I agree that we need to balance food production with ensuring we protect our precious environment. Farmers obviously have a key role to play in that.
Before my hon. Friend leaves this topic, I think this comes to the heart of the matter. One of the biggest barriers, particularly for red meat producers, to putting produce into a local supply chain is the inability to get it slaughtered close to the point of production. Does my hon. Friend agree that ending the ever-increasing move towards larger, centralised abattoirs would allow a regrowth of smaller abattoirs closer to the point of production, which is better for animal welfare, carbon emissions and, ultimately, for producers being able to access that much more diverse range of markets?

Fine Shetland sheep, indeed. I do understand the challenges of accessing a local abattoir, not only a local one but one able to help with the services that small producers require. I will cover that in a minute, but I would like to make some progress.
I want to see changes in the public procurement system that provides schools, such as King Arthur’s School in Wincanton or Ansford Academy in Castle Cary, Frome College or Huish Episcopi Academy with the flexibility to source local produce, whether that be food or drink, and ensure that local provenance. Many schools do not have the flexibility to do that. That particularly resonates with regard to the 800,000 children living in poverty who are not eligible for free school meals as their households are in receipt of universal credit and have in excess of a £7,400 post-tax income.
Building awareness among children of where their food comes from now can sow the seeds of good food habits for life. The Liberal Democrats believe it is crucial that we extend free school meals to all children in primary education and all secondary school children whose families receive universal credit, but there is a threat to that. There has been a 12% increase in the number of large-scale industrial farms in the UK from 2016 to 2023. The intensive nature of those farms means that accessibility to local food and drink is likely to be diminished. Environmental standards will decline and the custodians of our countryside—the small family farm—will disappear.

It is an honour to serve under your guidance once again, Sir Charles. It is a real privilege to follow everybody in this debate, but especially my hon. Friend the Member for Somerton and Frome (Sarah Dyke), who succeeded in securing this debate and made an outstanding speech at the beginning.
I want to cover many issues we have already talked about, and I will start with farming. Farming is crucial to feeding our country, protecting and restoring our environment, tackling climate change, promoting biodiversity and underpinning the landscape that our tourism economy depends on, but it has been badly let down. Farmers across my community feel angry with this Government for many reasons—including the trade deals with New Zealand and Australia that threw them under the bus—but specifically, as my hon. Friend the Member for Somerton and Frome mentioned, the botched transition from the old scheme to the new scheme.
We believe in environmental land management schemes, and we think the project is one worth supporting. However, the Government promised £2.4 billion in their manifesto for farming in England, and the latest figures for 2022-23 show £1.97 billion for agriculture in England. Environmental schemes have increased in their expenditure to farmers by £145 million a year—great—but basic payments have fallen by £490 million. We see upland livestock farm incomes down by 44% and lowland livestock farm incomes down by 41%.
I remind hon. Members of my entry in the Register of Members’ Financial Interests. If the Government find it so difficult to put money into farming in the way my hon. Friend describes, could they not perhaps give a bit more attention to ensuring that farmers get a fair price for their product at the farm gate? The Groceries Code Adjudicator has not achieved what we wanted it to, but surely somebody, at some point, has got to address the fact that that market is failing, and it fails to the disadvantage of our farmers and rural communities.
I am extremely grateful to my right hon. Friend for making that point; he is absolutely right. The Groceries Code Adjudicator has the capacity to potentially make a big difference for farmers and growers—producers of all kinds. But the reality is that it does not have the sanctions and remit. It is not allowed to take third-party referrals from the likes of us or the NFU on behalf of farmers who are being stitched up by processors or retailers. It is absolutely right that the Government support farming, but the market should be fixed so it does not exploit our farmers either.
We already have a situation where we are only 58% self-sufficient in farming in this country. We are never going to deliver the environmental goods we need if we do not have those expert hands on the land delivering those environmental policies. Our landscapes are at risk of changing radically, dramatically and negatively to undermine—for example—the £3.5 billion-a-year tourism economy of the English Lake district.
Moving on to broadband, Project Gigabit is a good idea, but there will be many people who miss out. Thousands of homes in my part of Cumbria are outside the scope, or in deferred scope, of Project Gigabit. B4RN—the Minister may be aware of it—or Broadband for the Rural North is an excellent local community interest company. It could absolutely connect all of those homes in—I am going to mention them now—parts of Sedbergh, Kaber, Murton, Long Marton, Winton, Warcop, Ormside, Hilton, Hartley and Bleatarn.
I mention those places because, if the broadband voucher system were still available, they could be connected now through B4RN, if it was not for the fact that Project Gigabit is trying to only ride one horse, and is not prepared to accept that not every issue has to be dealt with in the same way—one size does not fit all. I ask the Minister to look specifically at those communities and consider restoring the vouchers to them so that they can be connected well and connected now.
I want to briefly move on to buses. The right hon. Member for Suffolk Coastal (Dr Coffey) rightly points out the importance and value of the £2 bus fare, which I think has increased footfall or “busfall” by about 10%—it certainly has in my community. The £2 bus fare does a fat load of good if there is no bus. I want this Government to give local authorities like mine the power to run their own bus companies and the funding to ensure that they work. Buses often do not make a profit, but they are the oil that ensures that the economy works in communities to keep people connected and to ensure that people can get to work and school, or make use of leisure facilities. Back our buses.

Commons ChamberI hear what my hon. Friend says. That is why we will be working closely with DLUHC on what is possible to help local authorities with the clear-up. Derbyshire has been really badly hit, but it has also had £74 million of flood defence schemes, better protecting 3,900 properties. A great many properties were protected that might otherwise have been flooded. We also have to bear that in mind.
The Minister may not be aware of this, but the BBC website has confirmed in the last hour that there are now three confirmed deaths in Scotland as a consequence of Storm Babet. Each one is a tragedy, and I am sure that we all send sympathies and condolences to them and their families. The loss of life could have been so much worse, but for the willingness of others to put themselves in harm’s way. In Shetland, the Lerwick lifeboat was at sea for 18 hours in atrocious conditions to save the lives of those on the Danish trawler Westbank, and the coastguard helicopter airlifted 45 workers from the Stena Spey, an offshore drilling rig. Does the Minister agree that they deserve our gratitude and commendation, and will she have a word with her colleagues in the Department for Transport, who are currently proposing that the response time for the Shetland coastguard helicopter be increased from 15 minutes to 60?
Of course I send condolences for all three of those deaths—any death is absolutely tragic—and I commend the lifeboat team who did such spectacular work in rescuing the trawler and those who rescued the people on the oil rig. This is a tremendous story and accolade for them. I am not sure that I am the one who can trigger the commendation, but I am sure that the right hon. Gentleman’s suggestion will be fed in, and I will certainly pass his other comments to the Department for Transport.

Commons ChamberI pay tribute to my hon. Friend, who is a tenacious campaigner for her fishing community. We are working alongside the Marine Management Organisation to assess non-lethal seal deterrent options to keep seals away from fishing catches, and we will publish an evidenced report on targeted acoustic startle technology later this year. We are also considering the next steps, including for net fisheries, under our Clean Catch programme. The special committee on seals provides formal scientific advice to the Government on behalf of the Natural Environment Research Council on the management of seal populations under the Conservation of Seals Act 1970 and the Marine (Scotland) Act 2010. Its reports include seal population data based on extensive regional surveys and form the foundation for monitoring our UK marine strategy.
I wonder whether the Minister has seen the video footage that is doing the rounds of the recent incident involving the Spanish longliner Antonio Maria trying to ram the Shetland whitefish boat Defiant; in fact, it put out a rope to foul its propeller. The footage is truly shocking, but the real scandal is that this is not the first time it has happened; it is at least the third documented incident in recent times. This will keep happening unless something is done to stop it, so will the Minister speak to his colleagues in the Department for Transport and the Foreign Office to make sure that France, as the flag state with enforcement powers in this case, takes its responsibility seriously?
I have seen that footage. It is truly shocking. This was a deliberate act to try to sabotage a UK fishing boat. It was outrageous behaviour. As the right hon. Gentleman identifies, enforcement is difficult, because the incident involved a Spanish boat under a French flag, but given the seriousness of the event I will most certainly raise it with my ministerial colleagues.

Commons ChamberMy hon. Friend is absolutely right: of course we need good broadband and good connectivity across rural areas. We continue to have conversations with our friends in the Department to make sure that this is delivered, as it is a priority of the Government.
The right hon. Gentleman will be aware that we have been able to get fishermen on to the shortage occupation list. The Home Office has conceded on that so that those people can now make use of that process. We shall continue to have conversations with both the fishing industry and the Home Office to try to help the industry. The good news is that, following our leaving the EU, we do now have the opportunity to manage our own fisheries and we have been able to increase quotas, and the amount of catch and fish that is landed has now gone up.

The hon. Member makes an important point about the nature of the equipment and the damage it does to the seabed. I think the Government have made a good start in the process, but there is a way to go.
I want all our marine protected areas to have the same protections that have been introduced to the Dogger Bank. I hope that, after this debate, the Minister and officials will get a move on. The job is not nearly completed. We now have the first four or five areas protected. The Dogger Bank is particularly important, and that is a good start, but every day of needless destruction in other marine protected areas causes more damage to our ecosystems, which will take years and years to restore.
My message to the Minister today, first and foremost, is that we need to get on with stopping these destructive practices altogether. That is why I have particularly focused on bottom trawling. If we destroy the seabed and the habitat of the creatures that live on it, we also deeply damage the food chain for the fish who live there. In doing so, we compound the problem for our fish stocks. To my mind, there is a benefit to the fishing industry in sorting out adequate, proper and appropriate protections for marine life. I do not believe that there are any fishing communities around the UK that want to destroy our fish stocks and create a situation where fishing is unsustainable.
We must prevent the most damaging practices—big industrial trawlers, often coming from continental ports, towing vast mechanisms behind them—simply scalping the seabed and leaving a trail of destruction. We have to take a wholly new approach to managing fish stocks and supporting the industry. As stocks diminish, the industry has had to go further and further afield to stay in business. Our focus therefore must be on helping our fish stocks to recover. Proper protection in marine protected areas is an essential part of that.
If people do not engage in damaging fishing practices and there is only limited scale local fishing, marine protected areas become a breeding ground for new fish. Those fish will spread outside of the protected areas. Fish stocks have shown signs of really recovering in the small number of highly protected marine areas around our shores, and in the waters around them. That approach is beneficial to the fishing industry as well as being of absolute importance to our natural ecosystems. We must step up our approach to restoring the marine environment and managing it well so that both nature and fishing can flourish.
My first ask of the Minister—it is one of a number—is to drive forward with bans on damaging fishing practices in marine protected areas. There really is no reason why that cannot be done in the current Parliament. Let us take responsibility. We have done some great things in government, including taking the legislative framework for nature protection further than it has ever been before. Before we get to a general election, let us be able to say to the country that we have completed the job, that we have provided those protections in the MPAs and that we have done what we started out to do. My message to the Minister is: please, let us get on with it.
We must also take a further step forward and provide even greater protections for our most important waters. As recommended by the Benyon review, I want to see highly protected marine areas around our shores. In such areas, no extractive activity is permitted, and nature can be left to its own devices. In the few areas around the UK where really tough protections have been put in place already, there has been a resultant rapid increase in local marine populations. That has happened only on a very small scale in the UK, but the results have been dramatic. It benefits the surrounding fisheries because if an area’s nature, fish stocks and ecosystems are given a chance to recover, surrounding areas have better fish stocks and healthier marine life. If we look after nature, the benefits work for everyone.
My second request to the Minister is this: let us move to designate our most important ecological areas as highly protected marine areas. If we ban all extractive activity in those areas to help them to recover, we will provide a real boost to the surrounding seas too. I say that fully in the knowledge that we must find a balance for the fishing industry; we cannot just close the fishing industry off from large areas of the waters that it has fished for centuries. However, it is also in the interests of the industry that there are patches where we provide complete protection.
The right hon. Gentleman is being sufficiently general in his terms that I do not think that anyone, even from the fishing industry, would disagree with him. However, he may want to look northwards to the experience of the Scottish Government with their consultation on highly protected marine areas. There is a great deal of advantage in hastening slowly in this area. The right hon. Gentleman really must bring fishing, coastal and island communities with him. Otherwise, he will end up doing something that is ultimately counterproductive to fish conservation. If the right hon. Gentleman can demonstrate the benefits in a small number of areas first, there will be more support from coastal and island communities.
I absolutely take on board the right hon. Gentleman’s point about the need to do this in stages. It is still more important to do this in partnership with the fishing industry and with fishing communities as well. Where there are highly protected marine areas, communities are seeing the benefits. I am not in favour of barging in and saying, “This area of sea that you currently use is closed from tomorrow.” Let us talk to them and work with them to designate areas in a way that works for those communities and for marine life. Let us not approach this on the basis that there should be no more marine protected areas or highly protected marine areas. This can be made to work for both sides.
The right hon. Gentleman has to bear this point in mind. He wants to exclude fishermen for rewilding purposes, but fishermen find themselves excluded from other fishing opportunities as well because of cables, pipelines, aquaculture and offshore renewables. It is a salami-slicing effect. Does he agree that if we are to be effective in creating marine protected areas, or highly protected marine areas, we have to look at it in the round, and not just the HPMAs in isolation?
I accept that we need to look strategically at all our waters to see what the right approach is, but I do not think this is something we can simply not do. The need to protect and restore the ecology around our shores is such that we must take bold steps, although we should take those steps fully aware of the potential impact on coastal communities, and work in full consultation with those communities to identify the best places on which to focus. This is not something we can avoid doing, or even try to avoid doing. We need to step up the pace to provide protections where it is appropriate and most important to do so.

By convention, where the law officers have been asked to provide advice, the contents of any such advice is not disclosed outside Government. That protects our ability as legal advisers to give the Government full and frank legal advice.
I somehow suspected that the answer would be something like that. The Attorney General knows that I am one of her admirers, and long have been so, right back to the days of her maiden speech, when I remind the House she said:
“The European convention on human rights is a masterful document, and we must remain a signatory to it...In this country, the courts are unable to quash an Act of Parliament. It seems we need to re-state that, while our courts should have regard to the decisions of the ECHR, these are on the same footing, and Parliament is sovereign.”—[Official Report, 25 June 2015; Vol. 597, c. 1113.]
Will she confirm that that thinking still informs her assessment of these questions? If she can, I think the rest of us can join up the dots for ourselves.
Well, Madam Deputy Speaker, I assure the right hon. Gentleman that the admiration is entirely mutual. I also assure him that I heard very recently the Prime Minister, from this Dispatch Box, assure the House that it is the Government’s policy to remain a signatory to the ECHR.

That this House has considered shellfish aquaculture.
It is a pleasure to serve under your chairmanship, Ms Elliott. As treasurer of the all-party parliamentary group for shellfish aquaculture, I am pleased to have the opportunity to speak up for shellfish aquaculture across the United Kingdom and the businesses linked to it.
I do not believe it is an exaggeration to say that the UK’s aquaculture sector has long been overlooked and undervalued. A quick comparative glance at the various European oyster, mussels or scallop farms versus those of the UK shows that we are behind the curve in size and scale. Such a lackadaisical approach to aquaculture has dulled confidence in the industry and seen successive Governments fail to recognise the true potential of harnessing, working and using our coastal waters. If done right, we can help to create tremendous opportunities along the UK’s coastline and address some of the very real issues outlined in Professor Chris Whitty’s report on health and wellbeing in coastal communities, as well as countless reports on the aquaculture sector.
In accepting that more needs to be done and by addressing the bureaucratic red tape, improving our relationship with our friends and neighbours in Europe and ensuring the regulatory environment is a help, not a hindrance, we can create more jobs, boost local economies, support coastal communities, protect the marine environment and even enhance our coastal waters and play a part in sequestering carbon dioxide, as well as creating a sustainable food source that relies on little to no chemicals and addressing our food security concerns. Yet those successes are dependent on us changing our approach.
In the past seven years, UK mussel production has decreased by 60%—by 99% in Wales. In the past three years, UK oyster production has declined by nearly a third. That decline comes despite the Government’s best efforts to help through the fisheries and seafood scheme and countless other funds and initiatives that have been put in place over the past few years.
The hon. Gentleman is absolutely right about the woeful lack of attention received by the sector, which is important for communities such as the ones that I represent. Can I suggest that what we really need is Government and Governments who operate in the same direction? At the moment in Shetland, we have the Shellvolution project, which brings £4.4 million to develop low-carbon, sustainable mussel farming—something that is good for the whole of Scotland—and is funded by both the UK and Scottish Governments. At the same time, we have a consultation on highly protected marine areas that is focused almost exclusively on inshore waters, which was today described to me by a local businessman in Shetland as an existential threat to the industry.
I thank the right hon. Gentleman for his intervention. I know how hard he works on behalf of the aquaculture businesses in his area, but also that he sees the wider picture across the United Kingdom. He is absolutely right about the spatial squeeze that is closing out our fishermen and aquaculture businesses. I suspect that this will not be much of a debate; it may just be a moment of violent agreement across the House to talk about how we can work together to find a collaborative approach that allows us to grow the sector and bring enormous benefits to our coastal communities, and indeed to the sector itself. The right hon. Gentleman will find no disagreement with me on this matter and I will certainly come on to that point later on.
We need to change our approach to address the decline and recognise that we must be fleet of foot to not just save the sector, but build it up, develop it and let it become the success that we all know it can be. With the Windsor framework almost agreed, it should not be wrong to expect an improved relationship between the UK and Europe. If that is the case, we can rightly expect to take advantage of this situation and see to it that sectors that are so readily dependent on close-to-home export markets have the opportunity to address some of the problems they have experienced both at home and abroad.
I will point to specific examples both at home and abroad of where I believe we can take the necessary steps to help our aquaculture sector enormously. As a representative of south Devon, with one of the finest coastlines, I can tell you, Ms Elliott, that there are few delights as good as fresh oysters and a pint of Guinness. In fact, I invite you and the Minister down to south Devon, and, even more, I shall pay for lunch—I don’t know if this counts as bribery—to welcome you down any time you like to experience such a delectable combination.

Commons ChamberWe have set out in our peatland action plan the measures that we will be taking. The hon. Lady is absolutely right to recognise the value that England’s peatlands provide: they are our largest terrestrial carbon store, and also provide homes for rare wildlife, regulate our water supply and provide a record of the past, all of which are incredibly important. In the net zero strategy, we committed to restore approximately 280,000 hectares of peatland in England by 2050.

We have banned single-use plastic straws, cotton buds and stirrers, and have recently announced that additional items will be banned from October 2023, including plastic plates and cutlery and polystyrene food and beverage containers. Through our 25-year environment plan, we are committed to an ambition to eliminate all avoidable plastic waste by 2042.
The Minister has a long-standing record in this area; I thought she might be jumping to get to the Dispatch Box to answer my question. We have to accept, though, that although we were making very good progress on reducing and eliminating the use of single-use plastics before covid, the measures that were necessary during lockdown did see a lot of that progress reversed, and there is now a need for a renewed and reinvigorated approach. Unfortunately, in Scotland we have a rather poorly designed deposit return scheme that risks further damage to the cause of reducing single-use plastics, so will the Minister join me and other Members across the House in designing a strategy for the eventual elimination of single-use plastics that can enjoy everyone’s support?
As the right hon. Gentleman knows, I am always very keen to talk about these issues. Frankly, I believe this Government are doing a really great job in setting the direction of travel for reducing our use of plastics and, indeed, pressing on with all of our schemes—not just the individual bans that I have outlined—as well as the extended producer responsibility scheme, the data reporting section of which has already started; the deposit return scheme; and our consistent collections. I am sorry to hear what the right hon. Gentleman says about the Scottish deposit return scheme, but certainly, we in this place are pressing on with all our commitments and targets to eliminate all avoidable plastic waste.

Commons ChamberMay I say to my hon. Friend and to Opposition Members that that is how to hold the Government to account? We help the situation by trying to get to the facts in a calm way. He will be aware of the £100-million seafood fund that is available to help fishing communities up and down the country. I know that many businesses in the north-east have been bidding into that pot, and I hope that they will be successful.
It is worth saying that the independent expert panel took a thorough, evidence-based approach, assessing all the evidence on this matter. That included correspondence with the University of Newcastle on a number of occasions. The independent panel concluded its assessment of the incident using all the evidence available at the time. DEFRA and its partner agencies will continue to work with researchers and the scientific community to monitor the situation.
In every other area of fisheries science and management, when facing something for which we do not know the cause, we proceed according to the precautionary principle. The Minister clearly does not know the cause of this incident. Last year and in the year 2020-21, English water companies discharged sewage into waters containing shellfish on no fewer than 59,079 occasions, lasting more than 432,695 hours. According to the precautionary principle, should we not be stopping that, instead of giving it the green light for another 15 years?
That is a slightly different topic. Of course, our scientists consistently monitor water quality throughout the rivers of the UK, and the good news is that water quality is going up in a number of areas. The Food Standards Agency—the most robust standards agency in the world—ensures that food produced in the UK is safe to consume and safe to eat, and it will continue to ensure that that is the case.
