women, women will not be able to see a doctor or midwife, girls will not be able to seek even a minimal education and they will end up in forced marriages and poverty. I urge my right hon. Friend not to reduce our own financial commitments, especially for this year, while all actors continue to negotiate for the operational space they need to support women.
I thank my right hon. Friend very much for her comments; she knows a great deal about this subject. I will pass on what she has said to Amina Mohammed when I hopefully see her on Monday. I have received the letter that my right hon. Friend and others signed, and we will be responding. In terms of our commitments, we have met the commitments this year that we have made, and we are seized of the importance of continuing to give the maximum amount of support we can, together with other countries and colleagues, for the reasons that she has given.

Commons ChamberI am grateful to the hon. Member for Rotherham (Sarah Champion), the Chair of the International Development Committee, for securing this debate. The Minister for Asia and the Middle East, my right hon. Friend the Member for Cannock Chase (Amanda Milling), who is our lead on international development, is in the Gulf on ministerial duties so it is my pleasure to respond on behalf of the Government. I thank all hon. Members for their contributions. It is good to see a collection of colleagues from both sides of the House who care passionately about what we do to support the most vulnerable people in the world and those who are often living in the poorest conditions.
I note that the hon. Member for Dundee West (Chris Law), the SNP spokesperson, said that he wanted detail not rhetoric, so I will try to address as many of the comments that have been raised as possible. Before I do, many hon. Members pointed out that the UK has a proud record of leadership on international development that goes back many years. Since 2011, international climate finance has helped more than 88 million people to cope with the effects of climate change and has installed 2,400 MW of clean energy. That is important because time and again, the most vulnerable and poorest countries in the world are bearing the brunt of climate change. If we do not help them to adapt, cope with that and change the way they live, they will continue to be pushed back into more vulnerability.
In 2013, we became the first G7 country to achieve the target of spending 0.7% of gross national income on official development assistance. Even last year, in the middle of the pandemic, under the G7 presidency, we managed to get leaders from across the world to pledge more than £1 billion vaccine doses, either directly through their own contributions or through COVAX, to the world’s poorest countries.
Yes, the Chair of the International Development Committee is right. There are countries where part of our support is access to safe abortions. That is a vital part of the UK’s support.
The whole of the women and girls strategy is centred around three different areas, which we call the three E’s: education, empowerment and ending violence. As the hon. Member for Birmingham, Edgbaston (Preet Kaur Gill) said, they all need to work together to support women. That will be set out in the forthcoming women and girls strategy.
Why do we not mention boys’ education and always mention girls? It is because girls often face extra barriers to get into school. When we can remove the barriers for the girls, we help the boys as well.
Our third priority is to step up our humanitarian work to prevent the worst forms of human suffering. We are prioritising £3 billion for that over the next three years. We are also leading globally in driving a more effective international response to crises. I mentioned earlier what we have done on leveraging other donors to come and help us in the horn of Africa. We continue to support humanitarian multilateral aid agencies through core contributions to them. That funding enables the humanitarian system to undertake essential work in providing humanitarian assistance to those most in need.
Another vital priority is to take forward our work on climate change, nature and global health, putting the commitments of our G7 and COP26 presidencies, and our global leadership in science and technology, at the core of our offer. On climate, we are delivering more than £1 billion of activities this year as part of our flagship five-year, £11.6 billion international climate finance target. Another event I went to earlier this year was the annual general meeting of the African Development Bank, where the UK signed the landmark guarantee with the bank that will enable it to unlock $2 billion of funding. No other country is stepping up in this way. That funding will be able to go directly into parts of Africa to help to build climate resilience and is the sort of innovative way we are using our financial powers to get support to the poorest parts of the world.
On covid, I remind the Select Committee Chair that we were at the forefront of the international response to covid-19. We pledged up to £1.2 billion to address the impacts of the pandemic.
I am sorry to intervene on my hon. Friend now, because it was the earlier point she was pursuing that I wanted to come in on. She mentioned the British support for Africa in respect of vaccinations and covid, which of course is very welcome. The Prime Minister promised in this House a year ago that Africa would have 100 million vaccinations within a year. One year on, it has had 32 million. Can the Minister tell the House when the other 68 million will arrive?
What I can tell my right hon. Friend is that access to vaccines in Africa is not the issue at the moment. There are plenty of vaccines around. I have been working closely with African organisations on this issue. Today, there is not a shortage of vaccines per se. There are challenges in getting them enhanced and there are challenges in overcoming not necessarily vaccine hesitancy but people not prioritising having the vaccine. For example, I went to a vaccine clinic in Kenya where people are asked, when they walk through the door, which type of vaccine they would like. They are told, “If you go here, you can have AstraZeneca. If you go there, you can have Pfizer. If you go there, you can have Johnson & Johnson”. There are vaccines, but the issue is getting them into arms. We are working with four of the most challenged countries in Africa to help to get the different vaccines through. This issue is not about the donation.

Commons Chamber(Urgent Question): To ask the Foreign Secretary if she will make a statement on the UK response to the humanitarian crisis in Afghanistan.
The humanitarian situation in Afghanistan remains deeply concerning. In January, the UN requested nearly $4.5 billion for 2022—the largest humanitarian appeal on record. The UN has announced that it will be holding an international pledging conference on 31 March, and the UK is strongly supportive of that conference. On 28 January 2022, the Foreign Secretary announced £97 million of humanitarian assistance to Afghanistan from the UK. This latest allocation of vital support delivers the Prime Minister’s promise to double the aid to Afghanistan, to £286 million. By the end of January 2022, we had disbursed over £176 million in aid, and will disburse the remainder by the end of this financial year—that is, the end of March.
UK aid allocated since October is supporting over 60 hospitals, providing health services for more than 300 million people, ensuring that 4.47 million people get emergency food assistance through the World Food Programme, and will provide 6.1 million people with emergency health, water, protection, shelter and food, through the UN Afghanistan humanitarian fund.
In addition to providing immediate assistance, we are playing a leading role in international efforts to address multiple causes of the crisis. The provision of basic services such as health and education remains critical. We continue to explore solutions for service delivery such as payment of frontline delivery workers. We are working closely and monitoring Afghanistan’s economy, specifically its lack of liquidity, and we are working with partners to seek solutions. The UK also played a key role pressing for a resolution establishing a humanitarian exemption under the UN Afghanistan sanctions regime. On 27 January, the UK Government laid legislation to implement UN security Council resolution 2615. That will save lives and reduce the impediments faced by humanitarian agencies.

The stark reality is that Britain can and must do more to rise to this horrific challenge. The inescapable facts are that the Taliban won and we lost, but we had previously promised that the military withdrawal would not be followed by economic and political withdrawal. Indeed, in 2010, when we announced the end of the combat role for British troops, we doubled aid and development spending from the UK as we had promised.
Although the £286 million pledged recently is extremely welcome, it is still not clear over what period it is all being spent and whether it is new and additional funding. It is, however, clear that it is not enough. The tremendous response to the Disasters Emergency Committee’s appeal for Afghanistan in December shows too that the British people do not think it is enough, as once again ordinary citizens across Britain have responded magnificently.
The appalling reports from brave journalists such as Christina Lamb cannot be read without tears of anguish at the plight of our fellow human beings, who are selling their daughters into early marriage and parting with body organs to provide food for their families. This is not science fiction; these are facts, attested to by British journalists and charities working on the ground while the World Food Programme is trying desperately to feed 20 million starving people.
Some 90% of the people in Afghanistan do not have enough to eat. Five million are living in camps. Four million are just over the border in Iran, and they will not stay there; they will be heading for Europe and for Britain before long. UN professionals have made clear that $4.4 billion is required, and, typically, fair burden-sharing would mean that the UK would agree to provide about 10% of that. Why is the UK not hosting this important and welcome pledging conference in March?
Before the Prime Minister decided to vaporise the Department for International Development, there were dedicated officials, steeped in the practicalities and respected across the world, who were able to bring together the necessary technical skills, connections and experience to lead the international community to a better and more responsible place. As Britain’s International Development Secretary, I spent half my time urging, pleading and cajoling my counterparts in the rich world to step up to the plate. Britain led, and the international community followed. We need the same oomph, the same vigour from Britain today to make this happen. It is not just an appeal to our humanity; it is firmly and completely in our own national interest.
My right hon. Friend is absolutely right about the generosity of the British people in responding to this very serious humanitarian crisis. It is a deeply tragic situation. However, the UK Government have also responded, and have shown leadership across the world. The £286 million that we have promised will be spent by the end of this financial year. It has been spent continually over this period, and will be spent by 31 March. That is the date on which the United Nations will host its new donor conference, and the UK is absolutely supportive of that initiative. It is vital that all countries come together through the UN to step up to the mark.
It is also thanks to UK leadership that the United Nations Security Council backed the resolution that we had suggested to enable the delivery of urgently needed humanitarian aid, while preserving sanctions against the leading Taliban figures. That means that the aid can continue to flow, and will not be held back because of those sanctions. As I said last month, we are also working to encourage the World Bank, as a matter of urgency, to repurpose the Afghanistan reconstruction trust fund, which would unlock a further $1.5 billion. Indeed, I had discussions with my officials about that just this morning.

As I said earlier, during my meetings last week I stressed to all parties the importance of supporting the civilian-led Government, the constitutional declaration and the Juba peace agreement and of progressing with the transition as well as continuing to co-operate with the International Criminal Court. I repeat those messages today.
On humanitarian aid, the UK stands by the people of Sudan. We have been a leading donor of such aid in Sudan. It is already the fifth largest humanitarian crisis in the world and the actions of the military do not change the urgent need for assistance. The ordinary Sudanese people must not suffer as a result. I saw first hand how UK aid through the World Food Programme is giving school food at a school just outside Khartoum to girls in great need of food support. It is also encouraging them to come to school and be educated. Given the challenges that many Sudanese people face, the UK urgently continues to call for an end to the blockades in east Sudan and for humanitarian aid and vital supplies to be able to flow without hindrance.
On financial support, we have invested £150 million in Sudan since the revolution, including £80 million in the Sudan family support programme, which is helping citizens cope with the necessary economic reforms, and a £148 million bridging loan to help clear Sudan’s arrears with the African Development Bank. We will consider the impact of today’s events on our support, including with key international financial institution partners.
The whole House will want to thank my hon. Friend for what is, I think, her first reply to an urgent question in this role and for the robust nature of it.
This is a dreadful setback for the people of Sudan and a horrific reminder to so many on both sides of the House of the awful days of the genocide—as George Bush described it—in Darfur and the international pariah military regime of General al-Bashir. There will be concern that this could not have taken place without at least the passive acquiescence of the Saudis. Can my hon. Friend reassure the House that all discussion about the forgiveness of £600 million of Sudanese debt under debt relief schemes will now be put on hold until the military return to barracks and a lawful regime is put in place? Will she consider all sanctions, including the Magnitsky sanctions, being deployed against these international criminals who have illegally taken over Sudan?
I thank my right hon. Friend for his very kind words. As ever, he is deeply thoughtful on these matters. I agree that this is a totally unacceptable betrayal of the people of Sudan who have stood up for their democracy and freedom.
Regarding the debt clearance, the UK used our G7 presidency to agree an ambitious financing package to clear Sudan’s arrears with G7 Finance Ministers and other international partners on the IMF board. It was a really important part of that pathway towards democracy and a stronger economy. As I have said, we will consider the impacts of today’s events on our support, including with key international financial institution partners.
