It is important to highlight that there are over 1.6 million people already claiming some £5.4 billion in Pension Credit but the Government wants to ensure that all pensioners eligible can claim the Pension Credit to which they are rightly entitled. In Berwickshire, Roxburgh and Selkirk there are around 2,600 pensioners already claiming Pension Credit.

On a national basis the DWP targets activity on engaging with people who may be eligible to benefits at pivotal stages, such as when they claim State Pension or report a change in their circumstances. The DWP uses a wide range of channels to communicate information about benefits to potential customers; including information on https://gov.uk/, in leaflets and by telephone. DWP staff in Pension Centres and Jobcentres including visiting officers are able to provide help and advice about entitlement to benefits, as are staff in Local Authorities who administer Housing Benefit.

Potential customers can use the Pension Credit Calculator https://www.gov.uk/pension-credit-calculator to check if they are likely to be eligible and get an estimate of what they may receive. People wishing to claim Pension Credit can do so by calling the Freephone number 0800 99 1234.

We welcome and encourage initiatives to promote take up of Pension Credit by local organisations who may often be best placed to understand the local circumstances and needs in the community. To help facilitate this, we have developed the Pension Credit toolkit, as an on-line tool for agencies and welfare rights organisations to use in order to encourage Pension Credit take-up. To ask the Secretary of State for Housing, Communities and Local Government, what steps he is taking to improve access to housing for (a) older and (b) disabled people.

In the revised National Planning Policy Framework, we strengthened policy to create a clear expectation that all councils have policies in place for addressing the housing needs of older and disabled people. In the Framework, we have also strengthened the policy approach to accessible housing by setting out an expectation that planning policies for housing should make use of the Government’s optional technical standards for accessible and adaptable housing. Additionally, on 25 June the Prime Minister announced that Government will consult on mandating higher accessibility standards for new housing.

Universal Credit is designed to target resources at those that need them most and to provide support for people who cannot work or need help moving towards the labour market.

For those that are unable to access or use digital services, assistance to make and maintain their claim is available via the Freephone Universal Credit helpline on 0800 328 5644 and face-to-face support is available in Jobcentres. In exceptional circumstances, a home visit can be arranged to support a claimant in making and maintaining their claim.

Additionally, claimants can access support with their Universal Credit application through the Citizen’s Advice Help to Claim service which, offers tailored, practical support online, over the phone, and face-to-face. To ask Her Majesty's Government what steps they are taking to ensure that those who are entitled to claim (1) pension credit, and (2) a TV licence from June 2020, but currently do not, take up those benefits.

In the 2015 funding settlement, the Government agreed with the BBC that responsibility for the concession would transfer to the BBC. The implementation of the licence fee and the concession from June 2020 is a matter for the BBC and TV Licensing, which are independent of Government.

However, we expect the BBC to put in place robust plans to support those who might be affected. The BBC has said it will write to all over 75 TV licence holders advising them of how the new policy will work and when they need to act.
